There are enormous quantities of information available to researchers on the Internet, of varying levels of quality. Now, more than ever, it is important that academic publishers make best use of their journals and provide their readers with access to this high‐value content, in a form that can be easily found and used. To that end, Taylor & Francis have taken up the challenge of satisfying researchers' need to have all relevant content available at their fingertips, by digitizing their older journal content, creating subject‐based collections of backfiles and putting them online. This article provides an insight into the ‘why’ and ‘how’ of the process of digitization of Taylor & Francis's journal archives. The fact that these online backfiles are being requested, purchased, and used demonstrates the added value that publishers may hold in their archives.  相似文献

This article presents an overview of open access publishing and open access archiving in France. In natural sciences, most articles are published in international journals; authors must therefore comply with the policies of their publishers, irrespective of their nationality. For humanities and social sciences, where publication tends to be distributed among many small journals, portals have been created to provide electronic publishing, with varied access policies. Open archives repositories have been in existence in France since 2001; from 2006, a proactive policy led the main research agencies and universities to coordinate their actions towards a common archiving platform, HAL (Hyper Articles on Line), operated by CNRS (Centre National pour la Recherche Scientifique), with individual portals, either thematic or institutional. HAL stores now the majority of open access records – presently some 10–15% of French output – and is growing almost exponentially.  相似文献

Until recently, Croatian scientific journals were accessible only in print form and only to a relatively small audience. A national online journals platform was therefore planned to offer publishers a simple tool for building online versions of their journals and to make them open access. The platform, named Hr?ak, was launched in 2006, supported by governmental funds. It currently includes 170 open access (OA) journals. Most journals include backfiles from 2006 onwards; the average archived period is 6.3 years. 56.5% of the journals come from the fields of social sciences and humanities. Metadata from the Hr?ak platform are regularly harvested by OA repositories. To increase the number of Croatian journals covered by relevant bibliographic and full‐text databases, Hr?ak has forged links with Elsevier, Thomson Reuters and EBSCO. So far, the main achievements include assisting publishers in the process of electronic publishing, and improving accessibility to Croatian scientific output.  相似文献

Having found a business opportunity in exploiting the open access publishing model, predatory journals and publishers have been spamming authors with emails, inviting them to submit articles for publication. Authors may be misled by the names of prestigious authors and editors that predatory journals and publishers use to advertise their publishing services, either by claims that those scientists serve on the editorial boards or by sending invitations in their names. Given the fact that detailed knowledge of a journal is required to make an informed decision of whether the inviting journal is predatory or not, junior scientists are not likely to possess the knowledge or skill to make such decisions. In addition, analysis of the details of new suspicious journals and publishers can be a lengthy process or even a waste of time. Therefore, in this paper, we provide an analysis of a likely scenario that many authors are facing nowadays when they take on the difficult task of studying the details of suspicious journals as possible venues for the publication of their research findings. The analysis takes the form of an analysis of the Kenkyu Publishing Group, which is listed on Jeffrey Beall’s list of “predatory” open access publishers.  相似文献

Summary

The level of activity among libraries and publishers in Scandinavia with regard to electronic journals is relatively low. However, the interest in and discussions of this subject are widespread and it is on almost everybody's agenda. Some electronic journals are considered, including the Nordic Journal of Philosophical Logicand several pilot projects are also presented and discussed.

There are considerably more initiatives in the international arena, and one important conclusion is that the development of electronic versions of scientific journals makes the world “smaller,” that is, it is less difficult for the regional publisher to reach the international community of scientists. Many of the challenges that publishers face in the world of e-journals are considered, including copyright, fair use, one-stop-shopping, access control, printing, pricing and licensing.

The traditional system of scholarly communication has emerged over a period of hundreds of years and is now well-established regionally as well as internationally. This article attempts to identify whether there are specific characteristics with regard to new ways of disseminating scientific results in the Scandinavian region, and looks into practical experiences from the development of electronic journals.  相似文献

Authors in different disciplines exhibit very different behaviours on the so‐called ‘green’ road to open access, i.e. self‐archiving. This study looks at the self‐archiving behaviour of authors publishing in leading journals in six social science disciplines. It tests the hypothesis that authors are self‐archiving according to the norms of their respective disciplines rather than following self‐archiving policies of publishers, and that, as a result, they are self‐archiving significant numbers of publisher PDF versions. It finds significant levels of self‐archiving, as well as significant self‐archiving of the publisher PDF version, in all the disciplines investigated. Publishers' self‐archiving policies have no influence on author self‐archiving practice.  相似文献

A total of 966 allegedly ‘predatory’ open access publishers were examined to determine the nature of their ethical or unethical practices and the extent to which Australian academics were included on the editorial boards of their journals. An estimated 4,000 Australian academics (ca. 7% of the academic population) are on these journal boards. Of the publishers, 240 proved to be overtly fraudulent, the ethical status of the others remaining unresolved. About 86% of the Australian academics identified appeared on the editorial boards of journals belonging to those 240 publishers. Despite two decades of advocacy from librarians, there remains widespread ignorance of the existence of such fraudulent publishers, and more severe action is required. Reform proposals include naming the publisher in all references and in academic profiles and curriculum vitae. Universities are encouraged to take responsibility for publishing journals that replace those currently causing the problem. Institutions are urged to augment their current warnings and advice with formal policies, which will probably require a blacklist of unacceptable publishers. New formal policies for dealing with predatory publishers are currently being developed in some Australian universities.  相似文献

The open access (OA) model for journals is compared to the open source principle for computer software. Since the early 1990s nearly 1,000 OA scientific journals have emerged – mostly as voluntary community efforts, although recently some professionally operating publishers have used author charges or institutional membership. This study of OA journals without author charges shows that their impact is still relatively small, but awareness of it is increasing. The average number of research articles per year is lower than for major scientific journals but the publication times are shorter.  相似文献

This paper provides the results of a two‐year investigation into the use of e‐journals by the UK research community. Log analysis, questionnaires, interviews, and observation were used to collect the information. The results are presented in a FAQ format to make the key findings accessible. The main findings are that journals have become central to most disciplines, and that the e‐form has become the prime means of access. The results for history suggest that the old scholarly communication mantras (scientists primarily communicate through articles, historians through monographs) are rapidly breaking down. Indeed, all researchers seem addicted to journal content. Research without this resource now seems unthinkable; journals are a researcher's lifeblood. Gateway services, hugely popular in science, are re‐intermediating the broken chain between publisher and reader; they are the new librarians.  相似文献

This paper reports on a study – overseen by representatives of the publishing, library, and research funder communities in the UK – investigating the drivers, costs, and benefits of potential ways to increase access to scholarly journals. It identifies five different but realistic scenarios for moving towards that end over the next five years, including gold and green open access, moves towards national licensing, publisher‐led delayed open access, and transactional models. It then compares and evaluates the benefits as well as the costs and risks for the UK. The scenarios, and the modelling on which they are based, amount to a benefit‐cost analysis to help in appraising policy options. Our conclusion is that policymakers should encourage the use of existing subject and institutional repositories, but avoid pushing for reductions in embargo periods, which might put at risk the sustainability of the underlying scholarly publishing system. They should also promote and facilitate a transition to gold open access, while seeking to ensure that the average level of publication fees does not exceed c.£2.000; that the rate in the UK of open access publication is broadly in step with the rest of the world; and that total payments to publishers from UK universities do not rise as a consequence.  相似文献

If publishers of learned journals are going to make a success of their web publishing, they should not forget all the skills they have developed in publishing in print. This paper reviews the application of familiar journal publishing skills in the context of electronic journals or electronic editions of printed journals, and pinpoints areas where these skills apply in web publishing and where new skills are necessary.  相似文献

This paper presents the bibliometric characteristics of 32 biomedical open access journals published by Academic Journals and International Research Journals – the two Nigerian publishers in Jeffery Beall's list of 23 predatory open access publishers in 2012. Data about the journals and the authors of their articles were collected from the websites of the publishers, Google Scholar and Web of Science. As at December 2012, the journals had together produced a total of 5,601 papers written by 5,599 authors, and received 12,596 citations. Authors from Asia accounted for 56.79% of the publications; those from Africa wrote 28.35% while Europe contributed 7.78%. Authors from Africa accounted for 18.25% of the citations these journals received, and this is about one‐third the number of citations by authors in Asia (54.62%). At country level, India ranks first in the top 10 citer countries, while Nigeria, the host country of the journals, ranked eighth. More in‐depth studies are required to develop further information about the journals such as how much scientific information the journals contain, as well as the science literacy of the authors and the editorial.  相似文献

The individual members of 35 UK learned societies were surveyed on their attitudes to open access (OA); 1,368 responses were received. Most respondents said they knew what OA was, and supported the idea of OA journals. However, although 60% said that they read OA journals and 25% that they published in them, in both cases around one‐third of the journals named were not OA. While many were in favour of increased access through OA journals, concerns were expressed about the cost to authors, possible reduction in quality, and negative impact on existing journals, publishers, and societies. By contrast, less than half knew what self‐archiving was; 36% thought it was a good idea and 50% were unsure. Just under half said they used repositories of self‐archived articles, but 13% of references were not in fact to self‐archiving repositories. 29% said they self‐archived their own articles, but 10% of references were not to publicly accessible sites of any kind. The access and convenience of self‐archiving repositories were seen as positive, but there were concerns about quality control, workload for authors and institutions, chaotic proliferation of versions, and potential damage to existing journals, publishers, and societies.  相似文献

文章通过对开放存取运动的回顾和含义的分析,论述了开放存取过程中涉及到的相关利益方面,提出开放存取的关键是相关方面的“利益平衡”,而不是替代商业学术出版,为了充分发挥开放存取作用应当形成开放存取合力、打出开放存取期刊群和数据库的品牌。其中一种有效的途径就是在一定程度上引入商业运作机制,而不是将商业机构排斥在开放存取运动之外。该文为《数字图书馆论坛》2009年第11期本期话题“Open Access”的文章之一。  相似文献

The promise of open access (OA) as a replacement for existing scientific information dissemination ethos and practice has been contentious, with the interests of different stakeholders – countries, publishers, and OA activists, among others – clashing on an unprecedented scale. This paper examines some of the challenges that have been triggered by the OA movement, particularly at the Africa regional level. Basically, OA is technology heavy and its economic arrangements benefit mainly the developed world. There is evidence of OA initiatives in Africa, but these initiatives are mainly individually based, defragmented, and largely underdeveloped, and sometimes predatory. This author argues that policy‐makers in Africa need to embrace OA and establish useful policies – for regional journals and regional repositories and for academic reward, and support this with technical investment to enable quality online publishing.  相似文献
