Mediation has become common in many areas of society, including marital dissolution, community disputes, governmental agencies, and business and industry. Though higher education has been slower than society to adopt mediation services, campus mediation is becoming increasingly more common. Abstract

This paper describes in detail the arrangements for planning in higher education in the Federal Republic of Germany. The current problems in higher education are defined and their historical evolution is alluded to. The various planning agencies are described and the work of the Bund‐Lander‐Kommission fur Bildungsplanung und Forschungsforderung (BLK) is given particular emphasis. Planning issues are then related closely to current problems and the continuing work of the BLK is outlined. Conclusions on the efficacy of planning are reached.  相似文献

During a conference organized as part of I.Y.D.P., parents of the disabled from throughout Queensland attempted to identify the primary needs they experienced in coping with a disabled child in the family. Recommendations were made concerning the provision of services which would help to alleviate these needs. Issues and recommendations concerning education, including educational rights, legislative and financial considerations, teacher education, and the adequacy of educational services, are discussed in this paper. The dearth of a range of appropriate post‐school options was of crucial import; provision of continuing education services for disabled school leavers, including minimally handicapped students integrated into regular classes, is seen as an urgent requirement. Co‐operative planning and service provision should be given priority status by special education authorities, tertiary institutions and employment departments and agencies.  相似文献

The last decades have offered social scientists an abundance of material for studies of governmental reform policy in the area of higher education. Reforms of educational politics have been legion in great parts of the world, probably in a particulary high degree in Europe. My purpose is to describe Finnish higher education policy during the last two decades in the four policy areas of (1) quantitative planning and regionalization, (2) social recruitment, (3) governance, and (4) teaching and studies as compared to the development of Western Europe. In the second part of this paper the implementation of the Finnish higher education reforms is analyzed. The third part analyzes the development of the Finnish higher education system and focuses on the various alternatives not chosen by the government. In the final part I discuss the recent trends in Finnish higher education in respect to consistency and change.  相似文献

高等继续教育在高等教育大众化发展历程中发挥着重要作用。随着现代教育技术的不断进步,天津高等继续教育的基本格局已经发生了变化,呈现出高等学历继续教育规模偏低、非学历继续教育亟待提高、远程教育迅速发展的现状。针对这些变化,提出扩大高等继续教育规模、明确高等继续教育发展定位、创新高等继续教育人才培养模式、建立高等继续教育管理体制、实施高等继续教育改革与发展试点项目等五项措施,对于探索天津高等继续教育发展规律,科学制定发展战略和政策,促进高等继续教育持续发展,具有重要的理论和实践指导意义。  相似文献

在新时代发展背景下,继续教育实践领域不断发展,研究范畴不断扩大,继续教育的概念也在不断深化和拓展。在党和国家发布的一系列政策文本中,继续教育已成为提升国家核心竞争力、建设创新型国家、构建学习型社会重大发展战略。从继续教育的概念出发,以政策文本为线索,追溯我国继续教育概念的演变,梳理其发展脉络,为探寻新时代继续教育的发展定位提供有益的思考。从实践内容上看,继续教育与成人教育既是我国教育实践上不同历史阶段教育体系构成的不同表述,也是二者随时代发展而不断吸纳和融合多种教育思潮后的产物。终身教育、终身学习和构建学习型社会等多种理论思潮的融入,赋予继续教育不断深化和拓展的动态发展特征。  相似文献

This paper explores the impact of changing higher education policies and funding on university adult and continuing education in England and Aotearoa New Zealand. It discusses some of the contextual factors contributing to sustaining continuing education in New Zealand, against the tide of developments elsewhere, and in spite of its subjection to the influence of neoliberal policies since the 1980s: an ethos of public knowledge dissemination, acknowledgement of the universities' role as ‘critic and conscience’ of society, a broad commitment to educational equality and a strategic as well as pragmatic approach. The paper describes developments in one New Zealand continuing education department as it experiences institutional and political change. The author concludes that, in spite of demonstrating considerable resilience, the structures and activities of continuing education departments in New Zealand are as fragile as they have been in England. ‘Radical hope’ is advocated as the university‐based adult educator's response in difficult times. It involves challenging the assumptions of neoliberalism, and reaffirming the political nature of adult education.  相似文献

ABSTRACT

This paper argues that Non-formal Education (NFE) has seen a remarkable revival of interest across both developing countries and the more highly developed countries. Among the factors causing this revival is the search for alternative educations to meet the needs of different groups in society. But in the process, NFE has been relocated – not so much as ‘outside’ formal educational institutions but as a different kind of learning programme within a continuum of lifelong learning covering formal, non-formal and informal learning. It argues that the adult learning targets contained in every one of the Sustainable Development Goals (SDGs) cannot be met by formal learning programmes alone and require a much expanded non-formal education programme. To deliver this, the paper suggests that the current movement for community learning centres (CLCs) can provide a base for operationalising NFE for the SDGs. It takes a case study, the Folk Development Colleges of Tanzania, as an example of the kind of national system for NFE which can be built. It ends by looking at current redefinitions of NFE and at where such an NFE system might fit into the governmental architecture of educational planning.  相似文献

This article explores the discursive formation of inclusion in early childhood education and after‐school (recreation) centres in a Danish municipality. While inclusion has been a central educational issue in research and practice for well over quarter of a century, with continuing emphasis worldwide on ‘initiatives by governments’, this interest has centred on the school environment and institutions of higher education. Thus, despite increasing recognition of the significance of preschool and after‐school‐care, inclusion in these environments remains peripheral to the main debate.  相似文献

随着信息技术的高速发展,加之后疫情时代线上教学的广泛使用,慕课现阶段已经进入全面崛起的发展阶段,对当前教育领域带来了较为深远的影响。很多教育领域的专家和研究学者指出,慕课的出现是在出现印刷术之后最为伟大的发明和创造,使得我国的教育领域展现出更为光明的发展前景和无限的曙光。慕课作为一类创新性的教育形式,与我国的高等继续教育具有较高的契合性,二者具有相似的教育理念——颠覆传统教学形式中的课堂教育。慕课具有较为灵活的教学形式,设计较为丰富多样,更加适合高等继续教育这一教育群体,能够有效满足高等继续教育的育人需求。因此,基于理论层次进行分析,实现高等继续教育自主学习和慕课之间的牵手,不管是创造的社会效益还是带来的教育意义,相较于普通的教学形式来说都具有更强的教学价值和推广价值,但是在使用新教学形式的过程中也不可避免地会带来一些新挑战,面对慕课为高等继续教育带来的挑战和机遇,需要积极探索正确的使用路径,促使我国的高等继续教育事业实现创新性突破和发展。  相似文献

State higher education agencies in the US are in a propitious position to improve the educational environment for students who transfer from one institution to another within a state. This paper reports on the results of a nationwide survey on the assessment of the transfer function by state higher education agencies. Using a benchmarking methodology, the paper suggests some 'best practices' of state higher education agencies in the organisation and use of transfer student information systems. The paper has relevance for institutional personnel and public policy makers since the number of transfer-oriented institutions and the number of transfer students are increasing across the globe.  相似文献

以西部大开发五年多来的教育发展为背景,采用德尔菲咨询法,调查了国内30位专家对区域教育发展战略选择和西部教育政策调整方向的意见。多数专家认为,在区域教育发展战略的选择上,应当均衡地普及九年义务教育以及高中阶段教育,非均衡地调整高等教育布局,促使国家扶持、东部地区支持与西部地区自身努力有机结合,坚持走区域特色发展、分类推进的路子。在西部教育政策的调整上,要加强中央政府政策与西部地方政府政策之间的配套;进一步协调部门政策,以切合西部教育发展实际;加强中央政策的法律支撑体系和良性运行机制建设;采取不同方式处理东、中、西部及西部内部地区之间的关系;健全投入体制,深化办学体制改革和制度创新。  相似文献

"我国高等工程继续教育体系架构研究"课题研究,对我国高等工程继续教育现状进行了调查。调查发现,目前各种教育机构开展工程继续教育相对比较独立和封闭,按个体利益需求发展,其教育产品带有挤占性和缺失性,其教育缺乏统一的认定标准。企业和市场的人才需求不能得到满足,导致当前我国劳动力市场上人才结构性失衡现象十分严重。因此,通过对工程继续教育教学方法、技术手段的规律探索,基于终身教育理论,从工程技术人员职业发展、企业发展培训体系、师资队伍建设、教学资源建设、教学方法运用和教育技术手段等方面,探索高等工程继续教育教学方法、技术手段的实现,架构其教学模式。研究表明,我国工程继续教育教学方法与技术手段呈多样化发展态势,信息技术教学手段在我国工程继续教育中的作用愈加重要。  相似文献

This is the concluding part of a three-part series on Planning, Program, Budgeting Systems (PPBS) in higher education planning and management. After the experiences of the University of California with PPBS, which we reviewed in Part II, and the subsequent lack of success of PPBS in non-defense applications, we believe a more carefully focused policy analysis approach to be more fruitful. In this paper we describe the nature, foci, and analytical base for policy analysis and present a case study of policy analysis applied to the decision of year-round operations for the University of California. 继续教育培训的发展,能够规避"人口红利"~①窗口关闭带来的不利影响,培养大量建设人才,促进社会人力资本"由量到质"的转变。继续教育作为培养和发展人才的重要途径,同时也作为建立与完善终身教育的重要途径,在我国的教育体系中被重新的定位和认识。文章通过构建地方政府、社会组织~②(继续教育培训提供机构)和教育服务受众三方的演化博弈,分析三者之间的策略选择和行为的影响因素以及均衡稳定状态。结果表明,任何一方行为的演化都与另两方博弈主体策略选择有关,降低地方政府和继续教育培训提供机构的合作成本,增加双方的合作收益,降低教育服务受众的参与成本,增加其收益,是推进继续教育发展的关键。  相似文献

The last decade has seen a growing recognition amongst international donors, development agencies, non-government organisations and academics of the vital role education can play in bringing about recovery following violent conflict, natural disaster and other crises. This has led to the development of increasingly targeted and sophisticated programme planning and management tools, for use by government ministries, UN agencies and non-governmental organisations in fragile contexts. Drawing on the 2010 independent study of UNICEF's Education in Emergencies and Post-Conflict Transition Programme, this paper explores the transformative role education can play in post-conflict recovery. It argues that while basic education assistance can have a catalytic role in helping states during the early stages of a transition out of violent conflict, there is the need for a better understanding of its role in building peace at the national, sub-national and community levels. The paper also argues for the development of a solid evidence base to inform policy and practice at all national, regional and community levels so as to demonstrate conclusively the important role played by education during and in the aftermath of conflict.  相似文献
