文章介绍了国外20世纪90年代中期以来开展的数字图书馆绩效评估的研究项目以及取得的初步成果,并对国内数字图书馆绩效的研究现状进行了阐述。在此基础上,对国内外数字图书馆绩效评估在电子资源、计算机终端、经济成本和用户培训方面的网络服务统计指标体系和绩效评估指标体系进行了比较研究。并根据我国的实际情况和具体应用要求,制定了标准规范的数字图书馆服务绩效评估体系,对国内数字图书馆绩效评估指标进行了一系列的探讨。  相似文献

随着绩效评估工作的蓬勃发展,政府信息资源管理绩效评估问题引起了理论界的极大关注,但从国内外研究的研究情况来看,该领域研究一直处于"低迷"状态.本文在总结国内外政府信息资源管理绩效评估研究成果的基础上,分析了国内外该领域研究的特点,并对中外研究情况进行了比较,指出该领域研究存在理论与方法研究不完善、制度研究缺乏等问题,并建议将这些问题作为今后研究的重点和发展方向.  相似文献

随着电子政务的全球化推进,电子政务绩效评估研究也引起了各国的高度重视,许多研究机构、咨询公司和学者对其展开了深入的研究和实践。我们在探究我国电子政务绩效评估必要性的基础上,指出我国在电子政务绩效评估实践中的不足之处,提出相应对策,如建立统一的科学合理评估体系;把经济效益与社会效益相结合;引入第三方评估机构;加强电子政务绩效评估制度建设与人才培养,为中国电子政务绩效评估工作的进一步完善提供参考。  相似文献

The importance of measuring the performance of e-government cannot be overemphasized. In this paper, a flexible framework is suggested to choose an appropriate strategy to measure the tangible and intangible benefits of e-government. An Indian case study of NDMC (New Delhi Municipal Corporation) has been taken up for analysis and placement into the framework. The results obtained suggest that to have a proper evaluation of tangible and intangible benefits of e-government, the projects should be in a mature stage with proper information systems in place. All of the e-government projects in India are still in a nascent stage; hence, proper information flow for calculating ‘return on e-government’ considering tangible and intangible benefits cannot be fully ascertained.  相似文献

It is difficult to conceive how Web users from different cultures can be encouraged to reap the benefits of an e-government initiative when its portal is suffering from culture-indifferent interface quality. Thus far, the e-government literature not only has paid scanty attention to web evaluation issues but also has been slow to embarking on cross-cultural research. As an attempt to address this concern, this investigation introduces an augmented approach to analyze cross-cultural website quality. The proposed approach consists of three parts: 1) a qualitative study of the website using content analysis, 2) an empirical evaluation using traditional statistical methods of perceptions of website users, and 3) a “persuasive quality gap” analysis that examines the gap between the composite scores of perceived importance and performance of quality attributes across the studied two cultures. These analyses were used to identify cross-cultural differences between Kuwaiti and British users' perceptions of e-government quality attributes. While the findings showed no significant differences between Kuwaiti and British users in terms of important quality features, the results revealed significant variations between the two groups in terms of perceived performance of quality attributes. Moreover, although the findings showed marginal support for the existence of differences between the two samples in terms of persuasive quality features, a post-hoc analysis of the persuasive quality gap revealed a need to consider not only important and/or high performing characteristics but also persuasive features to fully understand cross-cultural e-government quality variations. The author discusses the implications of these results for e-government design practices and future research.  相似文献

Albeit e-government has seen a steady growth, it can still benefit from a better user engagement, and usability and credibility are believed to be among the factors that influence such engagement. This paper presents an empirical study that evaluates the usability and credibility of current e-government websites and looks at user performance while using these websites. The study is based on a heuristic evaluation which aims to capture users' perception of usability and credibility. Our results show a close correlation between usability and credibility, as e-government websites with a high usability were perceived as having higher credibility, and vice versa. A number of usability and credibility weaknesses were identified on our sample of e-government websites.  相似文献

In several countries forces that resist e-government innovations apparently override those that support them. A first step is taken in order to identify organizational processes of resistance and support to e-government innovations. A multi-disciplinary and non-linear innovation model is proposed that is inspired by the Minnesota Innovation Research Program's Innovation Pathway-model. The proposed model grasps the whole process of adoption and implementation of e-government services. Observable indicators of resistance and support on the complete innovation pathway of electronic government are derived from the proposed model. Future research will have to conceptually refine and empirically test both model and indicators.  相似文献

本文研究面向政府部门的电子政务成熟度评估体系.以国际电子政务成熟度模型的思路精髓为评估指标体系的总体依据,设计了该评估体系的具体指标细项,计算各级指标体系的权重,提出了成熟度评估的计算模型.进而,选择上海市的八个政府部门为实证分析的评估样本,对评估指标中的各个维度的成熟度分别进行实证数据分析,得出评估样本在每个维度的成熟度水平.然后,以八个评估样本为分析对象,计算电子政务的总体成熟度.本文的目的是利用成熟度指标体系来诊断、考核和引导政府部门电子政务的建设,推进其向健康的方向发展.  相似文献

在分析国内外电子政务评价指标体系的基础上,针对我国城市政府门户网站的建设情况,尤其针对以为企业服务(G2B)为主的开发区网站,开发了“地方政府门户网站G2B服务能力的评价指标体系”。该指标体系由6个一级指标、18个二级指标与90个三级指标构成,并运用德尔菲法与AHP法确定了各指标权重。在后续的研究中,该评价工具被用于对天津滨海新区与上海浦东新区各网站进行评价,证明具有良好的实用性。  相似文献

Some scholars have supported e-government as a path to e-democracy, whereas others have been more cautious about the subject. In this article, we review the similarities between the concepts of e-government and e-democracy as well as evaluate e-government initiatives and e-democracy requirements in the case of Iran. We used a longitudinal study at two points in time to evaluate the path from e-government to e-democracy using two different methods: a systematic evaluation based on a checklist and a questionnaire survey. The trend of change in e-government initiatives was positive but low from 2008 to 2009, whereas the trend of change in e-democracy requirements was negative and substantial during the same period. We conclude that an emphasis on e-government as a way to e-democracy is not recommended in countries such as Iran.  相似文献

This study addresses whether e-government influences the level of corruption control in a cross-country view. To that end, it examines the influence of e-government service maturity on corruption control considering international-level political, economic, and cultural differences. The path analysis on the relationships among various global indicators reveals that e-government service maturity contributes to controlling corruption, and national culture moderates the anti-corruption effect of e-government. Cross-country disparities in political, economic, and cultural conditions influence the variation in the impact of e-government on corruption control. While convincing evidence that affluent democracies can control corruption more effectively than other countries is presented, an examination of cultural moderation finds that national cultures characterized as having unequal power distribution and uncertainty avoidance have a decreased anti-corruption effect of e-government.  相似文献

In spite of attempting to implement e-government innovations to enhance efficiency in public organizations for several decades, e-government innovation has often not met the expectations of citizens, legislatures, or the organizations. Although a wide range of causes from poor planning to improper implementation have been suggested for explanation of failures, it is still challenging to theoretically construct an explanation of what the overarching dynamic is behind those causes. To further develop the understanding of the conditions of unrealized benefits of e-government innovation, we propose a conceptual framework of a knowledge vacuum, which is an organizational condition in which excessive exploration and organizational inertia interact to create a vicious cycle of low performance. We first review the history of e-government and factors that affect the success and failure of e-government innovation. Next, we develop the conceptual framework, and apply the concept to review an e-government innovation failure case for an illustrative purpose. We conclude by discussing theoretical and practical implications of the conceptual framework and its limitations in understanding the current state of e-government innovations.  相似文献

数据驱动下,与日俱增的电子政务信息资源愈发表现出多源异构的特性,基于大规模语料设计一套电子政务领域内中文术语深度层次关系的自动化识别方案,不仅有利于从内容与结构层面弥补人工构建领域词表的不足,且对于我国政务信息资源的开放共享与后续应用更具有重大现实意义。因此,本文分别基于内容与结构双重视角识别电子政务主题词表内术语间的深层关联,通过谱聚类生成的基于内容的层次关系为初步框架,凭借形式概念分析生成的基于结构的层次关系为后期修正指导,以期构成兼顾关联术语召回率与准确率的电子政务领域术语本体。研究结果显示,电子政务术语本体的层次结构合理有效,且术语层次关系的评价结果表明知识本体具备良好的扩展性和延伸性。  相似文献
