本文基于IT治理理论和电子政务文献,构建了电子政务实施中IT治理模式的分析框架,并对6个中国地级市信息主管部门的87个电子政务实施项目进行深度调查,识别了5种治理原型,形成了电子政务治理安排矩阵,总结了5种典型的IT治理模式及其形成的主要原因。案例研究结果显示了与西方学者不同的研究结论,中国地方政府电子政务实施中IT治理模式尽管呈现出多样化态势,但是典型治理模式的形成,与电子政务决策项的类型无明显关系,主要受到行政压力和IT部门影响力的共同作用,同时由于与其相匹配的治理结构和治理机制的明显不足,导致相同IT治理模式的治理绩效存在显著差异。  相似文献

This paper offers an exploratory analysis into the relationship between E-Government conceptualization and its intended impacts. By combining three independent research streams of technology transfer, information technology conceptualization and impacts, the expected national impacts of E-Government were theorized to influence how policy makers and implementers in developing countries conceptualize E-Government. The paper utilizes a qualitative research approach that is underpinned by critical realist assumptions. Actor–Network Theory was used as the meta-theory for the analysis. The findings point to a thinly-veiled control agenda by the Central Government bid to extend their control over local authorities through E-Government. The process of building an E-Government infrastructure is unfolding in an environment in which local actors' interests are weakly inscribed, while interests of the global actors are strongly inscribed. The overall implication is a trend in which the Central Government is enhancing bureaucratization through managerialization.  相似文献

This paper analyzes the implementation of new intermunicipal structures in Italy to support the development of E-Government in the country's peripheral areas. Our exploratory case study, conducted in the Piedmont Region, shows that intermunicipal collaborations can facilitate the coordination of interdependent subjects, rationalize existing resources (e.g., through the reuse of application software solutions), and prevent the dispersion of federal government funds. Nevertheless, intermunicipal collaborations alone do not seem to have the power needed to ensure that decisions made at the central level will automatically translate into concrete and binding commitments for the municipalities involved. From a methodological standpoint, the article makes use of the analytical frameworks offered by organization science to interpret the effects of collaborative arrangements on E-Government implementation.  相似文献

Delivering on the promise of E-Government (E-Gov) to implement IT-enabled changes implies that processes and service delivery modifications are incorporated into the routine operations of the public sector. This is referred to as institutionalization. In contrast, institutionalizing E-Gov involves practices through which system functionalities and procedures come to assume an embedded status within the organizational environment. Prior research has focused on institutionalization but offered few clues on these institutionalizing practices of E-Gov within organizations. Our theoretical framework posits that institutionalizing of E-Gov can be analyzed as situated practices. We apply this conceptual approach to analyze the case of an 11-year implementation of a strategic E-Gov project that automated the land mapping registration services and their delivery to the public. We examine institutionalization outcomes as construction of actor-networks and institutionalizing practices as enactment of actor-network reconfiguration. Our findings provide evidence of black-box status for some E-Gov functions and situated institutionalization for others. We thereby extend the research on E-Gov post-adoption and post-implementation behaviors by providing early evidence of generic institutionalization measures and institutionalizing practices.  相似文献

Usability methods have received relatively little methodological attention within the field of E-Government. This paper aims to address this gap by reporting on a usability test of the municipal website of Deventer (the Netherlands), carried out by means of three variants of the think-aloud method (concurrent/retrospective think-aloud protocols and constructive interaction). These three methods had proved successful in a previous evaluation of a different municipal website, yet we decided to replicate our study in order to investigate whether the three methods would reveal different results when applied to another municipal website with a different information architecture. The results of our study showed that, as in the previous municipal website evaluation, the three evaluation methods were largely comparable in terms of output. Nevertheless, we did find a number of differences between the present and previous municipal website evaluation regarding the workings of the three methods—differences that could be explained by the different information architectures of the municipal websites tested. This suggests that the three evaluation methods might indeed work differently depending on the nature of the website that is being evaluated, and calls for more research into the effect of task type on the validity of evaluation methods.  相似文献

Many studies mention the importance of national e-Strategy as it is a vital contributing factor for ICT-enabled development. However, it is difficult to find a conceptual framework that suggests how the national e-Strategy should be defined and applied by the target country. This creates more confusion for policy makers. This paper reviews previous research on national e-Strategies to recognize its significance as a major contributing factor. Based on that, this research defines the critical success factors of national e-Strategy and investigates the possibility of prioritizing factors by the scale of economy through a Delphi survey. By reviewing the evaluated status of e-Readiness and co-relating the evaluation with economic status, we may further investigate the significance of the digital divide and national e-Strategy. The outcome of this research may be applicable in differentiating critical success factors from general ingredients of National e-Strategy.  相似文献
