Abstract

In 1988 the Library of Congress and eight library participants undertook a two-year pilot known as the National Coordinated Cataloging Program (NCCP) to increase the number of quality bibliographic records. Subsequently the Bibliographic Services Study Committee reviewed the pilot. Discussions held at the Library of Congress (LC) and in other fora resulted in the creation of the Cooperative Cataloging Council, and, ultimately, the establishment of the Program for Cooperative Cataloging (PCC) in 1994. The conditions that contributed to a successful approach to shared cataloging are described. The article concludes with considerations for expanding the future effectiveness of the PCC.

Abstract

This article examines the motivations for the collaboration between the British Library and Library of Congress to develop a joint (Anglo-American) authority file. It describes the obstacles that had to be overcome for the British Library to become a Name Authority Cooperative (NACO) “copy holder”, or node. It considers the contribution the British Library made to NACO, the benefits it has derived from participation in Program for Cooperative Cataloging (PCC), and concludes by looking ahead to the next 25?years.

The Library of Congress Surplus Book Program, whereby public and educational institution libraries may obtain free books and serials, is described. After analyzing the intensive use of this program by the University of Texas at Dallas Library during a three-year period from 1984 to 1987, the author concludes the program may not be useful to every library, but that all collection development and acquisitions librarians should be aware of this source.

The Library of Congress’ Cataloging in Publication (CIP) Program has been in existence for forty years. During this time, the CIP Program has moved from a model where the Library of Congress created all pre-publication metadata for publishers to a partnership where other libraries share in the creation of metadata. This article documents the evolution of the Electronic Cataloging in Publication (ECIP) Cataloging Partnership Program. The ECIP Cataloging Partnership Program can be used as a model to leverage limited resources across libraries to the benefit of library users nationwide.

The National Digital Information Infrastructure and Preservation Program (NDIIPP) was initiated in December 2000 when the U.S. Congress authorized the Library of Congress to work with a broad range of institutions to develop a national strategy for the preservation of important at-risk born digital content. Guided by a strategy of broad collaborations and iterative learning, the Library of Congress began catalyzing a national network of partners dedicated to collecting and preserving important born-digital information. Over the last six years, the Library and its partners have been engaged in learning through action. Our investments in preservation partnerships, public policy deliberations related to intellectual property challenges, basic technical research, and network architecture models have increased our understanding of the sustaining roles and functions for a national network of diverse stakeholders. The emerging network of networks is complex and inclusive of a variety of stakeholders: content producers, content stewards and service providers from the public and private sectors.

The Cataloging and Metadata Services Department of the Pennsylvania State University Libraries successfully achieved full participation in the Library of Congress’ Monographic Bibliographic Record Cooperative Program of the PCC (BIBCO) in 2010. Reaching this goal means that the catalogers at Penn State are now fully engaged in all of the cooperative cataloging initiatives overseen by the PCC, as well as participating in cooperative quality control efforts for three formats within the OCLC Enhance Program. This article describes the journey toward achieving both BIBCO status and full participation in all cooperative programs and the importance for doing so. It also serves as a means to invite other institutions to take the next steps on their journey toward full participation in cooperative cataloging, or to join us in these important efforts.

Abstract

The Program for Cooperative Cataloging (PCC) has formal relationships with the Library of Congress (LC), Share-VDE, and Linked Data for Production Phase 2 (LD4P2) for work on Bibliographic Framework (BIBFRAME), and PCC institutions have been very active in the exploration of MARC to BIBFRAME conversion processes. This article will review the involvement of PCC in the development of BIBFRAME and examine the work of LC, Share-VDE, and LD4P2 on MARC to BIBFRAME conversion. It will conclude with a discussion of areas for further exploration by the PCC leading up to the creation of PCC conversion specifications and PCC BIBFRAME data.

It is estimated that the majority of federal information is born digital. To that end, the U.S. Government Printing Office is transforming into a 21st century electronic information agency. As part of this effort, the Federal Depository Library Program (FDLP) has been investigating new options for the dissemination of Federal information that incorporate digitization, preservation, electronic metadata, and information retrieval. The FDLP's efforts to find new solutions will improve acquisitions, information access, and collection development for depository libraries. This article describes just a few of the initiatives GPO has undertaken to increase access to electronic U.S. Government information.

Abstract

Establishing Program for Cooperative Cataloging (PCC) Chinese Japanese Korean (CJK) NACO, BIBCO, CONSER, and SACO funnels grew out of the PCC’s strategy of engaging and inclusion of diverse membership, and the commitment of the Council on East Asian Libraries (CEAL) to collaboration with PCC, the Library of Congress, and the American Library Association. Together, PCC CJK funnels and CEAL’s Committee on Technical Processing (CTP) have been taking leadership roles in contributing quality metadata, developing CJK-specific training programs, participating in the development of PCC policies and best practices, and engaging in international collaborations. This article discusses challenges the CJK funnels and CEAL CTP have faced and strategies taken in this ongoing collaborative endeavor.

ABSTRACT

In 2006, the University of California launched a Cooperative Online Serials Program (CONSER) Funnel. It paved the way for serials catalogers across UC libraries to work with CONSER records in the OCLC WorldCat database. The first funnel dealing with bibliographic records in a decentralized approach in the Program for Cooperative Cataloging's history, it has had significant impact locally and nationally. The UC Davis Library was one of the early participants. Valerie Bross was instrumental in its establishment and implementation. This article presents the view from a participating library's standpoint and complements Valerie's article which was published here in 2010.

Abstract

It is important to remember that there were two bibliographic networks, OCLC and the Research Libraries Information Network (RLIN), which together with the Library of Congress enabled the sharing of bibliographic and authority records amongst PCC members. Karen Smith-Yoshimura was active in the early years of the Program for Cooperative Cataloging (PCC) representing RLIN. In this interview with Smith-Yoshimura in the summer of 2019, Joan Schuitema poses five questions which provide an opportunity for Smith-Yoshimura to share her memories about her participation in PCC prior to RLG’s merger with OCLC.

As a part of the National Digital Information Infrastructure and Preservation Program (NDIIPP), the Library of Congress (LC), partnering with the Center for Technology in Government (CTG), launched an effort in 2005 to integrate state governmental entities into the national network to preserve born-digital information that is both significant and at risk of loss. The main theme that emerged from the efforts of LC, CTG, and the state and federal digital preservation community was the importance of partnership efforts and collaborative strategies for the preservation of state government digital information. Based on the findings of the initiative, this paper discusses challenges and opportunities regarding interorganizational collaboration and community building for digital preservation of state government information. Following the community of practice framework, it is recommended that a “state government digital information preservation community” be developed to facilitate collaboration across agencies and knowledge professionals in state governments.
