The use of information and communication technologies (ICTs) in public organizations increasingly holds the potential to improve transparency, accountability, and public participation, by providing a more effective and efficient disclosure of information to the citizens and organizations and by providing channels for interaction with the government. While transparency and interactivity features of government websites constitute two critical elements for public participation and democracy facilitated by web-based technologies, little research has been done to explain why some public organizations choose to deploy website technology more openly with these features. This paper aims to examine the managerial, organizational, and environmental factors that are related to variation in transparency and interactivity features of local government websites, which we believe are key dimensions to governmental website openness. The paper first develops a literature informed conceptual model of governmental website openness and then tests this model using data from a national survey of 850 government managers in 500 cities. The model results are compared across three different departments: community development, finance, and police department. Overall findings indicate that higher website openness is positively related to increased frequency of public participation in agency decision making and civil society influence, increased technical capacity, lower organizational control, and higher perceived usefulness of website technology. In addition, due to differences in the operating contexts of the departments, the effects of organizational control, technical capacity, environmental influences, and perceived usefulness of website technology on governmental website openness tend to differ by the type of department. 相似文献

After considering how surveillance practices discipline the objects of the monitoring gaze, I argue for a focus on the discipline of watching. An era of reflexive skepticism and generalized risk puts a premium on the ability to see through public façades by relying on strategies of detection and verification facilitated by interactive communication technologies that allow users to monitor one another. Interactive communication technologies allow for peer-to-peer surveillance of friends, significant others, and family members. If, in commercial and state contexts, the promise of interactivity serves as a ruse for asymmetrical and nontransparent forms of monitoring, this model of interactivity has also infiltrated the deployment of interactive technologies in personal relationships. 相似文献

颠覆性技术可能引发新一轮科技革命,是提升未来经济社会发展和国家竞争力的重要“利器”。通过对近5年颠覆性技术识别方法研究文献的梳理,归纳国内外学者关于颠覆性技术特征、颠覆性技术识别和预测方法的研究进展,为颠覆性技术的识别和培育提供参考与借鉴。重点运用文献调研的分析方法,总结5类颠覆性技术识别和预测方法的最新研究成果和局限性。结果表明,基于模型测度的分析方法、基于多维指标评估框架的分析方法和基于文献计量的分析方法仍然是颠覆性技术识别中比较常用的方法,基于大数据关联挖掘分析的方法开始被应用到颠覆性技术的识别中。由于颠覆性技术发展是一个动态的过程,未来应更多地考虑基于创新全过程,探索对颠覆性技术进行动态、分类识别。 相似文献

In an attempt to learn more about perceived interactivity, this study explores the perceptions of radio listeners during the 1920s and 1930s. Radio provides an interesting case for exploring interactivity because, although the medium lacked interactive technological features, millions of listeners perceived that the opportunity to “interact” with radio existed through fan mail. The study finds that fan mail reflects several dimensions of interactivity often associated with the technological features of a medium: user input and feedback, medium responsiveness, two-way communication, and system monitoring. The results suggest that interactivity may be dependent on media content rather than media technology. 相似文献

中国当代古籍保护技术的新旧混杂现象显示了古籍保护技术体系建设路径和实践的无序。中国古籍保护技术体系建设的基本路径是关于古籍保护技术的体系构建和实践导向的根本性、全局性问题。提出中国古籍保护技术体系建设的基本路径应是以中国传统图书保护技术为主,而辅之以当代物理技术和化工技术。这个路径符合古籍保护的基本原则,适应保护对象和传统保护技术的物理特征,并在中国古籍保护实践中得到了效果验证。 相似文献
