This paper reviews the archival process at the Inter-university Consortium for Political and Social Research (ICPSR), a repository of digital social science data, and maps ICPSR’s Ingest and Access operations to the Open Archival Information System (OAIS) Reference Model. The paper also assesses ICPSR’s conformance with the archival responsibilities of “trusted” OAIS repositories, with the proviso that audit criteria for archival certification are still under development. The ICPSR to OAIS mapping exercise has benefits for the larger social science archiving community because it provides an interpretation of the reference model in the quantitative social science environment and points to preservation-related issues that may be salient for other social science archives. Building on the archives’ long tradition of shared norms and cooperation, we may ultimately be able to design a federated system of trusted social science repositories that provides access to the global heritage.

Although many governmental and intergovernmental organizations publish vast quantities of grey literature, the importance of the diffusion and impact of this literature are rarely studied. Evidence from an investigation of the grey literature output of GESAMP, the Joint Group of Experts on the Scientific Aspects of Marine Environmental Protection (sponsored by the UN and several of the UN-family of organizations), indicated that the literature reached scientific readers and was cited. To determine whether that evidence was representative of international intergovernmental bodies, another intergovernmental organization devoted to marine environmental issues, namely, the Gulf of Maine Council on the Marine Environment (GOMC) was studied. GOMC, an American–Canadian partnership, has been working since 1989 to maintain and enhance environmental quality in the Gulf of Maine. Through its own publications and others resulting from studies conducted under contract or in cooperation with other organizations, GOMC provides a complex publishing history for investigation. Over 300 publications were identified and over 500 citations were located after extensive searching using several citation tools. Citation patterns for GOMC publications mirror the findings of the study of GESAMP; grey literature is cited over lengthy periods, but grey literature tends to be cited primarily by other grey literature. Although digital alerting and access tools are increasing in number and coverage, a reliance on grey literature as the primary means of publication continues to pose hurdles for influencing scientific research, public policy, and public opinion. While grey literature is common to organizations such as GOMC and GESAMP, the impact of this literature can be muted because of the limitations of its dissemination and perceptions of its quality.

In recent years graph-ranking based algorithms have been proposed for single document summarization and generic multi-document summarization. The algorithms make use of the “votings” or “recommendations” between sentences to evaluate the importance of the sentences in the documents. This study aims to differentiate the cross-document and within-document relationships between sentences for generic multi-document summarization and adapt the graph-ranking based algorithm for topic-focused summarization. The contributions of this study are two-fold: (1) For generic multi-document summarization, we apply the graph-based ranking algorithm based on each kind of sentence relationship and explore their relative importance for summarization performance. (2) For topic-focused multi-document summarization, we propose to integrate the relevance of the sentences to the specified topic into the graph-ranking based method. Each individual kind of sentence relationship is also differentiated and investigated in the algorithm. Experimental results on DUC 2002–DUC 2005 data demonstrate the great importance of the cross-document relationships between sentences for both generic and topic-focused multi-document summarizations. Even the approach based only on the cross-document relationships can perform better than or at least as well as the approaches based on both kinds of relationships between sentences.

Around 1800 the “paradigm of patrimony” recognized archives as cultural and national patrimony. That paradigm was, however, not a new revolutionary invention. It had been fostered by a “patrimony consciousness” which had developed in the seventeenth and eighteenth centuries. The value of archives as a patrimony to future generations was acknowledged first in the private sphere by families and then by cities—communities of memory becoming communities of archives.

Eric Ketelaar   is Professor of Archivistics in the Department of Mediastudies of the Faculty of Humanities of the University of Amsterdam. He is Honorary Professor at Monash University, Melbourne (Faculty of Information Technology). He engages with the social history of archives by researching the history of recordkeeping and the use of records and archives, resulting in articles on thirteenth century Dordrecht, sixteenth century Leiden, the eighteenth century Court of Holland, Dutch public administration 1795–1950, and record creation in the context of systematic management in Dutch enterprise, 1870–1940. He is particularly interested in the relationship between recordkeeping and organizational, professional, and national cultures, past and present. This led him further to study the role of records and archives in times of oppression, war, liberation, and reconciliation.  相似文献

This article is a general introduction into the special issue of Archival Science on “archiving research data”. It summarizes the different contributions and gives an overview of the main issues in this special field of archiving. One of the leading questions is how and why research data archives differ from public record offices. In the past, the developments in these two worlds have been rather separate. There are however signs that they are converging in the digital world. In particular, this can be seen in the areas of metadata and Internet dissemination as these are strongly influenced by the rapid changes in information technology. These changes have also led to important new developments in the infrastructure of research data to which special attention is paid. New concepts such as collaboratories, data curation, Open Access and the Open Archives Initiative are discussed.

This paper gives an overview of the archival issues that relate to digitally signed documents. First, by way of introduction, the advanced digital signature is presented briefly. In the second part, a number of problems are discussed that present themselves when a digital signature is used as a proof of authenticity and integrity for digital documents in general. In particular, it is also being investigated whether it makes any sense for the archivist to digitally sign all electronic records under his or her management. Problems relating to the (medium) long-term archiving of digitally signed documents are dealt with in the third part. After an overview of the sticking points for long-term validation (“Archival issues”) a number of possible solutions are discussed (“Solutions for long-term archiving”).

This article provides a summary of and commentary on ‘A Lovely Kind of Madness: Small and Independent Publishing in Australia’, an unpublished report by Kate Freeth, commissioned by the Small Press Underground Networking Community (SPUNC), the representative body for small and independent publishers in Australia, and released in November 2007. Freeth’s 14,000 word report constitutes the most detailed and comprehensive study of Australian small and independent publishing since the second volume of Michael Denholm’s Small Press Publishing in Australia (1991) and provides much primary material for policy makers, scholars, and people working in and around the publishing industry.

Curious Archives examines the creation of the museum of archives, the Musée de l’Histoire de France, at the Imperial Archives of France under the direction of Leon de Laborde, 1858–1867. This museum was intended as a crucial tool for publicizing the Archives and educating the public, but also represented a break from the Archives’ role as administrative storehouse both in practice and in the popular imagination. The museum’s conception and reception reveal conflicts around the Archives’ mission and contents, particularly regarding public interest, the potential dangers of public curiosity, and nature of documentary and historical knowledge in nineteenth-century France.

Collaborative Filtering (CF) Systems have been studied extensively for more than a decade to confront the “information overload” problem. Nearest-neighbor CF is based either on similarities between users or between items, to form a neighborhood of users or items, respectively. Recent research has tried to combine the two aforementioned approaches to improve effectiveness. Traditional clustering approaches (k-means or hierarchical clustering) has been also used to speed up the recommendation process. In this paper, we use biclustering to disclose this duality between users and items, by grouping them in both dimensions simultaneously. We propose a novel nearest-biclusters algorithm, which uses a new similarity measure that achieves partial matching of users’ preferences. We apply nearest-biclusters in combination with two different types of biclustering algorithms—Bimax and xMotif—for constant and coherent biclustering, respectively. Extensive performance evaluation results in three real-life data sets are provided, which show that the proposed method improves substantially the performance of the CF process.

ABSTRACT

SALIS is a repository of open source software along with metadata information. It is a pilot project covering the areas of computer networks and information systems. The objective is to demonstrate the usefulness of such repositories to the Indian academic and developer community in making informed decisions while using open source software. To enable organization and retrieval of the information stored in the repository, a modified CCS (Computing Classification Scheme) by ACM (Association of Computing Machinery) was used. Since a sizeable section of the end-user community was familiar with the USPTO classification scheme, a need was felt to classify the software by the USPTO scheme also. Instead of classifying by two schemes, it was decided to have a mapping or a concordance between the two schemes so that the classification process can be simplified. The approach used to derive a concordance between two diverse classification schemes is described.  相似文献

Web person search is one of the most common activities of Internet users. Recently, a vast amount of work on applying various NLP techniques for person name disambiguation in large web document collections has been reported, where the main focus was on English and few other major languages. This article reports on knowledge-poor methods for tackling person name matching and lemmatization in Polish, a highly inflectional language with complex person name declension paradigm. These methods apply mainly well-established string distance metrics, some new variants thereof, automatically acquired simple suffix-based lemmatization patterns and some combinations of the aforementioned techniques. Furthermore, we also carried out some initial experiments on deploying techniques that utilize the context, in which person names appear. Results of numerous experiments are presented. The evaluation carried out on a data set extracted from a corpus of on-line news articles revealed that achieving lemmatization accuracy figures greater than 90% seems to be difficult, whereas combining string distance metrics with suffix-based patterns results in 97.6–99% accuracy for the name matching task. Interestingly, no significant additional gain could be achieved through integrating some basic techniques, which try to exploit the local context the names appear in. Although our explorations were focused on Polish, we believe that the work presented in this article constitutes practical guidelines for tackling the same problem for other highly inflectional languages with similar phenomena.

Through a reading of the archived letters of Henry Garnet (1555–1606), Superior of the Jesuit order in England and suspected Gunpowder plotter, this article investigates the nature of the archive in relation to narrative theory. Figuring the archive as one of the number of narrating voices accrued by the individual record, I argue that models of communication such as those put forward by Roman Jakobson, Wayne C. Booth and Seymour Chatman afford useful insights into the ways in which power is inscribed and reinscribed in the record through successive acts of reading and rewriting.

This article describes the first half century of the Communist government’s supervision and management of the central-government archives of the last two dynasties. Immediately with the Communist ascent to power in 1949, the new government took great interest in assembling and protecting the country’s archival documents, readying the Ming-Qing archives for access to scholars, and preparing for publication of selected materials. By the 1980s Beijing’s Number One Historical Archives, in charge of the largest holding of Ming-Qing documents, had become the first Chinese authority to complete a full sorting and preliminary catalogues for such a collection. Moreover, to facilitate searches, an attempt has recently begun to create a subject-heading system for these and other holdings in the country. In the first half century’s final decades, foreign researchers were admitted for the first time and tours and international exchanges began to take place.
