The National Library of New Zealand is committed to promoting access to information. Government information is a significant component in the Library's operational and policy work. The Library collects published government information and provides policy advice on New Zealanders' ability to access and use information. Over the last decade, the National Library has initiated or contributed to a number of projects concerned with government information. Some, like the Depository Library Scheme, are solely focused on government information, whereas others discuss government information issues in the wider context of information policy at the national level. This article looks at the environment in which these projects arose, what they achieved, and the reasons why it has not been easy to gain agreement for a unified focus on government information.  相似文献

This investigation provides survey data for a cross‐media comparison between newspaper photo editors and television news directors to assess the ethical response to digital image processing and enhancement technology. The results indicate that television news directors tend toward less strict ethical standards in application of the technology. However, the television people showed more sensitivity to aspects of the technology that relate to long‐standing themes of TV critics.  相似文献

Research investigating relationship development through computer‐mediated channels has failed to acknowledge the importance of initial interactions. Increasingly, multimodal forms of communication, such as audio‐ and videoconferencing, in addition to text‐only formats have emerged on socially oriented websites designed for relationship initiation. Utilizing the principle of interactivity as a conceptual framework, the present study investigates whether increased structural interactivity provided by the additional aural and visual modalities influences initial interaction processes and outcomes online. The results indicate that increased availability of nonverbal modalities, combined with the valence of the information acquired, significantly affected interaction involvement and mutuality, which are markers of processual interactivity, as well as the interaction outcomes of uncertainty, predicted outcome value, and information seeking. Additional analysis revealed that mutuality mediated the effect of richness on postinteraction uncertainty level and the evaluations of future relationship potential.  相似文献

The research reported here describes aligning talk in simulated employment interviews. Alignment talk is used metacommunicatively by speakers to bracket, transform, or qualify other talk, hence it assumes great importance in how communicators define and evaluate situations. Four features of alignment talk appear both in the scholarly literature and in the speech of interview participants in our data: accounts, meta‐talk, formulations, and qualifiers. Each of these features are described in the present report, and their uses in job interviews are explored. It is concluded that these devices serve to accentuate role differences between interviewer and applicant, and to enforce rather stringent norms of how one talks in the job interview. Implications for interviewing practice are discussed.  相似文献

Fans purposively creating information aiming specifically to inform the public positively about a celebrity has become a significant practice within contemporary Chinese fan culture. “Celebrity promotion” information creation offers an important opportunity to understand how people intentionally create information beyond internal user groups and existing information needs. Based on unobtrusive observation and semi-structured interviews, findings show that fans create positive online content and conduct offline advertisements to boost a celebrity's specific works, reputation, and fan base. Fans also intentionally develop strategies and improve their information literacy to make informational materials more visible and appealing, while critically separating “celebrity promotion” from enjoyment-centered fandom activities. As fans adapt to the current information environment, the intentionality of their practices stems from beliefs that 1) they are the actor(s)’ shareholders/partners and 2) by creating “promotion” information, fans can achieve their goal of helping the actor(s).  相似文献

The information field continues to evolve rapidly as digital technology changes the very nature of information and how people interact with each other and with information. This article argues that the past 30 years have seen a shift from distinct emphases on information, individual people, and specific technologies to emphases on the interactions among more diverse forms and amounts of information, people, and technologies. Human–information interaction shifts the foci of all aspects of information work; blurs boundaries between information objects, technology, and people; and creates new forms of information. This article discusses changes in each of these components of information and trends and challenges surrounding the study of their interactions are presented.  相似文献

The importance of information kiosk development and implementation in the context of E-Government policies has been discussed in previous research. While many governments are today making considerable investments to implement information kiosks, previous research suggests that citizens may not use information kiosks in spite of their availability. However, the successful implementation of information kiosks depends significantly on whether or not citizens are willing to adopt the new information technology (IT). Therefore, based on the Unified Theory of Acceptance and Use of Technology (UTAUT), this study investigates the determinants of use behavior regarding information kiosks and the moderating effects of age and gender differences on the relationships between the determinants and behavioral intention/use behavior. Data collected from 244 respondents in Taiwan were tested against the research model using structural equation modeling techniques. The results partially support the applicability of the UTAUT in the context of information kiosks. The findings of this research provide several prominent implications for the research and practice of information kiosk development and implementation.  相似文献

Multicultural information dynamics is exploratory cross-cultural research of the information-seeking behavior of a group of eighty-four Egyptian and American reference librarians asked to choose from websites in different languages. This paper, the fourth in a series, focuses on national, monolingual, and multilingual subgroups, and provides multi-tiered analyzes of websites clicked, reasons given for clicking, preferences for machine translations vs. original foreign language websites, decision making when choosing non-native language hits, and foreign language anxiety. Findings of the research show that information seekers of both nationalities are reluctant to cross cultural lines at the basic level of retrieved Internet information hits. Further results delineate differences and similarities in motivations, circumstantial preferences for original languages or machine translations, and comparative information-seeking behavior of subgroups. The research has implications for improving search performance in the fields of global knowledge dissemination via website and search engine design, library science, and international scholarship.  相似文献

Information product content is becoming increasingly interrelated with associated services. This concept is called “blurring” by current management authors Davis and Meyer. In the realm of federal information, there is great potential for “blurred” offerings. Citizens could have access to customized and filtered information from federal websites and could perform transactions with government agencies over the Internet. While some technical, infrastructure, and policy issues will take time to sort out, many innovative products and services will be offered over the Internet. Whether the federal agencies themselves will provide these customized services or whether institutions in the public and/or private sector will provide them remains to be seen. Universities need to re-think how they offer services related to federal information in the networked environment. Such activities as reference service, instruction, access to data archives, and staff training need to be re-examined in light of the changes enabled by the Internet and the development of new types of content and services.  相似文献

Parents are an important source of advice when adolescents are faced with decisions about postsecondary education and career planning; however, parents often need to seek information to facilitate their child’s career development. This study applies the theory of motivated information management (TMIM) to evaluate the decision-making process parents undergo in this context and tests the boundaries of TMIM by considering how individuals use face-to-face (FtF) and online sources to alleviate uncertainty-related anxieties. A community sample of parents (N?=?937) completed a survey regarding their information seeking behaviors surrounding their adolescent’s career development. Parents reported using both FtF and online sources to seek information about their child’s postsecondary plans, and they engaged in different evaluative processes depending on the source of information. Theoretical implications related to TMIM and practical implications related to parents as sources of information in adolescent career development are discussed.  相似文献

Background: Leadership is a necessary facet of professional practice for health library and information managers (HLIMs). Several training needs analyses (TNA) in the health library and information services field have been conducted in recent years, all identifying a need for professional development in leadership skills. However, these previous TNAs have not focused on specific elements of leadership skills required by health library and information managers. Objectives: The National Library for Health (NLH) commissioned the School of Health and Related Research (ScHARR) at the University of Sheffield to conduct a TNA where HLIMs assess their current leadership skills and identify any future development needs in this area. The results would inform a programme of influencing skills workshops. Methods: HLIMs in the UK were invited to complete a self‐assessment online questionnaire. The questionnaire utilised items from Manning and Robertson’s Influencing Skills Style Profile (ISSP). This allowed the results to be characterised by influencing ‘style’. Results: HLIMs considered themselves to have strengths in the leadership areas of influencing, negotiating, managing change and delivering presentations to decision‐makers. They identified significant development needs in communicating with stakeholders, conflict resolution, using body language and being assertive. Most HLIMs demonstrated two collaborative styles identified by the ISSP, namely strategic collaborator and opportunistic collaborator. Conclusions: In difficult times, HLIMs may need to adapt to more of an ‘opportunistic‐battler’ influencing style. It is important that HLIMs not only assess their own leadership skills but also that they take opportunities to employ 360° feedback, comprising assessment from subordinates, peers and supervisors.  相似文献

The purpose of this paper is to investigate, through empirical analysis, whether or not post-graduate students choose information technology or other information sources such as home institution libraries for the purposes of learning, expanding their knowledge and/or completing their studies. A survey was conducted to gather primary source data for the paper. Questionnaires were administered to 211 education post-graduate students. Results showed that Greek post-graduate students from different fields of study chose the Internet as their primary information source for a number of reasons but mainly: for the provision of creditable and up-to-date information, for easy access to information at home, for the time of day they can access the material and for fast information retrieval. Although the Greek post-graduate students believed the Greek information network to be satisfactory up to a degree, this paper identifies that greater access to Internet resources, training programs providing students with tools to effectively use the network's resources and more online databases, combined with a historical and statistical database of libraries’ online catalogs are key issues in improving both information source performance and the link between strategy and implementation.  相似文献

This study investigates the relationship between cultural orientation (individualistic or collectivistic culture) and consumers' attribution styles (dispositional and situational attributions) as well as the consequences of attribution styles on brand evaluation and purchase intention. The study also examines how people perceive different types of negative celebrity information (self-oriented and other-oriented negative information) and how their identification with a celebrity endorser affects their response to negative information. The findings suggest that culture influences how consumers – having been exposed to negative celebrity information – make attributions. Dispositional attributions lead to more negative brand evaluation as well as to negative purchase intention. Other-oriented negative information leads to, among Korean consumers, more negative brand evaluation. Finally, the study found that consumers highly identified with a celebrity endorser are less likely to be influenced by negative celebrity information.  相似文献

Information technologies are increasingly important for political and social activism. In particular, web 2.0 tools and social media applications have recently played a significant role in influencing government decision making and shaping the relationships between governments, citizens, politicians, and other social actors. After the Arab Spring and the uprisings that have led to significant political changes in Egypt, Tunisia, and Iran, commentators argue that information technologies have the potential to strengthen social movements and ultimately transform society. However, this influence is not new. There were movements in the 90s, using the new technologies of e-mail and websites, which were able to gather significant social attention and generate political pressure. Based on three Mexican social and political movements that span close to 20 years, this article identifies key similarities and differences in the use of information technologies and proposes a framework to understand the evolution of cyberactivism. Initially, activists used information technologies to promote a movement's main ideas and gain global support. More recently, a single tool or application, such as Twitter, has been the technological basis for certain social and political movements. However, there is a trend towards a more integrated use of social media tools and applications, generating what could be called cyberactivism 2.0. In addition, there are some distinguishable stages in the development of social protests using information technologies; this evolutionary model seems to be useful to understand very different social and political movements using very different levels of technological sophistication.  相似文献

If freedom of information is fundamental to contemporary democracy, why have democratic countries differed so markedly in their willingness to pass laws enshrining formal rights of access to government files? This article demonstrates that an analysis grounded in comparative political economy can provide a compelling answer to this question. Specifically, it demonstrates that the more highly coordinated a country's economy, the less transparent it is likely to be. Through a comparison of the United States and Germany, this article argues that in coordinated market economies, ongoing negotiations between the state and the peak representative bodies provide privileged access to information about the government, and indeed privileged channels of influence over government action. Public access to official files threatens this privileged access. In less coordinated economies, however, firms lack this privileged access; they are likely to favor access laws as a partial substitute, especially since such laws are more consistent with the highly fragmented and competitive environment in which they operate. By further comparing Sweden and the United Kingdom, it also demonstrates the limits of this explanation, suggesting that historical sequences and classic political variables should also be taken into account.  相似文献

We investigate the contributions of scientific software to library and information science (LIS) research using a sample of 572 English language articles published in 13 journals in 2008, 2011, 2014, and 2017. In particular, we examine the use and citation of software freely available for academic use in the LIS literature; we also explore the extent to which researchers follow software citation instructions provided by software developers. Twenty-seven percent of the LIS journal articles in our sample explicitly mention and use software. Yet although LIS researchers are becoming increasingly reliant on software that is freely available for academic use, many still fail to include formal citations of such software in their publications. We also find that a substantial proportion of researchers, when documenting software use, do not cite the software in the manner recommended by its developers.  相似文献
