Social media have become a common organizational resource of governments and public administrations in different contexts. Previous authors have stated that social media institutionalization encompasses a process including stages from experimentation to complete command of the innovation. However, an understanding of barriers to social media institutionalization in public administration needs to be developed. In this article we focus on exploring what factors operate as barriers of the social media institutionalization process. Methodologically, we use a mixed-methods strategy combining different sources of data for triangulation purposes, including a survey on social media conducted to Spanish largest local governments. Based on this data, and following the literature on social media institutionalization, we construct a Social Media Institutionalization Index (SMI). Our SMI is founded on a set of variables measuring to what extent social media have been embedded in public sector organizations. Also, we conducted a case study in a city council based on semi-structured interviews. Our results suggest that social media institutionalization has not been fully developed in our sample of local governments. In addition, different variables (including security, lack of resources for maintenance, control and evaluation, organizational culture, or absence of governance framework) are perceived by public managers as institutionalization barriers, whereas the governance scheme of social media seems to be the critical variable. At the same time, we emphasize that some inhibitors might be overvalued by public employees. This article encourages future avenues of comparative research and practical recommendations to public managers leading social media in the public sector.  相似文献

There is a growing attention to the phenomenon of technostress in the workplace over the last decade. However, research to date has focused predominantly on the dark side of technostress, while empirical studies on the challenge aspect of technostress have been absent. Using data collected from government ministry employees in China, this study utilized a moderated mediation model to examine how two challenge stressors resulting from the use of social media for work purposes, time pressure, and learning demand, were related to change-oriented organizational citizenship behavior (CO-OCB) in the public sector. Results showed that for employees with higher public service motivation (PSM), both time pressure and learning demand were positively related to CO-OCB via the mediating role of job involvement. For low-PSM employees, however, the indirect positive relationship with CO-OCB through job involvement was only significant for learning demand but not for time pressure.  相似文献

Social media technologies have begun to enter the governmental workplace as tools to accomplish improved public service and engagement. Widespread recognition of the potential of social media technology for achieving public outcomes does not match our understanding about how and why specific tools are being used for specific purposes. This paper makes use of newly collected national survey data from local government managers in five different agencies to address the questions: which social media tools are being used, for which tasks or purposes; and what organizational characteristics influence the coupling of task and technology. Findings reveal patterns of social media tool application for particular purposes, although organizations do not all use social media tools in the same way. Moreover, regression analysis shows that different organizational factors – work characteristics, innovativeness, technology and management capacity and stakeholder influence – predict each of the four technology–task couplings — social media for dissemination, social media for feedback on service quality, social media for participation, and social media for internal work collaboration. This study demonstrates that social media tools are not a monolithic group and calls for greater research attention to the complex interactions among social media technology, task and organizational context.  相似文献

Although increasing numbers of employees working in public organizations are using social media for work purposes and numerous studies exist on how social media affect organizational outcomes, we have very limited knowledge of how using social media for work purposes affects employees' work motivation. This paper fills this important gap by using self-determination theory (SDT) to analyze how the use of social media for work purposes is associated with government employees' need satisfaction and intrinsic work motivation. According to regression results, employees' use of social media is positively related to employees' need satisfaction (autonomy, relatedness, and competence) and, accordingly, intrinsic work motivation. However, further analysis shows that too much use of social media has an averse effect. Theoretically, this study is one of the pioneer attempts to integrate e-governance with SDT. Practically, we encourage managers to use caution in promoting the use of social media for work purposes. Using social media two to three days a week may be the ideal range.  相似文献

[目的/意义]区块链,作为比特币的重要底层技术,在改变了全世界货币和商业运转的规则之后,为全球经济与社会发展掀起了一股“区块链风暴”,“互联网+时代”社交媒体成为时代的宠儿,自然也受到了区块链及其技术的影响。长期困扰学界的社交媒体信息归档的难点,如归档安全问题、技术问题以及用户隐私问题在区块链技术的支持下,激发了全新的发展方向。[方法/过程]本文通过观察研究、归纳梳理和文献研究的方法,详细剖析区块链技术对于解决社交媒体信息归档难点的各项技术优势,并在分析技术优势的基础上初步构建了一个基于区块链技术的社交媒体信息归档流程的模型。[结果/结论]文章在展望去中心化的美好未来的同时,认为社会应当审慎看待区块链技术参与社交媒体信息归档的有利因素,不能满足于技术带来的进步而忽视了可能发生的风险问题。  相似文献

This paper grew out of the authors’ interest in updating the journalism curriculum at AUT (Aukland University of Technology) to better reflect the impact of online media, including social media, on the work of journalists. The challenge for journalism educators is to remain relevant in rapidly changing news and education environments. Our study suggests that while the vast majority of students have some engagement with social media, particularly social networking, and are aware that it can be a powerful tool for journalists, they are still not entirely comfortable with its techniques and they are not experimenting with social media as a production platform as much as we first thought. In short, it appears that they do not have command of professional fluency with social media tools. In response to these findings we have begun to introduce some social media tools and processes directly into the units we teach, in particular: digital story-telling techniques; the use of Twitter and location-based applications; encouraging the ethical use of Facebook etc. for sourcing stories and talent for interviews; podcasting, soundslides and video for the Web, Dreamweaver, InDesign and PHP-based content management systems. We do not see the work to date as the end-point of the changes that we know are necessary, but we are acutely aware of the limitations (structural, institutional and financial) that suggest we should continue with this small-steps approach for the foreseeable future.  相似文献

In today's organizations, employees have an ever-growing variety of Instant Messaging (IM) technology to use to assist with the performance of their work activities. The use of an instant messenger (LINE) is popular in the government sector where immediate responses due to public pressure are expected; however, very little is known about the role of LINE in civil servants' work and its impact on their experiences. To address this gap, based on the media richness theory, this study aims to explore workers' online social anxiety, LINE cognitive fatigue (LCF) and perceived information overload of IM (PIOIM) affecting their job engagement. The data used in this study were collected from 429 civil servants in Taiwan via an online survey and were analyzed using structural equation modeling. The results show that online social anxiety is positively related to LCF and PIOIM. Respondents with higher LCF and PIOIM are less likely to be involved in job activities. Online social anxiety is negatively related to job engagement mediated by LCF and PIOIM. Considering the flexibility of using IM in communicating public affairs between civil servants, the flood of messages has to be reduced in order to increase job engagement.  相似文献

Social media in government is becoming one of the major trends in Electronic Government (e-government) research and practice worldwide. During the last few years, several authors have addressed the potential of social media for the innovation of public sector organizations. Most of these contributions have focused on the technical dimensions of social media, while other aspects have not attracted equal attention. In contrast, this introductory article interrogates the role of social media in the basic areas of e-government: government information flows and the availability of government information; the use of information technology to create and provide innovative government services; the impact of information technology on the relationships between the governed and those governing; and the increasing importance of information policies and information technologies for democratic practices. Accordingly, the next few pages propose and develop three dimensions of social media in government: tools, goals, and topics. We think that these dimensions could help to better understand the use of social media in government settings. Then, after a brief review of current trends in social media and government research, we present the articles included in this special issue. Finally, we present some practical lessons and suggest ideas for future research. This special issue could be seen as a starting point for the development of innovation through social media in public administrations around the world.  相似文献

This study uses diffusion of innovation theory to determine the relationship between transformational leadership and employee innovation via the mediation of organisational learning and knowledge sharing, as well as to examine the moderating role of social media use. A total of 375 employees and supervisors were recruited via random sampling from 89 municipal committees (one of the tiers of local government organisations) in Pakistan. Results indicate that transformational leadership has a positive impact on organisational learning and knowledge sharing. Similarly, organisational learning and knowledge sharing have a significant impact on employee innovation. Likewise, transformational leadership indirectly influenced employee innovation via organisational learning and knowledge sharing. Surprisingly, the moderating influence of social media use on the relationship between organisational learning and employee innovation proved insignificant. However, social media use had a significant effect on the relationship between knowledge sharing and employee innovation. This study provides informative insights by demonstrating that public sector leaders undertaking the transformational role and encouraging followers to use organisational learning, knowledge sharing and social media can help facilitate employee innovation in the public sector.  相似文献

Increasing adoption and implementation of social media applications suggests a cultural shift in the way special collections departments communicate with external constituents. Research shows many social networking tools are used successfully to connect with special collections patrons, but limited documentation exists to describe whether special collections departments receive demonstrable returns for the time, effort, and energy expended to sustain social media activity. This article provides the results of an empirical study that examined social media usage in special collections departments at 125 Association of Research Libraries member institutions. By analyzing publicly available data from profiles on a variety of social media platforms, the authors explore how special collections units employ social networking tools and whether it is possible to determine success in terms of benefits received by the department, such as increased dialogue between departments and supporters. By using return on investment, this study found that special collections departments achieve moderate success when using social media to advertise collections, events, and activities, but they have little success when using social media to engage with external constituents. To address less successful aspects of social media projects, departments can engage in routine assessment activities, such as return on investment, to make the most of new technologies.  相似文献

Government social media has been integrated as part of the government administrative tools to improve public service and promote public goals. However, the current government information literature is limited to understanding government social media adoption and its purpose for political marketing. The present study seeks to understand the role of government social media in promoting government digital initiatives (i.e., government-backed digital currency). The study validated the inter-relationships between government social media effort, privacy concerns, trust in technology, reachability, and citizens' participation in government-initiated digital innovations. A total of 505 responses from Chinese citizens were collected through an online self-administered questionnaire survey, and the data was submitted to a two-stage Partial Least Squares Structural Equation Modelling-Artificial Neural Network analysis. The analytic results revealed that privacy concerns, trust in technology, and reachability positively influence digital participation. In addition, the information quality and perception of trust in government social media have significant positive influences on government social media engagement. The study provides strategic practical suggestions to government agencies in effectively utilizing social media as a communication platform to foster citizens' participation in government's digital initiatives.  相似文献

在风险社会中,科技的发展不仅是衡量现代性的核心要素,同时也是催生不确定性的重要原因。社交媒体的发展很大程度改变了风险传播的景观,使得风险认知和媒介信息之间的关系更加复杂。本研究采用问卷调查法对临近核电站建设区域社交媒体用户进行调查,旨在探讨社交媒体环境下的信息对受众风险信息搜索行为的影响。本研究采用结构方程模型的分析方法,从社会认知理论出发考察社交媒体环境中信息的质量对受众反应的作用过程。结果显示信息质量可以通过影响用户的风险认知、风险知识水平和自我效能三个变量影响其风险信息搜索行为,从而证明社交媒体所构建的信息环境会显著作用于人们对于风险的认知和行为反应。本研究的发现期待可以为风险传播中的有效公众沟通策略以及线上风险信息管理提供参考。  相似文献

While there is increasingly widespread use of social media by those visiting museum exhibitions relatively little is understood about this practice. Further still, the focus of such practices is unknown yet research in this area can reveal much about how visitors using applications driven by smart phone technology are engaging with exhibition content, space, design, architecture and people. This article draws on a case study of one exhibition using visual content analysis to frame, explore and interpret visual and text based posts by visitors using the social media application, Instagram, as part of their experience. Findings suggest that museum visitors using this application do so to account for and record details of their experience that draws attention to exhibition content, specifically objects. The implications are extensive for cultural institutions given the uptake of social media in all corners of life, with museums and galleries being a lively context for social media use via mobile technologies.  相似文献

Local television in the United States is experiencing dramatic changes due to shifts in viewership and digital technologies. This study examined the extent to which a sample of local television stations in the United States are meeting the demands and needs of Generation C/Millennials through the use of social media, mobile technology, and other online communication tools. The major finding of this study was that television stations have a growing repertoire of social media and other connectivity tools with which to engage their viewers, but that stations in larger markets are making fuller use of interactive technologies.  相似文献

This paper examines the presence, usage, and effectiveness of Egyptian government social media websites. The adoption of social media technology provides an illustration of the application of New Public Service (NPS) theory to public administration. The first phase of this study examined the presence of social media applications on these government websites. The second phase analyzed the use of Facebook by governmental entities in Egypt. The use of Facebook, Twitter, and YouTube were the top social media applications in Egyptian government websites, which is consistent with other government surveys of social media found in developed countries. In terms of effectiveness of these social media websites, they were used mainly to post information, with very little two-way interaction between citizens and government. The analysis in this paper shows that social media in Egypt is not much in line with the NPS theory.  相似文献

During the past decade, great changes have occurred in journalism, many of them due to the rapid rise of social media. What has happened to American journalists in the decade since the early 2000s, a time of tumultuous changes in society, economics, and technology? What impact have the many cutbacks and the dramatic growth of the internet had on US journalists’ attitudes, and behaviors—and even on the definition of who is a journalist? To answer the questions raised above, in late 2013 we conducted a national online survey of 1080 US journalists. The survey is part of the American Journalist project, which conducted similar surveys of US journalists in 1982, 1992, and 2002. We found that US journalists use social media mainly to check on what other news organizations are doing and to look for breaking news events. A majority also use social media to find ideas for stories, keep in touch with their readers and viewers, and find additional information. Thus, journalists use social media predominantly as information-gathering tools and much less to interview sources or to validate information. Our findings also indicate that most journalists consider social media to have a positive impact on their work. Of particular value, it seems, was the fact that social media make journalism more accountable to the public. However, only about a third of the journalists also think that social media have a positive influence on the journalistic profession overall. One of the most common negative perceptions was that online journalism has sacrificed accuracy for speed. Overall, then, it appears that most journalists do see the benefits of social media, but fewer are convinced that these new forms of digital communication will benefit journalistic professionalism.  相似文献

Mobile TV is a representative product of media convergence. In South Korea, the diffusion of mobile TV has been in high gear, which provides an exemplary case study of mobile-TV adoption. The study examines the relation between the social influence, adopters' individual factors, and the adoption of the 2 different forms of mobile TV: terrestrial and satellite. Factor analysis identified 3 dimensions of social influences, defined respectively as “affiliation,” “positive self-display,” and “perceived popularity.” Results suggest that these 3 social influences differ in degree in relation to the adopters' demographic characteristics and innovativeness. Adoption of terrestrial or satellite mobile TV was predicted by social influence and, in particular, driven by the motivation to maintain a positive self-image. Because of the implications this may have on media management, the article calls for future research on the social construction of new media technology use to assess how individuals become susceptible to social influences and how social influences affect the diffusion of the technology.  相似文献

The verification of social media content and sources are increasingly critical to journalists and news organisations. In this study, we report on findings from qualitative interviews conducted with 24 journalists working with social media in major news organisations in Europe. Our findings contribute to new knowledge on journalists' social media working practices. We find that social media content are often used as the primary news source, and journalists use several different verification strategies to verify social media content and sources. Journalists are also found to have various competences in verifying social media content, in particular visual content. Moreover, our study suggests user requirements for future innovations in tools to support the verification of social media content. To avoid trade-offs between verification and fast-paced publishing, journalists will need efficient and easy-to-use support both in the verification process and in structuring and organising an overwhelming amount of social media content.  相似文献

Government entities utilize social media to communicate with primary, secondary, and tertiary constituents. The microblog Twitter serves as a rapid and inexpensive means of communication, allowing municipal governments to reach a large and diverse audience with limited time or resource costs. Lacking in the existing research are examinations of whether governments are using social media outlets like Twitter as strategic communication tools or merely as ad-hoc communication outlets. By applying the Barcelona Principles 3.0 as the theoretical framework, this study explores whether U.S. municipalities measure and evaluate their Twitter activity as part of a formal communications process informed by modern public relations standards, an whether differences in municipal resources and demographics predict the integration of social media measurement and evaluation. The results suggest that while formal communication plans are reported to exist, there is not a sufficient presence of goals, policies, procedures, and metrics to consider Twitter a formal, strategic communication tool for participating municipalities. Total population and the administrative role of the social media account manager were also found to impact the perception of defined procedures and specific assessment metrics. Though these results suggest a lack of formal integration of social media measurement and evaluation, more research is needed to explore the factors which may impact this situation.  相似文献

Social media enables public sector organizations to connect with citizens. Next to this, it can help organizations provide more detailed and useful information. But to what extent is social media used by local governments for interaction purposes, and what factors influence this? In this article, we study how Dutch local governments use Twitter for interaction, linking this to political, institutional, and socio-economic determinants. We find that politically fragmented municipalities use Twitter more for interaction, suggesting that political multiplicity forms a stimulus for more online engagement. Moreover, municipalities that have a Twitter account for a longer time make more advanced use of its functions, implying that municipalities with longer experience are better acquainted with a platform's strengths and weaknesses. Finally, municipalities with a higher presence of people in the age group 20–65 as well as municipalities with more higher-educated people use their social media more for interaction. The same counts for municipalities with more ICT workers.  相似文献
