Racial moral panic and African youth in Australia

Since the mid-1980s, Australia has resettled thousands of African refugees. This paper focuses on the racialization of youth violence and the damage it sustains on refugee-background young Africans. The discussion proceeds in two interrelated stages. In the first stage, to understand the representation of African youth in the public sphere, the paper reviews the relevant literature, media headlines, and political commentaries. In so doing, it establishes that the continual framing of African youth as dangerous and violence-prone by conservative politicians and media outlets amounts to racial moral panic. In the second stage, guided by narrative research methodology, a small group of young Africans were invited to reflect on their everyday life under racialized frames. Accounts of the youth are presented under four themes: the presumption of guilt, emotional ill-being, opportunity hoarding, and the permanence of otherness. It is argued that, if left unaddressed, the racialization of youth violence can diminish the integration outcomes of African youth.  相似文献   

Abandoning Either/Ors in Analyzing Shifts in Humanitarian Reporting

ABSTRACT

The shifting constitution of journalists as humanitarian actors has profound implications for changing forms of journalism practice, as well as for the normative models through which journalists understand and reflect on that practice. In an effort to develop a more empirically-grounded engagement with change, this article explores the interview testimonies of Australian journalists who cover international and humanitarian issues. It argues that frameworks reliant on stark oppositions (between past and present, optimism and pessimism, or moral agency and material structure) are both empirically and practically problematic, and seeks to move beyond these. Engagement with data from semi-structured interviews offers insight into how journalists’ perceptions of and responses to change are shaped by the historical and shifting institutional relations in which they are implicated.  相似文献

分析澳大利亚政府为实现其"富有创造力的中等强国"目标而在体育促进发展、体育外交领域实施的一系列资助计划和发展战略,将澳大利亚体育外交战略规划与实践的成功之处概括为6个方面,即体育外交与国家发展战略高度关联、战略目标关注国际社会前沿议题、战略实施中建立多元合作伙伴模式、战略资金保障制度健全、重视发挥大型体育赛事作用、实施体育外交绩效评估。据此提出对中国体育外交的启示:①持续增强体育综合实力,获得广泛国际认可;②构建中国体育外交战略,坚持周边体育外交优先发展;③提供具有吸引力的体育思想,主导国际体育秩序变迁;④建立多元体育外交合作模式,充分动员各种社会力量;⑤重视体育外交绩效评估,确保实现国家核心利益。  相似文献

The forgotten promise of e-government maturity: Assessing responsiveness in the digital public sector

Assessing e-government responsiveness is one of the major gaps in the currently dominant e-government maturity models. While we have a relatively large pool of models focusing on technological and organizational integration from a supply side perspective, measures of responsiveness of e-government systems from a user perspective are still lacking. Replicating a study from New Zealand and Australia, this study explores the response time and quality of e-mail response in Danish local and central governments (N = 175). Despite that Denmark is high ranking in international benchmark studies, we find that one third of central government agencies did not respond at all, and close to 80% of the ministries provided none or incomplete answers. Local government responds faster and provides answers that are more complete and accurate than those provided by central government. Implications for e-government are discussed.  相似文献   

Dialectics of design: how ideas of ‘good design’ change

This paper advances a first‐pass theory of change in the styling of objects of domestic utility. It is based on the idea that the expressive potential of design for the maker, the user and the designer exists in tension with other desirable properties of the designed artefact.
