公共文化服务建设从重视供给效率转向更重视公众诉求。文章首次将期望确认理论引入该领域,通过在辽宁的问卷调查,分析公众对公共文化服务的期望与感知绩效,以测度公众的获得感程度。在此基础上,利用结构方程模型探究公众对公共文化服务的期望到感知、到确认、再到获得感的过程路径。研究发现:公众期望与感知绩效之间存在差异,改善基础服务与服务保障类因素有助于提升公众获得感。政府应构建期望-供给型服务模式,推进服务保障,激发公众的参与积极性。  相似文献

The traditional focus of intergovernmental services research has been on technological development, not on user acceptance; yet user acceptance of intergovernmental services in each electronic government (e-Government) implementation affects the ultimate success of the e-Government project. In the e-Government implementation context, many governments have invested huge amounts of money and manpower to make intergovernmental services both available and user-accepted, although some individuals have no intention of using them. The electronic document management system (EDMS) is the most popular intergovernmental service in the e-Government project. E-government services involve many stakeholders who have different objectives that can have an impact on success. Among these stakeholders, citizens are the primary stakeholders of government activities. Accordingly, their satisfaction plays an important role in e-government success. Although several models have been proposed to assess the success of e-government services through measuring users' satisfaction levels, they fail to provide a comprehensive evaluation model. This study provides an insight and critical analysis of the extant literature to identify the most critical factors and their manifested variables for user satisfaction in the provision of e-government services. The various manifested variables are then grouped into a new quantitative analysis framework consisting of four main constructs: cost; benefit; risk and opportunity (COBRA) by analogy to the well-known SWOT qualitative analysis framework. The COBRA measurement scale is developed, tested, refined and validated on a sample group of e-government service users in Turkey. A structured equation model is used to establish relationships among the identified constructs, associated variables and users' satisfaction. The results confirm that COBRA framework is a useful approach for evaluating the success of e-government services from citizens' perspective and it can be generalised to other perspectives and measurement contexts.  相似文献

This paper discusses how local governments can team up for joint service provision, be more adaptive towards new technological and organisational changes and introduce novel services following main industry trends (e.g. predictive analytics, autonomous vehicles and artificial intelligence). The conceptual approach is to use Public Value (PV) as the framework for the organisation and management of government performance, one of the most important successor ‘paradigmettes’ of the New Public Management (NPM). Based on the PV concept, the ‘adaptive model’ for local governments is introduced according to which each procured ICT solution is preceded by agile, open, bottom-up and experimental trial. This model is corroborated via recent empirical evidence from the case of Helsinki and Tallinn which was obtained by observing how city governments collaborate on joint innovation-lab-type structures and conduct agile trials in the field of smart mobility before traditional procurement.  相似文献

Theoretically and practically E-Government and the digital divide are intertwined social phenomena. Using sophisticated information technologies (IT) in government has little social value if citizens are not able to use services or interact in political processes in meaningful ways. Similarly, understanding the development and use of IT in government without incorporating a demand perspective would potentially lead to partial explanations of a complex social reality. This article argues that studies about E-Government and the digital divide, which have been relatively disconnected research areas, have important parallels and potential intersections. These parallels may be useful in understanding E-Government projects and policies in a more comprehensive way and, consequently, for developing effective digital strategies. The paper reviews trajectories in E-Government and digital divide research and suggests potential implications drawn from the digital divide literature for E-Government research and practice, including model and theory development, understanding users, and some determinants of demand.  相似文献

Driven by the growing importance of the digital provision of government services (e-government), recent research has sought to develop and test conceptual models of citizen satisfaction and trust with these services. Yet, there remains little agreement on how to optimally model these relationships with regards to the somewhat divergent goals of explanation and prediction of citizen trust. In this paper, we test two prominent modeling paradigms of the e-government satisfaction-trust relationship: the “service quality” model and the “expectancy-disconfirmation” model. We compare several variations of these models for their in-sample explanatory abilities, out-of-sample predictive abilities, and parsimony. To test the models, we examine a pooled, cross-agency sample of survey data measuring citizens' experiences with and perceptions of three important and widely accessed U.S. federal e-government services—the webpages of the Social Security Administration, the Internal Revenue Service, and the U.S. Census Bureau. Our findings suggest that while the expectancy-disconfirmation paradigm performs well in explanation, a parsimonious model with an “overall quality-satisfaction-trust” link is best suited for predicting trust. In addition, the service quality paradigm offers the best compromise between predictive accuracy and explanatory power. These findings offer new insights for academic researchers, government agencies, and practitioners, especially those deciding upon an empirical model to adopt to measure e-government satisfaction and its impact upon citizen trust.  相似文献

E-Government adoption and implementation has gained noticeable momentum across many developed and developing economies. Nevertheless, transitioning from the “electronic” to the stage of “transformational” domain – coined as t-Government – is posing the greatest challenge of how government services respond to changes in the broader economy and society. Despite considerable investments and the wide use of Information and Communications Technology (ICT), research literature on e-Government suggests that government services have yet to reach the full potential of seamless integration, where all transactions are completed electronically. Through a detailed analysis of the extant e-Government literature and a case study based empirical research, this paper explores the domain of e-Government in identifying the possible reasons for this potential shortfall in achieving full integration. Furthermore, the paper intends to highlight an aspect of complexity surrounding crossing the integration gap as the authors denote by “eChasm” in the e-Government conceptual model that leads to transformation. In addition, it focuses on radical change through Business Process Re-engineering (BPR) and the call for strategic style of leadership, for cross-agency collaboration leading to a successful realisation of transformational government (t-Government). It is interesting to note that researchers and public sector leaders have started to realise that implementing and managing the transformation of public services, copiously satisfying the users and stakeholders, is a task of multi-dimensional complexity.  相似文献

The traditional focus of e-government services research has been on non-mobile services but now with the incorporation of mobile services more people are able to access these Mobile e-government services (m-government services). In addition, such services are critical for improving user-to-government communication effectiveness and maintaining relationships. The purpose of this study is to identify the factors that determine user acceptance of these services. Based primarily on the theory of planned behavior and supplemented by the mobile communication perspective, a sample of 331 users of m-government services in Taiwan was tested. The findings show that perceived usefulness, perceived ease of use, trust, interactivity, external influence, interpersonal influence, self efficacy, and facilitating conditions are critical factors. This study has given us a better understanding of critical mobile communication factors in improving user acceptance of m-government services. Implications and recommendations for research and practice are also presented and discussed.  相似文献

Digital government is universally gaining acceptance as the public becomes more technologically advanced. It is critical for the government to embrace new technology for minimizing costs and maximizing utility of services to the taxpayers. While administrative services have been easily ported to the digital world, there are still many important citizen-centric services that have not yet been effectively migrated. Quick Response codes (QR codes) provide a means to effectively distribute many different varieties of information to the public. We propose to integrate QR code systems and corresponding smartphone applications into existing government services with the goal of providing a new level of interactivity for the public. We illustrate this through two case studies, examining the National Park Services and the Mobile Environmental Information Services (MENVIS). The focus is on developing a QR code waypoint system for park navigation, as well as incentivizing park use through gamification of site attractions. The system provides increased safety for park goers, disseminates information more effectively and accurately, and improves feedback.  相似文献

Delivering public services through the SMS channel is popular in developed and developing countries, and it has demonstrated its benefits. However, citizens' acceptance of the services is still an issue. This paper presents a study on user acceptance of SMS-based e-government services. Constructs of the proposed model were derived from a survey on citizens' motivations for using SMS-based e-government services (142 respondents from 25 countries), prominent theories on individual acceptance of technologies, and current studies on user acceptance of SMS and e-government services. The model was validated using data from 589 citizens in three cities in Indonesia, who are non-adopters. The relationships between the factors then were compared with data from 80 adopters of SMS-based e-government services in Australia. The proposed model explains what factors influence non-adopters to accept SMS-based e-government services, and the comparison explains the relative importance of the factors for the adopters. The findings are promising for governments who wish to evaluate a new SMS-based e-government system very early in its development in order to assess potential acceptability and for governments who would like to diagnose the reasons why an existing SMS-based e-government service is not fully acceptable to citizens and to take corrective action to increase the acceptability of the service.  相似文献

E-Government and E-Government development project studies have been conducted in most industrialized societies, as well as in Iran. Due to their nature and structure, E-Government development projects have numerous political, social, and economic impacts on society. Given the incorporation of significant capital, human resources, information, and political commitments, these projects are considered quite vital to society. Following the systematic pre-implementation activities of E-Government development projects is critical for the success of such projects; ignoring such issues leads to various problems during E-Government project implementation. This research aims to explore and detect the success indicators for pre-implementation activities of E-Government development projects, evaluate the validity of these indicators, and investigate the indicators' status in the Fuel Smart Card Project. E-Government initiatives of varying scope and complexity have been implemented at the municipal and other levels of government throughout the world. These projects have been chronicled in both academic and practitioner journals and the proceedings of various E-Government conferences. As a consequence of this growing body of data, it is now possible to look across the experiences of numerous governments to understand if there are common issues that may impact the probability of success of E-Government programs. This paper examines the literature to search for critical planning and implementation issues that have had significant effects upon the success of E-Government initiatives. A conceptual framework is proposed which contributes to the theoretical understanding of E-Government initiative planning and implementation, and may inform practitioner success with new E-Government initiatives.  相似文献

Background: In 2005, the University of Calgary entered into a contract to provide library services to the staff and physicians of Alberta Health Services Calgary Zone (AHS CZ), creating the Health Information Network Calgary (HINC). Objectives: A user satisfaction survey was contractually required to determine whether the new library service model created through the agreement with the University of Calgary was successful. Our additional objective was to determine whether information and resources provided through the HINC were making an impact on patient care. Methods: A user satisfaction survey of 18 questions was created in collaboration with AHS CZ contract partners and distributed using the snowball or convenience sample method. Results: Six hundred and ninety-four surveys were returned. Of respondents, 75% use the HINC library services. More importantly, 43% of respondents indicated that search results provided by library staff had a direct impact on patient care decisions. Conclusions: Alberta Health Services Calgary Zone staff are satisfied with the new service delivery model, they are taking advantage of the services offered, and using library provided information to improve patient care.  相似文献

文章结合国内移动图书馆开展服务的实际,对移动图书馆场景化服务进行了梳理,指出目前移动图书馆在开展场景化服务方面具体存在的不足,提出移动图书馆场景化服务需要改变现有以用户为中心的落地应用模式。研究结果表明移动图书馆应以场景作为用户信息接受的触点,通过场景化信息接受情境的适配,找到用户信息接受体验的痒点,发掘用户信息接受的痛点,制造用户信息接受的爽点,形成移动图书馆场景化服务的卖点。  相似文献
