This study intends to investigate how school organizational culture is related to important organizational characteristics and observe how the profiles of strong culture‐effective schools are different from those of weak culture‐ineffective schools in terms of organizational variables (such as principal's leadership, organizational structure, and teachers’ social interactions), teachers’ job attitudes, and school effectiveness criteria. It is a cross‐sectional survey research involving 54 randomly sampled Hong Kong secondary schools and 588 teachers. The unit of analysis is the school.

Organizational ideology index was found to be substantially correlated with schools’ perceived organizational effectiveness. Among the 10 measures of these organizational variables, teachers’ esprit and principal's charismatic leadership can contribute substantially to the prediction of school's strength of organizational culture. The organizational profile of perceived strong culture‐effective schools is contrastingly different from that of perceived weak culture‐ineffective schools. The findings suggest that difference in organizational culture can be reflected at least in three overt levels: 1. organizational level in terms of principal's leadership behaviors, organizational formalization and participation, and teachers’ social norms; 2. teachers’ attitudinal level in terms of organizational commitment, social job satisfaction, intrinsic job satisfaction, and influence job satisfaction; and 3. school effectiveness level in terms of perceived overall organizational effectiveness and academic achievements in public examinations.

The findings reinforce the importance of organizational culture to the ongoing effort and discussion of school improvement and school effectiveness.

ABSTRACT

A more theoretical approach to effective schools research is needed, and a political systems model is an appropriate starting‐point since it directs attention to power issues, which are critical to school improvement. The model suggests that both internal and external influences on schools are important. There are four main classes of external influence: administrative; professional; societal; and familial. Each has the potential for strengthening or weakening school effectiveness. Studies of family influence on student learning and attitudes emphasize the potential of collaborative arrangements in which families and schools work together.

We argue that classroom and school improvement cannot be attained without changing the relationships between the three central figures ‐ teacher, student, and parent; this triad model is an ‘inside out’ version of school improvement, in which classroom and school improvement occurs as fundamental relationships between the triad members become more collaborative.

Our web metaphor suggests that those interested in research on effective schools should be sensitive to the impact of external influences; and that effective schools link participants together into a collaborative and responsive mutual influence system, the integrated school environment, the school level version of a political systems model, in which all gain.  相似文献

ABSTRACT

This study focused on school effectiveness in terms of changes in the distribution of achievement across socio‐economic status (SES) for a cohort of 9700 students as they progressed from grade 1 to grade 3. The achievement/SES link was operationalized as the standardized mean difference in achievement (EFFSIZE) between samples of high and low SES students for 165 schools. EFFSIZE measures in reading and mathematics were analyzed in an hierarchical linear model which allowed an assessment of the impact of 13 school characteristics on initial (grade 1) status and, more importantly, on trends over time. The results indicate that, on the average, low SES students are at an initial disadvantage relative to their high SES peers in both subjects and that the difference widens across the first three grades. True school variance in slopes was found in mathematics but not reading, a result consistent with previous research. The school characteristics, which included six indicators based on the effective schools literature, were found to be ineffective predictors of these growth parameters.  相似文献

Abstract

The fact that all children must attend school has characterised South Africa over the past two decades. While many schools are struggling to address this challenge, others have made strides and progress in closing the gap between groups. This article recounts how these secondary schools have been able to narrow the achievement gap and sustain their success over time. The three schools described here are all large public schools that serve disadvantaged communities in Mpumalanga, South Africa. Data was collected during meetings with the three schools which consisted of two rounds of focus group and one whole group session. These meetings helped the researcher to gather important information about each school’s characteristics, school change process, school climate, role of the curriculum and instructional practices in promoting learner achievement. While each of the participating schools has unique characteristics, a set of important common practices emerged.  相似文献

ABSTRACT

All large high schools have teachers in middle tier roles who help run the school, and subject leaders (SLs) who engage in administrative and pedagogical practices to improve departmental achievements. By applying structuration theory (Giddens, 1984. The constitution of society: Outline of the theory of structuration. Berkeley, CA: University of California.) we seek to understand how rules, resources, and structural position enable SLs to contribute to school effectiveness. A multi-case study method was employed to study 12 SLs from two effective schools and two less effective schools. Interviews, observations, and document analysis served as data collecting tools. The findings indicate that all the SLs engage in administrative practices but in different ways. The SLs in the less effective schools devoted much more time to such practices and much less to pedagogical practices than the SLs in the effective schools, which provided clearer rules and sufficient resources. We conclude that on the pyramid of school needs, administrative practices are more basic for school effectiveness, and only after this is achieved can SLs devote time to satisfy pedagogical needs. However, the ability of SLs to satisfy administrative needs depends to a large extent on the principal providing them with the necessary rules and resources. Further theoretical and practical implications are discussed.  相似文献

Abstract

Educational systems can quite easily be described in terms of a context‐input‐process‐output model. Likewise systems of educational indicators ‐‐ i.e. statistics on key aspects of educational systems that are of evaluative relevance ‐ can be categorized as context, input, process and output‐indicators. Process‐indicators are the subject of this paper. The rationale for selecting the process‐indicators chosen here was to look for those school‐ and teaching characteristics that are positively associated with educational achievement. The research literature on school and teaching effectiveness is the most relevant for this. An attempt has been made to formulate a comprehensive model of school and teaching effectiveness and to use this as the basis for a list of the most promising process‐indicators. Some of the key process‐variables that are proposed include stimulating environmental factors, achievement oriented policies, educational leadership, amount of instruction, learning opportunities, structured teaching, collaborative planning and evaluative potential of schools. The problems of constructing and using process‐indicators based on these variables are discussed from the perspectives of macro‐, meso‐ and micro‐level applications of educational indicator systems.  相似文献

A longitudinal study was conducted over four stages of three school years across the primary – secondary transition. The purpose was to understand the dynamic transition experience of pupils, investigate the effectiveness of preparation by schools to support transitions and understand pupils’ most important support networks. Using online questionnaires, data were collected from pupils at four time points, twice from secondary school professionals and their parents, and once from primary school professionals. Results highlight the ongoing and dynamic nature of transitions. What pupils were excited about were still seen to be good once they were in secondary school , and aspects that worried them declined over time. Some pupils experienced problems and adapted at different times, whereas for some, problems emerged later. It seems that those who anticipated problems when in primary school were more likely to experience problems; this has implications for the discourse around transitions and its impact on pupils’ anticipation of transition experience. Although transition planning and preparation by schools were important and varied, they were not always effective, not provided in a timely manner and did not tap into their naturally occurring support networks in the home and community. This study makes unique contributions in terms of highlighting the dynamic transitions process and change in pupils’ experience over time; various aspects of transitions that children are excited and concerned about and how these changed over time; professionals’ conceptualisations of transitions; pupils’ and parents’ views of the effectiveness of transition practices at various stages; and pupils’ real support networks.  相似文献

Abstract

The article presents a revision of the added value model in school assessment, understood to mean the extent to which the school achieves greater student performance, once other factors have been controlled, such as the socio-cultural context and the initial level of knowledge. Firstly, the evolution of this concept over the last few years is analysed, on account of an advance in three areas: studies on effective schools; performance measures; and changes in educational ideology. In point two there is some reflection on the contributions this model makes towards the most classical assessment approach, but attention is also drawn to the risk which may be run in doing so. Part three presents the assessment and research projects which are conducted by the National Foundation for Educational Research (NFER) within this theoretical framework. Finally, there is an appendix with a guide on taking the necessary decisions for working from the added value approach.  相似文献

ABSTRACT

Chronic absenteeism in K-12 schools is strongly associated with critical educational outcomes such as student achievement and graduation. Yet, the causes of chronic absenteeism are complex, with environmental, family/individual, and school factors all affecting the likelihood of a student attending school regularly. This exploratory study examines whether school organizational effectiveness has the potential to moderate external influences on chronic absenteeism. Using school-level scores from the 5Essentials surveys, we find that, in traditional public schools, schools that are organized for effectiveness have lower rates of chronic absenteeism, while controlling for student demographics and grade level. In particular, schools with higher scores for “involved families” have lower chronic absenteeism. While charter schools in Detroit have significantly lower rates of chronic absenteeism than traditional public schools, we did not find an association between organizational effectiveness and chronic absenteeism in charter schools. This suggests that student sorting by school type may produce variation in chronic absenteeism rates that is not moderated by school actions. These findings have important implications for practice and policy, as educators seek to reduce chronic absenteeism in response to pressures from high-stakes accountability systems.  相似文献

Concerns about improving testing and instructional programs frequently have followed disparate routes. Testing and instruction should be considered as inseparable and integrated elements in the process of providing quality. educational services for these children. It is argued that a sociohistorical perspective can provide a theoretical base to integrate testing and instruction and data on language and sociocultural factors. Schools are currently suffering from considerable ‘innovation overload’ with multiple changes being demanded by the Education Reform Act and other sources. Tom Peters (1988) has argued that a similar turbulent situation exists in US business and industry and suggests that the most successful companies are those which are able to ‘Thrive on Chaos’. LEAs and schools need knowledge and skills about school improvement and this article attempts to provide research‐based information to help them cope with innovation and improve teaching and learning.

School improvement is seen as a combination of previous research on the management of change and school effectiveness. Eight factors which seem to be related to effective schools are listed and knowledge about the change process is used to consider how a school could be improved. In order to offer practical help to LEAs and schools a set of guidelines is provided and recent research findings are discussed under each heading. The article concludes with an outline of a possible LEA school improvement project, involving a set of stages.  相似文献

Abstract

This article explicates the viewpoints of school managers from various dysfunctional, historically black African schools. The 56 school managers from four Eastern Cape districts addressed several questions pertaining to what is really causing the lapse of management and leadership in various “failing schools”. Both these aspects apparently have a bearing on the performance of learners and educators. This was an explorative, qualitative study. Data was collected through focus group sessions with eight participants per session. All the schools represented are, by admission of the participants, “beset with varying managerial and academic problems” and are also labelled ineffective by the immediate communities. The participants highlighted a number of challenges that plagued their schools. The majority also attributed their schools’ under-performance to a number of aspects, including the lack of vision, absence of emphasis on teacher development, poverty in communities and apparent invisibility of district officials.  相似文献

Under the Every Student Succeeds Act (ESSA), it is imperative that American public schools assess and improve not only academic but also non-academic measures of student learning such as socioemotional skills. The policy shift towards broad-based school accountability calls for reassessing school effectiveness from whole child development perspectives and addressing potential biases and limitations of conventional value-added measures (VAM). Through multivariate multilevel analyses of the Early Childhood Longitudinal Study-Kintergarten (ECLS-K): 2011 data, this study applies multi-objective value-added measures (MOVAM) approach to assess and improve school effectiveness for academic and socioemotional learning. The study results show different patterns of academic vs. socioemotional learning gains, and also weak correlations between school effects on the two types of learning outcomes. Nevertheless, the comparisons of academically and socioemotionally effective vs. ineffective schools imply that schools can and should improve both academic and socioemotional learning outcomes through synergistic improvement of key organizational and instructional conditions.  相似文献

ABSTRACT

Background: While the school leader’s role is undoubtedly instrumental in school effectiveness, the specific influence of formal leadership on pupil learning is indirect and can be difficult to determine. Research findings suggest that school leaders can influence school organisation and pupil learning by acting catalytically, thus unlocking their schools’ existing potential. In school-based development, school leaders and their staff undergo a workplace development process, using school resources to contribute to it.

Purpose: This article explores the concept of leadership in school-based development, focusing on leading teacher learning processes in relation to pupil learning. The research problem is formulated in the following question: How is the school leader’s role enacted and experienced when enhancing teachers’ learning in school-based development? The intent of the study was to further the understanding of leadership in school-based development.

Sources of information and method: A qualitative interview study was conducted with teachers and leaders from three lower secondary schools, roughly 2 years after the schools participated in a formal school-based development project which was initiated by the Norwegian education authority. To present the findings based on the collected data, narrative texts were constructed.

Findings: The findings draw attention to the importance of leaders’ participation in the teacher learning processes of school-based development. The study highlights the importance of leaders building trust in their schools: development processes must be collegium-rooted with common goals for the whole school. The interplay of culture, structure and content is found to be necessary for successful school-based development. Furthermore, school leaders need to balance internal and external accountability, moving school practices towards local goals, which are constructed within national overall aims.

Conclusions: The study suggests that leaders require an overview of developmental processes to manage to support and progress development; leadership needs to be distributed. Further research on leaders’ learning in relation to school-based development can generate knowledge that serves as a thinking tool, thereby informing leaders’ actions in support of school-based development.  相似文献

Of the school-level factors that have an impact on student learning, one of the most powerful appears to be the effectiveness of the individual teacher. The most effective teachers are, therefore, one of the most important tools schools and systems have at their disposal to lift the achievement of socio-economically disadvantaged students and improve equity, and policy must be designed in such a way as to draw more of them to the most disadvantaged educational settings. To do this, systems and schools need to be aware of differences in the priorities more and less effective teachers hold in deciding where to teach. This study highlighted such differences in a large sample of Australian teachers. The most effective teachers placed considerably more importance on professional factors in determining whether to transfer into a school. Implications for staffing policy are discussed.  相似文献

Abstract

A number of schools in South Africa appear to be struggling with the changes that the government is introducing to improve the quality of education and lay a strong foundation for the country's societal transformation. Leadership has been found to be one of the factors that are associated with how schools cope with change and its complexities. This article focuses on a conceptual examination of the national Advanced Certificate: Education (School Management and Leadership) programme's capacity for promoting sustainable leadership in schools. The findings from the critical analysis of the qualification's documentation suggest that the current formulation of this school leadership development programme does not address the complexities of leadership and change, and is thus unlikely to adequately contribute towards leadership effectiveness or its sustainability in schools. It may, however, contribute to short- term school improvements, policy compliance, management effectiveness or economy and/or administrative efficiency.  相似文献

ABSTRACT

This article focuses upon differential strategies for school development and improvement. It argues that much school improvement work has placed an emphasis upon systemic change and has neglected to consider the extent to which schools have different capacities for change and development. We suggest in this article that different improvement strategies and types of intervention are needed for schools at different stages of growth. Our position is based upon a substantial body of school improvement research which has demonstrated the importance of differential strategies for schools at various developmental stages. We hope that this article will stimulate further discussion, debate and enquiry about the importance of differential approaches to school improvement.  相似文献
