近年来，国内学术界围绕乡镇政府体制改革提出了“撤销乡镇”、“乡镇自治”、“乡公所制”、“县政乡派村治”、“削弱乡镇”或“加强乡镇”等等政策主张。这既表明了人们对于乡镇政府的地位和功能认识不清，也显示出了人们对乡镇政府到底是“弱化”还是“强化”、“行政化”还是“自治化”的基本判断存在着严重分歧。追根溯源，问题的关键在于西方政治社会学理论中关于“国家——社会”二元对立的认识范式不足以说明“国家／皇权一地方精英／士绅一乡村社会／农民”之间的互动关系；而“现代国家政权建设理论”虽然注意到了“国家——社会”非均质性的特点，但其整体论与实体论的理论品格仍然成为其致命的缺陷。因此，只有主体通过“他者视角”反观自身的“视闻剩余”时，才有可能把握主体的“超在性”，而一切“外来语”和主观推断终究是不能站稳脚跟走好自己的路。 相似文献

我国学术界所倡导的“乡镇撤销说”、“乡镇自治说”、“乡政自治说”、“乡派说”等均为乡镇政府的改革提供了不同的理论依据。综合学术界的各种学说，文章提出了“新乡派说”，即对乡镇党委及政府作全面彻底的改革，将乡镇政府改设为县级职能部门的派出机构。这一学说融入柔性建制的理念。但不同的地区可以有不同的规模和建制，更适合中国国情，也更为可行。 相似文献

随着村民自治的实施与推进,中国乡村社会形成了“乡政村治”的政治格局。现实中,由于国家的农村发展战略及其矛盾,压力型体制,巨大的财政压力等原因,乡镇行政权要控制和干预村委会,而这种干预必然遇到村庄的抵制,造成乡村不和,外在表现为乡村关系的紧张。乡村关系紧张的实质是乡镇行政权对村民自治权的干扰。乡村关系矛盾的调适要从改变国家发展战略、乡镇自治、转变乡镇政府职能、解决乡镇财政危机等方面入手。 相似文献

乡镇政府是我国政权体制的基础,它处于我国行政体系的最底层,是党和政府同基层群众联系的纽带。随着经济、社会、文化等因素的发展变化,乡镇地区出现了一些新形势和新问题:乡镇发展经济与社会治理不同步,乡镇政府在农村地区的嵌入性降低,乡镇政府政策空间狭小与多样化发展的需求不匹配,乡镇政府治理手段与民众期望不符。政府职能转变不仅关系到提升政府在人民心中的形象,也关系到国家治理能力和治理体系现代化的推进。乡镇政府职能转变可以从以下几个途径进行:发扬人民民主,加强民主监督;转移乡镇工作重心,调整乡镇地区软硬实力失衡的结构;优化考核体系,实行差异化考核;发展乡村社会组织,提升社会管理水平;各级政府相互联动共治乡镇。 相似文献

During interview with English majors, it was found that a majority of students expressed disappointment with their experience of English literature classes. Students' dislike of learning English literature appears to be the major problem of teaching English literature in China. Reader response approach is a good way to solve this problem. In this paper, I explain the rationale behind the reader response approach, such as its origin, definition, features, assumptions, and strategies. Then I illustrate how reader response approach works as a teaching strategy by presenting several teaching models.
