This study examines the correlation of the dimensions of foreign language anxiety and library anxiety among undergraduates at a public university in Malaysia. The Malay translated versions of the Foreign Language Classroom Anxiety Scale (FLCAS) and the Library Anxiety Scale (LAS) were completed by 147 students pursuing a Foundation in Science course. Analysis revealed a significant correlation in all the dimensions of library anxiety with three of the dimensions of foreign language anxiety, namely speaking anxiety, self-evaluation anxiety, and learner anxiety. The findings in this study will enable librarians to be aware of the anxieties faced by students which can help in the planning and delivery of services and instruction.  相似文献

With the rapid proliferation of smartphones, public smartphone applications (hereafter public applications) have emerged as a new technology and innovation toward smarter government. To assess the current status of the adoption of public applications in Korea, the authors measure the maturity level of these public applications by applying a newly developed ‘public application maturity model.’ In addition, the factors influencing the differences in the maturity levels of public applications are analyzed. It was found that Korean governmental agencies have adopted diverse public applications actively in an effort to deliver public services. The overall maturity level of public applications, however, is accessed as relatively low at present. Moreover, the results of the analysis of the factors influencing the maturity of public applications can be interpreted as showing that the government agencies have only followed the trend of the rapid proliferation of public applications without considering how high-level citizen-centric services could be delivered through public applications.  相似文献

E-Government literature has discussed how the adoption of the Government as a Platform (GaaP) can help public administration to produce more efficient public services. However, since little attention has been given to the impact of GaaP on public value creation more research is needed to analyse whether the GaaP is effective to help the government to deliver public services that fulfil social expectations and, hence, public value. Indeed, efficiency does not guarantee public value. Besides efficiency, public value incorporates citizens' variegated expectations and needs that change over time and that are sometimes rival. For these reasons, the delivery of public value is often challenging for public agencies. The aim of this paper is to explain how the GaaP configuration can help public administration to deliver public value better. The paper finds that the modularity of the platform configuration and different ecosystems that support public agencies need to be orchestrated to support the effective creation of public value. The authors analyse the case of the Italian GaaP initiative to discuss the importance of the orchestration of the GaaP characteristics to improve the coordination among public agencies and enable the co-production of services with external actors, in order to deliver public value better. The findings show that the orchestration of the GaaP configuration characteristics can enable Italian public administration to deliver public value, but also that, if the GaaP is not properly orchestrated, it can constrain the creation of public value.  相似文献

U.S. public libraries provide free public internet services to the communities that they serve, but require robust, high-speed broadband internet connections to continue meeting public demands. The 2008–2009 Public Library Funding & Technology Access Study (PLFTAS) illustrates challenges that public libraries encounter in achieving broadband connectivity and equipment upgrades, and maintaining acceptable levels of services as they meet continually increasing internet-enabled service demands. This article: 1) analyzes the ability of public libraries to serve as a community-based public internet access point in the context of limited funding and access to telecommunications services and equipment; 2) discusses key policy issues that affect the provision of public library internet-enabled services through broadband; 3) provides recommendations for policy makers to include libraries as part of a larger national-level telecommunications policy; and 4) identifies a number of topics and issues that need further investigation and research in this shifting policy environment.  相似文献

Electronic services provided by governmental organizations, here referred to as public e-services, are frequently discussed in the e-government literature. There is, however, little consensus on the meaning of the concepts used to describe and discuss these e-services, and hence, the literature is full of synonymous terms and concepts. This paper is conceptual and presents efforts to understand e-services in the public sector domain by unpacking the public e-service concept into three dimensions; as being (1) a service, (2) electronic, and (3) public (as contrasted to being private). Based on a hermeneutic analysis, these dimensions are discussed in a number of combinations, illustrating that a multi-dimensional take on public e-services must be adopted in order to capture the complexity of governmentally supplied e-services and contribute to theory development, as well as practical utility.  相似文献

Over the past decade, governments have embarked on major Information and Communication Technology (ICT) investments in an attempt to take advantage of the benefits of the internet in extending the channels by which services are provided to their respective citizenries. With the increasing reliance on ICTs, one of the challenges facing public sector managers is how to evaluate the success or effectiveness of their ICT investments. Given the citizen-focused objectives of governments, service quality approaches offer a suitable frame for evaluating ICT effectiveness. This paper therefore extends current e-Service quality research into the e-Government domain. The paper reports on the development of a multi-item instrument for evaluating the e-Service quality constructs of an e-Government website in South Africa. The development of this instrument also takes into account the service delivery principles which have been adopted by the South African government viz. the Batho Pele program. The study shows that there are six service quality dimensions applicable in e-Government evaluation, viz. website design, navigation, communication, site aesthetics, information quality, and security. The generic instrument allows practitioners to modify and utilise it according to their needs.  相似文献

公共图书馆的发展对公共财政的耗费越来越大,不可避免地面临纳税人和公共财政管理部门对投资效益的质询,这就要求公共图书馆能够描述其自身的存在能够产生什么样的效益。图书馆经济价值研究就是针对这一问题而兴起的评估研究。本研究在对杭州图书馆经济价值进行评估的基础上,对条件价值法和消费者剩余法的运用进行了研究,同时对影响图书馆经济价值的因素进行了分析。研究发现:①条件价值法与消费者剩余法的研究信度受市场替代品价格的处理方式和调查问卷的提问方式影响较大;②单个图书馆与图书馆群所产生的经济价值有较大差别;③在基础服务一定的情况下,要通过高附加值服务项目来提升图书馆整体经济价值;④在投入一定的条件下,降低服务成本有利于提高经济价值。  相似文献

This article reports findings from a multiphase analysis of demand-driven acquisitions (DDA) within the academic research library setting. Evaluating local collections within the context of Trueswell's (1969) often-cited 80/20 Rule, phase one of this study illustrates the deficiencies of a just-in-case approach to building library collections. Following from this, phase two evaluates the viability of DDA as the just-in-time collection-building solution librarians have sought as an answer to low-use titles that plague most academic library collections. Supported by 16?months of data, this study scrutinizes the comparative value of DDA against traditionally acquired titles along two key dimensions—the subject-matter profile of purchases and their overall usage levels. Further, the concept of a utility as value paradigm, as well as a purchase-use equilibrium for library collections, provide a theoretical framework in which the relative value of DDA is assessed. From a content, or subject-matter, perspective, this study finds negligible deviation in those purchasing patterns associated with DDA when compared with traditionally-acquired materials. At the same time, DDA titles experience much higher levels of use and are, therefore, associated with markedly lower cost-per-use figures and greater overall value.  相似文献

Mobile health services are a new direction for public libraries development. However, it is unclear which factors affect users' intention to use the mobile health services of public libraries (MHSPL). Integrating the unified theory of acceptance and use of technology theory along with trust and privacy concerns. This study proposes a conceptual model to investigate factors that affect users' intention to use MHSPL. The conceptual model is empirically examined, and the hypotheses are tested using a survey sample (N = 415). The findings indicate that users' intention to use MHSPL is directly influenced by performance expectancy, effort expectancy, and trust. Trust also mediated users' intention to use MHSPL, leading to an indirect effect of social influence and privacy concerns. Additionally, people with different experiences using MHSPL have significant differences in their intention to use MHSPL. These findings contribute to a deeper understanding of users' behavior of MHSPL and can help facilitate and improve health services provided by public libraries.  相似文献

In this paper, we propose the application of a novel methodology to build composite indicators, in order to evaluate university performance. We analyse separately the three basic dimensions of our university system (research, teaching and technology transfer), because we are interested in getting a more accurate vision of each of them. In order to build the composite indicators, we use a multi-criteria analysis technique, based on the double reference point method. One advantage of this technique is the possibility to use reference levels, in such a way that the results obtained are easily interpreted in terms of the performance of the university with respect to these levels. Besides, aggregations for different compensation degrees are provided. In order to illustrate the advantages of this method, it has been applied to evaluate the performance of the public universities of the Spanish region of Andalucía, for year 2008. The results show that the performance of the Andalusian public universities in the teaching block is better than in the research and technology transfer blocks. The application lets us conclude that the methodology offers a warning system to assist in strategic decision making, and the values of the indicators allow us to find fields of improvement in all areas.  相似文献

Performance measurement and communicating about it with the broader public is not self-evident if one looks at public services organizations (Hernon, P., 1998. The government performance and results act. Government Information Quarterly, 15: 153–156). In Belgium and the Netherlands, one organization that has been under constant surveillance from its stakeholders is the railroad company. Originally a national public service, it has changed through a European directive to operate in a liberalized transportation market. In this paper, we present the results of a qualitative study into what the Belgian and Dutch railway companies measure about their performance towards travelers, how they measure it, and specifically how they communicate it to their employees and stakeholders. Although we might expect the Dutch railway company (NS) to be more transparent than the Belgian railway company (NMBS/SNCB), in reality the two organizations do not differ that much from each other.  相似文献

Delivering on the promise of E-Government (E-Gov) to implement IT-enabled changes implies that processes and service delivery modifications are incorporated into the routine operations of the public sector. This is referred to as institutionalization. In contrast, institutionalizing E-Gov involves practices through which system functionalities and procedures come to assume an embedded status within the organizational environment. Prior research has focused on institutionalization but offered few clues on these institutionalizing practices of E-Gov within organizations. Our theoretical framework posits that institutionalizing of E-Gov can be analyzed as situated practices. We apply this conceptual approach to analyze the case of an 11-year implementation of a strategic E-Gov project that automated the land mapping registration services and their delivery to the public. We examine institutionalization outcomes as construction of actor-networks and institutionalizing practices as enactment of actor-network reconfiguration. Our findings provide evidence of black-box status for some E-Gov functions and situated institutionalization for others. We thereby extend the research on E-Gov post-adoption and post-implementation behaviors by providing early evidence of generic institutionalization measures and institutionalizing practices.  相似文献

We use a trading metaphor to study knowledge transfer in the sciences as well as the social sciences. The metaphor comprises four dimensions: (a) Discipline Self-dependence, (b) Knowledge Exports/Imports, (c) Scientific Trading Dynamics, and (d) Scientific Trading Impact. This framework is applied to a dataset of 221 Web of Science subject categories. We find that: (i) the Scientific Trading Impact and Dynamics of materials science and transportation science have increased; (ii) biomedical disciplines, physics, and mathematics are significant knowledge exporters, as is statistics and probability; (iii) in the social sciences, economics, business, psychology, management, and sociology are important knowledge exporters; and (iv) Discipline Self-dependence is associated with specialized domains which have ties to professional practice (e.g., law, ophthalmology, dentistry, oral surgery and medicine, psychology, psychoanalysis, veterinary sciences, and nursing).  相似文献

Cloud computing applications have entered the stage of popularization and wide adoption as part of e-Government. Improving the implementation and assimilation of e-Government cloud applications (e-Gov cloud) to create public value has become an important issue. Based on theories of information technology (IT) assimilation, IT value, and organizational ambidexterity, this study develops a model of e-Gov cloud assimilation and explores the individual and joint effects of the depth and breadth dimensions of e-Gov cloud assimilation on public value. The model was tested with partial least squares structural equation modeling (PLS-SEM) using a survey of local government agencies in China. The empirical results show that the two dimensions of e-Gov cloud assimilation - depth and breadth - have significantly positive effects: (1) directly on operational public value and (2) indirectly on strategic public value through operational public value. Moreover, the complementary fit strategy of the depth and breadth of e-Gov cloud has a significantly positive effect on strategic public value, while the balanced fit strategy has no significant effect. These findings contribute to both academic research and practical implications, advancing our understandings of e-Government cloud assimilation on public value creation.  相似文献

This paper contributes to e-government research by presenting a review and discussion on how digitalization of public services has affected the interaction between citizens and government. We argue for a conceptualization and critical reflection on the nature of the underlying interaction between citizens and public officials - the public encounter - that digital public services are developed to support. We apply a qualitative and hermeneutic approach and illustrate that digital public services change public encounters concerning when, where, and how interactions occur, what each actor does, and the skills required of them. By relating these changes to emerging digital technologies (e.g. data mining, machine learning, sensor technology, and service automation), we illustrate that while these new technologies carry the potential to further digitalize service provision and fulfill the democratic goals of digital government, authorities can apply the same technology to restrict, control, and surveil citizens. Based on a critical discussion on what digitalization might entail for society, we identify problem areas arising from this development and propose a research agenda for understanding this phenomenon further. We raise questions and ethical concerns regarding accountability and reskilling of citizens and public officials as public service provision becomes citizen self-service.  相似文献

Governments are increasingly employing artificial intelligence (AI) enabled services though this is still a relatively new concept that is in nascent stages of implementation. Despite growing emphasis by governments on employing AI-enabled services, many citizens are skeptical of their benefits; this makes an analysis of AI-enabled services an important area of research, especially from the perspective of citizens. This paper employs IT assimilation theory and public value theory to develop a theoretical model that examines whether the introduction of AI-enabled services would generate public value for citizens in India. The model employs the Partial Least Square-Structural Equation Modeling (PLS-SEM) technique to examine how risk factors impact the uptake of AI-enabled services in India. Based on 315 interviews conducted in India, the study highlights that the breadth and depth assimilation of AI-enabled services positively impacts and enhances the satisfaction of citizens, which in turn generates public value.  相似文献

[目的/意义]旨在确定信息披露行为影响因素,优化电子健康网站生态环境,间接助力"健康中国2030"战略目标的实现。[方法/过程]采用质性研究方法,对访谈资料进行三级编码,抽取影响电子健康网站用户信息披露的17个主范畴及5个核心范畴,并构建电子健康网站用户信息披露行为影响因素模型。[结果/结论]电子健康网站用户信息披露行为主要受到用户感知效用、感知风险、主观规范、服务质量和病情特征影响。其中,感知效用是最重要影响因素,感知风险是次重要影响因素,主观规范是较重要影响因素,服务质量和病情特征是相对不重要影响因素。据此,从政府部门、电子健康网站和用户3个维度,总结相关启示。  相似文献

ABSTRACT

The human papillomavirus (HPV) is one of the most common but preventable sexually transmitted infections that affect males and females but knowledge about it and vaccine uptake remain low. As organizations adopt eHealth communication strategies to communicate about HPV, this study examines the association between eHealth literacy (and related elements) and the motivators for HPV prevention that are based on the protection motivation theory. A survey was conducted among 472 young adults in Kenya and results show moderate eHealth literacy (M = 3.21, SD = 1.03) and online information seeking (M = 3.57, SD = 1.08) but low HPV knowledge and risk perception. eHealth literacy was correlated with HPV knowledge, perceived risk, self-efficacy, and response efficacy whereas online health information seeking were correlated with perceived seriousness of HPV infection. This study suggests examining the discrepancy between online information seeking and knowledge and the disparities in eHealth literacy among young adults in HPV communication.  相似文献

For public libraries to achieve effective strategic planning, they must know who uses the public library and who does not use it. This study examines the characteristics of users and non-users of the public libraries using socio-demographic data from the Current Population Survey, a nationally representative survey of over 50,000 households conducted during October 13–19, 2002, and library services data from the Public Libraries Survey 2002. The study finds 34 variables to be significant. These variables including factors that have not often been studied, such as distance from the library, age/school attendance status, use of other types of library, and public library expenditure per state capita. It is also worth noting that disadvantaged groups, including ethnic minorities, recent immigrants, and people with disabilities, were less likely to use public libraries. This was true even after other factors such as education and income were held constant. The study provides a national-level assessment of the under-served populations. It also offers triangulation to other existing research, particularly qualitative information behavior studies of specific groups.  相似文献
