Successive republican governments in France have constructed a complex educational context, which is rhetorically committed to a myth of provision of educational equality of opportunity whilst in practical terms it is characterised by a system focused on the production and reproduction of elites. This article aims to consider the political drivers and levers that are transforming French teacher education during the current challenging economic, social and cultural context. It uses a relatively new methodological approach to the analysis of policy evolution and development by applying a critical analysis of discourse, which considers the ways in which teacher education policy is ‘reproduced and reworked’. This is achieved through the discourse analysis of a policy speech made in October 2013 by the then Minister of Education, Vincent Peillon, contextualised by comparisons with reforms enacted by the previous Sarkozy government (masterisation). The article, therefore, utilises a systematic framework that allows analysis at the levels of contextualisation and deconstruction of the text and so highlights developments to date in the arguably unique approach of the Hollande government, driven by the relationship between the republican state and the education system in France. The article also considers how reaction following the Charlie Hebdo attacks of January 2015 afforded opportunities to assert new validity for the teacher education policy espoused within Peillon’s speech.  相似文献

This paper has as its focus an analysis of the question and problem of classroom teacher effectiveness research and inquiry. It presents an examination of what counts as valid and worthwhile research in classroom teacher effectiveness studies for the development of education policy within an Australian context, the State of Victoria. The Government’s Blueprint, the major education policy document of the Victorian State Labour Government, outlines its educational approach. Important and core features of government direction for education policy include a focus on social and economic disadvantage. A priority for the Victorian State Labour Government is tangible and measurable improvement in the performance of the public education system. A particular concern is the problem of academic underperformance within public schools, particularly those designated as low-performing and situated in socially and economically disadvantaged communities. Building the capacity of the State’s teacher workforce forms a key component of the Blueprint, and State Government direction in public education. The paper utilises a qualitative theoretical framework. Eight education policy actor/participants were interviewed and their responses analysed using a critical discourse approach. The main findings indicate that education policy actors advocate a strong belief in particular forms of evidence-based research for the development of education policy in the area of classroom teacher effectiveness.  相似文献

ABSTRACT

This critical policy analysis investigates the opinions and activities of Standing Advisory Councils on Religious Education (SACREs) in England. It uses a critical approach to educational policy to examine the diffuse power structure of SACREs and give voice to those local councils. Using data gathered in an online survey of SACREs, conducted between January and May 2017, it critiques the activities of SACREs and, in identifying what they see as their future role, questions whether the complex, producer-based governance structure of religious education is preferable to a simple, neo-liberal centralised legal settlement. It suggests that those individuals and groups which are successful in surviving in the increasingly competitive, marketised, local RE policy landscape become intrinsic parts of the national neo-liberal solution.  相似文献

In recent decades, educational policy researchers have considered critical policy sociology, mostly known as ‘policy sociology’, as a useful research methodology for analysing educational policies. However, despite its increasing popularity, policy sociology has been a confusing concept hence it is often used interchangeably with other terms such as policy analysis. In the main, there is a dearth of literature outlining its key underlying assumptions and how this methodology helps policy researchers to analyse social, political and economic issues related to educational policy. By reviewing current body of literature in the field, this paper identifies policy sociology as one of the four major traditions in the policy analysis field. The paper presents six key underlying assumptions of policy sociology – value based study, political study, historical study, multidisciplinary study, assemblage study, and discourse study – and discusses how researchers have used policy sociology as a research methodology for analysing educational policies.  相似文献

批判思维可算是20世纪英美世界主流的教育目的,同时反映了西方知识论的理性传统,以及道德论上的尊重人的康德启蒙传统。大多数学者都从实用的角度,认为批判思维是因应现代社会快速变迁所需具备的基本能力。杜威、彼得斯都曾严谨地从哲学立场检视教育目的之探索意义。美国马克佩克从知识的条件证成教育蕴含批判思维,西格尔则从尊重人的原则、自足性作为成人生活预备、引领理性的传统、批判思维与民主生活等四个维度来证成批判思维作为教育理想。西格尔的论证是建立在理性、自由主义的氛围之上,这也引起了部分政治哲学家的反思,即民主社会是否可接受少数族群进行非批判思维的教育之提问。史特图与史贝克归纳了批判思维涉及民主社会的三个主题:政治体制与合法性、自由政体架构与善的概念、善的概念与其内在价值,一一加以检视,二氏认为支持性论证可以说明一、二主题,福祉论证较支持性论证更可涵盖,但仍未能完全证成将批判思维视为第三主题的内在价值。主流社会在推展批判思维之余,若少数族群没有违反重大社会共通价值且没有限制其子女参与主流社会,宜适度尊重其教育价值观。综合来说,批判思维对于非认同自由主义社群仍是可欲而非强制的教育价值。哲学论证,可以丰富教育概念的讨论,有助于体现批判思维的精神及理解其可能的限制,也具有教育实践的意义。  相似文献

This paper examines the implementation of Singapore’s landmark policy, ‘Thinking Schools, learning Nation’ (TSLN), in developing ‘thinking students’ through the prism of student voice. In the context of twenty-first century education and the growing importance of student voice in education, this paper argues that the time might be right to ‘disrupt’ Singapore’s education status quo and incorporate meaningful student voice in education policies. Instead of perceiving students as mere subjects of educational policy enactment, and seeing policy as something that is done to them, it should be reconceptualised as something which is done with them; importantly, students should be recast as key co-agents of educational change, consistent with TSLN’s reconceptualization of learners as ‘thinking students’. Basing its arguments on findings from a qualitative case study of students’ perceptions and schooling experiences of critical thinking in TSLN, this paper considers the case for the inclusion of significant student voice in Singapore’s educational policy reforms. It fills gaps in research on student voices in Singapore’s educational reforms and TSLN’s research from students’ perspective. The paper suggests that the inclusion of student voice in educational reform might be the next landmark step in ‘disrupting’ its educational landscape after the ‘big bang’ of TSLN.  相似文献

Policy texts are representations of practice that both reflect and shape the world around them. There is, however, little higher education research that critically analyses the impact of higher education policy on educational developers and educational development practice. Extending methods from critical discourse analysis by combining textual analysis of a policy text with in-depth interviews with policy-makers and policy users, this article seeks to better understand the process of production, interpretation and implementation of policy. The article focuses on a leading national UK quality assurance policy in relation to the educational development community in order to uncover how policy is played out in practice. The findings paint a picture of a text that presents a version of higher education that is portrayed linguistically as universally accepted. Yet, the methodological approach enables the uncovering of the complexities of the policy process that go beyond the text’s words by highlighting the debates that shaped its development and the interpretations of its textual form that subsequently shape its enactment. Looking specifically at the constraints of policy boundaries, word choice and calls to educational development action (or inaction), the policy text is analysed in light of educational developers’ contexts and institutional positioning, surfaced through the research process itself. The article concludes by arguing that the combination of data collection and analysis methods used provide greater insights into how policy is played out in practice than the employment of any one of these methods individually could have achieved.  相似文献

Recent educational initiatives have emphasised the importance of fostering critical thinking skills in today's students in order to provide strategies for becoming successful problem solvers throughout life. Other scholars advocate the use of critical thinking skills on the grounds that such tools can be used effectively when considering social justice issues. In this article we make the case that the teaching and learning strategies of analytic art criticism can serve as fundamental tools used not just for the study of art but can also centre critical thinking and analysis in all aspects of the art education curriculum. Our argument begins with a review of literature on the use of art criticism for critical thinking and meaning making. Then we describe our efforts to address critical thinking with our students by using the critical analysis model of art criticism and applying it to learning environments for forming reasoned judgments about teaching and learning, and also as springboard for examining social justice issues. We believe that promoting this form of affectively driven, intellectually guided critical thinking makes our students potentially more successful not just in their encounters with art and education, but also in their lives as human beings beyond school.  相似文献

This paper uses the Free Compulsory Universal Basic Education (fCUBE) policy implementation in Ghana as an exemplar to explore the apparent disjuncture between policy intentions in theory and outcomes of implementation tasks in practice. Through the critical discourse analysis of a range of policy documents complemented by the analysis of interviews with Ghanaian education officials, the paper investigates the extent to which the ‘free’, ‘compulsory’, ‘universal’ and ‘basic education’ components claimed in the fCUBE policy title are reflected in the implementation process. Owing to its commitment to enhancing the educational opportunities and outcomes of the educationally disadvantaged, the fCUBE policy is viewed as a ‘rights-based policy’ deeply rooted in social democratic values. However, the advent of neo-liberal ideological rhetoric of ‘skills for the world of work’ has triggered the neutralisation of these progressive ideals. This, the paper argues, has led to a significant discursive shift in policy direction and language of implementing the policy.  相似文献

It is now 15 years since the signing of the 1998 Belfast (or ‘Good Friday’) Peace Agreement which committed all participants to exclusively democratic and peaceful means of resolving differences, and towards a shared and inclusive society defined by the principles of respect for diversity, equality and the interdependence of people. In particular, it committed participants to the protection and vindication of the human rights of all. This is, therefore, a precipitous time to undertake a probing analysis of educational reforms in Northern Ireland associated with provision in the areas of inclusion and special needs education. Consequently, by drawing upon analytical tools and perspectives derived from critical policy analysis, this article, by Ron Smith from the School of Education, Queen's University Belfast, discusses the policy cycle associated with the proposed legislation entitled Every School a Good School: the way forward for special educational needs and inclusion. It examines how this policy text structures key concepts such as ‘inclusion’, ‘additional educational needs’ and ‘barriers to learning’, and how the proposals attempt to resolve the dilemma of commonality and difference. Conceived under direct rule from Westminster (April 2006), issued for consultation when devolved powers to a Northern Ireland Assembly had been restored, and with the final proposals yet to be made public, this targeted educational strategy tells a fascinating story of the past, present and likely future of special needs education in Northern Ireland. Policy and practice responses to diversity and difference in pupil populations continue to challenge education systems around the world. This paper considers how teachers’ understandings of diversity and difference and their pedagogical responses at the local level are influenced by, and can be reconciled with, policy at the general level with its impulse for categorisation, normalcy and ‘ableness’. Two frameworks around orientations to diversity and types of pedagogic need are combined in order to examine this tension and develop possible responses. This is illustrated through the example of special educational needs as a type of difference. The paper argues that for critical, ethical and socially just pedagogies, policy needs to support teachers in acknowledging and troubling difference at the classroom level.  相似文献

This article discusses influences of Education for All (EFA) and the education Millennium Development Goals (MDGs) on education policies in the Pacific sub-region in the context of ongoing ‘post-2015 development agenda’ deliberations, focusing on Papua New Guinea and Vanuatu. It is based on doctoral work undertaken as a component of an Australian Research Council Linkage grant, partially supported by the former Australian Agency for International Development (AusAID), and continuing postdoctoral research.Pacific postcolonial nations’ engagement with EFA and the MDGs was compared through a critical discourse analysis of multi-scalar education policy formation processes. The research identified paradoxical influences of global approaches, and multi-level processes. While such frameworks at once facilitated educational debate and legitimized broader education policy participation, they also supported a status quo in mainstream donor and state dominance of educational development agendas. There is some evidence of wider national participation in the emerging ‘post-2015′ policy processes, but the extent of its influence on multi-level policy deliberations globally and regionally is yet to be seen. Many of the education issues currently being raised in both nations, and regionally, have endured since colonial occupation and independence. This article focuses on educational relevance and gender issues in education, and positions them in relation to the concept of ownership within post-colonial political dynamics and multilevel discursive contexts for participation, which I interpret as being of continued importance to understanding these enduring education concerns.  相似文献

This paper utilizes tools of critical race theory to interrogate the racial politics of the everyday. The authors contend that this type of critical policy analysis can yield understandings of/about the world that are too often silenced or ignored altogether. This paper argues that critical race theory does not aim to tell a “truer” account of reality, but a more honest one. Therefore, critical race scholars need not ask permission – nor seek forgiveness – for their counterstories, but hold themselves accountable to communicate stories and narratives that are not only honestly critical, but critically honest.  相似文献

Recently critical scholars have shown a renewed interest in spatial relations in educational contexts. In this essay we use selections from Gulson and Symes's edited volume Spatial theories of education as a point of departure to examine what spatial analysis can contribute to the critical education traditions. We argue that, when done thoughtfully, spatial theory can shed new light on existing and taken-for-granted social relations in education, though we raise cautions regarding particular forms of its application. In the process we connect the more recent attempts to ‘spatialize’ critical education to the ways in which space has been dealt with in past moments of critical work. Finally, we conclude by advocating for the expansion of the types of methodological tools used by critical theorists of spatial relations and of critical projects more broadly.  相似文献

Academic developers are important interpreters of policy, yet little research has focussed on the interplay of policy and academic development practice. Using methods from critical discourse analysis, this article analyses a national learning and teaching policy, charts its development, and explores its interpretation by the academic development community. The findings suggest that while developers played a strategic role in the policy’s development nationally, their influence on and use of policy institutionally was more limited. The article calls on developers to take a more overt leadership role in an area of higher education practice where they clearly have (often unharnessed) expertise.  相似文献

ABSTRACT

This paper explores the vocabulary and frameworks offered by two theories of public policy process: the advocacy coalition framework (ACF) and the narrative policy framework (NPF) and what they offer to the study of global education reform. The foci of ACF are policy subsystems, formation of advocacy coalitions around policy issues, and their impact on policy change; the emphasis of NPF is the divergent narratives developed and used by these coalitions. This paper reviews each theoretical framework, summarizes existing research literature on their education policy applications, and then poses alternative questions and suggest alternatives to study global education policies, especially those presently critiqued using the term neoliberal which we position as nebulous in its current usage. The aim is to open channels of communication for scholars from different disciplines by introducing different theoretical approaches to analyse the role of the numerous elements that shape global education policy.  相似文献

ABSTRACT

Discourse has featured in studies of educational policy as an analytic and methodological tool, theoretical frame, realm of implication, and even a foundational definition of educational policy itself (e.g.) Despite the centrality of discourse as a frame for exploring educational policy and its implications, the ways that discourse is defined or operationalized in educational policy research are often left implicit which can lead to murky relations to larger onto-epistemological questions of how we construct findings from data as well as the nature of policy. In this interpretive analysis, we synthesize a corpus of 37 peer-reviewed journal articles that bring together educational policy and analyses of discourse from varying theoretical and methodological perspectives in order to better understand the breadth and scope of how discourse is defined and operationalized in studies of educational policy, including in ways that are sometimes incommensurate with authors' stated theoretical and methodological positions. After first laying the theoretical groundwork for analyses of discourse in the field of educational policy, we then illustrate how discourse analysis is used differently, and sometimes inconsistently, within contested paradigmatic landscapes. We conclude with an argument for discussions across theoretical frameworks and methodological paradigms about how the concept of discourse lends itself to different epistemological vantage points on educational policy.  相似文献
