It is well documented that government agencies, at all levels, continue to have problems ensuring that government web sites follow laws related to web accessibility for people with disabilities. Although there are a number of published studies on government web accessibility that are point-in-time, there are no published studies consisting of a longitudinal analysis of state-level government web site accessibility. This paper contributes to the research literature in three ways: 1) an accessibility inspection of 25 Maryland state government homepages in 2012 which involved 150 human inspections of web pages, 2) a comparison of the results from 2012 to a similar accessibility evaluation in 2009, and 3) a discussion of the role of a web page template, which was introduced in Maryland state government shortly after the 2009 evaluation. The data from this longitudinal evaluation leads to the conclusion that web page templates do tend to result in more accessible sites within state government.  相似文献

This paper details the findings from a study of airline compliance with Department of Transportation (DOT) regulations requiring that persons with disabilities not be discriminated against in the pricing of airline travel. These regulations mandate that if an airline website is inaccessible for persons with disabilities, the airline must charge the same price that is available on the website and may not charge a fee for purchasing tickets over the phone. To evaluate compliance, the websites of leading airlines were examined for accessibility in terms of the ability to check flight schedules and order tickets. Among the four airlines with barriers to accessibility on their websites, a series of phone calls were made by researchers to assess whether the DOT regulations would be followed. Two of the airlines, USAirways and United, practiced discriminatory pricing, even after being made aware of the regulations, in over one-third of the phone calls. This paper details the findings from the study and analyzes the data in terms of website accessibility, civil rights for travelers with disabilities, and policy implications.  相似文献

U.S. federal websites are required to be accessible for people with impairments. However, despite the existing regulations and guidelines, many federal websites continue to be inaccessible, and accessibility policy statements available on federal websites often do not provide any useful information. This paper provides three contributions to the research literature: (1) an accessibility evaluation of 100 federal home pages using both human and automated methods, (2) a content analysis of existing website accessibility policy statements, and (3) a discussion of the relationship between actual Section 508 compliance and the existing accessibility policy statements on a website. The paper concludes with recommendations for improving policy related to Section 508 compliance for websites.  相似文献

The library profession is a strong and vocal proponent of increased information access for people with disabilities. With the discipline's longstanding interest in the subject of services to people with disabilities, questions arise about how the profession perceives the phenomenon. How is library and information science (LIS), as a discipline, conceptualizing disability and accessibility? A content analysis of the LIS literature was conducted to examine this question. The literature provides a fertile ground for study as it reflects the profession's approaches to, and perceptions of, a topic. This research identifies the major issues and trends in the research about accessibility and disability in the LIS literature throughout a 10-year period, 2000–2010. The strongest theme in the literature is accessibility as it relates to web, database, and software, while the prevailing disability of focus is visual disabilities. The overall environment emphasizes technology more than attitudinal aspects associated with disabilities. The research could benefit from increased direct participation of people with disabilities.  相似文献

文章以美国城市公共图书馆协会146家图书馆为调查对象,借助无障碍评估工具WAVE对这些馆的网站主页进行测评,逐一开展网站访查和内容分析,统计为残障用户提供服务的情况。调查发现,美国城市公共图书馆网站达到《康复法案》Section 508中规定的信息无障碍标准的比例只有15%,“缺少表单标签”“链接图像缺少替代文本”等是常见错误;55%的图书馆网站主页有残障用户服务信息。我国公共图书馆应重视信息无障碍建设,遵循信息无障碍标准,定期进行审查与维护,借助信息无障碍技术提供残障服务。  相似文献

The Americans with Disabilities Act created regulations for the accessibility of buildings and services for individuals with disabilities, but libraries still have a deficit in information highlighting disability and accessibility. Using LibGuides 2.0 software, the authors created 22 accessible guides on disabilities, disability theory, and assistive technology. The initial response from users was positive and included feedback as the guides continue to be improved and built upon. This article is a case study on the creation of the guides from a disability and accessibility standpoint.  相似文献

In the United States, a number of federal laws establish requirements that electronic government (e-government) information and services be accessible to individuals with disabilities. These laws affect e-government Web sites at the federal, state, and local levels. To this point, research about the accessibility of e-government Web sites has tended to focus on compliance with Section 508 of the Rehabilitation Act. Though Section 508 has the most specific guidelines regarding Web site accessibility, it is hardly the only law establishing accessibility requirements for e-government Web sites, and Section 508 does not apply to many sites that may be required to be accessible by other laws. Until assessment of the accessibility of e-government Web sites accounts for all of the relevant laws, the understanding of levels of accessibility and compliance will be incomplete. This article examines the entire spectrum of federal laws that create legal requirements for accessible e-government Web sites, analyzing the accessibility requirements that the laws establish and the ways in which each of the laws applies to an e-government Web site. This article also suggests research areas that should be included in future assessments to address the entire range of laws related to the accessibility of e-government Web sites. The issues raised in this article have significant relevance to the design and development of e-government, to the assessment of e-government information and services, and to the inclusion in e-government of the 54 million individuals in the United States with disabilities.  相似文献

The American Physical Society (APS) has been a leader in using markup languages for publishing. ViewPlus has led development of innovative technologies for graphical information accessibility by people with print disabilities. APS, ViewPlus, and other collaborators in the Enhanced Reading Project are working together to develop the necessary technology and infrastructure for APS to publish its journals in the DAISY (Digital Accessible Information SYstem) eXtended Markup Language (XML) format, in which all text, math, and figures would be accessible to people who are blind or have other print disabilities. Academic libraries have a long history of commitment to diversity, inclusion, and accommodation and are frequently models for other academic departments and outside industries. For example, libraries often consider users with disabilities and work to adapt services, collections, and technologies to increase accessibility for as many users as possible. Libraries also take care to accommodate employees with disabilities, but like many other industries, often unintentionally perceive disabilities only as ones that are immediately visible. This column will discuss the unique challenges that library employers may face when needing to accommodate employees with invisible disabilities, provide a selected overview of the literature surrounding invisible disabilities and library employees, and give selected tips to help library employers and employees better understand and accommodate employees with invisible disabilities.  相似文献

Reports selected results of a Masters research project which examined provision of higher education library and information services for students with disabilities within the context of the new disability legislation, the Special Educational Needs and Disability Act 2001 (SENDA), which came into force on 1st September 2002. Five HE libraries were selected as case studies and provision was evaluated via staff interviews, student questionnaires and an accessibility audit. The results are presented under three themes: policies; procedures; and practices. Both good and bad practice was identified. All libraries had a disability representative, demonstrating a commitment to disability issues, and many staff had received disability awareness training. Libraries were often well supported by the institutions’ student support services. Accessibility of the built environment was often inadequate for the needs of people with disabilities. Often, lighting was poor, shelving was of inappropriate width and height and signage was far from ideal. Recommendations to improve provision are given covering policies, training, publicity and promotion, co‐operation and liaison.  相似文献

Abstract

This study sought to explore library employee attitudes toward people with disabilities and accessibility. It also aimed to determine the training needs of current library employees. A survey with both quantitative and qualitative questions was developed and snowball sampling was used. Analysis of both types of data indicates that librarians across library types generally feel unprepared to work with patrons with disabilities. Based on the results, there are several recommendations for improvement within the profession, including creating a more robust training program focused on accessibility and disability, examining policies from local through national levels, and improving recruitment and retention of people with disabilities into the profession.  相似文献

Governments are increasingly emphasizing emergency management in response to public emergencies that cause extensive consequences and involve multiple government agencies. One of the influential measures adopted by governments is the establishment of cross-agency networks. Scholars have validated the importance of cross-agency collaboration and networks, but only a few studies have examined cross-agency information sharing and utilization mechanism of joint emergency actions. Inspired by the theory of network embeddedness, we study the joint effects of informational and task attributes of embeddedness and absorptive capacity of the leading agency on collaborative emergency capacity. Our data consist of 110 local government contingency plans collected from F District in Shanghai, China. We found that a well-structured cross-agency network and a leading department with great information accessibility will significantly affect the efficiency of emergency collaborations. The capacity to absorb information significantly enhances the improvement of emergency collaboration.  相似文献

The research seeks to provide the audience and web designers with a higher level of awareness about the level of accessibility problems within the e-government sector, specifically a sampling of 130 sites of the UK members of Parliament. The study applies the results of an online accessibility testing tool to analyze the compliance levels of both UK disability law and Web Content Accessibility Guidelines (WCAG). The research also show which guideline errors are the most prevalent among the sites and raises awareness about the issues of access in e-government. Although the UK's Disability Discrimination Act (DDA) of 1995 provides equality in access of websites to people with disabilities, the results of this study show that total openness of sites to these customers is not widespread and the vast majority of sites display similar non-compliance errors among the guidelines. For each of these issues, there are published methods that web designers can implement to improve the accessibility rankings of their sites and provide greater openness to users with disabilities.  相似文献

In an age of ubiquitous information and communication technologies, urban public libraries are some of the only places to provide free Internet access for all members of the community regardless of ability or disability. This study provides a website accessibility assessment of the 127 U.S. public library members of the Urban Library Council, using the World Wide Web Consortium’s Web Content Accessibility Guidelines to establish the level of Web readiness of urban public libraries to meet the needs of individuals with disabilities. Findings suggest these libraries require additional and ongoing maintenance to be digitally inclusive.  相似文献
