This article examines whether Section 255 of the 1996 Telecommunications Act achieves accessibility for people with disabilities. Taking the interest group approach, it shows that the Federal Communications Commission (FCC) implemented Section 255 in a way that is favorable to the telecommunications industry and not to people with disabilities. The FCC's regulations only encourage the telecommunication industry to consider accessibility issues for people with disabilities. This proindustry regulatory bias is in keeping with the established pattern of policymaking in other areas concerning people with disabilities. The paper argues that if the FCC continues to rely on the voluntary efforts of the industry, people with disabilities will not enjoy benefits of access to telecommunications systems.  相似文献

U.S. federal websites are required to be accessible for people with impairments. However, despite the existing regulations and guidelines, many federal websites continue to be inaccessible, and accessibility policy statements available on federal websites often do not provide any useful information. This paper provides three contributions to the research literature: (1) an accessibility evaluation of 100 federal home pages using both human and automated methods, (2) a content analysis of existing website accessibility policy statements, and (3) a discussion of the relationship between actual Section 508 compliance and the existing accessibility policy statements on a website. The paper concludes with recommendations for improving policy related to Section 508 compliance for websites.  相似文献

【目的】 调查开放获取期刊目录(DOAJ)收录的所有开放获取(OA)期刊的可达性和稳定性,以期为OA期刊长期保存和访问提供技术支持和参考。【方法】 采用网络调研法,结合Excel宏和人工测试,对2017年5月8日下载的DOAJ元数据中全部期刊进行可达性和稳定性的调查。该调查为期3个月,分3次进行。【结果】 在3次调查中,能够成功访问至少1次的期刊共9104种,占样本期刊总数的96.4%。虽然第1次和第2次调查的可达率接近,但是从单个期刊角度分析,在第1次调查中可达的期刊,在第2次调查中未必可达。【结论】 DOAJ收录的OA期刊可达性较高,但其稳定性还有待提高。经济发达的国家或地区的OA期刊数量较多、可达性较高。虽然各学科OA期刊数量差异较大,但是各学科期刊可达性差别不大。  相似文献

Distributed education delivered via the Internet is a growing practice, with most institutions offering at least course websites and many expanding to full course offerings and even online degree progams. There are two schools of thought with regard to delivery mode: the larger group has focused on asynchronous delivery, accessible at any time via webpages and interactive tutorials and quizzes, while a smaller group advocates synchronous delivery where students are online and interact during class time. This paper summarizes the advantages and disadvantages of the two delivery modes and describes our successful and growing experience of more than a decade using an open source synchronous delivery tool blended with a variety of asynchronous capabilities and classroom instruction. We conclude that a synergistic combination of the two modes with in-person instruction, designed to provide maximum flexibility to the student within the constraints of the subject, offers the best support for student learning. www:  相似文献

User satisfaction is a crucial factor for continual usage of e-Government services and for the success or failure of e-Government projects. The main challenge for Jordanians is what are the key determinants of their satisfaction? This paper aims to identify the key factors that determine Jordanians' e-Satisfaction with Jordan's e-Government services portal. Based on an extensive review of relevant literature, five hypotheses are formulated and five factors are identified (i.e., security and privacy, trust, accessibility, awareness of public services, and quality of public services) that may affect the Jordanians' level of satisfaction towards using the Jordan e-Government portal (www.jordan.gov.jo). Survey data from 400 employees in four universities in the northern region of Jordan were collected and used to test the proposed hypotheses. Based on multiple linear regression and factor analyses, our empirical analysis demonstrates several key findings. These findings indicate the usefulness and importance to unveil the key drivers of e-Satisfaction so as to provide feedback in a set of recommendations that will enable creating e-Government portals which are compatible with citizens' needs, desires, and expectations. They also provide insights for both practitioners and governmental policy-makers to enhance e-Government portals via accounting diverse factors of technical, behavioral, managerial, and motivational aspects. ABSTRACT

The Council on Public Liberal Arts Colleges (COPLAC) libraries websites were assessed for Section 508 errors using the online WebXACT tool. Only three of the twenty-one institutions (14%) had zero accessibility errors. Eighty-six percent of the COPLAC institutions had an average of 1.24 errors. Section 508 compliance is required for institutions receiving federal funding. While this study shows the need to correct the existing errors, the low error rate shows that COPLAC institutions have generally been conscious of accessibility standards and are working toward achieving fully accessible websites. Studies of the connections between average accessibility errors and the geographic locations of these institutions, the amount of federal funding received, and size were inconclusive. The main aim of the study is to demonstrate the need to check library websites using the free WebXACT tool. This tool offers suggestions for accessibility that should serve to decrease the number of pages that are inaccessible to patrons.  相似文献
