The Leadership for Organisational Learning and Student Outcomes (LOLSO) Research Project addresses the need to extend present understandings of school reform initiatives that aim to change school practices with the intention of supporting enhanced student learning. In this article results from LOLSO's teacher surveys ('teacher voice') and student surveys ('pupil voice') are organised around six of the project's major research questions: how is the concept of organisational learning (OL) defined in Australian secondary schools (teacher voice)? What leadership practices promote OL in schools (teacher voice)? What are some outcomes of schooling other than academic achievement (pupil voice)? What are the relationships between the non-academic and academic outcomes of schooling? Do school leadership and/or organisational learning contribute to student outcomes? What other factors contribute to student outcomes? The answers to these questions lead to four clear implications relating to distributive leadership, development, context, and a broader understanding of student outcomes. The answers also raise concerns about the current emphasis on transactional leadership, that is school leadership that overemphasises the managerial or strategic.  相似文献

Responding to Thrupp's [2003. “The School Leadership Literature in Managerialist Times: Exploring the Problem of Textual Apologism.” School Leadership & Management: Formerly School Organisation 23 (2): 169] call for writers on school leadership to offer ‘analyses which provide more critical messages about social inequality and neoliberal and managerialist policies’ we use Foucault's [2000. “The Subject and Power.” In Michel Foucault: Power, edited by J. D. Faubion, 326–348. London: Penguin Books] theory of power to ask what lessons we might learn from the literature on school leadership for equity. We begin by offering a definition of neoliberalism; new managerialism; leadership and equity, with the aim of revealing the relationship between the macropolitical discourse of neoliberalism and the actions of school leaders in the micropolitical arena of schools. In so doing, we examine some of the literature on school leadership for equity that post-dates Thrupp's [2003. “The School Leadership Literature in Managerialist Times: Exploring the Problem of Textual Apologism.” School Leadership & Management: Formerly School Organisation 23 (2): 149–172] analysis, seeking evidence of critical engagement with/resistance to neoliberal policy. We identify three approaches to leadership for equity that have been used to enhance equity in schools internationally: (i) critical reflection; (ii) the cultivation of a ‘common vision’ of equity and (iii) ‘transforming dialogue’. We consider if such initiatives avoid the hegemonic trap of neoliberalism, which captures and disarms would be opponents of new managerial policy. We conclude by arguing that, in spite of the dominance of neoliberalism, head teachers have the power to speak up, and speak out, against social injustice.  相似文献

Leadership provided by the headteacher is widely acknowledged to be a crucial variable in determining the effectiveness of schools. However, the majority of leadership studies consist of either surveys or interviews which the researcher has conducted with head teachers or case studies written by the head teachers which draw heavily upon their own experience, and as such are essentially 'autobiographical' in the perspective they provide on leadership in schools (Ribbins &; Sherratt, 1992). The objectives of this article are to: set out a new model of effective school leadership based on recently completed empirical research; demonstrate how the multi-perspective methodology adopted contributed to a critique of existing models of leadership and the development of a new grounded model and discuss the analytical issues raised by the multi-perspective methodology which involved all the stakeholders in a school community.  相似文献

ABSTRACT

This study builds on research which contends that just as effective principals must lead across a broad purview of responsibilities in order to build successful schools, so too must middle leaders. Decentralisation of school management has resulted in an expansion of school principals’ responsibilities, contributing to a further distribution of leadership responsibility to middle leaders. This conception of middle leadership requires a shift in understanding of the nature of middle leaders’ work. There is vast potential for middle leaders to contribute to their schools beyond subject administration, yet the research base yields limited insight on such work and on how middle leaders can be supported to accomplish it. This research finds that middle leaders who expand their leadership responsibilities do so in contexts that utilise school mission, policy enactment and organisational design as platforms for enhanced middle leadership.  相似文献

Abstract

In this article we critically engage with some of the challenges and issues pertaining to the implementation of the Advanced Certificate in Education: School Leadership following a national agreement by the national Department of Education, provincial education departments and several universities. The rather idealised vision of the programme to provide learning opportunities to promote quality education in South African schools through the development of a corps of education leaders who apply critical understanding, values, knowledge and skills to school leadership and management in line with the vision of democratic transformation seemingly meshed with our own approach to the development of leadership. However, consequent to the planning, budgeting and implementation of this school leadership programme we realised that realities posed serious challenges. Barker argues that in England under New Labour, school leaders and teachers have been ‘bastardised’ and suggests that the situation in 2010, with a general election afforded an opportunity in education policy for the ‘pendulum to swing’. In this article, the key points about ‘bastard Leadership’ are briefly summarised. The article then develops a view of schools as sites of complexity and ‘wickedity’ as an alternative to the linear reductionist approaches of managerialists. These two perspectives present the extremes of a spectrum against which the trajectory of school leadership can be viewed as it emerges from the New Labour years and is now being developed by the Coalition Government. Evidence from ministerial speeches and the Coalition Government's flagship White Paper, The Importance of Teaching, are used to examine key issues of freedom and trust, reducing bureaucracy and increasing autonomy for schools as ways of exploring the extent to which the new government's policies on school leadership are, or are not, moving away from those of their New Labour predecessors.  相似文献

Abstract

This article reports on a study that investigated how collaborative leadership can influence sustained learner academic performance in secondary schools. The key problem resounds about secondary schools that are unable either to sustain or improve learner academic performance when intervention strategies rolled out from the district offices are concluded. The literature pursued in the study covered collaborative leadership from both schools and district education offices and their impact on learner academic performance. Participants were circuit managers, subject advisors, principals and teachers. They completed open- ended questionnaires that sought to explain the relationship between collaborative leadership and sustained learner academic performance. Major findings indicated that participants (at the various levels of leadership) attribute low learner academic performance to all other involved parties except themselves. Thus, collaborative leadership within the school and between schools and district education offices is not enabling sustained learner academic performance.  相似文献

ABSTRACT

This paper advances an alternative leadership metaphor of ‘punk rock leadership’. I work through the usefulness of a metaphor of punk rock leadership as a way of exploring one principal's vision of leadership and his efforts to work outside of system expectations in his quest to achieve the school's goals. In doing so, I contribute to our wider understanding of the methodological process, affordances, and challenges of using metaphors to theorise empirical data. Empirically, this paper contributes to critical research into principals’ practices in times of change, and to notions of power and leadership discourses in schools.  相似文献

Considering that some university-based principal preparation programmes may not be properly training principals for leadership roles, “grow your own” leadership development programmes have become more popular across the US. This study provides a contribution to previous research in terms of the specific components a district leadership development programme may incorporate into its curriculum in order to positively influence school principals’ effectiveness as school leaders. A purposeful sample of second-, third- and fourth-year campus principals working in a large urban school district in the south-west region of the US who had participated in their district’s leadership development programme were administered the Principal Effectiveness Survey and participated in semi-structured interviews to examine the influence of the programme on the participants’ effectiveness as leaders. Survey results indicated that principals consider training activities related to human capital, executive leadership, school culture and strategic operations as having a “high” influence on their effectiveness as school leaders. In addition, interview data revealed the importance of supervisor support and building relationships with peers as critical to their continued success as leaders.  相似文献

ABSTRACT

One remarkable feature of the contemporary school landscape in England is the number of schools that have chosen the co-operative framework to shape their work and relationships. When a group of schools decides to become a co-operative trust, leadership challenges arise both in the process of establishing an inclusive collaborative cluster and in living out co-operative values. To add to the limited literature on co-operative school leadership, a study in a school cluster trust explored headteachers’, governors’ and teachers’ perspectives and beliefs through interviews, group discussions and questionnaires. These data sources revealed some of the motivations for, benefits of, and strategies to support inter-school collaboration guided by the co-operative values of democracy, solidarity, equality, equity, self-help and self-responsibility. Importantly, a range of perspectives on the extent to which leadership was viewed as, and appeared to be, an inclusive practice undertaken by all members of the cluster was identified. A particular contribution of this work is that it exemplifies resonances between the values and principles of the co-operative movement and those of the Leadership for Learning framework. Since these two models are being increasingly adopted and integrated into a variety of educational settings, the research findings may inform leadership practice more widely.  相似文献

ABSTRACT

Background: While the school leader’s role is undoubtedly instrumental in school effectiveness, the specific influence of formal leadership on pupil learning is indirect and can be difficult to determine. Research findings suggest that school leaders can influence school organisation and pupil learning by acting catalytically, thus unlocking their schools’ existing potential. In school-based development, school leaders and their staff undergo a workplace development process, using school resources to contribute to it.

Purpose: This article explores the concept of leadership in school-based development, focusing on leading teacher learning processes in relation to pupil learning. The research problem is formulated in the following question: How is the school leader’s role enacted and experienced when enhancing teachers’ learning in school-based development? The intent of the study was to further the understanding of leadership in school-based development.

Sources of information and method: A qualitative interview study was conducted with teachers and leaders from three lower secondary schools, roughly 2 years after the schools participated in a formal school-based development project which was initiated by the Norwegian education authority. To present the findings based on the collected data, narrative texts were constructed.

Findings: The findings draw attention to the importance of leaders’ participation in the teacher learning processes of school-based development. The study highlights the importance of leaders building trust in their schools: development processes must be collegium-rooted with common goals for the whole school. The interplay of culture, structure and content is found to be necessary for successful school-based development. Furthermore, school leaders need to balance internal and external accountability, moving school practices towards local goals, which are constructed within national overall aims.

Conclusions: The study suggests that leaders require an overview of developmental processes to manage to support and progress development; leadership needs to be distributed. Further research on leaders’ learning in relation to school-based development can generate knowledge that serves as a thinking tool, thereby informing leaders’ actions in support of school-based development.  相似文献

Assessing the effectiveness of a leader is often a difficult exercise for many organizations. This is usually because most assessment procedures are influenced by organizational politics, they are not standard based, and the items on which a leader is assessed are undefined or poorly defined. This study presents the Essential Behavioral Leadership Qualities (EBLQ) approach for assessing leadership effectiveness as an alternative method to commonly used assessment procedures. Among other assumptions, the EBLQ method is built on the assumptions that a leader should be evaluated on clearly defined behavioral qualities and his/her effectiveness rating should be standard based. Hence, the EBLQ method measures the effectiveness of a leader against the essentiality levels of behaviors deemed necessary for effective leadership. Leadership effectiveness is determined for each leadership behavior and for overall leadership performance. The EBLQ method was demonstrated in the assessment of the leadership effectiveness of the principals of schools for students who are blind or visually impaired.  相似文献

The present study attempts to address three specific problems. First, amidst a large volume of literature on transformational leadership and its role on school operations in diverse domains, it hopes to identify its contribution to organisational learning. Second, as the intricate relationships that exist among leadership, structure and culture of the school are widely documented in the current literature, there is a need to determine the precise contribution transformational leadership makes to the collective search for adaptation strategies. Third, there is also a need to know whether the overt roles of transformational leadership in the context of organisational change is universal or culturally specific. Findings from schools in Hong Kong, Taiwan, Western Australia and Central Canada provided interesting generalised as well as specific patterns of leadership behaviours that shed light on the last question raised.  相似文献

This article accounts for a project that rests on a collaboration between the Leadership for Learning group at the Faculty of Education and the county council in King's Lynn and West Norfolk to address a concern regarding the low aspirations in the community. At the heart of the project was the development of a cadre of ‘Learning Catalysts’ who work with schools and with parents to raise aspirations. The project pursued questions such as: What do we really understand about the way aspirations are shaped and play out in the interface of school and community? How can we gain a deeper insight into the cultures of families and how aspirations about occupational and social identities affect children's performance in school? Of central interest too was the way in which people without formal status in their institutions were able to assume leadership roles. The tension between leadership activity in the community setting and leadership within the formal hierarchies of schools was to prove both a source of data and a continuing challenge.  相似文献

Bass' (1985) model of transformational leadership was largely confirmed in this study of school-level leaders in Singapore. However, instead of three factors of transformational leadership only two were obtained. Charismatic Leadership failed to emerge. It was replaced by an Inspirational Leadership factor that also included Bass' Intellectual Stimulation factor. The two transactional leadership factors of Contingent Reward and “passive” Management-by-Exception were obtained, but not the more recent addition, the “active” Management-by-Exception factor. Contrary to expectation, no gender difference was obtained with regard to the four factors.  相似文献

The provincial government of Ontario, Canada, has committed itself to raising student achievement, closing achievement gaps, and increasing the public's confidence in public education. It has introduced many policies, including the Ontario Leadership Strategy (OLS), to support these goals. Our study examined how teachers, administrators, support staff, and parents in three elementary schools in Ontario understand and enact school success and successful school leadership within this (neo-liberal) context. Findings of a comparative analysis of Ontario policy texts and data from interviews with administrators, teachers, support staff, and parents in the schools demonstrate that the school-based participants defined success as academic learning, a positive school climate, and students' well-being. This definition differs from the definition prioritised by Ontario's government: high scores on standardised provincial and international tests. However, principals in the schools enacted leadership practices advocated by OLS to support locally defined notions of success.  相似文献

ABSTRACT

The research on school effectiveness and school improvement lacks theoretical development. The purpose of this paper is to contribute to the construction of a theory of school effectiveness and leadership. The contribution made here is in the form of a typology of school effectiveness. In the early stages of theoretical development, typologies are often useful devices for organizing what is known and for focusing attention on important questions and areas for further exploration. Within the typological framework offered here, school effectiveness is supposed to be a function of three major factors: administrative appropriateness, teacher preparedness and student readiness. While parents and community effects are important, they are assumed to be mediated by these three factors. The most ineffective schools are those in which the administration is inappropriate, the teachers are not prepared to teach and the students are not ready to learn. In the most effective schools, the opposite is the case. Schools tend to move back and forth between these two extremes in stages. It is hypothesized that there are eight stages of school effectiveness, the stages ranging from the most ineffective to the most effective school.  相似文献
