The second French Community Innovation Survey (CIS) indicates that 14% of R&D collaborating firms had to abandon or delay their innovation projects due to difficulties in their partnerships, an outcome which we term “cooperation failures”. Controlling for sample selection on the cooperation decision, our estimates show that firms collaborating with competitors and public research organizations (PROs), especially when they are foreign, are more likely to delay or stop an innovation project because of difficulties encountered in their R&D partnerships. More surprisingly, firms collaborating with their suppliers also face a higher risk of “cooperation failures”. At least for PROs, firms can reduce the risk of “cooperation failures” through previous experiences in partnerships. Larger firms and group subsidiaries are less likely to face “cooperation failures”, and so do firms in industries with a strong appropriability regime.  相似文献

Policy makers seek to identify an institutional framework that facilitates the commercialization of publicly funded R&D, while simultaneously addressing innovation market failure. In the space industry, the formation of such a framework is complicated by national security considerations and the fact that numerous sovereign nations are often included in the commercialization process. This paper analyses how multi-public partnerships with industry can promote commercially viable space programs, resolve market failures, and address transatlantic security concerns. The benefits and policy implications of the formation of such transatlantic multi-public-private partnerships (TMP3) are illustrated based on a case study of the design of a major European public-private project in the space industry: the Galileo space-based navigation system.  相似文献

R&D subsidies designed to encourage innovation efforts by firms may have intended and unintended effects on the way they organize their innovation process. We present empirical evidence on how R&D subsidies affect firms’ R&D cooperation strategies. In particular, we investigate whether receiving public R&D subsidies affect the probability that a firm will set up an R&D partnership with a public research organization (PRO), or with other firms. Our main findings are: (i) public support significantly increases the chances that a firm will cooperate with a PRO, and (ii) public support also increases the likelihood that a firm will establish private partnerships, but to a smaller extent and only when firms have intangible knowledge assets. These results suggest that public R&D programmes trigger a behavioural change in firms’ R&D partnerships, alleviating barriers to cooperation.  相似文献

This paper examines the various methods through which firms benefit from interactions with universities, arguing that such benefits are instrumental in nurturing the multiple facets of a firm's absorptive capacity. We bring together data collected from a survey of UK firms that collaborated with universities, and firm-level data on past partnerships with universities. The results show that benefits from interactions with universities are multifaceted, including enhancement of the firm's explorative and exploitative capabilities. Results also indicate that firms’ R&D commitments, geographical proximity to and research quality of university partners have a distinct impact on the different types of benefits from interactions with universities. We find geographical proximity is crucial for assessing problem-solving as an important benefit, while interactions with top quality universities have a positive influence on the benefits associated with firms’ downstream activities. We discuss the implications of these findings for research and policy.  相似文献

We evaluate the impact of the EC's Seventh Framework Programme, a large-scale research subsidy programme, on the innovation activities of subsidized firms, with a particular regard to industry–university partnerships. Using matching and difference-in-difference estimation, we find a positive effect on a range of innovation indicators. The number of project participants in general and university participants in particular positively affect performance, suggesting knowledge spillovers between project members. Research centres, on the other hand, do not exert positive externalities. We also find that the benefits of collaborating with universities are amplified by their academic quality.  相似文献

This paper examines the relationship between (outside-in) open innovation and the financial performance of R&D projects, drawing on a unique dataset that contains information on the open innovation practices, management and performance of 489 R&D projects of a large European multinational firm. We introduce two types of open innovation partnerships – science-based and market-based partnerships – and examine their relationships with project financial performance. In addition, we investigate whether the open innovation—project performance relationships are influenced by the way how R&D projects are managed. Our results show that R&D projects with open innovation partnerships are associated with a better financial performance providing that they are managed in the most suitable way. Market-based partnerships are positively correlated with project performance if a formal project management process is used; however these partnerships are associated with a lower performance for loosely managed projects. In contrast, science-based partnerships are associated with higher project revenues for loosely managed projects only.  相似文献

This paper analyses a large, longitudinal database on inter-firm R&D partnerships formed in the high-tech pharmaceutical biotechnology industry since 1975. Our research indicates an overall growth in the number of annually, newly established R&D partnerships where research partners consistently prefer contractual partnerships to equity-based alliances. In the networks that develop through these R&D partnerships, small, entrepreneurial biotechnological companies take a leading role during the 1980s when biotechnology first became relevant for the pharmaceutical industry. The 1990s, however, show a different pattern with established, large pharmaceutical companies becoming more dominant, acting as nodal players with multiple partnerships with a variety of other companies.  相似文献

This paper analyses whether strategic motives for patenting influence the characteristics of companies’ patent portfolios. We use the number of citations and oppositions to represent these characteristics. The analysis is based on survey data from German companies, which are combined with EPO data covering applications from 1991 to 2000. We find clear evidence that the companies’ patenting strategies are related to the characteristics of their patent portfolios. First, companies using patents in the traditional way to protect their technological knowledge base receive a higher number of forward citations for their patents. Second, the motive of offensive - but not of defensive - blocking is related to a higher incidence of oppositions, whereas companies using patents as bartering chips in collaborations receive fewer citations and fewer oppositions to their patents.  相似文献

In fast-paced and knowledge-intensive environments, licensing partnerships can be powerful levers for market expansion. Research on the management of technology-oriented licenses has nonetheless pointed out the risks of corrosive disputes caused by conflicting interests or misunderstandings among licensing partners. The choice made ex ante on mechanisms for resolving potential disputes is of prime importance in the execution of licensing exchanges. Although the legal literature has widely emphasized the advantages of arbitration towards litigation, public ordering remains the “default” option in managers’ eyes. By adopting a transaction cost economics logic, our study explores the conditions under which licensing partners may prefer arbitration over public ordering during the contractual-design phase. In accordance with our theoretical arguments, findings show that the occurrence of arbitration provisions increases when the coordination orientation adopted by licensing partners is extensive. In situations where both monitoring and coordination orientations are simultaneously extensive, results reveal a greater propensity to prefer arbitration over public ordering. Our research therefore supports the view that corporate decision-makers tend to favor the conciliatory stance and compromising awards typically associated with arbitration, only when exchanges are expected to be highly coordinative. Their preference for arbitration over litigation is magnified when the coordination orientation develops alongside the monitoring orientation.  相似文献

A vast literature on technology transitions within industries suggests that early phases of new technologies are marked by periods of intense experimentation, but we know little about the conditions under which these periods emerge. We apply inductive, grounded theory-building techniques to examine what prompts firms to experiment across one emerging technology platform—plug-in electric vehicles (PEVs)—in China. Triangulating annual vehicle make and model sales data from 2003 to 2016 (plus monthly data from 2010 to 2016); 112 English and Mandarin archival documents from industry, academic, and news outlets; and 51 semi-structured interviews with industry, government, and academic stakeholders, we develop four in-depth case studies. We find that in contrast to the innovation trajectories of multinational and Chinese arms of joint venture (JV) firms, independent domestic Chinese firms (those with no history of international JV partnerships) are undertaking significant experimentation across multiple levels—infrastructure, core system, subsystem, and component—of the emerging PEV technology platform. We propose the concept of “institutional complementarities” to describe how interactions among institutions—here the national JV regulation and local market support and subsidies—may have turned regional markets into protected laboratories, extending the incubation periods for independent domestic firm experimentation. While this diverse experimentation may be an important antecedent of technology transition, consolidation induced by national policy standardization or competitive pressure may be required for PEV innovations to scale beyond their early, protected regional markets.  相似文献

Innovation strategies in manufacturing often involve internal R&D activities as well as external partnerships. Thereby it is not clear if internal and external activities are complements or substitutes. This paper tests for complementarity of different innovation activities, i.e. internal R&D, R&D contracting, and R&D cooperation. The empirical analysis of cross-sectional firm level data of the German manufacturing sector comprises both indirect and direct complementarity tests; it is based on data from the German part of the Community Innovation Survey (CIS 3). The results provide evidence for significant complementarities between internal R&D and R&D cooperation, but cast doubt on the complementarity of internal and contracted R&D, since a productivity effect on firms’ patenting probability or sales with new products cannot be found.  相似文献

How do knowledge-intensive business services (KIBS) protect their inventions from imitation by rival firms when choosing among various protection mechanisms? Data from the 2003 Statistics Canada Innovation Survey on services are used to investigate this issue by looking into complementarities, substitution and independence among eight protection mechanisms. A Multivariate Probit (MVP) model is estimated to take into account the fact that KIBS simultaneously consider many alternative intellectual property (IP) protection methods when they attempt to protect their innovations. Results show that patents, registration of design patterns, trademarks, secrecy and lead-time advantages over competitors constitute legal and informal methods that are used jointly. These complementarities suggest that IP protection mechanisms that are interdependent and reinforce each other to protect innovations from imitation by rival firms constitute a pattern on which firms rely to protect their innovations from imitation. A second pattern is based on the fact that KIBS rely on patents and complexity of designs as substitutes, and tend to use registration of design patterns and complexity of designs as substitutes in protecting their innovations from imitation. A third emerging pattern concerns protection mechanisms that are independent from each other and exhibit no synergy, and do not reinforce each other to protect innovations from imitation by other firms.  相似文献

A trend running diametrically opposed to the expansion of Intellectual Property Rights (IPR) is the increasing awareness that dominant positions sustained by IPR may be mitigated through exemptions and statutory or compulsory licences. It is argued that there are compelling economic reasons to protect valuable assets that are prone to copying, but that there are equally compelling reasons to limit monopolistic claims and stimulate cross-licensing practices. Compulsory licensing may serve as a stimulus to the bargaining process with private parties and research institutions alike. Another important category of information is public sector information. Access to information has become a concern and the European Commission has followed up on its Green Paper on Public Sector Information in the Information Society, with a Directive implementing its vision on affordable access for all and exploitation potential. The right of access to information may be enforced through the European Convention on Human Rights. It not only guarantees the freedom of speech, it also recognises the freedom to receive information.  相似文献

This conceptual paper explores three areas of research collaboration: (a) effectively harnessing differences, (b) setting defensible boundaries and (c) gaining legitimate authorization. The focus is on their potential lessons for individuals leading and managing research collaborations, evaluation of research partnerships and areas for further investigation. Examples from three partnerships - building the atomic bomb, the Human Genome Project and the World Commission on Dams - are used to highlight key elements of the ideas presented. The paper provides a framework for systematically thinking about integration of different perspectives and other elements essential to any particular collaboration. It also sketches out ideas for (1) managing differences which may destroy partnerships, (2) deciding what the collaboration should encompass, (3) understanding and accommodating forces which may distort what the collaboration is able to achieve, and (4) enlisting necessary supporters while preserving research independence.  相似文献

Recent highly publicized cases of scientific misconduct have raised concerns about its consequences for academic careers. Previous and anecdotal evidence suggests that these reach far beyond the fraudulent scientist and (his or) her career, affecting coauthors and institutions. Here we show that the negative effects of scientific misconduct spill over to uninvolved prior collaborators: compared to a control group, prior collaborators of misconducting scientists, who have no connection to the misconduct case, are cited 8–9% less often afterwards. We suggest that the mechanism underlying this phenomenon is stigmatization by mere association. The result suggests that scientific misconduct generates large indirect costs in the form of mistrust towards a wider range of research findings than was previously assumed. The far-reaching fallout of misconduct implies that potential whistleblowers might be disinclined to make their concerns public in order to protect their own reputation and career.  相似文献

These arrangements have become particularly prevalent in research and development activities where organizations increasingly seek partners to complement their own technological capabilities. R&D partnerships, however, are fraught with challenges because the conditions for optimum effectiveness and efficiency of cooperation are still not fully understood. Research on technological partnerships has traditionally sought explanation of their high failure rates in partner characteristics and relationship features. This study introduces the notion of a ‘bumpy road’ in technology partnerships which refers to undesired outcomes such as ‘partnership mal-functioning’ and ‘instability’ to the degree to which innovation activities are hampered. We explain how firm-level strategies can reduce the probability of a ‘bumpy road’ in partnerships. We also assess the impact of this ‘bumpy road’ on innovative performance. We find that firms that excel in diversification of external activities (in terms of different types of partners) perform best. Moreover, a persistent product oriented innovation strategy geared at developing new products, new markets, or higher product quality will yield more stable partnership outcomes. Our results confirm that engagement in partnerships is beneficial for innovative performance. However, firms that experienced a ‘bumpy road’ in their technological partnerships have to pay a price in terms of a negative effect on their innovative performance.  相似文献

To reduce information technology (IT) development costs, more firms have begun to outsource IT-related activities by partnering with IT vendors. As knowledge is a valuable asset in IT development, knowledge sharing between vendors and business clients becomes critical. However, the motivation behind IT vendors’ willingness to share knowledge with client firms is not sufficiently understood. To shed light on the nature of knowledge sharing within vendor–client partnerships, we examine the influence of performance feedback and managerial mindset on vendors’ motivation to share knowledge with their clients. We adopt a multi-method approach involving both a scenario-based field experiment with 164 vendor managers (Study 1) and a field survey of 112 vendor managers involved in IT development (Study 2). We find that when vendors’ performance exceeds their aspiration levels, they are motivated to share knowledge with clients. Such motivational effects are more pronounced for vendor managers exhibiting abstract mindsets. Our study is of significant value to researchers and practitioners, affording both groups a keener, deeper, and more robust appreciation for how knowledge sharing in vendor–client partnerships can be managed more effectively.  相似文献

Since 1998 when the Knowledge Innovation Program (KIP) was launched, the rapid development of CAS has offered great opportunities to forge international cooperation. Focusing on capacity building to effectively absorb global innovation resources and through organizing major innovative activities, CAS has increasingly expanded and intensified international partnerships. As a result, a batch of key projects has been developed, CAS scientists have taken posts in international organizations, and important international conferences have convened in China. Meanwhile, CAS has made breakthroughs in terms of international exchanges and collaborations, with significant impacts on the international scientific community.  相似文献
