| 摘 要： | 目的/意义]政府数据开放可持续发展能为可持续型数字政府建设提供充分的保障，探寻其关键影响因素及作用机理具有重要意义。方法/过程]构建政府数据开放可持续发展指标体系，运用DEMATEL方法识别关键影响因素，并通过ISM方法构建多级递阶结构模型，深入分析关键影响因素对于政府数据开放可持续发展的作用机理。结果/结论]通过DEMATEL-ISM分析，确定数据搜索与理解能力、数据产品使用等6个表层因素，数据治理能力、数据创新与利用能力等6个中层因素，隐私保护、法律政策等4个深层因素。政府数据开放可持续发展是表层因素、中层因素以及深层因素共同作用的结果，且对表层和深层因素进行有效把控是促进数据开放可持续发展的有效途径，最后从数据开放主体、数据环境、数据资源方面提出具体对策建议。

| Abstract: | Purpose/Significance] The sustainable development of government data openness can provide adequate guarantee for the construction of sustainable digital government, and it is of great significance to explore its key influencing factors and mechanism of action. Method/Process] This paper constructed the sustainable development index system of government data opening, identified the key influencing factors by DEMATEL method, and constructed the multi-step progressive structure model through the ISM method, and analyzed in depth the action mechanism of the key influencing factors for the sustainable development of government data openness. Result/Conclusion] Through DEMATEL-ISM analysis, 6 surface factors, such as data search and understanding ability, data product use, and so on, 6 middle-level factors, data governance ability, data innovation and utilization ability, and so on, privacy protection, legal policy and other 4 deep factors are determined. The sustainable development of government data openness is the result of the combination of surface factors, middle-level factors and deep factors, and effective control of surface and deep factors is an effective way to promote the sustainable development of open data, and finally this paper puts forward concrete countermeasures from the aspects of data opening subjects, data environment and data resources. |
