| 摘 要： | 阐释信息承载力概念、内涵及内在的信息治理机制，构建信息承载力定量评价模型与相应的指标体系。针对信息生态系统失衡导致的公地悲剧与反公地悲剧问题，主张在信息承载力定量评价的基础上，通过信息治理促进信息生态系统的可持续发展。

| Abstract: | This article discusses the conception, significance and information governance mechanism of the Information Carrying Capacity(ICC)，then constructs the quantitative evaluation model and index system of ICC. Account for the tragedy of commons and anti-commons resulted from informaiton ecological unbalance, the author proposes that the information governance by the quantitative evaluation of ICC can promote the sustainable development in Information Ecosystem. |
