当前，我国正处于建设社会主义和谐社会的重要时期。随着社会主义市场经济体制的不断完善，政府、企业、民间组织三大社会主体正在逐步确立。政府的管理职能，正在由直接管理向间接管理、由微观管理向宏观调控转变，部分职能向民间组织转移是大势所趋。科技学会等社会团体作为我国民间组织的重要组成部分，在这种形势下，面临着承接政府职能转移的机遇和挑战。一方面，承接政府职能是改革赋予科技学会等民间组织的历史责任：另一方面，能否有效承接这些职能，直接关系到科技学会的发展，关系到科技学会能否在社会事务中担当起更多的重要角色。对任何事物，都应该坚持用一分二的观点、全面的观点来分析，这是正确认识事物所必须的。本试对科技学会承接政府职能的优势和劣势进行分析的同时，就科技学会有效承接政府职能提出了几点有针对性的对策和建议。 相似文献
