| 摘 要： | 经济、法律及技术壁垒制约开放存取的可持续发展。国外机构开放存取可持续发展的一些举措,如在开放存取经营上努力实现收入大于支出、争取各相关机构的资助、对获得资助的开放存取项目必须对外义务开放等值得我国借鉴。

| Abstract: | Economy,law and the technical barriers restrict the sustainable development of open access.The measures on it in foreign countries such as making income balance expenditure in OA management,getting donations from relevant institutions,and the support project of OA having obligation to open to public access,are worth using for reference in our country. |
