本文针对传统的国家自然科学基金(以下简称科学基金)项目管理方式在项目管理各阶段呈现的问题,提出了一种科学基金项目管理的新思维,即从经验式到精细化的科学基金项目管理方案。其基本原理是用数据说话,即基于优质数据的科学化管理。具体包括:如何从科学文献库中检索和收集科研成果数据、如何全面分析科研成果数据和如何智能辅助科学基金项目管理各个环节的管理决策。这一思路的应用将有效提升科学基金项目管理的效能,提高科学基金的使用效益。  相似文献

Websites play a critical role in attracting customers and providing information to assist Web customers in decision making. Despite the importance of such systems providing a satisfactory experience, as per our knowledge no effort has been made to systematically examine the underlying causal structure among important decision related variables such as perceived effort, perceived information accuracy, perceived effectiveness, and satisfaction using Web-based decision support systems (Web-based DSS) that provide information to potential customers. In this study, we develop a conceptual model for investigating cognitive antecedents to Web users’ satisfaction in the context of Web-based DSS. The empirical examination of the research model using structural equations modeling indicates that perceived effectiveness is influenced by perceived information accuracy and effort, and in turn, has positive impact on satisfaction in using Web-based DSS. The implications of this study suggest to information managers that providing customers with highly accurate information from web sites requiring lower effort is perceived as an effective system and such perception leads to increased satisfaction.  相似文献

This research has been paralleled by a technological response in the development of information and communication technology that is heralded by many for its significant potential for improving decision making in terms of both efficiency and effectiveness. Artificial intelligence (AI) has been in existence for over six decades and has experienced AI winters and springs. The rise of super computing power and Big Data technologies appear to have empowered AI in recent years. The new generation of AI is rapidly expanding and has again become an attractive topic for research. This paper aims to identify the challenges associated with the use and impact of revitalised AI based systems for decision making and offer a set of research propositions for information systems (IS) researchers. The paper first provides a view of the history of AI through the relevant papers published in the International Journal of Information Management (IJIM). It then discusses AI for decision making in general and the specific issues regarding the interaction and integration of AI to support or replace human decision makers in particular. To advance research on the use of AI for decision making in the era of Big Data, the paper offers twelve research propositions for IS researchers in terms of conceptual and theoretical development, AI technology-human interaction, and AI implementation.  相似文献

Employing the literature on IT governance and the structuration theory of technology assimilation, this research develops a conceptual model to examine decision execution mechanisms of IT governance in post-adoption stages of CRM diffusion, i.e. CRM use, impacts on business processes, and impacts on firm performance. While the literature mainly addresses the forms and contingencies of IT governance structures for decision making, we focus on IT governance mechanisms for decision execution, that is, the role of top management, business managers and IT managers in post-adoption stages of technology diffusion and how these groups are held accountable for their role. We conceptualize decision execution mechanisms of IT governance as including two dimensions: vertical advocacy from top management and horizontal coordination between business and IT managers. Decision execution mechanisms are assumed to facilitate CRM use and value creation. We analyze a dataset of 82 Chinese firms to examine the model and associated hypotheses. Our results show that: (1) decision execution mechanisms, including both vertical advocacy and horizontal coordination, significantly contribute to the three stages of CRM diffusion; (2) vertical advocacy has a notably greater effect on CRM use and firm performance gains than horizontal coordination, which has a greater effect on process gains. (3) CRM use creates operational and strategic benefits in customer-oriented business processes, which further improves firm performance. These findings have important implications for understanding how IT governance shapes the diffusion of CRM technology.  相似文献

Information technology (IT) incidents that make data inaccessible may cause businesses to lose customers, reputation and market position. Previous studies on information management have identified data availability as a key priority, and the literature on disaster recovery and business continuity describes ways of preparing for and avoiding IT incidents. However, no frameworks for information system continuity management (ISCM) have yet been validated. This research draws on a framework for business continuity management, and extends it to the context of information systems. The framework is validated in a survey of IT managers and chief information officers in large private and public organisations operating in Finland. The results suggest that the embeddedness of continuity practices in an organisation has perceived business impacts whereas, in contradiction of previous theory, there is no such direct relation in the case of organisational alertness and preparedness. The theoretical contribution is to validate the ISCM framework statistically. On the practical level, social factors such as committed managers and employees are influential in decreasing negative business impacts. Further research on the embeddedness of continuity practices is called for.  相似文献

Enterprise content management (ECM) systems are implemented in many organizations to deal with the complexity of the structured and unstructured organizational data. The little available ECM literature shows that many organizations using ECM focus on short-term benefits while strategic decision-making benefits are rarely considered. Although the relationship between the use of ECM and decision support (DS) is investigated recently, there is scarcity in research that investigates the categories of DS capabilities that ECM systems may have. The objective of this paper is to determine whether ECM systems can have the DS capabilities of four categories of decision support systems, namely classic decision support systems (DSS), executive information systems (EIS), expert systems (ES), and group decision support systems (GDSS). The findings indicate that ECM systems can have all decision support capabilities of classic DSS, EIS, and ES. However, ECM systems can have only a portion of decision support capabilities of GDSS.  相似文献

The computerized healthcare information system has undergone tremendous advancements in the previous two decades. Medical institutions are paying further attention to the replacement of traditional approaches that can no longer handle the increasing amount of patient data. In recent years, the healthcare information system based on big data has been growing rapidly and is being adapted to medical information to derive important health trends and support timely preventive care. This research aims to evaluate organization-driven barriers in implementing a healthcare information system based on big data. It adopts the analytic network process approach to determine the aspect weight and applies VlseKriterijumska Optimizacija I Kzompromisno Resenje (VIKOR) to conclude a highly appropriate strategy for overcoming such barriers. The proposed model can provide hospital managers with forecasts and implications that facilitate the withdrawal of organizational barriers when adopting the healthcare information system based on big data into their healthcare service system. Results can provide benefits for increasing the effectiveness and quality of the healthcare information system based on big data in the healthcare industry. Therefore, by understanding the sequence of the importance of resistance factors, managers can formulate efficient strategies to solve problems with appropriate priorities.  相似文献

真实准确地掌握草地基础数据,不仅是指导草地合理利用的基础,更是政府科学决策的重要依据。“星-空-地”一体化遥感观测技术应用为草地要素监测和草地植被生长过程的时空多维度、立体观测提供了新思路。本文通过梳理草地资源观测技术、要素指标与功能服务研究进展,围绕草地资源立体监测网络、要素指标体系以及应用服务需求与支撑决策等方面,提出了中国草地资源立体观测网络、指标要素与应用服务体系构建的技术思路。本文认为,未来应加强草地资源立体观测大数据平台建设,推进星基、空基遥感监测与地面监测大数据的深度融合与应用,提升对全国、区域、局域草地的自动化、全天候、立体化观测能力和多源数据获取能力,建立科学合理的草地资源智慧管理和决策支持系统工具,更好地为各级政府及相关部门制定草原保护制度建设及草业发展规划、决策及实施措施提供科学依据。  相似文献

2016年中国将建立全国性碳市场,这意味着中国的低碳经济之路正在从宏观治理向微观减排逐步过渡。企业作为减排主体,在运营过程中将面临碳排放量的限制,而国内外企业碳管理相关研究尚未形成系统性成果。本研究在已有研究的基础上,构建了一个由企业碳管理部门主导的,包括企业碳盘查、碳决策、碳信息披露三个板块的企业碳管理流程体系,以期帮助企业完成履约责任,实现减排成本最小化,在低碳革命中完成企业转型。  相似文献

Numerous studies have examined the decision-making process and the associated information search behaviour of tourists. However, very few have focused on how tourists make plans for their trips when travelling in groups. This paper adds to the knowledge of the decision-making process of tourist groups with a specific focus on intra-group interaction and the support of technology. This research adopted a mixed-methods approach, combining two studies. Study 1 employed a focus group to gain an understanding of the decision-making process within a tourist group, while Study 2 employed a questionnaire survey to explore how the use of technology in such a process varies among different categories of groups. Study 1 proposed a model for a group holiday decision-making process with four components: information acquisition, intra-group information sharing, knowledge transfer, and decision making. It was adapted from the “Infogineering Model” and the encoding and decoding theory in communication studies. Study 2 identified new influential factors on the use of technology by tourist groups for decision making. Ultimately, this research produced a number of theoretical implications, as well as practical implications in terms of how practitioners can better support Chinese tourists, family travellers, and tourists with little prior travel experience, and how technology can facilitate group holiday decision making.  相似文献
