A discussion of the archival profession in Namibia cannot be done in isolation from the records management profession. This
paper discusses training for the records and archives management professions in Namibia and the extent to which it is meeting
the needs of the job market. The National Archives of Namibia, as the largest employer of archivists, and the institution
charged with the responsibility of providing a records management service to Government, is mostly referred to, but where
appropriate, references to other institutions are made. It outlines the factors which have shaped the current formal training
in records and archives management being offered. Some suggestions as to how the job market can be satisfied are provided. 相似文献

Presidential libraries—each a unique combination of archival depository and historical museum—offer visitors an invaluable opportunity to examine millions of papers, records, and artifacts from the administrations of our chief executives. In response to a congressional directive to consider means of reducing costs and improving the preservation of and access to presidential records, the National Archives and Records Administration has proposed five alternatives to the current presidential library system. This article analyzes these alternative models from the perspective of the legal research community. After discussing the role of presidential libraries in legal research, this article considers the merits of each model and concludes that a central archival depository would best meet the information needs of legal researchers. 相似文献

The article sets off with a brief summary of the history of appraisal and disposal of records as processed at the National Archives of Iceland (NAI) since its establishment in 1882 to present times. Rules on appraisal and disposal of records introduced in 1900, 1911, and 1916 were ignored and all records were kept. Status quo remained until 1985 when a new National Archives Act was passed. The appraisal and disposal process adopted then is described and explained. It included the publication of instructions on records management as well as forms relating to records management. The influence of acts of law on the appraisal and disposal process is explained. Finally the experience with the arrangement of organised appraisal in Iceland is described. 相似文献

Abstract Providing K-12 schools with digital access to archival materials can strengthen both student learning and archival practice, although it cannot replace direct physical access to records. This article compares a variety of electronic and non-electronic projects to promote teaching with primary source materials. The article also examines some of the different historiographical and pedagogical approaches used in archival Web sites geared for K-12 instruction, focusing on differences between the educational sites sponsored by the Library of Congress and the National Archives and Records Administration. 相似文献

This article critically analyses the views of a group of international experts on ISO 15489, the international records management
standard, during the final phase of a project assessing its impact in the UK. It provides an overview of the entire research
project and then focusses on the use of a modified Delphi study in gathering the views of experts. The Delphi technique is
a research method not commonly used in records management and archival science research; relevant background to the technique
is provided though the purpose of the article is not to provide a comprehensive review of it as a research method. A modified
electronic version of the technique was used which was qualitative rather than quantitative and not focussed on the more usual
consensus building. The article concludes that a Delphi study is a practical technique for conducting research which seeks
to gather views from geographically dispersed participants in a timely, time-effective and convenient manner for all those
involved. The use of a modified Delphi study proved to be extremely valuable in facilitating discussions of complex emergent
issues about the role, value and nature of standards for records management, in particular ISO 15489, and about the future
of ISO 15489, at a higher level of abstraction. The article makes a contribution in two areas: first in terms of the views
of a group of leading international records management experts on the first international standard in records management;
and second, in terms of the use of a research method which has previously been little used in the records management discipline.
Julie McLeod is a Professor in Records Management in the School of Engineering, Computing and Information Sciences at Northumbria University, joining after a career in industry. She has worked on innovative work-based and distance learning training and education initiatives with the BBC, Deutsche Bank, The National Archives and the European Central Bank. A member of the BSI and ISO committees on records management standards work, she has conducted JISC and AHRC funded research in records management, has published widely and holds positions on the boards of several esteemed journals. In 2006 she became a member of the AHRC Peer Review Panel for Libraries, Museums and Archives and in 2007 was awarded a Personal Chair by Northumbria University. Sue Childs is a Research Fellow within the Information Society Research and Consultancy Group at the School of Computing, Engineering and Information Sciences, Northumbria University. Her research interests include: records management; information society; health information; evidence-based practice particularly systematic reviews; user needs; ICT, information and critical/evaluative skills. She has worked on many research projects funded by a wide range of organisations. She has worked with Julie McLeod on records management projects funded by the AHRC and JISC; she also teaches on research methods courses. 2017年8月,美国国家档案馆宣布2022年底前将停止接收各联邦机构移交的非电子档案。未来的美国国家档案馆将演变为单套制数字档案馆。其数字档案馆核心系统ERA建设内容包括两个中心、三个实例、四大功能,2015年启动的ERA 2.0使用便捷方法开发三个主要模块。ERA提高了联邦政府文件处理与归档效率,改进了档案管理,简化了档案利用,提升了电子档案保存支持。ERA给予我们的启示是单套归档,档案馆将不再接收纸质档案等非电子档案,这是人类社会档案存史方式的重大改变。单套制的数字档案馆是一套复杂的系统,集成了多样化的档案管理功能与系统运行支持功能。系统必须不断升级、与时俱进。 相似文献

There is a need for systemic improvement in the management of care records in Australia. This has been highlighted by government inquiries, media coverage and research literature relating to the significance of records for those who experience out-of-home care. The Who Am I? project – an interdisciplinary collaboration between historians, social workers and archivists – sought to address this concern and support positive change in 12 participating community service organisations (CSOs) in Victoria. To provide a framework for practice improvement, research archivists on the Who Am I? team designed the Self-Assessment Tool for Archives. Based on an action research methodology and influenced by the Records Continuum, this was an ‘educative intervention’ for the CSOs, as well as the participating archivists. 相似文献

In June 1996, the National Archives of Canada issued its Guideline on the Management of Electronic Records in the Electronic Work Environment to all Canadian federal government institutions. Part of the Guideline contained a vision of automated record keeping in which records would be captured automatically based on the incorporation of record keeping rules in the design of automated work processes. As an illustration of this concept, the National Archives developed a demonstration prototype based on a project management work process situated within one of the operational activities of the department. This paper provides an overview of the prototype and an outline of both the lessons learned and the outstanding questions that have emerged concerning the feasibility of building an electronic work environment reflecting automated record keeping. 相似文献

Winter counts are pictographic calendars created and used by certain Native American communities as mnemonic devices for remembering the sequence of events that mark each year, and for retelling community stories. Drawing on resources from the Smithsonian Institution’s National Anthropological Archives’ winter count collections and related literature, this study reviews and discusses the characteristics of pictographic records, traces their making and remaking histories, and revisits the pictorial tradition in the American history of records and record keeping. 相似文献

This paper reports on a study funded by the National Archives and Records Administration and conducted by the authors to collect information on Federal employees’ views and perceptions on twenty information collection topics pertaining to records creation, maintenance, use, and disposition. Multiple data collection techniques were employed. Findings suggest that in developing records management policy and guidelines, one size will not fit all agencies. A range of situational factors appear to affect the success with which records management is accomplished in the various agencies. Additional research is needed to continue to test and refine these situational factors. Future records management policies and guidelines, however, may wish to consider such situational factors to increase the overall effectiveness of records management. 相似文献
