What＇ s New can Cultural Heritage Bring to China： Also s Convention for the Safeguarding of the Intangible on the Ideas of overall regional safeguarding of ICH As using and defining some new terms, the UNESCO＇ Heritage （ICH） may bring new frames, ethics, ways values （universal moral standards and ideas of human regarded Xiaohui Hu 1 s Convention for the Safeguarding of the Intangible Cultural of thinking and practices to China, and also input modem rights）. The practice of safeguarding ICH in China can be as the processes of keeping up with the 2003 Convention. If we neglect those new ideas, the safeguarding practices in China will lose its correct orientation and fundamental significance. Operating an international archive for digital information resources by a relatively small organization as the Koninklijke Bibliotheek (KB) asks for a firm foundation of its policy. Continuing research and development efforts to secure permanent preservation and access to electronic information on a national and international scale require substantial financial, technical and staffing commitments. Cooperation in sharing resources and knowledge is called for. In the national context of the Netherlands the KB recently took the initiative to build the National Digital Preservation Coalition. All relevant sectors of Dutch society are represented. Its aim is to develop a national infrastructure and to assign clear responsibilities. In the European arena the KB, together with the British Library, started the European Alliance for Permanent Access to the Records of Science. The Alliance works towards the widespread and joint responsibility for maintaining the records of science by all major stakeholders, including national governments and the EU. In the global context the KB developed the concept of the "Safe Places Network" . This Network will include a limited number of institutions with certified digital archives for scientific publications, sharing responsibility for complete, world-wide coverage and allocate tasks accordingly.  相似文献

National and international publishers have been depositing digital publications at the National Library of the Netherlands (KB) since 2003. Until recently, most of these publications were deposited in the Portable Document Format. New projects, for example the Web archiving project, force the KB to handle more heterogeneous material. Therefore, the KB has developed a quantifiable file format risk assessment method. This method can be used to define digital preservation strategies for specific file formats. The choice for a specific file format at creation time or later in the life cycle of a digital object influences the long-term access to the digital object. The evaluation method contains seven sustainability criteria for file formats that are weighed for importance. There seems to be consensus on the sustainability criteria. However, as the weighing of these criteria is connected to an institution's policy, the KB wonders whether agreement on the relative importance of the criteria can be reached at all. With this paper, the KB hopes to inspire other cultural heritage institutions to define their own quantifiable file format evaluation method.  相似文献

At the image preparation for reproduction in bit-by-bit processing systems is required a number of corrections. Among such corrections may be considered frequency correction, gradation correction and color correction. In this article our attention will be focused on the gradation correction, as the gradation reproduction forms first of all the feeling of psychological accuracy of the image reproduction. This is certainly applicable to black-and-white originals, but for color image is the color rendering accuracy also a primary task due to the importance of brightness color component, and due to the fact that the gradations relation in color channels forms the color content of the image.    相似文献

The LIFE project creates a digital lifecycle model based on previous work undertaken on the lifecycle of paper-based material.Web Archiving, Voluntarity Deposited Electronic Publications (VDEP), and E-Journal are chosen as case study for application and evaluation of the LIFE Mode.Case studies show its potential for further use in a numble of roles,such as improving assessment of the financial commitment,more effective planning for preservation activities etc.The LIFE Mode will be revised and refined in LIFE2 Project.  相似文献

In recent years, opinions have varied on which digital preservation strategy to follow. Although the digital preservation community has now embraced the idea of applying both emulation as well as migration in their strategies, emulation is still looked upon with skepticism due to its technical complexity and initial costs. As early as in 2004, the Koninklijke Bibliotheek - National Library of the Netherlands (KB) - and National Archive of the Netherlands acknowledged the need for emulation, especially for rendering complex digital objects in the future without affecting their authenticity and integrity. For these reasons, a project was started to investigate the feasibility of emulation by developing and testing an emulator designed for digital preservation purposes. In July 2007 this project ended and delivered a durable x86 component based computer emulator: Dioscuri, the emulator for digital preservation.  相似文献

The multi-point regional online book circulation platform is a collaborative service model which realizes the integration of regional library warehousing and automatic management of the whole process by cloud platform in a certain area. The concept and algorithmic technology application of the intelligent collaboration provide the technical support for the resource control and allocation, the multi-agent cooperation and interaction, the business and service coordination for the multi-point regional online book circulation platform. The multipoint regional online book circulation platform based on the intelligent collaboration can relieve the pressure of library collection space, expand the radiation range and service radius of collection resources, and facilitate the storage, deployment and service of regional literature resources, all of which meet the requirements of green and energy saving development of smart libraries. It is found that the multi-point regional online book circulation platform based on the intelligent collaboration has the application scenarios and service functions for user service, intelligent stereo book warehousing and library management, and it is a platform service supply mode of smart libraries incorporating management and service. With a variety of technologies such as Internet of Things, big data, machine learning, intelligent collaboration, cloud platform, etc., this model has the following functions: supporting the multi-intelligent device collaboration management, the dynamic multi-task allocation and the multi-agent intelligent collaborative decision-making, which could be helpful for the collection space planning, resource allocation and joint decision-making among libraries; forming the integrated service model, which could optimize the business flow collaboration, prospective literature resource allocation and intelligent recommendation; implementing the remote intelligent coordination control for the data security and risk and emergencies, which could realize the integrated safety management and standardized operation of multiple libraries with a small amount of human, material and financial resources. The primary construction scheme of this platform has been adopted and put into practice by Foshan Library. Although there are effective methods available to authors for providing open access to their work, more than half are still not doing so and provision in China is poorer than in many other countries. There are a number of issues and concerns that dissuade authors from making their work open access ： some are still unaware of the concept and of the increased visibility and impact that open access brings; many are unfamiliar with open access journals and how they work; many are uninformed about self-archiving and for some of those who are aware of the possibility of providing open access by this means, concerns about copyright and technical issues remain. Yet all these worries can be addressed with simple facts that reassure and encourage authors to adopt open access to benefit themselves, their research and their teaching. There is also a wealth of resources now available to authors that provide information and advice on open access and its effects. As institutions and research funders, both with a strong interest in maximising the visibility and impact of research they support, begin to develop formal policies on open access, models for its provision are emerging. The optimal model is a network of institution-based open access repositories from which content can be harvested by open access search engines （ the basic＇ no frills＇ variant） or by service providers who add functionality or selectivity to provide users with value-enhanced products.  相似文献

File format obsolescence is a major risk factor threatening the sustainability of and access to digital information. While the preservation community has become increasingly interested in tools for migration and transformation of file formats, the National Library of Australia is developing mechanisms specifically focused on monitoring and assessing the risks of file format obsolescence. This paper reports on the AONS II project, undertaken by the National Library of Australia (NLA) in conjunction with the Australian Partnership for Sustainable Repositories (APSR). The project aimed to develop a software tool which allows users to automatically monitor the status of file formats in their repositories, make risk assessments based on a core set of obsolescence risk questions, and receive notifications when file format risks change or other related events occur. This paper calls for the preservation community to develop a co-operating file format obsolescence community which includes registries, software tool creators and end users to effectively curate digital content in order to maintain long-term access.  相似文献
