利用开放式创新理论研究科技资源的共享与管理,能为科技资源管理提供新的理论依据。在开放式的环境 中,分散的知识提供者、非相关企业、科研机构、风险机构和政府都是重要的资源要素,开放式创新管理中的科技资源 有了高度流动性、非独占性和非边际效应递减等新特性,这就使得在资源的知识产权管理中,要对现有策略进行修正; 对于科技资源服务行为的评价,将体现开放式创新的资源共享度或开放度的概念引入现有的资源服务评价体系中。  相似文献

科技创新后备人才价值定位和培养需求的转变殷切呼唤新型科学教育实践载体和教学方式的支撑,在此背景下探索依托科技馆平台开展科技创新后备人才培养的实践路径势在必行。国际科学场馆教育在科技创新后备人才培养方面提供了诸多经验,其主要实践特征表现为:注重树立特色化的教育品牌、着力建设系统化的教学组织生态、全面推进科学普及和科技创新教育的协同发展、专注打造分层次模块化的创新课程体系。借鉴国际场馆创新教育的先进经验,我们可从科技馆教育的政策理念、学习资源、教师发展、课程教学、社会互联和技术支持维度入手映射科技创新后备人才培养的选才、育才和评价环节,构建依托科技馆平台开展科技创新后备人才培养的行动路径。  相似文献

Archivists during the past decade have been greatly concerned with archival education and professional development and the proper context of archives training programs: History, Library Science, or independent Archival Science degree programs. Library schools offer the most reasonable possibilities because of their move toward new information technology and management strategies and a broadening of the older library-centered core. If their curricula can accommodate the differences between libraries and archives and alter their dominant focus on the book and traditional library procedures such as cataloging, then archival concerns can be divergent professional vantage points, alternative strategies and multi-disciplinary discussion about common issues such as the organization of information, shared problems and policy implementation. Archivists are at a crossroads, with choices to remain separate and exclusive or to work for alliances and cooperation. Technological developments make the latter choice imperative.  相似文献

This study is concerned with the government policies and programs to support the process of technology and innovation development of Thailand. The paper also discusses the government policies to promote the Information and Communications Technology (ICT) businesses. The comparative case of Taiwan has shown that the strong innovation networks under the management of the Ministry of Economic Affairs (MOEA) enable the successful technology catch-ups. The results show the government interventionist models of Thailand and Taiwan in providing various financing policies and programs to develop high technology-based businesses. The analyses of policy implications and strategic implementation of innovation financing programs provide useful lessons for other developing economies.  相似文献

In today's environment, there is a proliferation of Web-based programs that are being used by library clientele that offer a new twist on the well-known reference management programs. Basically, these new programs are PDF-manager software (e.g., Mendeley or Papers). Academic libraries must play a direct role in supporting the next generation of entrepreneurs to get their start. The primary way to do this is through the development of library space to support innovation. Additionally, entrepreneurial library and information science (LIS) students should look for work beyond the library. The knowledge and skills that they acquire in the classroom are exactly those that startup companies need and want in new hires. If academic libraries embrace the need to break from the old and try something new, they can become hubs of innovation on increasingly entrepreneurial college campuses. And if entrepreneurial LIS students embrace the learning objectives of their programs, they can become the ideal new hire for any number of emerging innovative startup companies.  相似文献

The composition of the innovation infrastructure, as well as the most critical phases of information security at stages of the innovation cycle, is shown at the macrolevel. The foreign information systems focused on the support of innovation activities are considered. The integration of national information systems of the countries–members of the European Union into a single science and technology and innovation space is noted as a steady tendency. The most important Russian information systems focused on the support of innovation activities and the functionality of the Federal Portal on Science and Innovation and the Unified State System of accounting results of scientific research, development, and engineering works are presented. There is a lack of development of the communicative functions of information systems in scientific funds and federal scientific and technical target programs. We propose a backward tracking model for measuring knowledge transfer in the whole translational research spectrum. Using the drugs-patents-papers-grants backward linkages, we try to figure out the funding-science-technology-innovation translational pattern and ponder some policy implications on e.g., which priority areas and knowledge convergence level are more likely to generate new drugs. The drug-patent linkage data was accessed through the USFDA Orange Book, covering a drug's active ingredient, formulation, or methods of use for approved indications. It will take about 10 years from the application of earliest patent to the approval of the new drug. Also such high-value patents in FDA Orange Book tend to cite scientific knowledge published on average 10–15 years ago. The technology linkage of new drugs was relatively stable while the science linkage of technology inventions increased rapidly. Among the scientific papers cited by drug patents, private-institution originated papers are only a quarter of the public. By linking theses scientific papers with funding sources, we found a large majority (90%) are public-funded and only a very small part are private-funded or public-private joint-funded. Our study also indicates the importance of research on such fields as pharmacology, chemistry (including medicinal chemistry, biochemistry, and organic chemistry), molecular biology, neurosciences, and immunology on new drugs innovation. There is no obvious relationship between “basicness” and linkages to the resulting patents’ impact and to drugs innovation. A balanced basic research and applied research maybe essential for fostering drug innovation because it is a complete chain translating from basic discovery to clinical evidence then to clinical practice. In order to achieve successful pharmaceutical innovation, rather than focusing on only technology, convergence with science at moderate levels (maybe 1/3) is suggested.  相似文献

Patents are invaluable sources of technological information, of importance not only to inventors, but also to the processes of economic development and technology transfer. Researching patents is an excellent means of tracking a business competitor, forecasting technological innovation, learning how to make and use a device or process, and finding answers to specific technical problems. Nevertheless, patents are under-used as sources of technical information. Many libraries, including the libraries of Penn State University, have established outreach programs to overcome that low use. Through the provision of such programs, libraries have the potential to be key players in the development of closer ties among universities, industries, and individual entrepreneurs. Locating patent information may not be an easy task, but it is not as complicated as many think. The development of computerized information systems has simplified the search process. Reference librarians, even non-documents librarians, can be of enormous assistance in leading researchers to patent information. However, they must be even more aware than usual of the need for confidentiality, when providing patent reference service.  相似文献

Entrepreneurial, independent digital media sites arose in response to disruption in the journalism industry brought on by emerging technologies. This study explores this trend in Latin America from the perspective of audiences. Based on surveys of readers of entrepreneurial digital news sites in Guatemala and Nicaragua, this mixed-methods study offers a snapshot of who these readers are and what they are interested in. Results showed readers of the Guatemalan and Nicaraguan news sites valued equally quality journalism and innovation, but differed when it came to the importance they placed on the sites’ business models. This study also illuminated a new dimension of innovation, one from the readers’ perspective. While some respondents associated innovation with use of new technologies, in general readers defined innovation as unique (to the region) and alternative (to mainstream media) ways of doing journalism; their definition, unlike that of journalists, was not necessarily technologically driven.  相似文献

[目的/意义]分析资源配置对高校科技产出的影响,有助于发现高校增强科技创新能力的着力点。[方法/过程]以新能源汽车产业为例,首先对我国在该产业领域的科技论文和专利产出总体情况进行分析;并将分析结果与车辆工程专业全国排名前10的高校的相关科研产出进行对比,根据对比结果,进一步分析这10所高校人力、经费、科技服务等方面的资源配置对其科技创新产出的推动和影响。[结果/结论]科技服务作为一种无形生产力,在推动科技产出、提升产业核心竞争力方面具有不可或缺的作用,尤其是以图书情报机构为主体开展的各种科技支撑服务。因此,在新经济常态下,面向产业创新提供支撑服务是今后高校图书馆服务国家创新战略的重要发展方向。  相似文献
