There has been a substantial and potentially significant shift in the UK approach to quality in higher education in the last few years. In England, Wales and Scotland there has been a growing interest in quality enhancement to supplement existing frameworks for quality assurance. In the words of the Chief Executive of the Quality Assurance Agency for Higher Education (QAA)1 Peter Williams, We are now developing a more active strategy for our contribution to quality enhancement [Williams (http://www.qaa.ac.ure/)]. In this paper, we consider the growing interest in, and attention to, quality enhancement in higher education at a national level in the UK. We trace the rise to prominence of the concept itself and briefly examine the landscape of agencies that have been funded to engage in quality enhancement activity. We then examine the trend towards greater collaboration between these agencies at a national level that led to the formal proposal to bring many of them together into a new national body, which is known as The Higher Education Academy (Academy). We exemplify this collaborative trend by describing how, in the run up to establishing the Academy, the working relationship between two of these agencies the Learning and Teaching Support Network (LTSN)2 and the Teaching Quality Enhancement Fund (TQEF) National Co-ordination Team (NCT) was facilitated. In the final part of this paper, we engage in a more speculative consideration of the nature of collaboration at a national policy level and relate this to the literature on change management. This paper presents the findings of a study undertaken by the United Kingdom Quality Assurance Agency for Higher Education (QAA), with support from the International Network for Quality Assurance Agencies in Higher Education (INQAAHE), aimed at investigating the challenges and limits to cross-border cooperation in the quality assurance of transnational education. The study builds on the outcomes of the recently concluded Erasmus Mundus project Quality Assurance of Cross-Border Higher Education (QACHE) and in particular the QACHE Toolkit developed as part of the project to foster cooperation between quality assurance agencies in quality assuring transnational education. Based on the responses to a survey sent to QAA’s partner agencies in key sending and receiving countries of transnational education, the study extract recommendations to agencies to help them developing viable strategies for inter-agency cooperation, identifying concrete ways in which they might or might not cooperate across borders.  相似文献

The English Funding Council has announced its intention to invite tenders for the contract currently held by the Quality Assurance Agency for Higher Education (QAA), and the Australian government is promoting a Bill to curb the activities of the equivalent body, the Tertiary Education Quality and Standards Agency. This article compares the two agencies, and it draws upon debates and developments in Australia to interpret recent changes in QAA's relationship with universities focusing, in particular, on the significance of the UK Quality Code for Higher Education and the new single review method – Higher Education Review. The authors suggest that QAA's current crisis may have been precipitated by its failure to attend to the concerns of its members (Universities UK and the other representative bodies). The article concludes by proposing three basic principles which should govern the design of any new method for the review of UK higher education institutions.  相似文献

National Teaching Fellows (NTFs) in the UK are celebrated individuals who have made a successful claim for teaching excellence to the Higher Education Academy. This paper reports the results of an empirical study of NTFs with expertise in online learning, which measured their pedagogical beliefs and online teaching practices, using a ‘teaching conceptions’ model. Given the growth of online teaching within higher education, this paper seeks to establish whether excellent teachers ‘practise what they preach’ in online environments and can support other less able colleagues in developing their online practices.  相似文献

The Teaching Excellence Framework (TEF), originally proposed in the UK government’s Higher Education White Paper, now the Higher Education and Research Act 2017, is a national mechanism to assess teaching quality in universities. This article provides a critical account of the TEF, underpinned by an overview of the policy context and marketisation and employability agendas exploring the rationale for implementing TEF within universities. We argue, first, that the White Paper’s narrative, the rhetoric of the TEF, seems positive but its implementation appears to be conceptually flawed. Second, its complex quality metrics system demands yet another layer of bureaucracy in an already micro-managed system of higher education. Third, claims made by the White Paper must be supported by evidence-based research to ensure that the objectives are clear. We conclude by questioning whether the quality of the student experience can be improved by the TEF reforms.  相似文献

From the literature, the author draws out certain 'principles' about leading change and highlights the activities that were developed in practice. The case that is discussed is that of the 3-year 'Graduate Standards Programme' mounted by the former Higher Education Quality Council in the UK. This Programme (the GSP) was formally set up to define and establish threshold standards for undergraduate degrees in the UK, but also sought to examine UK approaches to defining and assuring standards in the light of far-reaching changes affecting the higher education system. Lessons about leadership, managing change and quality enhancement in an academic context are drawn out. The author concludes that 'good process' is more important than the static notion of 'good practice' when seeking to create and lead change in higher education.  相似文献

教育部拟建立全国高等学校教育教学质量年度报告发布制度,表明我国对高等教育质量的期待已从学校层面上升到了国家意志层面。2011年9月底,39所"985工程"大学首度公开发布了各自的《本科教育教学质量报告》,说明我国高教界已开始对社会期待和问责作出回应。尽管不能说各大学不重视,但它目前还没有很好地发挥信息平台、质量保障和管理监督的功能。作为创建具有中国特色的高等教育质量保障制度的重要举措,它还有待于从质量标准、报告内容和形式等方面进一步规范和完善。  相似文献

The International Network of Quality Assurance Agencies in Higher Education’s Guidelines of Good Practice by higher education quality assurance agencies need substantial revision before they can be considered adequate by stakeholders in any national higher education system. Various revisions are proposed in this article. But the International Network of Quality Assurance Agencies in Higher Education also argues that adoption of its Guidelines of Good Practice has international significance in that the decisions about higher education quality made by agencies which comply with them can be accepted at face value universally. This conclusion, however, cannot be accepted until the Guidelines of Good Practice are amended to address the processes whereby each agency can become comfortable with the criteria and standards which the others impose in their respective jurisdictions. This article also maintains that, even if the Guidelines of Good Practice were technically perfect, agencies and/or governments ought to subject any proposals for their implementation to the discipline of rigorous risk management processes.

1997年英国成立了高等教育质量保证署(QAA),向英国高等教育提供质量保障服务。QAA初期的工作主要是进行延续审查和学科评估,2002年改革后则采用院校审查的方式来进行评估。QAA的建立与发展过程正是英国高等教育外部质量保障机制不断完善的过程,也是其从注重外部质量保障到注重建立有效的内部质量保障的过程。  相似文献

Higher Education (HE) is experiencing disruption from technologies, demographics, the globalising world and longer life expectancy. Historically Higher Education has had a legacy of being seen as the requirement for an educated ‘elite’, there has been a policy ambition set in various countries (including the UK) for it to become the expectation for much wider segments of the population as a whole. As students become ‘everyone’ and learning becomes ‘all the time’ Distance Teaching and Research Institutions have a tremendous opportunity but there are also many disruptions and barriers to overcome. Higher Education institutions have an important role within Education for Sustainable Development and sustainable lifestyles; one of the important goals and targets of the United Nations Sustainable Development goals for 2030. Higher Education can contribute to sustainability in many ways – social, technical and environmental; globally and locally. In particular distance-learning universities due to the flexibility in the learning process, use of technologies, and inter-disciplinary approach to teaching and learning, constitute key factors in education for sustainable development. But what will this contribution look like? In this paper, the responses from senior leaders in four major European distance-learning universities are presented, compared and discussed. The tentative conclusions draw out some strategic imperatives for sustainable higher education in the twenty first century.  相似文献

This paper provides a commentary on a significant collaborative international project to set up an effective system for promoting innovation in the Australian higher education sector. This project was the pilot Transforming Practice Programme (TPP), which was run in Australia in 2014. A sophisticated knowledge translation methodology, the TPP was influenced by the UK’s Higher Education Academy’s (HEA’s) thematic change programmes and focused on enhancing the reward and recognition of quality teaching in Australian higher education. The paper explains the intentions of the TPP and how it was run in conjunction with the HEA in both Australia and the UK. Thirteen Australian universities took part in the pilot, and nine UK universities took part in the UK version of the programme. Having detailed the content and process of the pilot TPP, this article also presents details of feedback received via surveys and interviews with participants, and closes with some evidence-informed conclusions on what worked in the pilot and why. Alongside these conclusions, recommendations are outlined regarding what people in other higher education sectors might learn from the pilot TPP.  相似文献

In the last decade ‘quality’ has assumed the status of one of the meta-discourses across many domains of public policy, including education. This paper focuses on the specific example of quality policy in Australian higher education of the 1990s, and in particular, on the micro level of quality policy practice as experienced by academic practitioners in 6 universities. As such, it forms a follow-up to an article published earlier in the Journal of Education Policy (Vidovich and Porter 1997) which examined macro (national) and intermediate (the Committee for Quality Assurance in Higher Education) levels of a quality policy cycle consisting of contexts of influence, policy text production and practice, as articulated by Ball and colleagues (Bowe, Ball and Gold 1992, Ball 1994). The findings of in-depth interviews with key university personnel provide evidence of the ‘messy’ realities of the policy process and considerable variation in quality policy practices at local sites, particularly in terms of the different historical contexts of universities which were categorized as ‘traditional’, ‘alternative’ and ‘former college’ types. However, despite such variation, the ‘bigger picture’ effect of the quality policy under investigation was to enhance Australian national Government control of higher education, albeit at a ‘distance’, characteristic of the culture of performativity increasingly pervading higher education across many OECD countries. A further effect was to increase inequalities, both between and within universities.  相似文献
