Is a collegial concept of decision making in a university sufficiently robust to ensure that the governance of the institution may be termed democratic? In the case of one Canadian university, the decision by faculty to enter into collective bargaining as a trade union demonstrated that a notion of democratic governance does not hold up under the pressures of confrontation among the groups comprising the total university community.  相似文献

The State University of New York (SUNY) is in the process of implementing a remarkably ambitious and collegial system-wide assessment of general education and academic majors across its 64 campuses. The SUNY Assessment Initiative is founded upon a balanced view of assessment as both accountability and improvement as well as the utilization of best assessment practices. Another fundamental component is the critical role of faculty governance in the assessment of student learning outcomes, at the campus and system levels. This paper explains the rationale underlying the SUNY Assessment Initiative, describes specific procedures and processes involved in its implementation, and provides a preliminary report on its status.  相似文献

Conclusion The Kemerer-Baldridge study acknowledges that in the U.S. faculty unions have negotiated procedural protection in tenure and promotions, less arbitrariness in administrative decisions, more job security, and greater economic security in general. The authors also point out that these negotiated advantages accrue to non-unit faculty as well. In my view those conclusions apply with equal force in Canada.As noted in the introduction to this section, we still lack sufficient data to do more than generalize from impressionistic accounts. Nevertheless I feel safe in saying that, in a very short period of time, collective bargaining has enhanced true professionalism and real collegiality on Canadian campuses by moving Canadian academics from their knees (suitable no doubt for supplication) to their feet; by giving them legally enforceable job security without which the notion of academic freedom had too hollow a ring; by giving them a real and not a mythical voice in university governance; and by doing all of this and more without creating excessive bureaucracies, industrial models, unconscionable power blocks, or strangulation by legalistic formality. In the course of doing so, Canadian faculty engaged in collective bargaining have developed innovative approaches in a number of key areas, approaches which may yet have significant impact in both public and private sector bargaining. Certainly, faculty collective bargaining has gone a long way in developing a model for professional unionism in Canada.  相似文献

This paper examines the collective bargaining goals of 1,800 faculty members at eight Canadian universities. A particular focus of the study was the relationship between bargaining goals and traditional academic governance. The results of the analysis showed that faculty distinguish firmly between academic and nonacademic issues and deliberately choose to restrict the scope of bargaining to a relatively narrow range of issues involving money, job security, and grievance procedures. A major factor influencing this restricted bargaining scope was the confidence with and perceived influence of the traditional system of academic governance. The way in which the governance system functions helps determine whether academic and policy issues reach the bargaining table, suggesting that strong governance structures are not threatened by the advent of collective bargaining.  相似文献

While the need for community college faculty development has evolved into a top priority issue over the last decade, collective bargaining has become a significant influence on the programs and policies of two-year campuses in many states. The following study examines the trends of collective negotiations as they affect inservice education, through an examination of collective bargaining agreements. The findings indicate that few colleges declare the purpose of faculty development to be increased teaching effectiveness or link participation in professional growth activities with reward for that participation. Few colleges include faculty on inservice planning bodies. However, facilitating policies for staff development exist in significant numbers of agreements, providing for inservice days, leaves of absence, sabbaticals, tuition reimbursement for formal study, and released time for innovative program development. In all, the trend is presently one of negotiation of provisions in a piecemeal fashion rather than one with the goal of establishing comprehensive professional improvement programs.  相似文献

Faculty unions are a prominent, though a comparatively recent, feature of American higher education. Today, a vast majority of community colleges have a unionized faculty. A number of researchers in the 1970s speculated that the presence of unions signaled the end of collegial shared governance and that interactions between administrators and unions would become increasingly adversarial. Subsequent experience suggests that the dire predictions were overblown. However, little institution-level research has been done to understand how unionization has affected academic governance. This study examines the governance system at a large, urban community college. The findings indicate that though at times relations are contentious, there are levels of conflict. Further there are a number of factors that tend to mitigate conflict and allow for collegial decision making. These include utilizing personal ties between members of the administration and the union, sharing data openly and also working together to collectively make sense of “the facts” before discussing possible resolutions to the presenting issue, and establishing an institutional norm that values finding solutions rather than scoring political points.  相似文献

While a lot has been written regarding the changing management and governance arrangements in higher education, less is known about how this progression relates to quality in higher education. The purpose of this article is to describe the context of governance in Portuguese higher education institutions and how institutional governance arrangements impact on quality and quality assurance mechanisms of higher education. The study is based on four institutional cases studies, comprising two universities and two polytechnic institutions. Semi-structured interviews were conducted with senior managers, middle managers, academics and students from Arts and Engineering, and documentary analysis was undertaken. The main findings show that national and institutional features of governance and management may influence the implementation of quality policy and procedures, and indeed quality improvement. The different institutional actors seem to be aware of the dynamic nature of the equilibrium between positive and negative impacts and recognise the need for checks and balances in the governance and management structures of higher education institutions, especially between collegial and managerial facets.  相似文献

Questionnaire responses of a large educational faculty in a private university were used to examine support for collective bargaining and several propositions about unionism. The little existing research on specific schools within universities suggests that education faculties modestly support unionism, with tenure related negatively to it. Parametric and nonparametric analyses of data from this faculty revealed considerably different results, including far greater union support and tenure's positive relationship with unionism. This investigation suggests that theorizing about unionism and collective bargaining within the schools of universities, such as schools of education, needs to be reconsidered.An earlier version of this paper was presented at the Annual Meeting of the American Education Research Association in San Francisco, April 19–23, 1976.  相似文献

The popular narrative of Wisconsin’s collective bargaining battle started out being about money. Should public employees pay more toward their healthcare? Can school districts offset state aid cuts using the additional revenue from employee healthcare contributions? Does collective bargaining have a cost? This article gives an overview of Wisconsin school boards, explains exactly how Act 10 increased their power, demonstrates why and how improved school board governance can have an impact on student achievement, reviews the changes Wisconsin school boards are making because of Act 10, and provides policy recommendations to improve both board governance behaviors, and the quality of policies enacted by school boards in the postcollective bargaining era.  相似文献

This paper studies the applicability of theoretical models of university governance from the international research literature to the Polish system. In particular, it is to test the applicability of a collegial model in the Polish case. The research question was ‘to what extent is a collegial model reflected in actual governance patterns found in the Polish university sector’. This is based on large-scale internationally comparable quantitative material. The empirical evidence for it comes from 3700 returned surveys in Poland (and more than 17,000 in eleven European countries) produced for two international research projects focused on the academic profession (CAP: “Changing Academic Profession” and EUROAC: “The Academic Profession in Europe”). This paper concludes that Polish universities are operating according to the traditional collegial model of the university as a “community of scholars” to an extent that is unparalleled in Western Europe. A detailed study of selected variables and specifically constructed indexes indicates that the defining feature of Polish academia today is the power of academic collegial bodies. The influence of collegial bodies on academic decision-making in Poland is the highest in Europe; and, in contrast, the power of the government and external stakeholders is the lowest. However, academics, sharing the “republic of scholars” institutional vision of the university, and still highly influential in university decision-making, are currently confronted with higher education reforms grounded in an instrumental vision of the university (in which it is a tool for national political agendas). Consequently, powerful value-driven clashes between the academic community and the community of policymakers and reformers are to be expected to intensify. The major theoretical concepts used in this paper come from Johan P. Olsen’s, Ian McNay’s and Robert Birnbaum’s studies of university governance, and its findings are presented from a European comparative and quantitative perspective.  相似文献

This essay revisits college presidents during the early 1960s to investigate the long history of how academic leaders manage racial unrest on college campuses. Throughout time, the concept of a welcoming and inclusive climate for black students on majority-white campuses has functioned as an illusion alongside the prevailing reality of racism on and off American campuses. In turn, this essay exhibits how political structures, as well as university hierarchy, have shaped academic leaders' approach to social change in higher education. Therefore, this work demonstrates the need to reevaluate higher education history as a lens for understanding the current American sociopolitical context that shapes present-day academic leaders and their challenges of addressing racism on college campuses. In summary, this work renders a richer and more nuanced understanding of the complexities college presidents, students, and campus stakeholders, such as governors and boards of trustees, face to provide equal and meaningful educational opportunities to all students.  相似文献

Legal status collective bargaining between faculty associations and university administrations has affected university governance and, on the whole, has done so positively by democratizing most of the procedures used to determine the terms and conditions of faculty employment. To the extent that matters hitherto within the mandates of academic senates have been removed to the collective bargaining regime, senates have been somewhat weakened. The greatest danger to democracy on the campus probably lies in the bureaucratization of faculty associations, thus leaving them open to the partial paralysis of creeping legalism.  相似文献

Current methods of public sector collective bargaining are modeled after private sector bilateral negotiations. Often they do not adequately reflect the pluralistic nature of the many publics affected by the results of such negotiations. In this study the authors examine the present methods of collective bargaining particularly as they relate to the public sector. The argument is made that in the public sector, particularly where public education is concerned, bilateral negotiations are not adequate nor desirable. They violate our democratic, pluralistic traditions. The legal and political issues involved in public bargaining are examined, as are current and suggested third party roles in the process. Four multilateral models for pluralist bargaining are then developed and discussed. The article concludes with a call for formalized public participation in public education collective bargaining.  相似文献

In 1993 a new national form for governance was introduced in Swedish higher education. The new regime, best described in terms of deregulation and decentralisation, among other things, required a new individually based leadership at universities.The paper describes the development of one particular 10-day interfaculty leadership training course for heads of departments, directors of study and other local managers, its content and methods and some implications for strategic management in higher education institutions.Four such implications are covered: constructing a new social identity as leaders, getting leadership acceptance in an individualistic academic-freedom culture, training academic leaders in accordance with professional values, and dealing with accountability in a collegial decision-making environment.  相似文献
