The recent policy debates about orientating research, technology and innovation policy towards societal challenges, rather than economic growth objectives only, call for new lines of argumentation to systematically legitimize policy interventions. While the multi-level perspective on long-term transitions has attracted quite some interest over the past years as a framework for dealing with long-term processes of transformative change, but the innovation systems approach is still the dominant perspective for devising innovation policy. Innovation systems approaches stress the importance of improving innovation capabilities of firms and the institutional settings to support them, but they are less suited for dealing with the strategic challenges of transforming systems of innovation, production and consumption, and thus with long-term challenges such as climate change or resource depletion. It is therefore suggested to consider insights from transition studies more prominently in a policy framework that is based on the innovation systems approach and the associated notion of ‘failures’. We propose a comprehensive framework that allows legitimizing and devising policies for transformative change that draws on a combination of market failures, structural system failures and transformational system failures.  相似文献

This paper considers the link between public policy and innovation and contributes to the notion that public policies that do not directly address innovation carry along important implications for it. It explores the role of regulation for innovation and innovation policy by emphasizing the importance of non-technological regulatory effects for innovation and their potential as an input for innovation policy. The output of in depth interviews with stakeholders from the detergents industry is combined with various sources of secondary data and reveals a variety of non-technological novelties attributed to regulation that are relevant to innovation. These results are then matched against the objectives of innovation policy, an exercise that gives better insights on the policy links between regulation and innovation policy and concludes on the domains of complementarities between the two. We find that that regulatory policy can contribute to the achievement of targets set by innovation policy while innovation policy measures can facilitate the compensation of negative regulatory implications for innovation.  相似文献

The policy mix concept has become popular in innovation policy literature. It is particularly relevant for complex challenges such as sustainable industrial transitions that require joined-up interventions from different policy domains. Yet finding the right policy mix for a given challenge is strongly conditioned by the governance context in which individual policies emerge and evolve over time. In particular, the evaluation of policy mixes in a regional context is often neglected.This paper aims to deepen understanding of the interaction between governance processes and policy mix evaluation in the specific context of smart specialisation strategies. These newly popular regional innovation strategies are ideal laboratories for analysing policy mixes due to their place-based nature, their directionality, their experimental character and potential orientation towards grand societal challenges, and their complex governance context.The paper builds on the smart specialisation literature, the innovation policy and policy evaluation literature, and the literature on governance in pluralistic contexts to build a conceptual framework for analysing the governance of policy-mix evaluation. The conceptual arguments are illustrated by the Basque Country case in Spain, providing insights on the establishment of a strategic innovation policy mix evaluation process in a complex setting of institutions and actors.  相似文献

A holistic innovation policy is defined in this article as a policy that integrates all public actions that influence or may influence innovation processes. The Swedish National Innovation Council (NIC) was created by the Swedish Prime Minister, Stefan Löfven, in February 2015. It is personally chaired by the prime minister. Another atypical characteristic of the Swedish NIC is that it has a dominant and wide focus on innovation policy. In other countries, such councils focus predominantly on science and/or research policy and treat innovation policy, if at all, as an “appendix” to research policy. The purpose of this article is to answer the following four questions:1. Has Swedish innovation policy recently become more holistic?2. Has the Swedish National Innovation Council (NIC) had a role in the transition towards a holistic innovation policy?3. Have conceptual specifications and advancements played a role in the changes in Swedish innovation policy?4. Can the Swedish NIC serve as a role model for other countries and regions in their attempts to initiate and govern a holistic innovation policy?  相似文献

Many years after the introduction of the innovation system concept in innovation policy design, it is still not clear whether innovation policy evaluation practices follow a system approach. Building on evaluation and innovation studies, this article develops the concept ‘system oriented innovation policy evaluation’ based on four attributes (coverage, perspective, temporality and expertise). The attributes are used as analytical devices for gathering extensive empirical evidence on the actual practices of EU28 member states. The findings show that few countries have developed a type of innovation policy evaluation that is system oriented. The advent of a system approach to innovation policy evaluation offers the opportunity of comprehensive, contextualized and evidence-based innovation policy-making. However, there are still serious obstacles as such an approach requires important knowledge and organisational capacities. Overcoming these obstacles would need more decided evaluation capacity-building at the national level.  相似文献

There has been an increasing interest in science, technology and innovation policy studies in the topic of policy mixes. While earlier studies conceptualised policy mixes mainly in terms of combinations of instruments to support innovation, more recent literature extends the focus to how policy mixes can foster sustainability transitions. For this, broader policy mix conceptualisations have emerged which also include considerations of policy goals and policy strategies; policy mix characteristics such as consistency, coherence, credibility and comprehensiveness; as well as policy making and implementation processes. It is these broader conceptualisations of policy mixes which are the subject of the special issue introduced in this article. We aim at supporting the emergence of a new strand of interdisciplinary social science research on policy mixes which combines approaches, methods and insights from innovation and policy studies to further such broader policy mix research with a specific focus on fostering sustainability transitions. In this article we introduce this topic and present a bibliometric analysis of the literature on policy mixes in both fields as well as their emerging connections. We also introduce five major themes in the policy mix literature and summarise the contributions made by the articles in the special issue to these: methodological advances; policy making and implementation; actors and agency; evaluating policy mixes; and the co-evolution of policy mixes and socio-technical systems. The topics addressed in this paper concern the (much-needed) transition to sustainability and what role (innovation) policy can play in speeding up such changes. In their Discussion Paper Schot and Steinmueller (2018) argue that the existing theorizing and knowledge bases within the field of innovation studies are “unfit” for this task and that a totally new approach is required. This paper takes issue with this claim. Policy advice, it is argued, needs to be anchored in the accumulated research on the issue at hand, in this case, innovation. The paper therefore starts by distilling some important insights on innovation from the accumulated research on this topic and, with this in mind, considers various policy approaches that have been suggested for influencing innovation and sustainability transitions. Finally, the lessons for the development and implementation of transformative innovation policy are considered. It is concluded that the existing theorizing and knowledge base in innovation studies may be of great relevance when designing policies for dealing with climate change and sustainability transitions.  相似文献

As innovation is increasingly becoming an imperative for policymakers around the globe, there is a growing tendency to frame policy problems as problems of innovation. This logic suggests that we are unable to address grand societal challenges and ensure economic competitiveness because our societies, institutions, scientific activities or individual predispositions are not sufficiently geared towards innovation. In this paper, we analyze this “deficit model” of innovation in which a lack of innovation is routinely invoked as the main obstacle to social progress. Drawing parallels to research on the deficit model of public understanding of science (PUS), we develop a theoretical framework that captures the dynamics and normative implications of deficit construction, highlighting five salient dimensions: problem diagnoses, proposed remedies, the role of expertise, implied social orders, and measures of success. We apply this framework to three empirical case studies of recent innovation strategies in Luxembourg, Singapore, and Denmark. Attention to this deficit framing around innovation is important, we argue, because it is an essential part of how innovation transforms societies in the 21st century: not only through new technological possibilities or economic growth, but also by shaping public discourse, narrowing policy options, and legitimizing major institutional interventions. The implied pro-innovation bias tends to marginalize other rationales, values, and social functions that do not explicitly support innovation. It further delegates decisions about sweeping social reconfigurations to innovation experts, which raises questions of accountability and democratic governance. Experiences from the history of PUS suggest that, without a dedicated effort to transform innovation policy into a more democratic, inclusive, and explicitly political field, the present deficit logic and its technocratic overtones risks significant social and political conflict.  相似文献

Test beds and living labs have emerged as a prominent approach to foster innovation across geographical regions and technical domains. They feed on the popular “grand societal challenges” discourse and the growing insight that adequate policy responses to these challenges will require drastic transformations of technology and society alike. Test beds and living labs represent an experimental, co-creative approach to innovation policy that aims to test, demonstrate, and advance new sociotechnical arrangements and associated modes of governance in a model environment under real-world conditions. In this paper, we develop an analytic framework for this distinctive approach to innovation. Our research draws on theories from Science and Technology Studies (STS) and Innovation Studies, as well as in-depth empirical analysis from two case studies – an urban smart energy campus and a rural renewable energy network. Our analysis reveals three characteristic frictions that test beds face: (1) the limits of controlled experimentation due to messy social responses and co-creation activity; (2) a tension between lab-like open-ended experimentation and pressures to demonstrate success; (3) the opposing needs of local socio-cultural specificity and scalability, i.e. the inherent promise of test bed outcomes being generalizable or transferrable because the tested “model society” is presumed to represent a future society at large. These tensions suggest that thinking of test beds as mere technology tests under real-world conditions is insufficient. Rather, test beds both test and re-configure society around a new set of technologies, envisioned futures, and associated modes of governance – occasionally against considerable resistance. By making social order explicitly available for experimentation, test beds tentatively stabilize new socio-technical orders on a local scale in an “as-if” mode of adoption and diffusion. Symmetric attention to the simultaneous co-production of new technical and social orders points to new opportunities and challenges for innovation governance in test-bed settings: Rather than mere enablers of technology, test beds could serve as true societal tests for the desirability of certain transformations. This will require rethinking notions of success and failure, planning with a view towards reversibility, and greater scrutiny of how power is distributed within such settings. Likewise, rather than envisioning test beds as low-regulation zones to drive innovation, they could be strategically deployed to co-develop socially desirable governance frameworks in tandem with emerging technologies in real-time.  相似文献

The paper contributes to research on innovation systems in general and, in particular, to the current debate on rationales for innovation policy by providing a framework to identify systemic problems in a given system of innovation and test the framework empirically. The data were drawn from the Thai Community Innovation Survey in the period after which a major change in the country's innovation system policy had been initiated. By hierarchical factor analysis, systemic problems are identified and grouped into four components: institution, network, Science and Technology infrastructure and other support services. The analysis allows researchers to investigate the mismatch between policies and problems and identify policy gaps.  相似文献

Science, technology and innovation (STI) policy is shaped by persistent framings that arise from historical context. Two established frames are identified as co-existing and dominant in contemporary innovation policy discussions. The first frame is identified as beginning with a Post-World War II institutionalisation of government support for science and R&D with the presumption that this would contribute to growth and address market failure in private provision of new knowledge. The second frame emerged in the 1980s globalising world and its emphasis on competitiveness which is shaped by the national systems of innovation for knowledge creation and commercialisation. STI policy focuses on building links, clusters and networks, and on stimulating learning between elements in the systems, and enabling entrepreneurship. A third frame linked to contemporary social and environmental challenges such as the Sustainable Development Goals and calling for transformative change is identified and distinguished from the two earlier frames. Transformation refers to socio-technical system change as conceptualised in the sustainability transitions literature. The nature of this third framing is examined with the aim of identifying its key features and its potential for provoking a re-examination of the earlier two frames. One key feature is its focus on experimentation, and the argument that the Global South does not need to play catch-up to follow the transformation model of the Global North. It is argued that all three frames are relevant for policymaking, but exploring options for transformative innovation policy should be a priority.  相似文献

Policy mixes may play a crucial role in redirecting and accelerating innovation towards low-carbon solutions, thus addressing a key societal challenge. Towards this end, some argue that the characteristics of such policy mixes matter greatly, yet with little empirical evidence backing up such claims. In this paper we explore this link between policy mix characteristics and low-carbon innovation, using the research case of the transition of the German electricity system towards renewable energy. Our empirical insights are based on an innovation survey administered to German manufacturers of renewable power generation technologies which builds on the Community Innovation Survey. For our purposes we adjusted the survey to better capture companies’ perceptions of policy mixes. Employing a bivariate Tobit model we find evidence that companies’ perceptions regarding the consistency and credibility of the policy mix are positively associated with their innovation expenditures for renewable energies, and this positive link intensifies when considering the mutual interdependence of these policy mix characteristics. In contrast, neither the comprehensiveness of the instrument mix nor the coherence of policy processes were found to be related to innovation expenditures. Overall, these findings suggest that future research on low-carbon and eco-innovation should pay greater attention to the characteristics of policy mixes, rather than focusing on policy instruments only. Finally, our findings indicate a need to consider how policy may be measured in innovation surveys to generate better informed policy advice regarding the greening of innovation.  相似文献

The dynamics of national innovation systems (NISs) are a source of considerable academic and policy interest, especially when to address new competitive challenges they involve changing institutions and relationships within successful systems. This paper examines the case of Taiwan which is embarking on a new phase in its approach to building its national innovative capacity through creating the infrastructure for a biotechnology industry. By examining the process and mechanisms by which new biotechnology innovation networks are being created, and contrasting their development with existing networks, we analyse the dynamics of Taiwan's NIS. The paper reviews the prospects for this new phase in Taiwan's transition from ‘imitation’ to ‘innovation’. The paper aims to add to the understanding of how innovation systems evolve. It is concerned with the contributors, processes and challenges of NIS evolution and the form and meaning of its dynamic changes.  相似文献

Various researchers and policy analysts have made empirical studies of innovation systems in order to understand their current structure and trace their dynamics. However, policy makers often experience difficulties in extracting practical guidelines from studies of this kind. In this paper, we operationalize our previous work on a functional approach to analyzing innovation system dynamics into a practical scheme of analysis for policy makers. The scheme is based on previous literature and our own experience in developing and applying functional thinking. The domain of transition studies has been drawing more and more scholarly attention and, as a result, its body of knowledge is rapidly growing. This raises new challenges as well as opportunities, not the least regarding the methodological and philosophical underpinnings of research in this domain. In this respect, transition research, as a relatively young field of inquiry, has been little concerned with methodological investigation and reflection. We propose a framework that enables this reflection: the so-called ‘transition research onion’. Subsequently, we utilize this framework to systematically assess 217 peer-reviewed papers in the field of transition studies, to distill key methodological patterns and trends of the field. The findings suggest that the methodology of transition studies, in terms of depth and diversity, is underdeveloped. These insights serve to guide future research on transition processes.  相似文献
