Continuity and Change in the Collegial Tradition   总被引:1,自引:0,他引:1  
This article has four main purposes: to explore the meaning of the idea of collegiality, to consider its importance in the governance of British institutions of higher education, to examine the pressures for change that have been exerted upon both the collegiate model of the university as well as upon the idea of collegiality, and to ascertain what relevance – if any – the idea of collegiality has in the context of a system of mass higher education. The article is a report upon ongoing research, of which interviews with some fifty Oxford academics and officials form the core of its empirical base. Naturally we welcome feedback. An important subtheme is our attempt to understand the process of change in British higher education. Our analysis suggests that the change process is best understood through an analysis of the interaction between state pressure for change and developments within the character of the academic profession.  相似文献

This article sets out in the context of globalization to identify, examine and discuss issues related to structural adjustment and educational restructuring in China, with particular reference to university merging and changes in higher education governance models. While it is basically an historical and documentary analysis of policy change in Chinese higher education, this article focuses on restructuring strategies that the Chinese government has adopted to make its university systems more competitive and efficient in the global market context. University merging in China should not be simply understood as a pure higher education reform but rather a fundamental change in higher education governance model from an ‘interventionist state model’ to an ‘accelerationist state model’. Rather than globalization bringing about the decline of the nation state, this article shows transformations taking place in Chinese universities may not necessarily diminish the capacity of the state but instead make the Chinese government a more activist state in certain aspects.  相似文献

European universities are increasingly facing competitive environments, declining resources, and changing societal needs. Factors influencing this development are globalization, the changing role of the state, economic restructuring, information technology, and student and staff mobility. Adaptation to these new environmental conditions involves changes in major structures and processes of academic organization. This article describes these environmental demands and presents institutional responses illustrated through empirical results. The importance of governance, management, and leadership regarding adaptation are of special concern in this analysis. Implications for higher education research and practice include consequences for university management as well as for new areas for empirical work.  相似文献

The new phenomenon of European integration has again challenged ourconceptual and empirical tools for higher education studies tointegrate the international dimension into frameworks that tendto concentrate on the single nation state and domestic policieseven where international comparisons are made. It drives as wellthe awareness of certain blind spots: namely (1) the concentrationon policy effects, neglecting the input side of policy formation,and (2) the concern with macro level policy-making and meso levelorganisational adaptation, neglecting to some extend the microdynamics and effects in the actual practices and performances ofacademic work. This paper makes an attempt to contribute from acertain perspective on governance studies to the ongoing debate onthe challenges ``internationalisation' or ``globalisation' bringup for higher education policy analyses and especially for comparativeresearch in that area. 当前国家正在各个领域推进治理体系和治理能力现代化建设,高校继续教育治理现状距离现代化治理要求还存在较大的差距。与高校其他治理模式相比,善治模式在推进高校继续教育治理迈向现代化建设上更具优势和正义,也更符合高校继续教育治理的实践诉求。把善治模式带入高校继续教育治理领域,需要围绕公共利益最大化这个核心议题厘清公共利益是谁的利益、公共利益该如何整合以及应怎样实现三个基本问题。在善治模式下,高校继续教育治理中的重要主体应按照政府调控、学校主导、学员参与、专家导引、社会协同的逻辑展开行动。  相似文献

This article addresses the issue of change in the government‐university relationship. As has become increasingly clear for both analysts of higher education policy and for administrators in higher education institutions, a fundamental shift in the relationship between national governments and higher education institutions is taking place in many western European countries. In some countries, these changes are occurring at greater speed than in others, but the movement to what has been labelled “state supervision” is quite dominant. The first part of the article analyzes the rationale for this change at system level by tracing its historical imperatives; after which it discusses the concept of the supervisory governance model. The second part focuses in particular on one of the key objectives of higher education policy, namely diversity, and addresses the question of the extent to which a supervisory governance strategy can contribute to the attainment of this objective and what doing so implies for the role and function of higher education institutions. By focussing on the specific issue of diversity, the authors intend to demonstrate the dynamic relationship between governments and higher education institutions that is implied in the supervisory model.  相似文献

This paper analyzes how China has managed to embrace mass higher education in a short timeline, and examines how far this move has followed the existing or established patterns elsewhere through comparing its core aspects with those of four identifiable models of mass higher education: the American model, the Western European model, the Latin American model and the East Asian model. While acknowledging that the current structure of the Chinese higher education system appears to resemble the American in many ways, this paper concludes that it is fundamentally different from the American model, as well as from the Western European and the Latin American models. Largely mirroring the East Asian model, the Chinese approach features a strong sense of ‘state instrumentism’ and is also characterized by integral tensions among its various sectors, which could turn into either positive dynamics for vibrant growth or negative forces leading to serious social justice and equity issues. After enjoying an unprecedented expansion between 1999 and 2006, Chinese higher education has come to a historical juncture to reconsider its success in the light of more collaborative and normative ideologies, such as those grounded in social justice and human potential.  相似文献

Recent changes in European higher education have accompanied a strong desire and need by national ministries to have comparable data across institutions and a growing recognition from campus leaders that effective planning and decision-making requires reliable institutional data and analyses. This has induced changes and restructuring of duties and roles of administration, administrative staff and academic staff. In North America, internal institutional data analysis is often referred to as institutional research. We examine the roles and functions of institutional research within North America and how the changes within European higher education have created a purpose for institutional research. Specifically, we explore the topical areas of institutional assessment, data management, institutional governance, as well asthe changing identity of academic professionals within European universities. Within our examination, we explore in-depth one European country’s higher education system to demonstrate how history, culture and legislative changes manifest into a need for institutional research.  相似文献

This article presents a horizontal perspective on the dynamics of governance sites currently active for the European of Knowledge and places the Bologna process in this wider European level context. It introduces two dynamics of change in political organisation: a) institutional differentiation and specialisation and b) the interaction between institutional spheres and sectors. Signs of sectoral differentiation are identified in the history of European integration that is relevant to the Europe of Knowledge. The argument is that the nature and sequence of the differentiation process are key to understand current governance processes. It is illustrated by showing how a horizontal dynamics has been played out in the case of the EU's Lisbon strategy and in particular the cooperation taking place in the framework of the EU's “Education and Training 2010” work programme. The analysis shows how the Bologna process, although perpetuated as a sector internal governance site, has co-evolved and interacted with this strategy, partly as an object of emulation and source of support and partly as a competing governance site. A horizontal dynamics of change is also evident in the larger Lisbon strategy as it lifted research and higher education policy to the centre of the European integration project. It resulted in the development of several governance sites with different foci targeting European higher education. A more prominent place on the political agenda came together with demands that research and education should be integrated with the overall political and economic objectives of the EU.  相似文献

This paper studies the applicability of theoretical models of university governance from the international research literature to the Polish system. In particular, it is to test the applicability of a collegial model in the Polish case. The research question was ‘to what extent is a collegial model reflected in actual governance patterns found in the Polish university sector’. This is based on large-scale internationally comparable quantitative material. The empirical evidence for it comes from 3700 returned surveys in Poland (and more than 17,000 in eleven European countries) produced for two international research projects focused on the academic profession (CAP: “Changing Academic Profession” and EUROAC: “The Academic Profession in Europe”). This paper concludes that Polish universities are operating according to the traditional collegial model of the university as a “community of scholars” to an extent that is unparalleled in Western Europe. A detailed study of selected variables and specifically constructed indexes indicates that the defining feature of Polish academia today is the power of academic collegial bodies. The influence of collegial bodies on academic decision-making in Poland is the highest in Europe; and, in contrast, the power of the government and external stakeholders is the lowest. However, academics, sharing the “republic of scholars” institutional vision of the university, and still highly influential in university decision-making, are currently confronted with higher education reforms grounded in an instrumental vision of the university (in which it is a tool for national political agendas). Consequently, powerful value-driven clashes between the academic community and the community of policymakers and reformers are to be expected to intensify. The major theoretical concepts used in this paper come from Johan P. Olsen’s, Ian McNay’s and Robert Birnbaum’s studies of university governance, and its findings are presented from a European comparative and quantitative perspective.  相似文献

A variety of studies have shown that social and academic integration are important indicators of future student success and satisfaction. They are therefore an important field of action for higher education development programmes. However, specifications of the theoretical models and empirical representations vary widely between researchers and countries. We reviewed the most important German and international questionnaires and studies on the topic. On the basis of this review as well as theoretical reflections, we developed a questionnaire which was successfully tested for validity.

This article explores the localisation of the global and European discourse of educational governance in the Greek education system through the changes that have been introduced in the field of education administration since 2009 by the then socialist government. Our research aims to contribute to the critical policy literature on the spreading marketisation and privatisation in the governing of education around the world and in Europe – through the adoption of New Public Management and Educational Leadership models. In developing our theoretical perspective, we use the Foucauldian concepts of governmentality and discourse, and in order to conceptualise power and control relations in the organisation, transmission, acquisition, and evaluation of pedagogical knowledge, we draw on Bernstein's theory of symbolic control. Our study has examined how the field of education administration is governed through power and knowledge transformations. We trace these transformations by analysing systematically the pedagogic discourse through which the global governance discourse is relayed and becomes a ‘regime of truth’ within public policy and practice in Greece. We argue that such changes have significant implications for everyday educational practice and for the kinds of knowledge that are considered legitimate, and they may affect educational professionals' subjectivities in fundamental ways.  相似文献

The publication of the National Commission for Higher Education (NCHE) in 1996 was hailed as the first systematic attempt to map out a policy terrain for higher education in South Africa since the elections of April 1994. Its recommendations, particularly on the governance of higher education, elicited much discussion and debate. The debate continued (and continues) with the publication of the Green and White Papers, the Bill on Higher Education, and the Higher Education Act (HEA) in late 1997.This paper explores and seeks to clarify the emerging model of educational governance that has been accepted by the Ministry of Education in South Africa as the basis for managing and transforming the inherited system of higher education. Specifically, the paper considers the philosophy of “co-operative governance” and the governance recommendations of the NCHE Report and the HEA. These documents are examined in relation to state control and state supervision models of higher education governance. The paper concludes by considering the politics of policy development in the transformation of the South African higher education governance system.  相似文献

This article examines the differential development of higher education governance in two Central and Eastern European countries since 1989. In current discourse, the market‐oriented model of higher education governance has established itself as an anchor point towards which systems are gradually converging. At the same time international organisations, in particular the EU and OECD, are promoting the use of market‐oriented instruments to meet the demands of massification, the knowledge society and the transforming role of the state. As a result, Romania has shrugged off its historical pattern of state‐centred governance and control and rapidly converged on the market‐oriented model. The Czech Republic, however, has resisted trends towards marketisation and clung to its historically anchored model. The analysis aims to offer theoretical explanations based on historical institutionalism and organisational isomorphism for the divergent development of these two countries despite similar internal and external conditions and their tight integration into the Bologna Process.  相似文献

Since the early 1990s, European higher education has been undergoing drastic changes with regard to the organisation and governance of academic work. The political emphasis on higher education autonomy and accountability went hand in hand with the introduction of market type steering devices and a new discourse regarding the universities' responsibilities to society. This article is about both carriers of diffusion processes that are crucial in disseminating private sector logics and the limits to such processes. By taking into account contradictory societal pressures towards isomorphism and differentiation; we will draw on neo-institutionalism and the sociological systems theory to provide a definition of privatisation in higher education. Especially, we are interested in detecting systematic limits to the privatisation of higher education. We therefore examine a relatively recent phenomenon in higher education governance: the increasing reliance of institutions on management consulting services. First findings show that the more market-centred a higher education system is, the more readily it accepts the economic rationale of the consulting business. Nevertheless, our study also stresses that management consultancy for higher education institutions is of limited scope. Systemic differences remain unbroken as the adherence to different value systems, communication patterns and resources limit the scope of external, private consulting activities in higher education.  相似文献

内部治理结构去行政化是推进公立高校健康发展的必然选择,是权力结构关系与利益关系的重大调整,必然会遭遇"官本位"行政文化、行政化高等教育管理体制、内部行政化管理惯性、既得利益集团及高等教育政策治理思维等各种阻力,但其也具有政府治理方式转型、高等教育治理发展趋向、高等教育去行政化国家战略、师生内在需要等基本动力支持。当前,从宏观层面来看,由于阻力大于动力,我国公立高校内部治理结构去行政化应采取以强制性变迁为主、诱致性为辅的制度变迁模式,通过重塑大学精神、破除政府行政化管理模式、改革内部权力配置机制,健全民主管理制度和推进高校教育法治等基本策略推进改革。  相似文献

In the present study we provide an interpretation of a general narrative of transnational governance of higher education. All the elements of the narrative – competition, ranking autonomy and accountability – are visibly present in contemporary higher education policy agenda. We examine these not as separate ideas and practices but as an interlinked whole, bringing an amount of coherence to transnational governance of higher education in Europe. All the elements, as they are currently represented in policy statements by the European higher education establishment, are premised on social atomist ontology and ideology of competition. Consequently, drawing on textual evidence we argue that the recent trend for increasing universities' institutional autonomy and accountability has been justified by reference to competitive logic, which, in turn, has been strengthened by the practice of comparative ranking. The article contributes to diagnosing potential misconceptions that frame the current higher education policy-making in Europe.  相似文献

近十年来,西欧的政策呈现出放松管制、组织自治和标榜对个体公民更加关切的特点。这种政策态度在欧洲的高等教育界成了主流意识形态。本文想要展示的是,是否一些欧盟政府在管理高等教育方面采取了“后退”的作法,是否将制定高等教育政策作为自己的目标。欧洲政府的高等教育政策是否真的呈现分权化的特点?本文将对三个欧洲国家的高教政策进行讨论,它们分别具有不同的政策传统:法国(非常集权的政策传统)、英国(分权的政策传统)、比利时(集权的政策传统)。本文的研究结论是:到目前为止,法国的教育政策虽然还呈现集权的特点,但并不意味着高校完全没有选择它们发展方向的空间。而英国大学虽然仍独立于政府,但不止一次地被政府直接或非直接地推向某一特定方向。1989年以前,比利时(佛兰德区)保留着明显的集权的特点。而现在,高等教育政策已经不仅仅是政府的事情了,它比以往任何时候更成了私人机构的职责。  相似文献

Many policy systems and education systems have grown more complex in the last three decades. Power has moved away from central governments in different directions: upwards towards international organisations, sideways towards private institutions and non‐governmental organisations and downwards towards local governments and public enterprises such as schools. Where once we had central government, we now have governance, which can be defined as the processes of establishing priorities, formulating and implementing policies, and being accountable in complex networks with many different actors. Steering in such complex education systems emerges from the activities, tasks and responsibilities of state and non‐state actors, operating at different levels and from different positions and often has un‐deliberate, un‐intentional and un‐foreseen consequences. There are many conceptual models that encapsulate this complexity, but this article suggests that there is a real need for empirical research. Without empirical research it remains unknown whether and how steering in complex networks works out in practice, what are its effects and for whom. Moreover, it is only through empirical research that we can find out whether central government has become less dominant, or rather whether its appearance has changed and it has become less visible, but not necessarily less influential. Foucault's governmentality perspective is a useful notion on which to build such a framework for empirical research which allows for a careful study of the interactions that signify steering. Inspired by Foucault, this article develops a trilogy of assumed conditions for steering to take effect in modern societies. Following this reasoning, ‘something' first needs to be made thinkable, calculable and practicable by different actors for steering to occur. This trilogy is a promising starting point for empirical research into very specific phenomena which can help us to understand how steering in complex education systems works.  相似文献
