This essay argues that science education can gain from close engagement with the history of science both in the training of prospective vocational scientists and in educating the broader public about the nature of science. First it shows how historicizing science in the classroom can improve the pedagogical experience of science students and might even help them turn into more effective professional practitioners of science. Then it examines how historians of science can support the scientific education of the general public at a time when debates over "intelligent design" are raising major questions over the kind of science that ought to be available to children in their school curricula. It concludes by considering further work that might be undertaken to show how history of science could be of more general educational interest and utility, well beyond the closed academic domains in which historians of science typically operate.  相似文献

The history of science is more than the history of scientists. This essay argues that various modem "publics" should be counted as belonging within an enlarged vision of who constitutes the "scientific community"--and describes how the history of science could be important for understanding their experiences. It gives three examples of how natural knowledge-making happens in vernacular contexts: Victorian Britain's publishing experiments in "popular science" as effective literary strategies for communicating to lay and specialist readers; twentieth-century American science museums as important and contested sites for conveying both scientific ideas and ideas about scientific practice; and contemporary mass-mediated images of the "ideal" scientist as providing counternarratives to received professional scientific norms. Finally, it suggests how humanistic knowledge might help both scientists and historians grapple more effectively with contemporary challenges presented by science in public spheres. By studying the making and elaboration of scientific knowledge within popular culture, historians of science can provide substantively grounded insights into the relations between the public and professionals.  相似文献

Arguments for public involvement in science and technology are often based on ideas of developing a more capable public and the assumed effects this may have for science. However, such a relationship is yet to be sufficiently explored and recent work indicates that a more involved public may have counterintuitive effects. Using nationally representative survey data for the U.K. and Northern Ireland, the effects of the public's own beliefs about involvement are explored. Developing the concept of "belief in public efficacy," findings suggest those who believe that the public might be able to affect the course of decision making have less approving attitudes towards future applications of genetic science; however, an individual's political efficacy does not significantly influence these attitudes. Furthermore, political efficacy and belief in public efficacy have some distinct and opposing relationships with the principles of governance people prefer. Overall, findings provide support for suggestions that it is simplistic to consider increasing public involvement as a way of increasing the approval of risky new technologies.  相似文献

Since outbreaks in 2003, avian influenza has received a considerable amount of funding and become a controversial science policy issue in various respects. Like in many other global and multidisciplinary societal problems fraught with high levels of uncertainty, a variety of perspectives have emerged over how to “tackle” avian influenza and public voices have expressed concern over how research funds are being allocated. In this article, we document if and how research agendas are being informed by public policy debates. We use qualitative and quantitative approaches to examine the relations between expectations of outcomes of public science and the existing research landscape. Interviews with a cross-section of stakeholders reveal a wide range of perspectives and values associated with the nature and objectives of existing research avenues. We find that the landscape of public avian influenza research is not directly driven by expectations of societal outcomes. Instead, it is shaped by three institutional drivers: pharmaceutical industry priorities, publishing and public research funding pressures, and the mandates of science-based policy or public health organizations. These insights suggest that, in research prioritization, funding agencies should embrace a broad perspective of research governance that explicitly considers underlying institutional drivers. Deliberative approaches in public priority setting might help to make agendas more plural and diverse and thus more responsive to the contested and uncertain nature of avian influenza research.  相似文献

The non-rivalness of scientific knowledge has traditionally underpinned its status as a public good. In contrast we model science as a contribution game in which spillovers differentially benefit contributors over non-contributors. This turns the game of science from a prisoner's dilemma into a game of ‘pure coordination’, and from a ‘public good’ into a ‘contribution good’. It redirects attention from the ‘free riding’ problem to the ‘critical mass’ problem. The ‘contribution good’ specification suggests several areas for further research in the new economics of science and provides a modified analytical framework for approaching public policy.  相似文献

Scientists are increasingly crossing the boundaries of the professional system by involving the general public (the crowd) directly in their research. However, this crowd involvement tends to be confined to empirical work and it is not clear whether and how crowds can also be involved in conceptual stages such as formulating the questions that research is trying to address. Drawing on five different “paradigms” of crowdsourcing and related mechanisms, we first discuss potential merits of involving crowds in the formulation of research questions (RQs). We then analyze data from two crowdsourcing projects in the medical sciences to describe key features of RQs generated by crowd members and compare the quality of crowd contributions to that of RQs generated in the conventional scientific process. We find that the majority of crowd contributions are problem restatements that can be useful to assess problem importance but provide little guidance regarding potential causes or solutions. At the same time, crowd-generated research questions frequently cross disciplinary boundaries by combining elements from different fields within and especially outside medicine. Using evaluations by professional scientists, we find that the average crowd contribution has lower novelty and potential scientific impact than professional research questions, but comparable practical impact. Crowd contributions outperform professional RQs once we apply selection mechanisms at the level of individual contributors or across contributors. Our findings advance research on crowd and citizen science, crowdsourcing and distributed knowledge production, as well as the organization of science. We also inform ongoing policy debates around the involvement of citizens in research in general, and agenda setting in particular.  相似文献

In December 2006, the Australian Parliament liberalized regulation governing stem cell research. This decision and preceding legislative review generated considerable public debate, which centred on objections to the deliberate creation and destruction of human embryos for research purposes. This paper draws on qualitative research conducted on the public debate surrounding this policy episode. The aim of this research was to examine how science and scientific knowledge are mobilized by participants in these debates to support their arguments. Data were collected from 109 newspaper opinion editorials as well as 23 in-depth interviews and examined using qualitative content and thematic analysis. Results of this analysis depict science as a rhetorical, moral and political resource that provides opportunities for participants to gain legitimacy, negotiate meaning and assert authority in the public domain. The mobilization of science in public discourse is discussed along with suggestions that are aimed at encouraging greater transparency and inclusiveness in public debates around contested science and emergent technologies.  相似文献

This essay argues that the diversity of the history of mathematics community in the United Kingdom has influenced the development of the subject and is a significant factor behind the different concerns often evident in work on the history of mathematics when compared with that of historians of science. The heterogeneous nature of the community, which includes many who are not specialist historians, and the limited opportunities for academic careers open to practitioners have had a profound effect on the discipline, leading to a focus on elite mathematics and great mathematicians. More recently, reflecting earlier developments in the history of science, an increased interest in the context and culture of the practice of mathematics has become evident.  相似文献

Marie E. Zakrzewska (1829-1902) is known among historians of women and medicine for her advocacy of the natural sciences at a time when most women physicians preferred to emphasize their nurturing qualities. This article suggests that Zakrzewska's views have been poorly understood because scholars have tried to position them along a fault line that divides femininity and sympathy from masculinity and science. It suggests instead that feminist scholarship on the "situatedness of gender" offers a more promising conceptual framework for understanding the diverse strategies women (and men) have utilized in trying to achieve their goals. Zakrzewska, unlike many of her colleagues, did not seek to empower feminine virtues as a way of justifying women's entry into the medical profession. Instead, she tried to reappropriate science for women and to use it as a weapon against the barriers designed to keep women out of the public sphere. She was fighting her own battle against the gendering of science.  相似文献

We re-conceptualize the role of science policy makers, envisioning and illustrating their move from being simple investors in scientific projects to entrepreneurs who create the conditions for entrepreneurial experiments and initiate them. We argue that reframing science policy around the notion of conducting entrepreneurial experiments - experiments that increase the diversity of technical, organizational and institutional arrangements in which scientific research is conducted - can provide policy makers with a wider repertoire of effective interventions. To illustrate the power of this approach, we analyze the Human Genome Project (HGP) as a set of successful, entrepreneurial experiments in organizational and institutional innovation. While not designed as such, the HGP was an experiment in funding a science project across a variety of organizational settings, including seven public and one private (Celera) research centers. We assess the major characteristics and differences between these organizational choices, using a mix of qualitative and econometric analyses to examine their impact on scientific progress. The planning and direction of the Human Genome Project show that policy makers can use the levers of entrepreneurial experimentation to transform scientific progress, much as entrepreneurs have transformed economic progress.  相似文献

The science-technology-innovation system is one that is continuously and rapidly evolving. The dramatic growth over the last 20 years in the use of science, technology and innovation (STI) indicators appears first and foremost to be the result of a combination of, on the one hand, the ease of computerized access to an increasing number of measures of STI and, on the other hand, the interest in a growing number of public policy and private business circles in such indicators. Such growing interest might be expected in societies that increasingly use organised science and technology to achieve a wide variety of social and economic objectives and in which business competition is increasingly based on innovation. On the basis of 40 years of indicators work, we argue that frontiers and characteristics of STI indicators that were important last century may no longer be so relevant today and indeed may even be positively misleading.  相似文献

In the 1970s and early 1980s, many Westerners wrote enthusiastically about science as practiced in socialist China. They applauded the mobilization of broad sectors of the population for science that truly "served the people." By the mid-1980s, revelations about the many horrors of the Cultural Revolution worked to discredit these early, optimistic accounts. At the same time, the post-Mao privileging of economic development over social revolution (which meshes well with dominant Western attitudes) now strongly colors almost all analyses of science in socialist China. This essay encourages historians to retrieve the largely discarded rosy accounts of earlier years. Such sources provide insight into the goals of historical actors and challenge us to recognize the specificity and contingency of our own values. Used in tandem with the later sources, they can help us achieve a critical understanding of science in both socialist China and our own historical context.  相似文献

科技政策是国家为了实现特定时期的科技发展目标而制定的方针、政策及其相关规定,其核心主要涉及如何为科学行为分配配套的资源,以实现最佳服务于公众利益的目标。本文在结合国内相关研究基础上,基于Web of Science 数据库间70多年(1947-2018)的研究文献,综合利用文献计量学工具和自研系统,全面定量展示了科技政策研究领域的现状、热点及前沿趋势。结果表明,截至2018年该领域研究尚处于成长期,成熟度为3091%;期间共有136个国家(地区)参与该领域研究,排名前5的国家为美国、英国、德国、荷兰和加拿大;6197个相关研究机构中,萨塞克斯大学(英国)、曼彻斯特大学(美国)、乔治亚理工学院(美国)、麻省理工学院(美国)、阿姆斯特丹大学(荷兰)等作品丰富且影响力较大;以“开放创新、企业、生物科技、技术转移、知识产权、专利、三螺旋结构、纳米科技”等突现词代表了该领域的前沿研究方向,值得高度关注。  相似文献

Public bioethics bodies are used internationally as institutions with the declared aims of facilitating societal debate and providing policy advice in certain areas of scientific inquiry raising questions of values and legitimate science. In the United States, bioethical experts in these institutions use the language of consensus building to justify and define the outcome of the enterprise. However, the implications of public bioethics at science-policy boundaries are underexamined. Political interest in such bodies continues while their influence on societal consensus, public debate, and science policy remains ambiguous. This article presents a theoretical discussion of public bioethics bodies as boundary organizations and examines them in terms of relationship to the moral and cognitive authority of science and other forms of expertise, mechanisms for public participation in controversial science policy, and the deployment of consensus models. The theoretical discussion is examined in the case of the U.S. Human Embryo Research Panel.  相似文献

The role of university research in France is examined in the light of recent science policy shifts and structural changes at both the national and university levels. The efforts of the government to develop a science policy and to make that policy serve social and economic goals have eroded the traditional conception of the individual university scientist autonomously pursuing his own research on funds routinely channeled through the administrative hierarchy. The growth of contractfunding, the proliferation of public sources of financing, the elevation of higher education affairs to ministerial status, the call for universities to devise distinctive research profiles and policies, the shifting, overlapping responsibilities of national agencies and departments, and the general leveling off of public expenditure in R&D -all these are factors contributing to increased tension in the university research community. The interaction of these developments with persistent patterns of behavior and influence of the university scientific community in local and national decision-making has produced a series of contradictions and conflicts in university research policy which recently announced decisions are unlikely to dispel.  相似文献
