英国高等教育在世界上处于领先地位,在高等教育治理方面的研究开展得比较早,高等教育治理的制度安排也较为成熟.英国高等教育治理的变革与政府与大学关系密不可分,其高等教育治理的指导思想是政府将高等教育机构看作社会服务机构.在此思想影响下,英国高等教育治理框架渐显:政府以财政资助为调节杠杆,借助科研评估活动和质量保障署,介入英国高校的科研和教学. 相似文献

从撒切尔夫人开始,英国就进行了广泛私有化改革,但英国的高等教育仍然由政府部门主导。最近的15年间,英国高等教育的财政制度和学校体制发生了巨大的变革,市场机制在英国高等教育中扮演了越来越重要的角色。在高等教育的结构方面,由过去主要以研究型大学为主,发展为多种类型大学并存。在政府对高等教育的管制方式方面,政府通过质量保证局与研究评估局,加强了对大学的绩效管理。在经费方面,一方面加强了绩效拨款,另一方面强调学生分担教育成本。在大学管理方面,在加强政府监督的同时,也进一步扩大了大学的自主权。这表明私营部门在英国高等教育变革中所扮演的角色越来越重要。 相似文献

分权是高等教育系统的组织常态,高等教育分权是由高等教育系统自身先天的组织和文化特征决定的。高等教育分权的内涵可以厘定在:政府向市场分权,增强高等教育的市场取向;政府向大学分权,扩大大学自主权;中央政府向地方政府分权,实施高等教育地方化。同时,还需从三个方面对高等教育分权进行价值观限定:转变政府职能,扬弃政府干预;市场有限介入,加强市场监管;大学坚守内在逻辑,加强自我约束。 相似文献

政策范式直接影响决策者理解世界的方式,并规定行动者的角色。根据政府与大学的理想角色,世界大学治理主要有3种基本政策范式:国家本位、高校本位、市场本位。罗马传统的高等教育体系遵循国家本位的政策范式,盎格鲁—撒克逊传统的高等教育体系传承高校本位的政策范式,市场本位的政策范式是盎格鲁—撒克逊传统的高等教育体系与美国实用主义结合的产物。在大学办学自主权的政策变迁上,当前世界两大高等教育体系正在逐步靠近。盎格鲁—撒克逊传统的高等教育体系正在从"松散的安排"向"严密的正规体制"转移,罗马传统的高等教育体系正在由"集权体制"向"分权体制"转移。从隔离型大学走向介入型大学也是两种传统共同的发展趋势。 相似文献

The problem on the geometrc inequalities involving an n-dimensional simplex and its inscribed simplex is studied. Aninequality is established, which reveals that the difference between the squared circumradius of the n-dimensional simplex andthe squared distance between its circumcenter and barycenter times the squared circumradius of its inscribed simplex is not lessthan the 2(n-1)th power of n times its squared inradius, and is equal to when the simplex is regular and its inscribed siplex is atangent point one. Deduction from this inequality reaches a generalization of n-dimensional Euler inequality indicating that thecircumradius of the simplex is not less than the n-fold inradius. Another inequality is derived to present the relationship betweenthe circumradius of the n-dimensional simplex and the circumradius and inradius of its pedal simplex. 相似文献
