推动公共图书馆事业“中部崛起”

“十二五”以来,公共图书馆事业发展出现了“中部洼地”现象。主要表现是:资源占有与服务人口不相称;发展速度相对趋慢;均等化水平低;可比服务成本上升。实现公共图书馆事业发展“中部崛起”,主要应从以下几方面着力:国家宏观政策的调整;强化地方政府主体责任;加快县域公共图书馆总分馆体系建设;拓展和深化“图书馆+”与“互联网+”;完善评价标准的导向作用;抓住促进贫困地区公共文化服务体系建设的历史机遇。表5。参考文献4。  相似文献

情报在城市突发事件应急决策中发挥着重要作用,建立情报灵、判断准、反应快的城市突发事件情报支持体系,是城市智能化建设的重要模块,也是智慧城市公共安全与应急管理的必然要求。本研究从顶层设计入手,以应急情报流与业务流为线索,以情报体系有效运行为目标,探究智慧城市应急决策情报体系的构建问题。从人员要素、机构要素、技术要素、资源要素、制度要素与行为要素六个方面,厘清了智慧城市应急决策情报体系的框架内容。从组织体系、保障体系与运行机制三个层面系统探讨了智慧城市快速响应情报体系的协同运作模式。大数据时代,智慧应急的情报工程化与情报平行化是未来发展的方向。图6。参考文献40。  相似文献

A Publisher Perspective: How One Publisher is Responding to the Changing World of Scholarly Communication

For this talk, Marks was tasked with summarizing the important trends in scholarly publishing in 45 minutes. The speaker reflected on the rapid changes that have occurred in journal publishing, which followed more than 300 years of relatively slow progress. Marks discussed key technology trends such as data curation, Open Access (OA) mandates, and the changes occurring in the global landscape of scholarly communications and library budgets. Wolters Kluwer Health has been responding to these trends with new publishing experiments including a Platinum OA model in emerging markets. Marks discussed the ways that publishers and libraries need to alter their traditional practices and instill a focus on their customers and communities.  相似文献   

Re-Envisioning E-Resource Holdings Management

For e-resource librarians, maintaining e-book and e-journal holdings within electronic resource management systems is a labor intensive and often manual process. In 2014, with the aim of saving library staff valuable time and effort, the Online Computer Library Center, Inc. (OCLC) launched a service to provide automated holdings management within the WorldCat knowledgebase. For a select group of content providers, including some of the largest e-book aggregators, holdings information can be populated and updated automatically within the knowledgebase without intervention from library staff. At the University of Toronto Libraries, we conducted a study to assess the accuracy and efficiency of these automated holdings management services. This presentation outlines the results of the study and provides suggestions for further improvement to the current services offered.  相似文献

The explosion of availability of information on the Internet requires that libraries evolve into value-added information providers, rather than mere curators of collections. Modern libraries need to stay relevant to a diverse, technologically savvy patron base and to facilitate and add value to the research community, while facing significant resource constraints. To face these challenges, libraries need to embrace digital technologies and library management systems (LMS) in order to work smart and achieve more with less. While LMS systems have been around for decades, libraries can explore the new frontier by embracing open source solutions, like open source software (OSS) library systems, which are free to acquire. They need to collaborate with computer experts and become technologically savvy to harness the full power of OSS solutions to meet the specific needs of the library and patron base. On the surface, it might appear that libraries with different collections, staffing levels, and budgets would have to make use of different tools to address their e-resource management needs. However, in their review of electronic resources lifecycle work at North Carolina State University and Georgia Perimeter College, Tessa Minchew and Sofia Slutskaya discovered that this is not always the case. The presenters reviewed the electronic resources lifecycle and three distinct types of tools (content management systems/wikis, Microsoft Access, and Trello) that are being used in different ways to address different lifecycle-related tasks at each of their institutions.  相似文献

[目的/意义]科学化、规范化、定期化的图书馆战略规划对我国图书馆而言仍处于初始发展阶段,调查研究并吸收和借鉴国外图书馆战略规划的相关成果,将加快我国图书馆战略规划的理论与实践发展。[方法/过程]调研国外39份最新图书馆战略规划,以之作为研究样本,分别从战略规划时间长度、战略规划体例、战略规划文本词频等维度进行较为深入的分析与研究。[结果/结论]国外图书馆重视图书馆战略规划工作,重视图书馆战略规划文本的产生与执行,重视战略环境分析以及战略制定过程中各种因素的协调作用,其开展战略规划图书馆之广泛、战略规划时间之连续以及战略规划体例之规范都为我国图书馆战略规划的制定提供了重要启示和宝贵参考。  相似文献
