从政策工具、价值属性和生命周期三个维度构建了众创空间政策分析框架,并运用该分析框架对对4个国家部委文件和39个省市众创空间政策文件进行分析评价。研究发现,众创空间政策体系覆盖了供给、需要和环境三个层面,具有低成本、便利化、全要素、开放式四个价值属性,贯穿了创建、成长和维护三个环节,但存在忽视环境氛围的营造,全要素价值属性体现不足,没有重视众创空间成长和维护等问题。为促进众创空间可持续发展,政策体系应更加注重政策的协同性、适度性,更加注重激发市场活力。 相似文献

本文首先对广东省近五年出台支持众创空间发展的相关政策文件进行了梳理,进而基于2016-2019年度的最新统计数据对广东省众创空间整体发展现状、运营状况及服务对象等情况进行评价分析。研究发现,(1)众创空间市场化运营程度高,但政策环境有待优化,存在区域发展两极分化严重的现象;(2)项目投融资难度大、众创空间服务覆盖面窄,难以形成良好的投融资生态;(3)国际交流合作频率逐年增长,众创空间中海外及留学生等高层次人才及海外入驻项目数量可观。基于研究结果,提出三点针对性的政策建议,以期为推动广东省众创空间发展模式从追求“量”的粗放型发展方式向追求“质”的效率驱动发展提供参考与借鉴。 相似文献

从政策扶持、基础服务、创业服务、资源集聚、服务成效五方面入手,构建高校众创空间创新孵化能力评价指标体系,利用科技部2019年公布的长三角、珠三角、京津冀地区72家国家备案高校众创空间相关数据,运用模糊层次分析法进行实证测度.结果表明:长三角地区国家备案高校众创空间的创孵能力最强,其次为京津冀地区,最后为珠三角地区;各区域之间高校众创空间发展水平差异较大,且区域内各城市高校众创空间发展亦不均衡,其中北京高校众创空间的数量最多、创孵能力也最强.针对高校众创空间在投融资服务、技术创新服务、创业导师资源、外部资源链接、服务成效等方面存在的问题,提出加强对高校众创空间的政策扶持、调整创新创业人才结构、加强区域内外交流合作、结合地方产业需求提供服务等对策建议. 相似文献
