African scholarly publishing faces multiple challenges in a vast continent where scholars themselves are handicapped by poor facilities and often find it difficult to publish in scholarly journals abroad. The Journal of Social Development in Africa attempts to meet these challenges by offering a dedicated service to scholars, improved reviewing practices, marketing on the Internet, expanding email communication, and by attempting to collaborate and network with similar publishers in Africa and abroad.  相似文献

This study reports an experiment that examines whether librarians provide equitable virtual reference services to diverse user groups. The relative absence of social cues in the virtual environment may mean greater equality of services though at the same time greater inequalities may arise as librarians can become less self-aware online. Findings indicate that the quality of service librarians provide to African Americans and Arabs is lower than the quality of service they provide to Caucasian, Hispanic, Asian, and Jewish students. This study adds to the knowledge of subjective bias in the virtual environment by specifying those that are discriminated against online, identifying the kinds of discriminatory actions of virtual reference librarians, and identifying the type of queries that more frequently result in unbiased service.  相似文献

This paper uses the bibliometrics methods to analyse the interlending service trends, language and collection development at the North-West University. The results show that despite some challenges, ILS services at the NWU decreased. More than 98.5% of all documents requested are in English language followed by Setswana and Afrikaans. Out of the 535 books requested by the Mafikeng Campus, 138 were added to the collection of the library. These results point to a need for academic libraries in Africa to adopt strategies for the development of African languages. The results support the continued use of ILS data for collection development purposes.  相似文献

Over the past decade, governments have embarked on major Information and Communication Technology (ICT) investments in an attempt to take advantage of the benefits of the internet in extending the channels by which services are provided to their respective citizenries. With the increasing reliance on ICTs, one of the challenges facing public sector managers is how to evaluate the success or effectiveness of their ICT investments. Given the citizen-focused objectives of governments, service quality approaches offer a suitable frame for evaluating ICT effectiveness. This paper therefore extends current e-Service quality research into the e-Government domain. The paper reports on the development of a multi-item instrument for evaluating the e-Service quality constructs of an e-Government website in South Africa. The development of this instrument also takes into account the service delivery principles which have been adopted by the South African government viz. the Batho Pele program. The study shows that there are six service quality dimensions applicable in e-Government evaluation, viz. website design, navigation, communication, site aesthetics, information quality, and security. The generic instrument allows practitioners to modify and utilise it according to their needs.  相似文献

In most African countries, compared to any other part of the world, the use of information and communication technologies such as those necessary to provide e-Government services is minimal. The continent was once labeled a “technological desert.” The contributing factors, among others, are lack of infrastructure, low literacy rates, low economic development, and a variety of cultural factors. Despite these obstacles, most African countries have made noticeable progress during the last couple of decades. Almost all African governments now have some presence on the Web, including fully fledged e-Government web portals, albeit in small numbers. However, the current status of e-Government services in African countries is not well documented in detail. We present results of a comprehensive analysis of 582 e-Government service websites with respect to the type of websites, the services and features available, as well as the level of development of e-Government services. We also compute e-Government indexes, produce e-Government rankings, and compare our rankings to previous ones. A clear picture that emerges from our analysis and results is that although progress has been made, there is a long way to go, to bridge not only the North–South divide when it comes to e-Government services but also among the various sub-regions. In addition, recommendations for future researchers regarding e-Government services in Africa are made.  相似文献

This study focuses on the 1950 introduction of the commercial radio station, Springbok Radio, into the South African Broadcasting Corporation, a Commonwealth inspired public service broadcaster (PSB) resulting from the Schoch Commission (1948). The paper argues that the introduction of Springbok Radio was prompted by the financial crisis faced by the Corporation; the broadcaster’s attempt to broaden its appeal beyond elite audiences serviced by PSB; and the national imperative to centralise and control the broadcast sector by dominating it completely. Thus, the study examines the motifs of PSB versus commercialisation; high culture versus popular culture; and nationalism versus internationalisation.  相似文献

With the development of new information and communication technologies, the right to communicate assumes new dimensions, since it is almost impossible to fully participate in the globalized world without access to modern information and communication technologies. South Africa held its first democratic elections in 1994 and has subsequently returned to the international arena. Its citizens should rightly expect to be able to participate in all that this return offers, not only politically, but also economically and socially. Telecommunications are vital to making such participation possible. In recognition of this fact, the newly elected government developed policies and enacted legislation to ensure that the telecommunications sector, and specifically the sole fixed line service provider Telkom, provides South African citizens affordable access to the telecommunications infrastructure whilst providing acceptable levels of service. However, rather than meeting its obligation to the government and the people of South Africa, Telkom has misused its monopoly. The social injustice that this situation creates is critically examined against the background of the right to communicate based on Rawls' principles of social justice and Sen's capability approach.  相似文献

SUMMARY

This article is an attempt to respond to two questions about discrete special African studies collections in African university libraries. First, do we need to have such collections at all? Second, if we do, how can we write collection development policies that make sense, given the present turmoil in African studies and indeed in the social sciences in general? Librarians have a responsibility to recognise that their practice cannot be value-free, and that their collections are biased by the choices made by writers, by publishers, and by themselves. Their duty, especially in Africa, may simply be to ensure that African voices are not drowned out in their collections.  相似文献

This article is part of a series in this regular feature which looks at new directions in health science libraries. This paper highlights new initiatives aimed at ensuring health libraries can contribute to the development of Uganda in the 21st century and the challenges facing libraries. It stresses that for libraries to be successful they need to form networks and collaborations for resource sharing; take advantage of the benefits of information technology; computerise their library systems; as well as invest in the development of staff. The paper highlights the main challenge facing the library service as inadequate funding both from government for public‐funded health libraries and the private sector (for privately funded health libraries). The paper concludes that, despite the bottlenecks brought about by inadequate funding, Ugandan health libraries have taken positive steps to support health research and education, as well as patient care, not just for Uganda, but for the whole of the East African region. This article is a historical and discursive analysis of the African American press's reception of the motion picture Gone With the Wind (1939). The African American press represents a specific sphere wherein ambivalence and resistance to the cultural hegemony exhibited in this popular film text may be examined. Coverage of the film by 5 newspapers from December 1939 through May 1940 suggests a process in which discourse changed from watchful indifference to ambivalence toward the film. News and commentary suggest the polysemic readings of the text by African American journalists and filmgoers and the emergence of more complex forms of viewer resistance to Hollywood's cultural hegemony. The Academy Award received by Hattie McDaniel for her performance made the sense of resistance to such hegemony more substantive, while also bringing a new sense of purpose to the audiences' readings of the text. The resistance to this cultural hegemony was cut short, however, when reports of a new production of The Birth of a Nation (1915) were carried by the newspapers. A collective effort by the National Association for the Advancement of Colored People, the African American press, and its readers curtailed the remake of The Birth of a Nation, although it would be years before Hollywood included African Americans in meaningful, multidimensional roles.  相似文献

Africa has not been a huge success story in the 20th-century library and information world. What, if anything, can the rest of the developing world learn from the African experience? In many countries library and information services are more highly developed than in any countries of Africa. But others share many of the handicaps of library and information services development which characterize African countries. For librarians and information workers from such countries, the African experience may be quite close to home and it may offer some useful lessons.

This paper attempts to outline the state of library development in Africa at the turn of the century in the context of the challenges and opportunities presented on the one hand by the world-wide developments in information technology, and on the other by the hoped for African Renaissance. Six promising responses to these challenges and opportunities are presented.

Africa is a large and diverse continent. In this paper it is not possible to give a historical perspective on library development in Africa. Given limitations of the author's experience, the emphasis is on Anglophone Africa and on the countries of the Southern African Development Community (SADC), and on public, university and national libraries.  相似文献

African American and European American participants were interviewed about two syndicated comic strips written by and featuring African Americans: Jump Start, a comic strip that portrays African Americans in a normative middle-class family narrative and focuses only occasionally on racial issues, and The Boondocks, a comic strip that focuses frequently on racial issues. The African American groups interpreted the comic strips through the terministic screen of race cognizance, through which racial politics and oppression were highly relevant. Almost all of the European American participants, however, interpreted the comic strips through the terministic screen of Whiteness, through which racial politics and oppression were not relevant.  相似文献

Background: Research on identifying trials using geographic filters is limited. Objectives:  To test the sensitivity and precision of a filter to identify African randomised controlled trials (RCTs). Methods: We searched medline and embase for RCTs published in 2004 using a Cochrane filter for RCTs. The search was limited to HIV/AIDS but irrespective of location. Two investigators independently identified African RCTs from the retrieved records forming a reference set. We then repeated the search using an African geographic filter comprising country and regional terms forming the filter set. We compared the sensitivity and precision of the sets. Results: The medline reference set comprised 1799 records with 23 African RCTs; for embase , the reference set comprised 763 records with 37 African RCTs. The medline filter set comprised 180 records with 17 African RCTs; the embase filter set comprised 98 records with 27 African RCTs. Sensitivity of the filter was 74% (medline ) and 73% (embase ). Addition of the filter improved precision from 1.3% to 9.4% (medline ) and from 5% to 28% (embase ). Conclusion: The African filter improved precision with some loss in sensitivity. Incomplete reporting of trial location in electronic bibliographic records restricts efficiency of geographic filters. Prospective trial registration should alleviate this.  相似文献

This article traces the growth of newspapers for African readers in Southern Rhodesia. It focuses primarily on the role played by South African investors in launching newspapers for the Africans. It further looks at the transformation of these newspapers from mouthpieces of the colonial government to being mouthpieces of African Nationalists. Issues of funding as well as reactions by Africans will be addressed. The article also attempts to discuss the impact of these newspapers on both the readers and the politicians.  相似文献

This paper evaluates the reprographic services of the Knust Library. It examines the concept of reprography, which is employed in the library in the provision of information services and focuses on photocopying services, the only reprographic service currently in place at Knust Library. Data for the study were obtained from official files, interviews, and personal observation for a period of one semester. An assessment of the performance of the Photocopy Department reveals that there were fluctuations in the income generated from photocopying services. Compared to the expenditure patterns, some of the expenses far outrun the income, but this scenario is a common problem in many African universities. Among the challenges are the advent of information and communication technology and the installation of campus-wide networks. The International Network for the Availability of Scientific Publications/Danish International Development Agency–sponsored projects have made it possible for users to access and download journal articles which hitherto could be obtained only through photocopying, which is governed by copyright legislation, frequent breakdown of photocopiers, and power outages. Appropriate recommendations are also offered to ensure smooth operations of the unit.  相似文献
