We try to assess, in a systematic and objective manner, the research performance of 13 research institutes active in the field of molecular biology. For this purpose we have counted the number of scientific publications and the number of citations received during a five-year period (1980–1984). We use citations per publication as an indicator of quality and costs per citation as an indicator of efficiency of research. Peer review seems to discourage uninteresting, i.e. not cited, research. Grant systems seem to work more efficiently than funding on a permanent institutional basis.  相似文献

We examine three hypotheses regarding the effects of the Bayh-Dole Act on research effort of faculty. The first hypothesis we call the status quo hypothesis and it asserts that there has been no effect on research profiles. The second hypothesis, which we call the negative hypothesis, asserts that faculty have been diverted from their traditional role in basic research toward research with more commercial potential. Our final hypothesis is derived from prior theoretical work that suggests that both basic and applied research is greater when faculty can benefit from commercialization of their research effort; we refer to this as the positive hypothesis. The data we examine are the research and invention disclosure of faculty at 8 US universities over the period 1983–1999. Using a citation based measure of basic research publications we relate basic research effort to invention disclosures. Our findings are clear in that they do not show any support for the negative hypothesis and they show substantially greater support for the positive hypothesis than for the status quo hypothesis.  相似文献

This paper investigates the relationship between patenting and publication of research results by university faculty members. Our study adds to the limited evidence on this topic with an empirical investigation based on a panel data set for a broad sample of university researchers. Results suggest that publication and patenting are complementary, not substitute, activities for faculty members. This is not consistent with recent concerns regarding deleterious effects of patenting on the research output of faculty members. Average citations to publications, however, appear to decline for repeat patenters, suggesting either a decrease in quality or restrictions on use associated in patent protection.  相似文献

As university involvement in technology transfer and entrepreneurship has increased, concerns over the patenting and licensing of scientific discoveries have grown. This paper examines the effect that the licensing of academic patents has on journal citations to academic publications covering the same scientific research. We analyze data on invention disclosures, patents, and licenses from the University of California, a leading U.S. academic patenter and licensor, between 1997 and 2007. We also develop a novel “inventor-based” maximum-likelihood matching technique to automate and generalize Murray's (2002) “patent-paper pairs” methodology. We use this methodology to identify the scientific publications associated with University of California patents and licenses.Based on a “difference-in-differences” analysis, we find that within our sample of patented academic discoveries, citations to licensed patent-linked publications are higher in the three years after the license, although this difference is not statistically significant. We then disaggregate our sample into (a) patented discoveries that are likely to be used as “research tools” by other researchers (based on the presence of material transfer agreements (MTAs) that cover them) and (b) patented discoveries not covered by MTAs. Citations to publications linked to licensed patents in the latter subset (not covered by MTAs) are higher for publications linked to licensed patents, and this difference is statistically significant. In contrast, licensing of patented discoveries that are also research tools is associated with a reduction in citations to papers linked to these research advances, raising the possibility that licensing may restrict the flow of inputs to “follow-on” scientific research.  相似文献

Scientists, social scientists and politicians frequently credit basic science with stimulating technological innovation, and with it economic growth. Despite a substantial body of research investigating this general relationship, relatively little empirical attention has been given to understanding the mechanisms that might generate this linkage. This paper considers whether more rapid diffusion of knowledge, brought about by the norm of publication, might account for part of this effect. We identify the importance of publication by comparing the patterns of citations from future patents to three groups of focal patents: (i) those that reference scientific (peer-reviewed) publications, (ii) those that reference commercial (non-scientific) publications; and (iii) those that reference neither. Our analyses strongly implicate publication as an important mechanism for accelerating the rate of technological innovation: Patents that reference published material, whether peer-reviewed or not, receive more citations, primarily because their influence diffuses faster in time and space.  相似文献

技术转移作为高校社会服务职能的重要体现形式,对高校科研活动究竟产生了何种影响是学术界关注的热点问题。本文以2008-2014年中国106所“211”及省部共建高校为样本,研究了高校技术转移对其论文产出和专利产出的影响效应,并对不同来源的科研资助(政府资助和企业资助)在高校技术转移与科研产出关系中的中介作用和调节作用分别进行了实证检验。结果表明:(1)高校技术转移对论文产出的影响不显著,而对专利产出具有显著正向影响;(2)高校技术转移对其获取政府资助和企业资助均具有显著的正向影响,政府资助和企业资助在高校技术转移与专利产出关系中发挥积极的中介作用;(3)政府资助对高校技术转移与论文产出的关系具有显著的负向调节作用,而企业资助对高校技术转移与专利产出的关系具有显著的负向调节作用。  相似文献

We document incentive effects of the evaluation deadlines in the UK’s performance-based research funding system. Studying 3,597,272 publications by UK researchers, we find that publications just before assessment deadlines obtain substantially fewer citations and are published in venues with lower impact factors. These trends reverse abruptly after the deadlines. We discuss different factors that contribute to this observation and provide evidence that evaluation deadlines are likely to set incentives against investment in research quality and long-term topics. We conclude that where such shifts in research incentives are not intended, they might require balancing by additional incentives for exploratory, long-term oriented research.  相似文献

We examined the extent to which and why early career transitions have led to women being underrepresented among faculty in the life sciences. We followed the careers of 6,336 scientists from the post-doctoral fellowship stage to becoming a principal investigator (PI) – a critical transition in the academic life sciences. Using a unique dataset that connects individuals’ National Institutes of Health funding histories to their publication records, we found that a large portion of the overall gender gap in the life sciences emerges at this transition. Women become PIs at a 20% lower rate than men. Differences in “productivity” (publication records) can explain about 60% of this differential. The remaining portion appears to stem from gender differences in the returns to similar publication records, with women receiving less credit for their citations.  相似文献

We analyze whether research funding contests promote co-authorship. Our analysis combines Scopus publication records with data on the Marsden Fund, the premier source of funding for basic research in New Zealand. We use fixed-effect models to analyze within-researcher-pair variation in co-authorship. Among pairs who ever co-authored or co-proposed, co-authorship was 13.8 percentage points more likely in a given year if they had co-proposed during the previous ten years than if they had not. This co-authorship rate was not significantly higher among funded pairs. However, when we increase post-proposal publication lags towards the length of a typical award, we find that funding, rather than participation, promotes co-authorship.  相似文献

 本文研究了十年间(1996-2005)SCIE论文中国国际科技合著论文的学科分布差异。通过对论文数量和引文影响的相对水平进行比较,发现在基础研究、工程技术和生物医学三个主要学科大类之间存在明显的差异:基础研究学科论文和引文数量都比较多;工程技术学科论文数多而引文数量相对较少;医学生物学则是论文数量较少而引文数量相对较多。同时,本文还将h指数的概念引入到学科比较中,以学科作为论文产出的主体进行比较分析。同样可以发现三大类学科的差异:基础研究学科h指数普遍较高,工程技术类普遍较低,而医学生物学处于二者之间的地位。  相似文献

There is increasing policy interest in the recruitment and integration of star scientists as a mechanism to catalyse research productivity. We use rich data for three Small Open Economies (Ireland, Denmark, and New Zealand) on publications, citations and co-authorships to examine how co-authorship with a co-located star scientist affects the co-author's productivity, both including and excluding the output directly co-authored with the star. The latter effect provides a measure of the extent to which star collaborations crowd out/in other output. Event-study analyses reveal that star co-authorships are associated with economically and statistically significant increases in co-authors' output (measured by field-normalized total citations). Output in the three years after the initial star co-authorship is increased by 89.6 % when star co-authored publications are included and by 16.2 % when they are excluded. The results are robust to using an alternative measure of quality-adjusted output based on journal publication quality. We find co-authoring with a star increases the quality but not quantity of output when star co-authored publications are excluded. We explore heterogeneity by period, field and whether the authors have multiple star co-authorships. We conclude that policymakers' and institutions' efforts to promote access to star scientists may have substantial direct and indirect effects on the productivity of incumbent scientists within departments.  相似文献

The growing share of university research funded by industry has sparked concerns that academics will sacrifice traditional scholarly activities to pursue commercial goals. To investigate this concern, I examine the influence of an applied sponsor and consider limitations of the grant funding mechanism. A novel dataset tracks the careers of academic engineers and their relationships with this sponsor. I find that (a) researchers who maintain a relationship with the directed sponsor experience a decrease in publications implying that academics’ careers may be a function of the type of funding received, not only talent; (b) academic merit does not necessarily serve as a funding criterion for sponsors; and (c) citation and publication measures of academic output are often not useful proxies for short-term commercial or social value.  相似文献

This paper studies the transdisciplinary impact of scientific publications with a longitudinal, comprehensive, and large-scale analysis on the Microsoft Academic Graph (MAG) dataset. More specifically, this paper aims to understand to what extent publications in discipline A have impact on discipline B. To this end, we propose a novel method to characterize the degree to which a publication impacts another discipline instead of its original discipline. We consider the ratio of the number of citations in a certain discipline and that in the original discipline. We also adopt an OLS regression to identify the equation between the ratio and the affinity of discipline pair and find a clear positive relation. This inspires us to categorize a publication's degree of transdisciplinarity by setting up two thresholds, the top 95% and the bottom 95% confident interval curve (of the fitted line). Publications above the top 95% curve is categorized as transdisciplinary ones, those below the bottom 95% curve as domain-specific ones, and those between the two curve as normal publications. This categorization does not require any pre-defined framework for transdisciplinarity and offers an automatic way of definition by data distribution itself. We find that sociology, mathematics, physics, and chemistry account for a great proportion of transdisciplinary publications that influence other domains, and that medicine, biology, economics, and geology have the greatest proportion of domain-specific publications that show impact in the original discipline. Moreover, we observe a negative relation between the number of citations and the proportion of transdisciplinary publications. A longitudinal analysis presents that the proportion of transdisciplinary publications shows a slightly increase trend for years.  相似文献

Using data from two surveys of science and technology academics in major Australian research universities, an assessment is made of researcher involvement in industry-research partnerships, the outputs and personal benefits that result, and the occurrence of delaying publications and withholding data and materials from colleagues. An estimated 40% of academics currently have industry research funding, with many also having other sources of funding. Some 60% of respondents with industry funding have attracted individually, or within a research group, funding of more than $250,000 over the past three years. About 35% of principal investigators with industry funding have total annual research budgets of over $101,000. While about 20% of academics have produced research results of commercial value, most of these have been less successful in increasing their personal incomes through research commercialisation and consulting, and equity in companies. Almost 40% with industry funding report having conducted research where the results are the property of a sponsor and cannot be published for a period without consent. Almost 20% of academics in 1997 and just over 20% in 2000 admitted having delayed publications for more than six months. However, safeguarding the researcher's self-interest appears to be as common a motive for delaying publication or failing to share research results or materials with scientific colleagues as protecting the property of a sponsor.  相似文献

University research is to an increasing extent funded by industry, and the share of basic funding is decreasing. In the literature, there are optimistic and pessimistic views on the implication of this development. Based on data from a questionnaire study among all tenured university professors in Norway (N = 1967) we find that there is a significant relationship between industry funding and research performance: professors with industrial funding describe their research as applied to a greater extent, they collaborate more with other researchers both in academia and in industry, and they report more scientific publications as well as more frequent entrepreneurial results. There is neither a positive nor negative relationship between academic publishing and entrepreneurial outputs.  相似文献

This study empirically examines the association between the extent of emerging technological ideas in a scientific publication and its future scientific impact measured by number of citations. We analyze metadata of scientific publications in three scientific domains: Nano-Enabled Drug Delivery, Synthetic Biology, and Autonomous Vehicles. By employing a bibliometric indicator for identifying and quantifying emerging technological ideas – as derived terms from the titles and abstracts – we measure the extent to which the publication contains emerging technological ideas in each domain. Then, we statistically estimate the size and statistical significance of the relationship between the publication-level technological emergence score and the normalized number of citations accruing to the publication.Our analysis shows that the degree to which a paper contains technologically emerging ideas is positively and strongly associated with its future citation impact in each of the three domains. An additional analysis demonstrates that this relationship holds for citations from other publications, both in the same field as, and in different fields from, the scientific domain of the focal publication. A series of tests for validation further support our argument that the greater the extent to which scientific knowledge (a paper) contains emerging ideas, the bigger its scientific impact. Implications for academic researchers, research policymakers, and firms are discussed.  相似文献

Although competitive funding of public research has been characterised as providing output incentives that raise efficiency and productivity, we know very little about whether the quality of a scientist's research is in fact the primary award criterion on which funding bodies base their grant decision. This paper provides insights into scientists’ strategies for obtaining project-based research funding in the presence of multiple funding opportunities. It draws a distinction between four types of grants, including the Sixth Framework Programme for Research and Technological Development (FP6), government, foundation, and industry grants. Based on a sample of more than 800 scientists at universities and public research institutes in Germany, the results indicate that scientist productivity measured in terms of publication and patent stock is a statistically significant determinant only for obtaining foundation and industry grants while the award of an FP6 or government grant is influenced by other characteristics. The results further show that the different grants are not complementary, i.e. scientists specialise in certain grants. In this respect, the analysis informs science, technology and innovation policy about potential discrepancies between policy rhetoric, stipulated award criteria, and actual funding outcomes which makes it possible to fine-tune the debate on how public research should be financed.  相似文献

In this paper, we estimate the impact of receiving an NIH postdoctoral training grant on subsequent publications and citations. Our sample consists of all applications for NIH postdoctoral training grants (unsuccessful as well as successful) from 1980 to 2000. Both ordinary least squares and regression discontinuity estimates show that receipt of an NIH postdoctoral fellowship leads to about one additional publication over the next five years, which reflects a 20% increase in research productivity.  相似文献

We investigate how universities’ research quality shapes their engagement with industry. Previous research has predominantly found a positive relationship between academics’ research quality and their commercialization activities. Here we use industry involvement measures that are broader than commercialization and indicate actual collaboration, i.e. collaborative research, contract research and consulting. We hypothesise that the relationship between faculty quality and industry engagement differs across disciplines, depending on complementarities between industrial and academic work, and resource requirements. Using a dataset covering all UK universities, we find that in technology-oriented disciplines, departmental faculty quality is positively related to industry involvement. In the medical and biological sciences we find a positive effect of departmental faculty quality but establish that this does not apply to star scientists. In the social sciences, we find some support for a negative relationship between faculty quality and particularly the more applied forms of industry involvement. The implication for science policy makers and university managers is that differentiated approaches to promoting university-industry relationships are required.  相似文献
