Climate change and sustainable development are the defining challenges of the modern era. The field of sustainability transitions seeks systematic solutions for fundamental transformations of socio-technical systems towards sustainability, and exploring the role of policy mixes has been a central research agenda within the field. In the extant literature, there exists a lack of both conceptual and empirical research on the vertical dimension of policy mixes for sustainability transitions. This study provides a multilevel and evolutionary interpretation of the vertical interactions of policy mixes in the process of industrial path development towards sustainability transitions. An exemplary case of solar water heating (SWH) technology in Shandong Province in China is presented, capturing both the bottom-up and top-down processes of interactions. On the one hand, urban-level policy initiatives can inform higher-level policymaking; on the other hand, national-level priorities can greatly configure policy strategies for lower-level governments. Moreover, as the industry matures, the interactions of multilevel policy mixes evolve from simpler, unidirectional patterns to more complex, bidirectional ones through a vertical policy-learning feedback mechanism. This study generates two important policy implications that extend beyond the Chinese context: first, dynamic vertical interactions between multilevel governments indicate the need to develop more nuanced perspectives on the design of policy mixes; second, policy makers need to hold a more dynamic view of policy mixes by recognizing their temporal and coevolutionary nature through the policy learning process.  相似文献

Understanding how policymaking processes can influence the rate and direction of socio-technical change towards sustainability is an important, yet underexplored research agenda in the field of sustainability transitions. Some studies have sought to explain how individual policy instruments can influence transitions, and the politics surrounding this process. We argue that such individual policy instruments can cause wider feedback mechanisms that influence not only their own future development, but also other instruments in the same area. Consequently, by extending the scope of analysis to that of a policy mix allows us to account for multiple policy effects on socio-technical change and resultant feedback mechanisms influencing the policy processes that underpin further policy mix change. This paper takes a first step in this regard by combining policy studies and innovation studies literatures to conceptualise the co-evolutionary dynamics of policy mixes and socio-technical systems. We focus on policy processes to help explain how policy mixes influence socio-technical change, and how changes in the socio-technical system also shape the evolution of the policy mix. To do so we draw on insights from the policy feedback literature, and propose a novel conceptual framework. The framework highlights that policy mixes aiming to foster sustainability transitions need to be designed to create incentives for beneficiaries to mobilise further support, while overcoming a number of prevailing challenges which may undermine political support over time. In the paper, we illustrate the framework using the example of the zero carbon homes policy mix in the UK. We conclude with deriving research and policy implications for analysing and designing dynamic policy mixes for sustainability transitions.  相似文献

Science, technology and innovation (STI) policy is shaped by persistent framings that arise from historical context. Two established frames are identified as co-existing and dominant in contemporary innovation policy discussions. The first frame is identified as beginning with a Post-World War II institutionalisation of government support for science and R&D with the presumption that this would contribute to growth and address market failure in private provision of new knowledge. The second frame emerged in the 1980s globalising world and its emphasis on competitiveness which is shaped by the national systems of innovation for knowledge creation and commercialisation. STI policy focuses on building links, clusters and networks, and on stimulating learning between elements in the systems, and enabling entrepreneurship. A third frame linked to contemporary social and environmental challenges such as the Sustainable Development Goals and calling for transformative change is identified and distinguished from the two earlier frames. Transformation refers to socio-technical system change as conceptualised in the sustainability transitions literature. The nature of this third framing is examined with the aim of identifying its key features and its potential for provoking a re-examination of the earlier two frames. One key feature is its focus on experimentation, and the argument that the Global South does not need to play catch-up to follow the transformation model of the Global North. It is argued that all three frames are relevant for policymaking, but exploring options for transformative innovation policy should be a priority.  相似文献

This paper argues that evolutionary thinking and modeling can contribute to the emerging research on sustainability transitions and their management. Evolutionary theory provides a range of concepts and mechanisms that are useful in making existing theorizing about transitions more precise and complete. In particular, we will discuss how the multi-level, multi-phase, co-evolutionary, and social learning dynamics underlying transitions can be addressed in evolutionary models. In addition, evolutionary theorizing offers suggestions for extending current theoretical frameworks of transitions. Group selection provides a good example. We review the small set of formal evolutionary models of sustainability transitions, and show that existing formal evolutionary models of technological, social and institutional change can provide useful inputs to transition research and management.  相似文献

This article proposes the extension of a conceptual framework aimed at analysing policy mixes and their outcomes and demonstrates its value added for the study of sustainability transitions. The argument is that policy mixes research should not focus only on the form of policy instruments, but also on their implementation context. Policy mix form designates the specific policy instruments that are involved according to a policy strategy. Policy mix context includes the specific setting where each policy measure is implemented, such as enterprise or family. It also includes the specific target group of each measure, such as youth or smokers. We apply this conceptual framework to the policy concept and implementation of tobacco control policies in Switzerland, which are an exemplary case for analysing transitions as they are geared towards behavioural change. In a mixed method approach, we triangulate different sets of quantitative and qualitative indicators in order to assess the implementation of eleven subnational policy mixes. Our findings show that taking into account the moderating role of settings between policy instruments and target groups allows for a more in depth analysis of policy processes. Observing the interactions between the four elements policy instruments, policy strategy, the implementation settings and the target groups allows capturing the complexity of policy mixes, at the crossroads of policy design, policy implementation and policy outcomes. Taking implementation settings and target groups into account in the analysis of policy mixes allows for a refined understanding of policy compliance and thus, from a broader perspective, of sustainability transitions.  相似文献

This paper draws on two case studies from India and China to discuss how and why rapidly urbanizing contexts are particularly challenging for transformative innovation but are also critical sustainability frontiers and learning environments. We argue that lack of understanding and policy engagement with peri-urbanization in its current form is leading to increasing exclusion and unrealized potential to support multiple sustainable urban development goals. Peri-urbanization is often characterized by the neoliberal reordering of space and a co-option of environmental agendas by powerful urban elites. Changing land-use, resource extraction, pollution and livelihood transitions drive rapid changes in interactions between socio-technical and social-ecological systems, and produce complex feedbacks across the rural–urban continuum. These contexts also present characteristic governance challenges as a result of jurisdictional ambiguity, transitioning formal and informal institutional arrangements, heterogeneous and sometimes transient communities, shifts in decision making to distant authorities and the rapid growth of informal market-based arrangements with little incentive for environmental management. These unique features of peri-urbanization may reinforce a lack of inclusion and hinder experimentation, but they can also present valuable opportunities for transformative innovation. This innovation is unlikely to follow the lines of niche management and upscaling but rather should take advantage of peri-urban dynamics. There are possibilities to build new alliances in order to renegotiate governance structures across the rural–urban continuum, to reframe urban sustainability debates and to reconfigure socio-technical and social-ecological systems interactions.  相似文献

The recent policy debates about orientating research, technology and innovation policy towards societal challenges, rather than economic growth objectives only, call for new lines of argumentation to systematically legitimize policy interventions. While the multi-level perspective on long-term transitions has attracted quite some interest over the past years as a framework for dealing with long-term processes of transformative change, but the innovation systems approach is still the dominant perspective for devising innovation policy. Innovation systems approaches stress the importance of improving innovation capabilities of firms and the institutional settings to support them, but they are less suited for dealing with the strategic challenges of transforming systems of innovation, production and consumption, and thus with long-term challenges such as climate change or resource depletion. It is therefore suggested to consider insights from transition studies more prominently in a policy framework that is based on the innovation systems approach and the associated notion of ‘failures’. We propose a comprehensive framework that allows legitimizing and devising policies for transformative change that draws on a combination of market failures, structural system failures and transformational system failures.  相似文献

The use of experimentation as a policy change tool is described and assessed, based on the experience of the Experimental Technology Incentives Program (ETIP). ETIP conducted innovation-related policy experiments with U.S. government agencies in the areas of regulation, procurement, venture capital, R&D funding, and technology commercialization. A case study of a policy experiment with new analytical and institutional procedures for monitoring the impacts of venture capital market regulations is used to show how the policy experiment can provide an iterative and low-risk, low-cost approach to policy change. Equally important, instututionalization of the procedures for monitoring existing policies and the provision of decision-relevant information are shown to be important benefits from policy experimentation in the context of the overall policy change process. The reasons behind ETIP's termination after 10 years of operation are themselves important lessons for institutions involved in the development and management of industry growth policies.  相似文献

In the light of pressing societal challenges such as climate change and resource scarcity, scholars are increasingly interested in studying policy mixes in the context of sustainability transitions. However, despite numerous conceptual advances and empirical insights, researchers still lack universal criteria or accepted heuristics for delineating policy mixes in these complex policy spaces. We address this gap by conducting an extensive review of the literature, synthesizing best practices, and developing an analytical framework that provides researchers with two archetypical methodological approaches. The top-down approach builds on the idea that the elements of a policy mix originate from an overarching strategic intent. By contrast, the bottom-up approach starts from the definition of a focal impact domain that is affected by a range of policy instruments. For each approach, we outline a systematic analytical procedure, then implement it to scrutinize how policy affects the emerging technological domain of energy storage in California. We find that each approach has particular advantages that render it useful for certain policy mix analyses. Discussing how researchers may choose between the two approaches or leverage their complementarities, we seek to provide the basis for a consistent research program building on the policy mix framework.  相似文献

Recent literature has begun to discuss complementarities between sectors and technologies in the context of sustainability transitions. This paper contributes to this literature by theorizing complementarity formation mechanisms underlying such positive interactions within and across technology value chains. It pursues empirically founded theory building based on a case study of innovation in battery-electric, hydrogen and liquefied biogas technologies in Norwegian coastal shipping. Three complementarity formation mechanisms in technology value chains are identified: synchronization, amplification, and integration. Synchronization points to the need for co-development between the input and user sectors of a technology value chain. Amplification refers to the necessary expansion of input sectors to match the growing demand in user sectors. Finally, integration highlights the potential of convergence between different technology value chains in one or more user sectors. The paper concludes with a discussion of how policy may leverage such complementarity formation mechanisms to foster innovation in zero?carbon technologies.  相似文献

The topics addressed in this paper concern the (much-needed) transition to sustainability and what role (innovation) policy can play in speeding up such changes. In their Discussion Paper Schot and Steinmueller (2018) argue that the existing theorizing and knowledge bases within the field of innovation studies are “unfit” for this task and that a totally new approach is required. This paper takes issue with this claim. Policy advice, it is argued, needs to be anchored in the accumulated research on the issue at hand, in this case, innovation. The paper therefore starts by distilling some important insights on innovation from the accumulated research on this topic and, with this in mind, considers various policy approaches that have been suggested for influencing innovation and sustainability transitions. Finally, the lessons for the development and implementation of transformative innovation policy are considered. It is concluded that the existing theorizing and knowledge base in innovation studies may be of great relevance when designing policies for dealing with climate change and sustainability transitions.  相似文献

There has been an increasing interest in science, technology and innovation policy studies in the topic of policy mixes. While earlier studies conceptualised policy mixes mainly in terms of combinations of instruments to support innovation, more recent literature extends the focus to how policy mixes can foster sustainability transitions. For this, broader policy mix conceptualisations have emerged which also include considerations of policy goals and policy strategies; policy mix characteristics such as consistency, coherence, credibility and comprehensiveness; as well as policy making and implementation processes. It is these broader conceptualisations of policy mixes which are the subject of the special issue introduced in this article. We aim at supporting the emergence of a new strand of interdisciplinary social science research on policy mixes which combines approaches, methods and insights from innovation and policy studies to further such broader policy mix research with a specific focus on fostering sustainability transitions. In this article we introduce this topic and present a bibliometric analysis of the literature on policy mixes in both fields as well as their emerging connections. We also introduce five major themes in the policy mix literature and summarise the contributions made by the articles in the special issue to these: methodological advances; policy making and implementation; actors and agency; evaluating policy mixes; and the co-evolution of policy mixes and socio-technical systems. We conclude by summarising key insights for policy making.  相似文献

The article draws from two theoretical fields, innovation intermediation and sustainability transitions, to examine the role of government-affiliated intermediary organisations in system-level transitions. The role of intermediaries working between actors – producers and users, entrepreneurs and adopters, idea generators and funders – has seldom been specifically addressed in the transitions literature. Thus, the role of intermediary organisations in enacting change in socio-technical regimes, particularly of intermediaries falling between traditional public sector and private sector actors, is of interest in this article. Empirical analyses of two Finnish organisations, Sitra and Motiva, show that government-affiliated intermediaries are likely to engage in strategic niche management processes in diverse ways, each organisation having its own distinct characteristics. The analysis also points out that to get from niches to transition, sustained systemic intermediaries are crucial in articulating new visions and expectations. Government-affiliated intermediaries may make an important contribution to sustainability transitions by initiating and managing new policy or market processes and by acting as an impartial contact point or voice for new networks of actors. While independence from public administration is likely to facilitate networking, too neutral a stance or limited temporal engagement may reduce the transition-facilitating effects.  相似文献

In the past decade, the literature on transitions toward sustainable socio-technical systems has made a considerable contribution in understanding the complex and multi-dimensional shifts considered necessary to adapt societies and economies to sustainable modes of production and consumption. However, transition analyses have often neglected where transitions take place, and the spatial configurations and dynamics of the networks within which transitions evolve. A more explicit spatial perspective on sustainability transitions contributes to the extant transitions literature in three ways. Firstly it provides a contextualization on the limited territorial sensitivity of existing literature. Secondly, it explicitly acknowledges and investigates diversity in transition processes, which follows from a ‘natural’ variety in institutional conditions, networks, actor strategies and resources across space. Thirdly, it encompasses not only greater emphasis but also an opportunity to connect to a body of literature geared to understanding the international, trans-local nature of transition dynamics. Concerned with the prevalent lack of attention for the spatial dimensions of sustainability transitions in most studies, this paper seeks to unpick and make explicit sustainability transition geographies from the vantage point of economic geography. The paper argues that there are two interrelated problems requiring attention: the institutional embeddedness of socio-technical development processes within specific territorial spaces, and an explicit multi-scalar conception of socio-technical trajectories. Following these arguments, the paper concludes that transitions research would do well to take a closer look at the geographical unevenness of transition processes from the perspective of global networks and local nodes.  相似文献

While extant research discusses how niche innovations develop in protected market niches and trigger regime shifts along sustainability transition pathways, we know less about the direct role of different niche actors as competitors in affecting regime incumbents’ investments in niche innovations. This study addresses this gap and builds on Strategic Niche Management and the Multi-level Perspective to distinguish two different niche actors: prosumers on the demand-side applying a niche innovation in a disruptive way to regime incumbents’ business model, and new entrants on the supply-side applying the niche innovation symbiotically with the regime. We examine incumbent responses to these different niche actors in different competitive and policy environments. Studying the United States’ electricity industry's sustainability transition toward solar from 2010-2017, we find that as more niche actors enter, regime incumbents are more likely to invest in the niche innovation, but the effect is influenced by policy and competitiveness of the environment. In competitive environments, incumbents are more likely to respond to disruptive niche actors (prosumers), while in traditional monopoly-like markets they are more likely to respond to symbiotic niche actors. We also find that the prosumer effect is stronger when the time that policies in support of the niche innovation have existed is shorter, indicating a potential substituting relationship of niche actors and policy. Our work contributes to the extant literature by demonstrating that the interplay between different niche actors needs to be understood within the context of policy, and that considering policy without accounting for the competitive environment may omit an important aspect of how regime actors become active participants in sustainability transitions.  相似文献

Complex societal or environmental problems require fast and substantial socio-technical transitions. For instance, in the case of climate change, these transitions need to take place in the energy, transport and several industry sectors. To induce and accelerate such transitions, numerous policy interventions are required, which interact with each other in policy mixes. While several conceptual studies on policy mixes have been published recently, there is very little empirical research apart from single case or small-n studies. It has been prominently argued that the debate about policy mixes has reached an impasse partly due to this lack of empirical work. This paper addresses this gap by providing a first analysis of the temporal dynamics of complex policy mixes. To do so, we develop a conceptualization and measurement of policy mix balance across instrument types as well as policy mix design features (in the form of intensity as a general and technology specificity as a technology-focused design feature). This allows us to answer the question how temporal dynamics of policy mixes differ between countries regarding their balance and design features. Our measurement approach is developed bottom-up, i.e., policies are assessed individually and then aggregated systematically at the policy mix level. This enables overcoming the ‘dependent variable problem in the study of policy change’, i.e., the problem of measuring policy output. More specifically, we develop a comparative dataset of 522 renewable energy policies in nine OECD countries. Our analysis shows that countries’ policy mix dynamics vary strongly regarding some variables (e.g., technology specificity) but less regarding others (e.g., balance). As a validity check, we also test the effects of these mix dynamics on policy outcome in the form of renewable energy technology diffusion. We reflect our findings in light of the theoretical debates around policy mixes and policy design and discuss how our results provoke an agenda for the new generation of research on policy mixes. We specifically discuss avenues for future research with a particular focus on the ‘politics of policy mixes’.  相似文献

Governments around the world try to accelerate sociotechnical change toward sustainability by introducing policy mixes that combine technology-push and demand-pull instruments. Beyond innovation and deployment, other objectives, such as domestic job and industry creation, are usually part of these policy mixes. However, little is known about how policy mixes should be designed and interactions between policy instruments considered when governments try to achieve multiple objectives simultaneously. We address these questions using an agent-based model of the sociotechnical system for solar photovoltaics in Germany that simulates technology adoption, industry dynamics, international spillovers and trade. By changing public spending on research and development and the solar feed-in tariff, forty-five variations of the historical policy mix in Germany are systematically evaluated. The results show that a narrow focus on innovation and deployment outcomes by academic researchers can lead to recommendations for the design of policy mixes that compromise key dimensions of sociotechnical change, such as job creation. Moreover, the simulations reveal that, because of path-dependent interactions between policy instruments, minor changes in the design of policy instruments can lead to vastly different policy outcomes. These findings have important implications for the literature on policy mixes, technology-push and demand-pull instruments, and sociotechnical transitions.  相似文献
