Obtaining consumer data has become an essential practice of Web proprietors. This is because, compared with ‘brick and mortar’ retail stores, it is much more difficult for Web proprietors to build one-on-one or face-to-face relationships with customers. The collection of personal information online boosts customized services for consumers, but at the same time it increases concerns about privacy infringement. Using a content analysis of the most visited Web sites in Korea and the United States, this study compares the amount and breadth of information requested by Web proprietors and examines the relationship between the information requests and privacy policies of Web sites. This study found that Korea-based Web sites present stronger privacy policies than do US-based Web sites. Ironically, they also request a greater amount and variety of information from consumers than do US-based Web sites during registration processes. When narrowing the focus to US sites only, this study also revealed that the stronger the privacy policies presented by US Web sites, the more information the US Web sites request from consumers.  相似文献

Attempting to locate and evaluate quality health care information can pose a variety of problems for the consumer. Academic libraries have an opportunity to play a crucial role in facilitating the consumer's access to quality, reliable health information by developing and implementing consumer health outreach programs designed to address search problems and information interpretation difficulties. The benefits for both the community and the library are numerous when a consumer health information outreach program is successfully employed. This article will chronicle the creation of a Consumer Health Outreach program, entitled "WNY Consumer Health," intended for senior citizens in Western New York. The academic libraries in Alabama have been hampered in their ability to provide government information to researchers by the lack of a functioning state depository system. Digital publishing can make timely distribution and widespread accessibility of state government information possible if these online documents can be captured and archived before they are removed from agency Web sites. The sites reviewed in this article represent only a small fraction of the consumer health information sites available on the Web and are intended to be a starting point for locating authoritative, reliable health information. The first part of this article focuses on evaluation, since this is an important component of using information, particularly information located on the Internet. NC Health Info is an online collection of North Carolina based health services Web sites that seamlessly links local health resources to topical health information on MedlinePlus, the National Library of Medicine's consumer health information Web site. NC Health Info was the first project to connect local resources with MedlinePlus in the "Go Local" initiative. As such, NC Health Info serves as a model for other states to follow in connecting their own local information with Medline- Plus. This paper describes the processes used and lessons learned during a year-long evaluation of NC Health Info. Evaluation results may be of interest and applicable to any existing or planned "Go Local" project.  相似文献

The Web continues to rapidly evolve as a medium of information exchange. One major area where the Web is now playing a definitive role is in increasing consumer accessibility to health information for personal health and disease-related questions. The comprehensiveness of health information on the Web has the potential to empower consumers when making critical health-related decisions. Conversely, the myriad of information resources presents an array of challenges when seeking specific, credible, and timely health information. As the United States health care system continues to change, community concerns about the quantity, quality, and broad nature of information has become critical. In particular, the Web can play a vital role in health awareness and promotion by disseminating health information for traditionally underrepresented groups, particularly African Americans. Increased accessibility for this group has not always been the focus of attention; however, the growth of the Web coupled with heightened awareness of public health initiatives brings to the forefront numerous opportunities to provide tools that promote essential health information literacy.  相似文献

This article offers an analytical overview of pathbreaking U.S. telecommunications reform legislation, as a concrete first step in establishing new industry and regulatory paradigms for telecommunications. It describes key elements of the Act, contrasting them to the status quo ante, in the areas of competition, concentration, and the public interest. It concludes that, while the Act responds to economic, political and technological paradigm shifts, it continues to assert a prominent role for the state in articulating policy, and leaves open an important role for civil society in defining and implementing it terms.  相似文献

This is a basic list of health sites that either cover a subject area comprehensively, or are good general sites to lead to more specific information. Most of these sites include both full-text information as well as links to many other sites on the World-Wide Web. This paper develops a framework to assess the text-based public information provided on program level government agency Web sites. The framework informs the larger e-government question of how, or whether, state administrative agencies are using Web sites in a transformative capacity—to change relationships between citizens and government. It focuses on assessing the degree to which text information provided on government Web sites could facilitate various relationships between government agencies and citizens. The framework incorporates four views of government information obligations stemming from different assumptions about citizen–government relationships in a democracy: the private citizen view, the attentive citizen view, the deliberative citizen view, and the citizen–publisher view. Each view suggests inclusion of different types of information on government agency web sites. The framework is employed to assess state Web sites containing information about chronic wasting disease, a disease effecting deer and elk in numerous U.S. states and Canada.  相似文献

Abstract

Access to biological information on the World Wide Web continues to grow at a rapid pace. Many resources that previously required a trip to the library are now accessible from the desktop PC. Three major categories of biology Web sites are explored: those with citation information, those functioning as clearinghouses or directories to other Web sites, and those that present biological information in innovative ways. The suggested Web sites are some of the best and may serve as models for future Web development. Many useful citation Web sites are fee-based and are likely to continue as such for the near future; MEDLINE and AGRICOLA are important exceptions. Many significant clearinghouse and information Web sites are not fee-based and allow innovative ways of finding and sharing information. The state of research information on the WWW is not developed enough for the researcher to forego using paper sources.  相似文献

Current and reliable tax information is important to nearly every adult in the United States. Individual taxpayers, business owners, persons planning for their financial future, and employees of legal and tax-related fields all require accurate taxation information. This article is a selective, annotated guide to major U.S. taxation resources on the Internet. It includes official governmental Web sites; meta sites; resources for state and local taxation information; professional organizations and associations; news; tax reform sites; and sites designed for personal financial planning. Web Mirror Sites     
SUMMARY

Libraries can play a key role in ensuring permanent access to primary legal information, both domestic and international. Web mirror sites present a particularly efficient and cost-effective way to collect, disseminate, preserve, and ensure accessibility to information far into the future. Through partnerships with the issuing governments and organizations, databases of official information can be loaded on a local server, updated directly from the issuing site, and captured at regular intervals to get a snapshot of the status of legal instruments as of a certain date. The result is similar to adding the various editions of a print book. The Cornell Law Library has recently made freely available two Web mirror sites for researchers and the public. These are the ILO (International Labour Organization) and the ICJ (International Court of Justice) mirror sites. The Law Library is archiving these sites every six months, thereby providing access to previous versions of a treaty article, or other information that was superseded, or amended. The many additional advantages of creating these partnerships with domestic and international institutions are discussed, as well as the process used to create the mirror sites, and maintaining them. The article ends with a proposal for collaboration among libraries to create the research library of the future. The preservation of digital law is a critical issue because information is disappearing. Libraries have a role to play because it is part of their fundamental mission to preserve information for future researchers.  相似文献

On-line state legislative information should be equally accessible to all citizens. While state Web sites have been praised for aesthetic design and innovative services, access has rarely been examined despite the legal activity regarding Web site accessibility on the federal level. This study examined selected Web pages for each of the fifty states using a program that determined the number and type of barriers posed to users of assistive technology. Although some states have clearly made an effort to provide equal access to all, there were a number of examples of inaccessible Web sites. Even states that meet the minimum requirements for accessibility have not chosen to follow the full guidelines. As the amount of on-line information continues to increase, adopting accessibility guidelines will become even more crucial.  相似文献

In America’s state houses small yet powerful collections of policy leaders, in the public and private sector, are guiding the initial conception and early implementation of advanced communication networks. This article investigates how the beliefs of leading actors collide to produce two distinctive state networks. Rather than focus exclusively on the simple dichotomous “yes” or “no” decision regarding the adoption or nonadoption of an advanced telecommunications system, like a statewide information highway, this article focuses on the critical role of debate imbedded within that decision. Analysis and presentation of interviews and extensive literature reviews of the development of information highways, in North Carolina and Iowa, provide the setting for the generation of hypotheses suggesting the future trajectory of technology policymaking. While praised for their bold, visionary leadership and innovative system designs, the accounts of network development in these two American states also provide a cautionary tale for other subnational governments and for private sector telecommunications firms interested in the business of building public sector information highways.  相似文献

ABSTRACT

Search engine use is one of the most popular online activities. According to a recent OCLC report, nearly all students start their electronic research using a search engine instead of the library Web site. Instead of viewing search engines as competition, however, librarians at Binghamton University Libraries decided to employ search engine optimization strategies to make their Web site more visible on the search engine result pages. Although search engine optimization is used frequently by commercial Web sites, few libraries have attempted to optimize their own sites. This article describes Binghamton University's experiences in developing and implementing an optimization pilot project. The research presented in this article has importance for libraries who may be considering an optimization project for their own sites.  相似文献

This article, which offers a critical reassessment of the underlying rationale for universal service policies, argues that public policies designed to promote universal telecommunications access are simply a form of wealth redistribution. By reconceptualizing universal service subsidies in this way, one can obtain a more realistic assessment of the proper scope and limits of universal service policies. Universal service policies, at best, can play a supplementary role. Economic reforms that encourage investment and promote robust competition are more fundamental to the development of an ubiquitous infrastructure than government subsidies. The redistribution of wealth via telecommunications can ameliorate inequalities, but it cannot eliminate their causes, and advocates should stop pretending that it can. Furthermore, universal service advocates must become more aware of the political and economic risks and pitfalls that are inherent in the process of wealth redistribution.  相似文献

Based on a survey of 419 industry professionals responsible for maintaining radio station Web sites and a content analysis of 900 radio station Web sites, this study provides an overview of the state of Web radio in the late 1990s. This study investigates the extent of Web radio, the range of content offered on radio station Web sites, the benefits realized as a result of having a Web site, and the problems encountered with Web sites, and makes recommendations based on the findings. A general conclusion of this study is that although the Web presents a wealth of exciting possibilities, most radio broadcasters are currently underutilizing the Web and their Web sites.  相似文献

The medical librarian who keeps up with the latest medical news is a valuable resource for all health professionals. The following is a compilation of sites for medical news available on the Web. The sites are limited to those that do not charge a fee and that direct the user immediately to top health stories, as opposed to requiring the use of a search feature.
