Following a model that conceptualizes the functioning of the university, a set of principles to define a public funding methodology for the research universities is proposed, within the context of the Portuguese higher education system. This set of principles is presented on the basis of the analysis of the contemporary mission of the university, giving particular relevance to the research activities that are developed at universities. The positioning of research universities in the science and technology system is valorized, and the set of principles aims at contributing to develop a science policy that gives to the university the relevant role that is required in the emerging knowledge-driven economies.  相似文献

This paper examines the performance of Thai public universities in terms of efficiency, using a non‐parametric approach called data envelopment analysis. Two efficiency models, the teaching efficiency model and the research efficiency model, are developed and the analysis is conducted at the faculty level. Further statistical analyses are also performed to examine the difference in performance between two types of public universities, namely the government universities and the autonomous universities. Then, the differences in efficiency between university locations and types of faculties are examined. The results indicate that the autonomous universities outperform the government universities in terms of research efficiency. In addition, the universities in provincial areas and the faculties in the health science group are efficient in terms of teaching. Recommendations are also provided for the university administrators to improve the performance of public universities in Thailand.  相似文献

Economy- and technology-driven theories dominate current explanations of social change. The political orientations of the European Union and many of its member states are increasingly based on the idea of knowledge economy where public organisations move towards market-orientation. Among the other producers of knowledge, universities are expected to become part of the innovation system where innovation stands for product making and the final goal is to contribute to the international competitiveness of the national economy. This study focuses on the complicated role of public universities as adaptors of market forces logic. The focus of attention is on the reorientations that Finnish universities have made in terms of commodification. At the same time universities have elaborated new aggressive strategies in order to strengthen their scientific basis and to distance themselves from the demands for new managerialism. One of the key problems in this process is related to the difficulties to integrate the two traditional university functions into the third one, i.e. commercialisation. We make some observations concerning EU policies, but concentrate mostly on changes that have taken place during recent decades in Finland by analysing market-orientation in three Helsinki area universities. In the context of current technology policy, all disciplines have been seen as potential contributors to market competition. However, social sciences produce knowledge that cannot be classified by using pure economic concepts. To sharpen our analysis of market-orientation we study three social science departments at the respective three universities. This analysis indicates the importance of scientific identity as a component of market-orientation. It also shows the importance of contextual issues and the tensions that arise between scientific and commercial orientations.  相似文献

比较教育学家莫尔曼在其文化区域理论模型中提出了影响重要教育问题的14个长期影响因素,通过筛选,利用其中的艺术、政治和科学3个因素对西方大学文化和中国大学文化进行比较,发现二者在上述3个维度上表现出了本体性与功利性、自治与行政化、求真与求善的差别。在此基础上,研究发现中外合作大学在大学文化上表现出本体性和功利性文化互相融合、自治性文化远大于行政性文化、求善文化得到继承和创新等特点,从而勾勒出了这类大学文化在中西方大学文化谱系中的特殊位置。为更好地促进中外合作大学文化的发展,这类大学应采取措施提升学生对文化通识类课程的学习积极性,并进一步发展自身大学文化中的科学精神等。  相似文献

We investigate how the benefits of publicly financed higher education in Turkey are distributed among students with different socioeconomic backgrounds. We use a dataset from a nationally representative sample of university entrance exam takers together with data on government subsidies to public universities. We compare the characteristics of students who succeed in the exam to those who do not and those who enter public universities to those who go to private ones. Our econometric analyses based on a three-stage selection model reveal that students from wealthier and more educated families are more likely to be successful at university entrance. Unlike the findings in other countries, students who enroll in private universities come from higher income and more educated families. Among those who enter public universities, students from higher income and better educated families are more likely to go to universities that receive larger subsidies from the government.  相似文献

20世纪90年代以来,受经济变化的影响,日本政府对科学技术政策、高等教育政策进行了一系列的改革,而且这些改革与产学研合作是紧密相连的。随着《科学技术基本计划》和国立大学法人化的实施.日本大学的产学合作呈现出了新的形势:向机构与机构之间的,即以大学为单位的、更加广泛的合作交流发展。包括产学研合作在内的一系列的高等教育改革的倾向是,逐渐偏离大学应该遵守的“学问自由、大学自治”的基本准则,趋向经济效益的追求。从文部科学省分离出来的国立大学因此就可能成为经济界、产业界的附庸,这正是所有倡导学问自由、追求大学自治的人士所担心的重大问题。  相似文献

ABSTRACT

In Britain and New Zealand the neoliberal assault on universities has shifted from new public management and funding models to the special status of the public university. The project aims to complete neoliberal business initiated 25 years ago by more fully marketising and financialising universities, starting with ‘unbundling’ and outsourcing and culminating in new forms of privatisation, rent-extraction and rebundling. This paper analyses two documents commissioned beyond government to create political momentum for this project: Avalanche is Coming and The University of the Future. These both capture the zeitgeist of reform while simultaneously creating the university futures that they portend. We examine the market-making work they perform in reimagining and reinventing universities ahead of policy reform. We argue that claims made to support fundamental restructuring of public universities lack substance or evidence. Rather, each is underpinned by different configurations of ideology and self-interest that together envelope universities in new agendas of marketisation, financialisation and privatisation. We suggest that in this latest restructuring of public universities critics should pay more attention to the work of consultancies and think tanks alongside the micro-details of market making. By doing so, they too might reimagine public universities, but for a different political project.  相似文献

The first step toward the introduction and development of university education in Kenya was taken in 1961, when the then Royal College, Nairobi, was elevated to university college status under a special arrangement with the University of London. However, it was not until 1970 that the University College of Nairobi attained university status. Although comparatively young, state universities in Kenya have accomplished a lot. They accomplished their initial mission of producing adequate human resources for the civil service, national corporations, and the private sector; graduated thousands of students; and helped foster an intellectual community in the country. In just 30 years, public higher education has expanded from a single university (the University of Nairobi) to the current 6 public universities: Nairobi, Moi, Kenyatta, Egerton, Jomo Kenyatta, and Maseno. In spite of this growth, public universities in Kenya have faced enrollments beyond their capacity to plan and finance, fiscal challenges beyond their control, a decline in quality beyond their anticipation, and weak management practices beyond their level of training. To help solve some of these problems, private universities have increasingly emerged and gained ground in the country as an alternative route to higher education provision. This article seeks to examine some of the trends, prospects, and challenges to the emergence and development of private university education in Kenya.  相似文献

This article examines the emergence of the public university in Kenya as a key provider of private higher education, characterised mainly by the phenomenon of the “private public university student.” It probes the broader socio-economic reforms circumscribing the privatisation of Kenya's public universities and the local and global forces responsible for these reforms. From the enrolment patterns of Kenya's public universities, where state-subsidised students are becoming a diminishing minority and where a range of exclusive programmes for private students (mainly taught in the evenings) are a growing trend, it may be argued that a new kind of private university is emerging; namely, private universities owned by public universities.  相似文献
