A subject analysis of 5195 publications in library and information science (LIS) research in Pakistan over a period of 62 years revealed that the majority of Pakistani LIS research focused on a few subject areas. Pakistani LIS researchers gave little attention to many subjects and completely ignored others. More than a quarter (26.72%) of the total items focused on “information treatment for information services” while 22% were related to “libraries as physical collections.” Other areas with some attention included “industry, profession and education” (12.32%) and “theoretical and general aspects of libraries and information” (11.40%). Researchers paid little attention to “housing technologies,” “technical services in libraries, archives and museums,” and “management.”  相似文献

Research on E-Government has largely focused on understanding the “outcomes and outputs of the E-Government project” [Yildiz, M. (2007). E-Government research: Reviewing the literature, limitations, and ways forward. Government Information Quarterly, 24(3), 646–665.]. It is argued that the existing research on E-Government tends to oversimplify the phenomenon. To address the call, the current study focuses on the process of an E-Government initiative by loosely drawing on the ‘technology enactment framework,’ in conjunction with the ‘systems development life cycle’ approach. Using a case study orientation, this study describes in detail how a geographic information systems implementation project is conducted at a local government in the United States. Insights into E-Government initiatives are presented and discussed.  相似文献

Business Process Management (BPM) is a topic of greatest relevance to government innovation. While the concept originally stems from the private sector, public sector organizations have established BPM capabilities and are in the move of developing these further. Despite the importance of the phenomenon, literature does however not yet provide a comprehensive picture of BPM capabilities in governments. In this paper, we thus examine BPM capabilities on the local government level by means of an intertwined quantitative survey and (representative) qualitative in-depth case study. We identify a set of BPM challenges and reflect on the power of prevalent BPM capability assessment and development models, mostly maturity models, to provide good guidance. We suggest taking into account organizational positions in order to overcome the significant shortcoming of the ‘maturity’ concept, especially the focus on convergence towards an “ideal” state. Thus, we argue for developmental models following divergence theories. Implications for practice and potentially fruitful avenues for future research are discussed in the light of our findings.  相似文献

Drawing on 435 telephone interviews in Australia and 498 in New Zealand, this paper investigates the ‘demand’ side of e-government. That is, we examine the use of and support for e-government measures. Whilst respondents were generally supportive of e-government on a number of measures, we find that the majority were reluctant to use some of the more sophisticated ‘transactional’ e-government measures, and less than half had even visited a government website. High users of information and communications technologies (ICT) were more likely to use e-government measures, and are more positive towards e-government in general across several measures. Similar to a number of U.S. studies, we find a ‘digital divide,’ where older age, and less education were associated with lower ICT and e-government use and support. Income level was not a statistically significant predictor in all cases however, and gender was not significant for e-government support.  相似文献

Although the internet has become increasingly pervasive in our daily lives and interactions and has impacted existing social norms and ethics, very few studies have examined the relationship between the internet and ethics. In the face of increasing numbers of internet-related ethical violations, this lack of research constitutes a policy vacuum. This study investigates ethical controversies in cyberspace by examining actual events that occurred in South Korea, such as the “dog poop girl” incident, the suicide of a famous actress, a candlelight vigil against U.S. beef imports, and the arrest of a blogger named “Minerva.” The study proposes a preliminary framework for evaluating ethical issues occurring on and via the internet, focusing on the agent's moral and legal responsibility and on internet regulation.  相似文献

The main objective of this study was to investigate the perception of the researchers and officers within the National Institutes of Health Malaysia (NIH) about their understanding of knowledge sharing practices in their respective environment. Questions included: what are the perceptions of the respondents with regard to the knowledge sharing practices in their respective institutions? What are the benefits for knowledge sharing practices as perceived by them? What are their perceived organisational knowledge sharing practices motivating factors? Also, what are the hindering factors? The survey of the researchers and officers of the NIH was distributed to 400 respondents from the six research institutes under NIH: Institute for Medical Research (IMR), Institute for Public Health (IPH), Network for Clinical Research Centres (CRC), Institute for Health Management (IHM), Institute for Health Systems Research (IHSR) and Institute for Health Promotion (IHP). The responses indicated that knowledge sharing depends on the context of encouraging and rewarding the practices of organisational knowledge sharing. The findings suggest four factors – Environment and Infrastructure, Management Support, Culture and Technology – as significant determinants in influencing the organisational knowledge sharing practices among the employees. The study was limited to the perceptual aspect of the issue, specifically from the individuals’ opinions and sentiments.  相似文献

Technology has altered the traditional academic library beyond recognition. These dramatic changes have impacted significantly on the knowledge and skills requirements for LIS professionals practising in this environment. While there have been studies in other parts of the world which have investigated the knowledge and skills requirements for the digital era academic library environment, to date no comprehensive study has ‘drilled’ down into this area in the South African context. This paper reports on a preliminary study which is part of a wider study aimed at developing a comprehensive skills statement which would provide an objective framework against which professional LIS practitioners in the modern academic library environment in South Africa may both measure their existing competencies and also identify the need for further skills acquisition. The research question guiding this preliminary investigation was: What key knowledge and skills are required for LIS professionals to effectively and efficiently practise in a digital era academic library in South Africa? The triangulated findings (using content analysis of job advertisements and semi-structured interviews) from this preliminary investigation are used to ascertain an initial picture of key knowledge and skills sets required for LIS professionals in this environment. These preliminary findings also proved useful in teasing out some of the parameters for the wider study targeting the development of a comprehensive skills statement for higher education libraries in South Africa. The study reported here has relevance for the academic library context in other parts of the world as well.  相似文献

Since the beginning of the 1990s, new types of learning spaces at academic libraries have emerged mainly in North America. They are called “information commons” or “learning commons.” They provide various kinds of services, facilities, and materials in one location to support students’ learning. The idea of learning commons has been introduced to colleges and universities in Japan as well. The purpose of this study is to examine the present condition of learning spaces in university libraries in Japan. A questionnaire was sent to 755 main or central libraries at colleges and universities. The response rate was 69.4%. The results of the survey are as follows: (a) simple collaborative learning spaces with desk/desks and chairs have become modestly widespread, while advanced spaces with equipment for information and communication technology, such as computers or projectors, are not common; (b) many libraries provide computer clusters; and (c) cafés and/or beverage vending machines in libraries are still few in number. The survey also reveals that learning commons in Japan are in the early stage of development. Various types of learning spaces are recognized as learning commons. They range from a group learning room with Wi-Fi access to an entire learning commons, where several kinds of facilities, services, and information resources to support students’ learning in one location are provided. This diversification may be based on the confusion caused by the rapid introduction of learning commons in Japan. Many learning spaces may rebuild their own services in the near future because of their students’ needs.  相似文献

This paper discusses the contribution of the 2003 ‘Declaration on the Importance and Value of Universal Museums’ to the debate on repatriation. The ‘Universalist’ approach taken by the Declaration is first considered, noting the implications of its emphasis on art, the heritage of museums and objects, along with its focus on the sculpture of ancient Greece and the enlightenment origin of museums such as the British Museum. It is argued that it reveals an essentialist approach that derives from a particular Western perspective, rather than being truly ‘universal’, and then considers whether a similar problem underlies many of the arguments advocating repatriation. The second part of the paper explores the opportunities offered by an approach which emphasises the ‘biography of objects’. This demonstrates how the tangled histories of objects and their many meanings can be considered. Repatriation is shown to be able to result in an increase in knowledge and understanding, rather than its destruction, and so meets the declared aim of the Declaration to ‘foster knowledge by a continuous process of reinterpretation’.  相似文献

The paper discusses the interconnection of the adoption and diffusion of broadband (‘BB’), e-government (‘EG’) and e-commerce (‘EC’) services. It provides a structured literature review and proposes a conceptual framework for studying the interconnection of the development and adoption of BB, EG and EC. The interconnections of various concepts are shown along with several hypotheses that are thoroughly theoretically grounded. The role of different technology acceptance models is discussed, while the importance of including various aspects in policy preparation analyses is emphasized.  相似文献

Questions of collection bias in library journal collections usually turn on a left-right political contrast. This article presents another approach that distinguishes between corporate and non-corporate controlled publications. Using this method, the catalog holdings of all Canadian academic libraries were searched to determine the penetration of socio-political titles of mainstream “corporate publishers” and those of “small publishers.” Canadian academic libraries privilege, by a wide margin, mainstream titles published by corporate entities, although some libraries have impressive “small publisher” collections. This article also analyzed the availability of mainstream and small publisher journals provided by ten popular electronic vendors. These vendors provide very low access to non-corporate “small publisher” titles while covering 100% of surveyed mainstream titles. The implications of such provision rates are examined from the perspective of the scholarly browsing process and the role of the university.  相似文献

This paper investigates the cost and incidence of Freedom of Information (FOI) requests within councils in Scotland and in particular, the cost and incidence of requests which have been defined as ‘vexatious’ in order to investigate if the negative perceptions surrounding the cost and misuse of the legislation are justified. Additionally, the criteria and guidelines that councils are using to define ‘vexatious’ are also examined. The approach taken to the research in this study is a survey of the 32 councils in Scotland using freedom of information requests as the data collection method.  相似文献

Since most activists participating in the recent uprisings in Arab countries have been using social media to an unprecedented extent, public analyst and researchers have rushed to reflect on and explain the phenomena, often attributing a ‘change agency’ to social media as such. This argumentative research collects evidence from literature, recent surveys and focus groups in order to contextualize our understanding of the role of social media and its usage in reshaping the Arab government–citizen relationship: Are the traits of social media significant enough to single them out and discuss their specific impact on the government–citizen relationship? Are we well advised to attribute an ‘agency’ of social media in shaping politics and inducing political change? And in view of the actual use of social media: What are the options of containing emerging ‘destructive’ phenomena and ‘improving’ the government–citizen relationship? Answers are outlined to support contextualized design of social media technology and regulation: (1) Arab citizens basically support democratic concepts; however (2) social media as such do not act and therefore do not ‘create’ e.g. democracy; rather (3) social media enable a new political sphere for Arab citizens, nevertheless challenged by realpolitik; and (4) social media need care taking in terms of shaping political communication and shaping the media itself in order to serve well as mediator among citizens and between citizens and government.  相似文献

This paper analyzes the relation between publishing public performance results on the Internet, stakeholder accountability, and the effectiveness and legitimacy of Dutch public service organizations. The empirical research focuses on Web sites with performance results of schools and hospitals. These results are published on the Internet by ‘third parties’ (government organizations, associations of public service organizations, and newspapers). Publications of performance results stimulate schools and hospitals to score better on performance indicators because they feel the ‘public eyes’ on them. However, the risk of a ‘performance paradox’ and adverse effects is great since strategic behavior may lead to higher scores but not improve the effectiveness of these organizations. The research provides moderate support for negative effects on the legitimacy of schools and hospitals which may be attributed to the sole use of the Internet as a medium for access to information and negligence of its communicative potential.  相似文献

This issue describes developments in health science librarianship in the first decade of the 21st century in South Asia. The three contributors report on challenges facing health science librarians in India, Pakistan and Sri Lanka. There is consensus as to the need for education, training and professional development.
