This paper describes a formalized approach to quality assurance for higher education institutions. The approach has been developed in the UK by the Engineering Professors’ Conference (EPC). The EPC approach is based on the same principles of quality assurance as ISO 9000, but also includes appropriate elements of total quality management. These concepts are briefly discussed together with an opinion on the suitability of ISO 9000 for quality assurance in higher education.

The EPC model is explained and a top-down approach to the development of an institutional quality system is described. Key areas which have an important impact on the quality of education are identified, in particular the need for a sustained and efficient quality improvement programme. The pivotal role of the academic department is identified, together with appropriate quality assurance requirements. The quality assurance requirements for supporting services and administration are also described, as these play an important role in the quality of education. Excerpts from the EPC standard and guidelines are provided, to illustrate the requirements and interpretation of the approach.  相似文献

泰国高等教育的质量保障体系由外部质量保障和内部质量保障两大体系组成。在外部,国家教育标准与质量评估办公室这一公益性组织负责对全国所有高等教育机构实施每五年一次的外部质量监控。在内部,各高等教育机构非常重视内部质量保障体系的建设,设立有校级、学院级、中心级等不同层次的教学质量保障委员会,负责对学校的教学、科研和学生服务等方面进行全程监控,以确保提供的教育产品和输出的质量达到国家和国际标准。这一做法对我国高等教育系统的质量保障体系建设具有重要的借鉴意义。  相似文献

近年来,高等教育质量保障的国际合作已经成为高等教育国际合作的重要方面。国际质量保障、资格认证与认可全球论坛连续举办,高等教育质量保障机构网络相继建立,《保障跨国界高等教育办学质量的指导方针》的制订,质量保障能力全球策动的联合发起,表明了国际高等教育质量保障国际合作的大趋势。亚太高等教育质量保障网络积极响应这一发展,提出了千叶原则。这些原则对于我国高等教育质量评估和质量保障体系的建立具有参考价值和指导意义。  相似文献

Higher education policies related to quality assurance are implemented in many countries. The purposes of such policies are to ensure the provision for high-quality education, university accountability and transparency in the use of public funding and meeting the needs of the diverse stakeholders. The current Australian Higher Education Quality Assurance Framework was implemented in the year 2000. It can be described that the framework has been enjoyed by universities, academics and other providers in Australia. This paper provides a brief history of quality assurance, its evolution in higher education in Australia and current changes and trends in quality assurance in other developed countries. It then provides an analysis of the success and deficiencies of the current framework used in Australia and suggestions which may be helpful in the development of the new framework. The analysis includes the thoughts of the three authors based on their experience in managing quality and reviews in seven different institutions and the views of more than 40 participants who are staff members from 25 Australian universities.  相似文献

This paper presents the findings of a study undertaken by the United Kingdom Quality Assurance Agency for Higher Education (QAA), with support from the International Network for Quality Assurance Agencies in Higher Education (INQAAHE), aimed at investigating the challenges and limits to cross-border cooperation in the quality assurance of transnational education. The study builds on the outcomes of the recently concluded Erasmus Mundus project Quality Assurance of Cross-Border Higher Education (QACHE) and in particular the QACHE Toolkit developed as part of the project to foster cooperation between quality assurance agencies in quality assuring transnational education. Based on the responses to a survey sent to QAA’s partner agencies in key sending and receiving countries of transnational education, the study extract recommendations to agencies to help them developing viable strategies for inter-agency cooperation, identifying concrete ways in which they might or might not cooperate across borders.  相似文献

With the establishment, in August 1997, of a new UK‐wide Quality Assurance Agency for Higher Education (QAA), it is timely to reflect on the impact of the two principal forms of external quality monitoring which the QAA has replaced. First, the quality assessment by the funding councils, whose five‐year cycle of teaching quality assessment in universities and colleges in Scotland and Wales, which commenced in 1993, is now complete. Second, institutional quality audits of universities and colleges, conducted by the Higher Education Quality Council (HEQC) between 1993 and 1997. This paper reports the results of a five‐year action research study conducted at a college of higher education. The particular focus of the study was on issues arising from the development and implementation of a quality assurance system at the study institution, and attempts to reconcile requirements for accountability and efforts to encourage quality improvement. The paper reviews and evaluates the impact of each of the forms of external monitoring, teaching quality assessment and institutional audit, on the study institution. Results are presented using qualitative and quantitative data drawn from external performance measures, such as the Scottish Higher Education Funding Council (SHEFC) and HEQC quality assessment and audit reports, and internal measures of staff experience and perceptions. Lessons are drawn in relation to perceived benefits, or otherwise, of external quality assessment and quality audit, and consideration is given to the implications which the findings have beyond the study institution and the Scottish higher education sector, and in particular for the newly established Quality Assurance Agency.  相似文献

为了保障教师教育的质量,南非构建了从教师教育机构审查、教学项目认证、教师资格认证到教师专业发展的一体化质量保障体系,并为此成立了高等教育质量委员会、教育从业者委员会和行业教育培训局等质量保障机构。无论在机构审查标准、教学项目认证标准、教师资格认证标准、教师专业发展系统,还是教师专业能力描述、教师职业规范要求,教师专业发展内涵上都颇具特色,为教师教育质量保障制度体系的构建提供了有益的国际经验。  相似文献

英国高等教育质量保障体系以内部质量保障为主体,外部质量保障为主导,前者主要是高校的自律机制和自适机制,后者主要以高等教育质量保障署的"学术规范体系"为主线,从而形成了其独立自主、以制度促规范、互动而平衡的鲜明特征。给我国的启示有:建立起法制化、制度化运作的高等教育质量保障体系和专业化的高等教育质量评估体系;完善以"内部"为主体、"外部"为主导的体系构成;加强内外有效沟通和协调发展的运行体系。  相似文献

1997年英国成立了高等教育质量保证署(QAA),向英国高等教育提供质量保障服务。QAA初期的工作主要是进行延续审查和学科评估,2002年改革后则采用院校审查的方式来进行评估。QAA的建立与发展过程正是英国高等教育外部质量保障机制不断完善的过程,也是其从注重外部质量保障到注重建立有效的内部质量保障的过程。  相似文献

This article discusses the intricacies of the role and methods of application of quality assurance, accreditation, and the recognition of academic qualifications in the European Higher Education Area in formation. It analyzes the many-faceted meanings and measurement of quality in higher education, the means of its assurance at institutional and system levels, the links of quality assurance to accreditation and of both to recognition, the latter of which is also analyzed in detail. This article describes current developments in regard to quality assurance and the recognition of higher education qualifications in Lithuania. With the aim of internationalizing its higher education system, Lithuania acceded to the UNESCO European Diploma Convention in 1994 and to the Council of Europe Convention on the Equivalence of Diplomas Leading to Admission to Universities in 1996. The Ministry of Education created the Lithuanian Centre for Quality Assessment in Higher Education in January 1995. It has been very active in a number of directions since then. In addition, Lithuania has subjected its science to international evaluation, is a partner in the Baltic Higher Education Coordination Committee, and is participating in two PHARE projects for the development of co‐operation in higher education. The main obstacle to greater co‐operation in regard both to the recognition of academic qualifications and to quality assurance is lack of financial resources.  相似文献

The vast majority of studies concerning the implementation of quality assurance in higher education institutions have been conducted from a national perspective, with few cross-national studies. This study aimed to explore the implementation of quality assurance standards in Europe from a comparative perspective. A questionnaire based on Standards and Guidelines for Quality Assurance in the European Higher Education Area was developed to compare countries. The results indicate that higher education institutions mainly formulate their quality assurance systems according to national standards or based on their own needs. The main emphasis in quality assurance is on teaching and learning activities and curriculum development. The major contribution of the study lies in showing how different country settings affect the implementation of quality assurance standards through presenting the strengths and weaknesses for quality assurance implementation among several European countries.  相似文献

Abstract

Over the past 20 years, the South African higher education (HE) system has become increasingly regularised. All programmes offered at South African public universities have to be registered and accredited by the Department of Higher Education and Training (DHET); the Higher Education Quality Committee (HEQC) under the auspices of the Council on Higher Education (CHE); as well as the South African Qualifications Authority (SAQA). Such accreditation, registration and quality assurance is subject to a growing series of stringent regulatory frameworks that must be adhered to, chief amongst which are the Higher Education Qualifications Sub-Framework (HEQSF) and the Classification of Educational Subject Matter (CESM) manual and the later Addendum. Increased calls from both students and government for curriculum transformation and the decolonisation of HE require a critical review of the regulatory regime as one of the barriers to curriculum transformation at South African universities. The aim of this article is to present a conceptual analysis of the CESM and its regulatory context within a decolonial framework in order to show that the regulatory requirements for curricula have created a rigid and colonised conception of what universities may and may not teach. The CESM categories and their concomitant requirements have become the so-called invisible statues of colonisation based on narrow and morally decadent Western conceptions of academic disciplines in current university curricula.  相似文献

加强科学管理,建设科学完善的高等教育质量保证体系,是高等学校提高教学质量的重要措施之一。高等教育质量保证离不开教学评估。创新高等教育质量保证体系,应在对以往本科教学评估进行科学、系统评估(元评估)的基础上进行。高等教育质量保证体系由内部质量保证体系和外部质量保证体系构成,其中内部质量保证体系是基础,外部质量保证体系是动力。面对新的形势和环境的变化,我们应努力探索新的高等教育质量评估范式。  相似文献

The emergence of the European Standards and Guidelines (ESG) for Quality Assurance has been seen as an important step towards realising the European Higher Education Area by creating more transparency and accountability in the area of quality assurance. The ESG also include standards as to how quality assurance agencies should be reviewed. In a meta-analysis of the reviews undertaken of quality assurance agencies, this article explores to what extent the ESG is having an impact on the reviews.  相似文献
