ABSTRACT

Academic libraries provide intellectual access (discovery and procurement) to the full text of electronic journal articles through traditional library technologies like discovery layers, link resolver software and knowledge bases. These technologies mainly rely on accurate title-level metadata to successfully deliver journal articles to library users. Open Access articles pose a difficulty for many participants in the e-journal supply chain, including libraries and publishers, as Open Access status is a property of the article, not the title. A review of the literature examines: the impact of Open Access on intellectual access through traditional library technologies, current proposed solutions, and emerging technologies.

Summary

The World Wide Web makes it possible for patrons to link easily to electronic journals but does not resolve problems of selection, acquisition, serials control, and cataloging. A pilot project undertaken at the University of Southern California Libraries involved creating a subject and title index to e-journals of interest to the USC faculty on the Web with links to the journals. Upon completion of the pilot, maintenance of the collection was assigned to the Serials Department in the University Library. It then became necessary to mainstream e-journal collection maintenance into the technical services operations of the library.

Abstract

This paper describes a grant-funded research project to relocate selected print journal runs, for which an electronic version is available, to remote storage from the shelves of campus libraries at the University of California. During the project, users will rely on the electronic version of selected journals. Data, including costs associated with the project, usage of print journals, usage of electronic journals, as well as user behavior and attitudes, will be gathered and used to develop long-range strategies and institutional policies.

Summary

The Committee on Inter-institutional Cooperation (CIC) is an academic consortium of thirteen large research institutions in the midwest with its own regional network, CICNet. The CIC libraries and CICNet are building a managed electronic journal collection out of the content and collection experience of the CICNet E_Serials Archive-a collection of over 800 freely distributed electronic serials. The libraries have developed and endorsed a broad collecting policy for the new collection, the CIC Libraries Electronic Journal Collection (CIC EJC). CIC Librarians are selecting a complete, authoritative and permanent collection of electronic journals to be shared by the CIC libraries. The collection will be actively managed, cataloged and maintained by CIC libraries and CICNet staff. Some titles from the E-Serials Archive are being selected for the EJC, and many new journals are being included as well. Cataiogers from six CIC institutions are creating bibliographic records for each selected title. The records will be entered into OCLC and made available to each CIC library's online catalog. This paper focuses on the specific problems encountered in creating the managed collection: locating all issues of each title, cataloging the collection, providing access and managing the collection as a long-term cooperative resource for all the CIC-libraries, and making it accessible to the scholarly research community at large.

Abstract

Planning for the next millennium focuses on the acquisition of electronic formats and resource sharing with local libraries to extend access to information and remote electronic resources. How will we decide what our users need and whether they will use electronic resources as well as they currently use paper resources? Using a variety of computer resources, surveys, and circulation statistics, we determine what journals are essential for faculty needs in teaching, research and continuing education, and how we can best utilize combinations of electronic and print resources to position the medical library to move into the future without sacrificing the past. What role will the medical publisher play in this scenario and what are some likely trends in the medical publishing industry as the millennium approaches?.

Summary

The level of activity among libraries and publishers in Scandinavia with regard to electronic journals is relatively low. However, the interest in and discussions of this subject are widespread and it is on almost everybody's agenda. Some electronic journals are considered, including the Nordic Journal of Philosophical Logicand several pilot projects are also presented and discussed.

There are considerably more initiatives in the international arena, and one important conclusion is that the development of electronic versions of scientific journals makes the world “smaller,” that is, it is less difficult for the regional publisher to reach the international community of scientists. Many of the challenges that publishers face in the world of e-journals are considered, including copyright, fair use, one-stop-shopping, access control, printing, pricing and licensing.

The traditional system of scholarly communication has emerged over a period of hundreds of years and is now well-established regionally as well as internationally. This article attempts to identify whether there are specific characteristics with regard to new ways of disseminating scientific results in the Scandinavian region, and looks into practical experiences from the development of electronic journals.

ABSTRACT

Rather than create a collection solely to support distance learners, libraries should consider the needs of all customers when developing a digital library. The acceptance of digital libraries is dependant upon the conversion of resources to an electronic format that is easy to use and is fully searchable. While electronic journals are widely accepted by most academic library customers, the delivery of online books has had a very different acceptance rate. Rather than support the sequential reading of books, electronic books are commonly used to find information and can be particularly well-suited for reference purposes. This article will provide insight into the history of e-book models and evaluate the usage statistics of a large electronic book collection in an academic library.

ABSTRACT

Budget constraints in academic libraries have led them to seek alternative means of providing patrons with articles without subscribing to every journal requested. In order to determine how academic libraries were doing this for business articles, a study was conducted of selected academic libraries at universities offering MBA degrees. The results of the study indicate that academic libraries use a combination of ways to obtain business articles that are not held in their collections. In addition to traditional interlibrary loan, libraries are providing access to full text databases, subscribing to electronic journals and using commercial document delivery services. This article examines the influence that technology and, especially the Internet, has had on the ability to offer patrons quicker, and often better, access than ever before. In spite of tight budgets, academic libraries are finding innovative ways to fund these services in order to provide timely service to their business faculty and students.

SUMMARY

Consortial participation provides opportunities and challenges for libraries. The intellectual and financial benefits are readily apparent-if libraries work together, they gain access to more content at a lower price. However, consortial participation also provides challenges with regard to coordination and communication. Though library directors/deans often provide initial leadership, especially in the selection of the type and range of consortial participation, collection development and electronic resources (ER) librarians tend to lead the way in work on the more detailed tasks that are involved. It is, primarily, more experienced librarians who are assigned to work with consortial representatives; there is a lot of on-the-job learning.

Abstract

The Canadian National Site Licensing Project (CNSLP) is a national effort by a consortium of 64 Canadian university libraries to provide access to full text electronic journals. The first part of this paper describes the organization, funding structure, and activities, including license negotiations, of the CNSLP. The second part of this paper deals with the technical and operational issues related to electronic journal management. It describes the process developed at the University of Saskatchewan for incorporating the CNSLP material into the Library's collections and finding tools. An assessment of the jake utility as a reliable source of metadata is also presented.
