The Dearing Report has given the responsibility for maintaining standards and quality in British higher education to the Quality Assurance Agency (QAA). While this quango may be able to ensure 'threshold' standards, it is more doubtful whether it can help institutions to sustain high academic quality. Nonetheless, the Report has three potentially very significant consequences: it represents another move towards the creation of a national curriculum in higher education, it offers a more restrictive interpretation of university autonomy, and – despite its protestations – represents a threat to the growing diversity of British higher education. The thrust of the article is that the Report has charted an uneasy 'middle way'between market forces and statism in the quest for quality control in higher education. It remains to be seen whether the academic corporatism represented by the QAA can resist the pressures of the state and the market.  相似文献

ABSTRACT

The study aims to move beyond idealised and predominantly trait-based typologies of leadership and leadership roles and addresses collegial leaders’ practice of change in higher education. Collegial leaders at two research-intensive higher education institutions, who had received educational leadership training, were studied. In the study, we explored ordinary actions and change practices as a way of understanding emerging practices among collegial leaders. Five categories were identified that show how collegial leaders experience change, process change and organise the practice of change. The article also contributes a critical discussion on the notions of collegiality in a consensus-seeking context, which may be relevant for academic developers, policy makers, and researchers alike.  相似文献

Increasing global competition for students has witnessed an ever more rapid internationalisation of higher education. In the case of the UK, there has been a major influx of Chinese students to British universities since the launch of the British Government's long-term worldwide educational campaign in 1999. Drawing upon evidence from an extensive review of the literature on the internationalisation of higher education, this article will explore variations in Chinese students' intercultural adaptation to the British higher education environment. Discussion of their experiences will be based upon a synthesis of findings of three studies, led by the author, investigating the pedagogical, sociocultural and psychological challenges that they have encountered when studying in British universities.
Evidence from these studies suggests that despite various challenges and struggles, most students have managed to survive the demands of the learning and the living environment and to adapt and develop. Analysis of their learning experiences suggests that this learning process spans a developmental continuum involving the students in overcoming emotional tensions arising from changes in their cognition, their sense of identity and sociocultural values. A holistic and developmental perspective is thus required to understand changes in students' perceptions and values as part of their wider adaptation to the academic conventions of their host countries. The findings will make an original contribution to understandings of the impact of the internationalisation of higher education on individuals' learning, change and development.  相似文献

The year, 1992, has been one of bewildering change in British higher education caused primarily by government planning and intervention which has as its motor a complex political agenda. In this article, the authors concern themselves with one of these changes: the apparent move towards the democratization of higher education. The likely effect of this change is then assessed for all sectors of the British population and in particular for the linguistic and ethnic minority groups constituted by recent immigration into the country.  相似文献

The current preoccupation in British higher education with quality assessment, quality assurance and the monitoring of academic standards is traceable to a set of government policies which constitute an agenda for the radical overhaul of the ideals by which higher education has operated in Britain hitherto. Intent on overturning the collegial ethos of British higher education, and determined to replace the notion of a self-justifying and self-regulating academic community with a system in which universities operate primarily as pan of the national wealth-creating process, the Conservative government has used the quality debate to impose upon the universities a culture of compliance with norms of its own choosing. Collegiality and managerialism are often portrayed as opposed ideas or practices, with the latter, in particular, either held up as a necessary response to the massification of higher education or portrayed as a betrayal of long-held academic ideals (as supposedly reflected in collegiality). This article explores how collegiality and managerialism have been conceptualized, presented and researched in the higher education literature. It concludes that the two concepts are not as dichotomous as some have argued, and that both have a role in our thinking about the future of higher education.  相似文献

Both Australia and Britain have recently moved from a binary system of higher education to a unitary system based upon the universities. In both countries change has been affected by an increasing emphasis upon higher education as a vital national economic resource and the need to make higher education institutions” more efficient.” As a result universities have a much closer relationship with government than ever before.

Yet there are important differences: Australia ended its binary system by consolidating its Colleges of Advanced Education into the university system. In Britain the trend has been to redesignate polytechnics as universities without amalgamation. Britain has evolved a much more competitive system in the allocation of resources which has had a profound affect upon the universities.

This article uses the political struggles that have enveloped the research assessment exercises (RAEs) to interpret the UK's current funding council model of governance. Ironically, the apparently widespread improvement in the research performance of British universities, as demonstrated by RAE 2001, has made it more difficult to distribute research income selectively, which was supposedly the central objective of the whole evaluative process. Whilst enhanced research ratings may be seen as a cause for celebration in the universities, the failure to anticipate this outcome and, more significantly, to plan for its financial implications is seen in political circles as a failure of higher education management. The article explores the alternative models of governance that are likely to emerge as a consequence of this crisis and, in particular, whether the funding councils can have much freedom of action, given the tighter political control of policy goals and their critical dependence upon the academic profession for the conduct of the evaluative process.  相似文献

In the context of increasing recruitment of overseas students by British higher education (HE) institutions, there has been a growing need to understand the process of students' intercultural adaptation and the approaches that can be adopted by British academic institutions in order to facilitate and support these students' learning experience in the UK. Drawing upon one‐year of in‐depth qualitative research investigating the experience of a small cohort of Chinese postgraduate students' in a British university, I explore the three‐fold ‘stress‐adaptation‐growth’ intercultural learning process of these participants by focusing the discussions on the their lived experience in the UK. The key argument of this article is that intercultural adaptation is in itself a process of intercultural learning, which has the potential to bring about profound changes in overseas students themselves, transforming their understanding of the learning experience, self knowledge, awareness of the Other, and values and worldview.  相似文献

This article discusses the historical relationship between educational studies and British teacher education. Following a brief introduction it provides an overview of initial teacher training (ITT) developments since 1952, the launch date of the BJES, before tracing the rise of educational studies and its so-called 'foundation disciplines'. The fourth section discusses a range of criticisms levelled against the teach-ing of educational studies within ITT programmes. Examples of discon-tent voiced by student teachers, higher education personnel and the New Right are considered in the light of changing attitudes and policies towards British ITT. It is argued that the attack upon the theoretical aspects of educational studies has been more sustained - and has had more impact - in England than in other parts of the UK. The article draws conclusions in respect of education as an academic subject, the current state of the foundation disciplines, the place of educational studies within teacher education programmes and comparative dimensions.  相似文献

This article is a tribute to the life work of Maurice Kogan. Very little of higher education's landscape in the United Kingdom has remained unchanged over the past four decades and this article sets out to analyze the way the perception of the role of universities in society has changed in the intervening period. This it does through three perspectives: continuity and change, continuity in change and continuity in the midst of change. Each yields very different visions of the university. Against this ‘inside’ view, the second part of the article examines current British higher education policy from an ‘outsider’ standpoint and very particularly the current strategies towards the European Higher Education and Research Areas. It concludes by arguing that Britain's higher education policy vis a vis Europe re‐states a dilemma which these Islands have had to tackle for the best part of the past 250 Years. This dilemma is whether to lay priority on higher education as a global instrument or to endorse a more limited, less ambitious agenda of ‘European’ integration.  相似文献

This article explores the relationship between higher education research and the study of public administration, the concpetual perspectives of which are useful for understanding the links between government policy‐making and higher education. A short introduction to the study of public administration is followed by the presentation of six newly evolved concepts of public administration which are labeled as follows: comprehensive rationality, the community action approach, the public choice approach, political systems theory, policy sciences, and contingency and inter‐organizational approaches. All of these have contributed to the eclecticism and the conceptual pluralism of the discipline of public administration as a whole. Having been adapted to the theoretical underpinnings of the administration of higher education, these six concepts have stimulated the development of four theoretical models for the analysis of decision‐making processes in higher education: the analytical or rational actor model, the garbage can or organized anarchy model, the collegiality model, and the political model. Specific problems in higher education administration have been addressed, as they have arisen, with reference to one or more of the six concepts and the four decision‐making models. For the future, the public administration approach to higher education will be most likely to draw upon the study of co‐ordination mechanisms in collective decision‐making processes and the comparative analysis of the external functions and performances of government.  相似文献

Given that the current Research Assessment Exercise (RAE 2001) has been completed, it is an appropriate time to explore the impact of the RAEs upon the character of British higher education. This timeliness is reinforced by the earlier publication of HEFCE's own ‘Review of Research’ (September 2000), the report from the House of Commons’ Select Committee on Science and Technology Committee (April 2000), with a report due in April 2003 from the Joint Funding Bodies (under the auspices of Gareth Roberts). We are therefore in a period of review and consultation, which may culminate in a new assessment regime or, as its severest critics would hope, even its demise. While our analysis genuflects to these contemporary developments, it is constructed within a framework that interprets the RAE process as constituting a continuous struggle for the control of the production of high‐status knowledge.  相似文献

The governance of higher education has become a recognised cause for concern. Many academics lament the demise of an easy collegiality in the face of the rise of a harder managerialism that robs them of control. But outsiders to the system, concerned about the efficiency and effectiveness of higher education management, are critical of the extent to which academics seem all too eager and able to block changes that might lead to universities better addressing the needs of society.
This paper rejects the simple nostrums of both those who hark back to a collegial golden age and those who make the case for a brave managerial future. It argues that universities that are capable of real strategic change in response to challenge are capable of transcending the dichotomy between collegiality and managerialism as modes of organisation. In these successful universities, academics must be involved and prepared to lead, but they must also work in partnership with administrators, in institutions that will be strong to the extent that there is a shared vision that makes the institution rather more than just the sum of warring departments.  相似文献
