The author, who is Guest Reviews Editor for this special issue on macro-appraisal, introduces and provides context for four review articles, written by archival educators from Canada, the United States, and Australia, that discuss the most important works they use to teach macroappraisal and why these works are chosen. A review of the archival literature, including records and information management, indicates that archivists’ have shown over the last two decades an interest in program evaluation. The sparceness of the literature on the subject suggests a gap in an articulate body of knowledge, based on solid theoretical and methodological foundations, for evaluation of archival programs and activities. However, if they have not particularly investigated the subject from a theoretical perspective, archivists have developed in their different organizations and working environment practical knowledge of and experience with program evaluation. In large corporations as well as in public bureaucracies, they have been part of or subjected to specific or generic program evaluation initiatives conducted by internal and external evaluators. But archivists might need now to go some steps further and to look from a critical perspective at what is needed in order to get full benefit from program evaluation.  相似文献

ABSTRACT

This article explores the uses, practicality, and problems involved in creating online finding aids by state-funded university archivists across the nation. It examines various aspects of online finding aids such as financial considerations, its importance as a research tool, timelines, demographics, and use. The more technical side is also explored by inquiring how finding aids are created (e.g., EAD/XML, HTML), whether they have been reformatted before appearing on the web, and what archivists believe are the best methods for their creation. Finally, problems that the participants have encountered along the way are reviewed as well as how archivists dealt with them. The study involved 16 university archivists from state-supported institutions and one from a private university. The research for this article is based on the responses to a 20-question survey that was administered by the author by telephone or e-mail. The research was further supported by an examination of the recent literature that has appeared in archival journals as well as contacting archivists who are working on large online projects. The goal of this article is to assist archivists in identifying potential problems in the development of online finding aids while promoting their presence on the Internet as an important research tool.  相似文献

Over the last few decades, archival education has increasingly been successful in obtaining an autonomous position within the university. In order to strengthen this position there is need for more quality research output, but this should not be left to Faculty: the archival profession as a whole should be research-oriented. Abstract

Is the public service ethos of archivists lacking, and what can be done about it in archival education programs? The author examines these questions in the light of the education guidelines issued by professional associations in the United States and Canada. He discusses the place of public services education in the larger context of professional formation of archivists, and in particular in relation to the principles guiding archivists in their service to the public. He then sketches the scope of public services, and analyzes the objectives, content, and methodologies of a course on the subject. In a final section, he looks at the question of students' conduct of research on the subject. He argues that supposed weaknesses of the archival service ethic can best be overcome and the peculiar difficulties archivists face in rendering reference and public services can best be addressed in a single course in the context of a program of study such as is called for by the Society of American Archivists and the Association of Canadian Archivists.  相似文献

“Macroappraisal, the next frontier” describes a records disposition pilot project which was based on a refinement of the current macroappraisal methodology in use at Library and Archives Canada. Still very much a work in progress, the refined approach builds upon macroappraisal theory and methodology, and this paper presents its application to Fisheries and Oceans Canada, a major federal government department in the Government of Canada. The project focused on providing the institution with total records disposition coverage based on a single archival appraisal and two Records Disposition Authorities. This paper demonstrates the feasibility of appraising records at the mandate level instead of at the function or program level. It also outlines and points to the benefits and advantages of appraising large government institutions intheir totality rather than in smaller, discrete sectors, branches, or divisions. The profession of digital archivist is crystallising, fundamentally challenging traditional archival roles. The very nature of digital records also challenges the sustainability of archival systems and collections. Records that used to stay stable for decades in an analogue world now risk being lost or damaged within moments of creation. How should archivists react to these changes? Archivists have to lift ourselves out of our analogue environment and focus more effort on forging a new path, to reposition archives, archival institutions and archival practitioners more strategically for the future. To do this, archivists must resist the temptation to think that we and we alone – as people, as archivists or as today’s archivists as opposed to yesterday’s archivists – can come up with the ultimate solution to the world’s recordkeeping problems. Archivists must keep innovating, absolutely. But we also need to be agile and flexible, remembering that anything we come up with today will be superseded at some point in the future – increasingly, in the very near future. Archivists need to forge links with archives, systems and people in order to come up with approaches to records and archives care that remain usable now and flexible well into the future.  相似文献

The quantity of government records has grown dramatically since the rapid development of information technology starting in the mid-twentieth century. This ever-expanding body of records has challenged the limited resources of government archives. Though U.S. government archivists constantly try to identify valuable government records among the geometrically increasing total, in order to justify spending public money on their preservation, little is known about how U.S. state archives and records management programs go about the process. The study discussed in this paper is the first to empirically investigate nationwide archival appraisal practice in U.S. state archives and records management programs. The study answered two research questions: How do U.S. state archivists and records managers conceptually define archival appraisal? How do U.S. state archivists and records managers practice archival appraisal of state government records? The study used an online survey and interviews for data collection and SPSS software and NVivo8 software for data analysis. This paper discusses the research topic and concludes with recommendations for practitioners and further studies.  相似文献

The author, a professor at the University of Toronto, touches briefly on the extensive and rich archival literature that supports the teaching of macroappraisal, but notes that this is not the only educational material she offers her students when teaching appraisal theory. She discusses the usefulness to archivists of literature from the fields of ethnography, organizational knowing, records in history, personal documentary behaviour, memory, and communications, noting that the use of texts from these fields can encourage students to reflect on their own presumptions and to develop a taste for the wide reading and research that must support appraisal.  相似文献

自2008年以来,档案事业从"国家模式"走向"社会模式"的趋势更加明显,维度更加多元。具体而言,档案治理理念的提出是档案事业从"国家模式"走向"社会模式"的重要标志;档案行政管理部门的职能调整从机制体制层面打通了档案事业从"国家模式"走向"社会模式"的路径;档案馆藏结构的多元化,为这一过程奠定了资源基础;档案工作的公众参与有利于实现公众诉求,是档案事业转向的重要体现;档案服务的社会化有利于充分发挥档案价值,是这一过程的又一力证。在档案事业转向的过程中,档案机构和档案工作者应主动顺应上述变化,在推动档案事业健康持续发展的同时,也实现自身的职业价值。  相似文献

Electronic mail and other digital communications technologies seemingly threaten to end the era of handwritten and typed letters, now affectionately seen as part of snail mail. In this essay, I analyze a group of popular and scholarly studies about letter writing—including examples of pundits critiquing the use of e-mail, etiquette manuals advising why the handwritten letter still possesses value, historians and literary scholars studying the role of letters in the past and what it tells us about our present attitudes about digital communications technologies, and futurists predicting how we will function as personal archivists maintaining every document including e-mail. These are useful guideposts for archivists, providing both a sense of the present and the past in the role, value and nature of letters and their successors. They also provide insights into how such documents should be studied, expanding our gaze beyond the particular letters, to the tools used to create them and the traditions dictating their form and function. We also can discern a role for archivists, both for contributing to the literature about documents and in using these studies and commentaries, suggesting not a new disciplinary realm but opportunities for new interdisciplinary work. Examining a documentary form makes us more sensitive to both the innovations and traditions as it shifts from the analog to the digital; we can learn not to be caught up in hysteria or nostalgia about one form over another and archivists can learn about what they might expect in their labors to document society and its institutions. At one time, paper was part of an innovative technology, with roles very similar to the Internet and e-mail today. It may be that the shifts are far less revolutionary than is often assumed. Reading such works also suggests, finally, that archivists ought to rethink how they view their own knowledge and how it is constructed and used.  相似文献

Abstract

As the American labor movement continues on its path toward reorganization and rejuvenation, archivists are challenged to ensure that the organizational, political, and cultural changes labor unions are experiencing are fully documented. This article examines the need for labor archivists to reach out actively to unions and the problems they face in getting their message across-not only to union leadership but also to union members who can benefit from the knowledge of labor's struggles, triumphs, and defeats. Outreach by labor archivists is vital on three critical fronts: the need to secure union funding in support of labor archival programs; obtaining union cooperation in reviewing and amending obsolete deposit agreements; and coordinating efforts with unions to save the records of closing district and local union offices. Attempting to resolve these outstanding issues, labor archivists are pulled between two distinct institutional cultures (one academic in nature, the other enmeshed in a union bureaucracy) and often have their own labor archival programs compromised by the internal dynamics and politics inherent in administering large academic libraries and unions. If labor archivists are to be successful, they must find their collective voice within the labor movement and establish their relevancy to unions during a period of momentous change and restructuring. Moreover, archivists need to give greater thought to designing and implementing outreach programs that bridge the fundamental “disconnect” between union bureaucracies and the rank and file, and unions and the public.  相似文献

Over the past 10 years, a clear pattern of increasing sea-level rises has been recorded across the Pacific region. As international work progresses on climate change, it is becoming clear that the expected rise of sea levels will have significant impacts upon low-lying islands and nations. Sea-level rises of less than 0.5 m are generally suggested, although some researchers have made more drastic projections. This paper describes the second stage of research into the impacts of climate change upon the national archival collections in low-lying Pacific islands and nations. This article follows on the argument that archival collection relocation will be necessary and sets the boundaries for further research. It will summarize current research into climate change models and predicted sea-level rises, identify Pacific islands and nations that will be the focus of detailed further research by setting a range of research boundaries based on the known geography of nations within the Pacific, arguing for a specific measurement of “low-elevation”, outlining other risk factors likely to affect the survival of threatened national archival collections and naming those islands and nations that are thus deemed to be at greatest risk of flooding and thus likely to need to relocate their archives. The goal is to demonstrate how archivists might inform the governmental policy in threatened islands and nations as well as what other nations might do to offer assistance.  相似文献
