The central purpose of this study was to determine the relationship between organizational decline and three domains of effectiveness (i.e., academic, morale, and external adaptation) in private colleges and universities. The study differed from earlier inquiries in terms of its measurement of the organizational decline construct and its reliance on faculty perceptions of organizational effectiveness. The results clearly demonstrate that the relationship between decline and effectiveness is not uniform across the three types of private institutions (i.e., Research Universities, Comprehensive Colleges, Liberal Arts Colleges). For example, organizational decline has a negative effect on effectiveness in the academic domain only at Liberal Arts Colleges. Similarly, the magnitude of decline necessary to have a negative effect on effectiveness varies among the three institutional types. The implications of these findings for future research and for the management of decline in private higher education are discussed.  相似文献

In recent years, concerns regarding runaway college tuition and student loan debt have risen to the forefront of the public consciousness, undermining confidence in the value of a college degree. Ironically, the very issue that is now causing such alarm—high tuition—has been a signature feature of the financial model intentionally employed by the vast majority of smaller private colleges and universities in the United States, including members of the Council for Christian Colleges & Universities (CCCU). In the “high-price–high-aid” model, postsecondary institutions mark up their “sticker price” (meaning the publicized cost of attending per year) and then offset the tuition hike with sizable discounts that take the form of institutional grants marketed as scholarships. This article examines the institutional benefits and unintended consequences of tuition discounting, giving special attention to effects within the evangelical Christian segment of the private sector of American higher education. The article concludes by offering a set of principles for reforming tuition pricing and financial aid practices at Christian colleges and universities.  相似文献

There has been considerable interest in national quality assurance process in Turkey following the pilot accreditation project of the Engineering College of the Middle East Technical University (METU) by the Accreditation Board for Engineering and Technology (ABET), in 2000. ABET accreditation of the Engineering Colleges of Bosphorus and Bilkent Universities followed that of METU. These universities use their accreditation by ABET to attract the best students in the country. Newly founded private universities, in particular, are trying to use the accreditation of their programmes by international accreditation agencies for marketing purposes. The Higher Educational Council [Yuksek Ögretim Kurumu (YÖK)], which governs all the universities in Turkey, is currently promoting accreditation studies to improve the quality of higher education in the universities. 1990年以来,私有化成为美国高等教育发展的主流趋势。众多大学热衷于资助与企业合作的教育研究项目,并且积极参与商业活动。在高等教育领域中,营利性大学呈现出最为积极的发展态势。此外,各种形式的学生经济资助力度的加大使得美国高等教育财政发生了翻天覆地的变化。对于公立和私立大学而言,私有化均意味着市场力量的大力介入。本文从以下三个视角审视美国高等教育财政的发展变化:考察1990年以来高等教育私有化的宏观发展趋势,分析该时期高等教育在校生规模、大学学费及其收入支出的变化趋势,研究当前经济危机对公立和私立高等教育部门产生的影响。大学学费的稳步增长使美国高等教育财政由政府资助转向学生及其家庭分担。学生经济资助,尤其是联邦学生贷款的大幅增长对美国高等教育财政产生了重要影响,而这种影响作用在私立非营利性大学、公立大学、私立营利性大学的表现是截然不同的。最后,私有化潮流对不同性质高等教育机构的财政及其学术研究产生了不同的动态影响。面对高校收入来源及其总额的变化,美国大学的高度自主特质使得各院校必须独立作出适应,这也由此提升了高校对于市场力量的积极响应。  相似文献

Internationalisation of higher education in Malaysia is seen as a means for improving and empowering higher education so that the higher education institutions in the country can become comparable to the best in the world. While the government has spelt out the directions as well as some of the targets for internationalisation, higher education institutions in the country have been internationalising for different reasons and with different levels of priority and intensity. Public universities, especially the older ones, have been engaged in internationalisation as part of their academic growth and development. Concurrently, a variety of private institutions of higher learning has evolved since the opening up of private higher education from the 1980s. These include private universities that have been established by large corporations, smaller private colleges that have been elevated to the status of degree-conferring institutions as well as branch campuses of foreign universities. The objective of this paper is to examine the different concepts and challenges of internationalisation faced by the different types of higher education institutions in the country, using the case study approach. It was found that in each of these cases, the concept of internationalisation and the challenges faced are different, although funding is raised as a problem in three of the four cases. These different challenges imply that current policies may have to be fine-tuned in order to address the different needs of these institutions in their respective efforts to internationalise.  相似文献

相对高等院校的区域分布或省域分布构成的横向分布结构而言,高等院校在行政区划层级上的纵向分布结构的分析同样能反映高等教育资源的合理分布及其教育公平的实质体现。我国的高校在纵向分布结构上呈现出明显的政治中心群聚现象。本科院校、专科院校、国家重点高等院校、民办院校等在北京、省会城市以及地级市以下的城市中的数量分布,清晰地显现出我国高校在国家和地方政治中心城市的集聚,造成了政治中心城市有大量高等院校的拥堵局面。我国的高校纵向分布结构应该逐渐从政治中心群聚转向经济中心群聚,并具备多元中心分布的前瞻性发展动向。  相似文献

The last decade has witnessed a significant growth of private higher education around the world. The growth included the number of private education providers, and also the growing number of students. While some countries are experiencing trend growth, others are witnessing decline. Some of the reasons for the decline include increased regulation and stringent accreditation and reaccreditation of higher education institutions and courses, government policies to encourage the growth of public universities, and acquisition of small providers by large private education institutions. The growth of private higher education has increased competition, and it has also established collaboration with public institutions. The growth of private higher education has also raised concerns about ethical governance, maintenance of academic standards, and mechanisms to plan, review, and improve educational outcomes. This paper focuses on Australia where despite growth, there is limited research about private higher education. This paper reviews literature on the global growth and decline of private higher education. It then analyses the trends in Australia and possible scenarios for the future of private higher education in the country.  相似文献

随着分类管理改革的推进,现有民办高校将真正分为营利性和非营利性两种不同的法人组织。法人属性的差异,意味着民办高校内部治理机构的调整和变化。从公共性视角来看,目前我国现有民办高校内部治理呈现出较为典型的私人性特征,表现在治理目的、治理主体、治理机制等方面。对于非营利性民办高校来说,其内部治理从私人性转向公共性,是现代大学公共属性、民办教育政策导向、获取公共财政支持的综合使然。提升非营利性民办高校内部治理的公共性,应形成树立以公共利益最大化的治理目的,构建多元共治的治理主体,建立公平、透明的治理机制。  相似文献

韩国、马来西亚和菲律宾等国的私立高等院校所占比例均在85%以上,在校生数占一半以上,高者达74%。这与所在国的高等教育发展政策、经费政策和管理政策是分不开的,其政府实施的经费资助政策更是私立高等教育发展、稳定与否的"晴雨表"。三国私立高等教育发展变化显示,私立高等教育发展与政府的经费政策,尤其是多元化教育投入有着很强的联系。  相似文献

The relationship between key state policy variables — (1) relative (private–public) tuition prices, (2) state student-aid funding, and (3) public institution density — and the competitive position of private colleges and universities is examined. Elite private schools are found to be nearly impervious to state policy. Large and moderately selective private institutions are adversely affected by public institution density and low public prices. Such prices divert students who would otherwise prefer these private institutions to similar public schools. State student aid funding most affects the enrollment market shares of the small, low-selectivity private colleges enrolling the greatest proportions of minority and modest-income students. The findings suggest state policies in this era of strong demand for higher education and constrained public sector capacity should use price signals (student aid and public institution pricing) to encourage students to consider seriously whether private higher education might serve their needs as well as or better than public institutions.  相似文献
