Many developing countries across the world are allocating a significant share of their budgets for e-government initiatives. Common service centers (CSCs) are e-government initiatives that aim to increase access to public services and promote easy and direct interaction with the government. These e-government initiatives are largely underutilised, especially in rural areas in developing countries. This study attempts to identify the key challenges facing CSCs and determine their hierarchical relationships in the context of rural India. A set of 15 challenges was identified through a rigorous literature review and by surveying experts and CSC owners. Data were collected on the identified challenges and were analysed using interpretive structural modeling (ISM)-MICMAC-fuzzy MICMAC analysis. Subsequently, we developed a hierarchical model of challenges. The findings revealed that “longer travel time and transaction cost”, “low digital literacy”, and “low awareness” of e-government services are among the key challenges CSCs face in rural India. This study suggests several recommendations to all the stakeholders involved in the management of CSCs to improve the delivery of e-government services in rural India.  相似文献

While many studies have discussed the impacts of electronic government (e-government) on public libraries, little research has considered the extent to which the current federal government's implementation of e-government relies on the public technology access, training, and support provided by public libraries. A range of data and policy materials are drawn upon in order to illuminate the co-evolution of public libraries and e-government. Beginning with a discussion of the development of e-government and its impacts in public libraries, the access, goals, and challenges of e-government are detailed as they relate to libraries, and the areas in which current implementations of e-government would not be possible without public libraries. Based on the explorations of the co-evolution of e-government and public libraries, key policy issues are offered that require reconceptualization in order to better support the interrelationship between e-government and public libraries.  相似文献

This article discusses the challenges of implementing e-government services through an examination of the development of information kiosks. The article explains the significance of kiosk development in the context of e-government policies through two case studies. The findings demonstrate the importance of having a sound business plan, a reasonable expectation of revenue streams, incremental logics in technology decisions, and effective management of the expectations and power balance of multiple external partners and granters. Based on the lessons learned, we make specific recommendations for policymakers and public IT managers on future kiosk development and similar e-government projects.  相似文献

近年来电子文件管理研究的文献数量逐年增多,但多局限于单一国家或少数国家的电子文件管理经验,并大多关注电子政务背景下的电子文件管理系统建设问题,视角多基于信息技术或文件档案管理.本文采用文献调查和典型案例研究方法,对2008年以来的代表性英文期刊文献和澳大利亚、加拿大、新西兰、英国和美国的代表性电子文件管理法规、政策、标准及最佳实践指南进行了分析,旨在发现国际领域电子文件管理综合解决方案的国际进展、发展趋势和未来方向.研究揭示,越来越多的国家认识到电子文件管理的问题与挑战并将其列入电子政务建设的议程;采用多学科合作方法将文件作为信息资源和业务资产进行管理是电子文件管理的国际化发展趋势;制定综合集成管理方案整合、优化和创新组织和国家层次的电子文件管理和电子政务建设方案是电子文件管理的未来发展方向.  相似文献

This article addresses challenges in accomplishing technology transfer process involving the adaptation and implementation of e-government applications from a donor country to a recipient country. Here it is claimed that prior e-government research has overlooked existing technology transfer literature from the field of knowledge management. This work is aimed at addressing the underlying issues associated with the transfer of e-government technology, given different characteristics of donor and recipient organizations in terms of the socio-economic context and the dynamics of the technological infrastructure. Based on a review, interpretation, and synthesis of a broad range of both technology transfer, e-government and knowledge management literature, we extend the Information Technology Transfer Life-Cycle Model, as this well-known model was derived entirely based on empirical evidence. To this end, we propose a heuristic frame for e-government technology transfer. Finally, five propositions accrued from both the literature review and the proposed heuristic frame are set forth to be further tested, in order to better understand the process dynamics of e-government technology transfer between countries.  相似文献

In the context of Political Science, fragmentation refers to the process of decentralization, department differentiation and division of management in governmental institutions. Increasingly fragmented features emerge in China's administrative values, public resource operation, public organizational structures and public service provision in the post-industrial age, which affect the planning and implementation of e-government and inevitably map onto virtual government, leading to a fragmented Chinese e-government. Although most of the literature include impediments or measures to China's e-government, hardly any research can be found that focuses on theoretically identifying and innovating the way to handle problems. An aim of this research is to determine that holistic governance could be considered a rational choice for the transformation from fragmentation to holistic development and an effective measure for the sound advancement of e-government.  相似文献

In recent years, there has been an increasing amount of research published on the topic of e-government diffusion. This paper provides a meta-analytic review of the literature on the diffusion of e-government. We analyzed the related literature in the leading journals and from international conferences in the field of information systems and public administration. Our analytical results reveal the main theoretical foundations, research methods, and research topics found in the relevant literature. The meta-analysis identified four main research topics: (1) the factors that influence the diffusion of e-government, (2) the diffusion of e-government systems and applications, (3) the impacts of e-government diffusion on government agencies and employees, and (4) the relationships between information and communication technology (ICT) infrastructures and the diffusion of e-government. Researchers have developed eight related theories to discuss e-government diffusion and adopted four methods to explore it. We suggest directions that researchers should pursue to strengthen the diffusion of e-government and to draw out deeper issues.  相似文献

We have identified a paradox in the still low adoption of e-government after more than two decades of policy efforts and public investments for the deployment of online public services. Using as evidence the focus and evolution of this focus over the period 1994–2013 in a vast body of literature produced by academia, international organisations and practitioners, we show that: a) the deployment of e-government was for a long time concentrated on more technological and operational matters and that only more recently attention switched to broadly defined institutional and political issues (hypothesis 1a); and b) institutional and political barriers are one of the main factors explaining lack of e-government adoption (hypothesis 1b). A decision making process that is still unstructured, untrustworthy, and not fully leveraging the available evidence hinder the perception of public value and citizens' trust in government, which contribute to low level of e-government adoption. We conclude suggesting that a smart government producing public value is grounded in a triangle of good decision defined by politics, values, and evidence and that to achieve it public sector should go beyond the traditional concept of service innovation. It should rather introduce conceptual and systemic innovation pertaining to a new way of thinking and of interacting with stakeholders and citizens as sources of both legitimacy and evidence.  相似文献

This study examines the performance of a cross-boundary e-government system. It draws from studies in the fields of e-government, collaborative public management, and information system success with a focus on inter-organizational information systems to develop a conceptual framework. This framework includes efficiency, effectiveness, and accountability as key performance measures; identifies technical, managerial, and inter-organizational factors for success; and develops hypotheses accordingly. Empirical investigation utilizes user-level data from an inter-organizational e-government system that provides integrated commerce and industry service. The results underscore the importance of management support, shared goals, and inter-agency trust in improving all three measures of performance. In addition, citizen-centric and innovative organizational culture enhances efficiency and accountability while administrative interdependence impacts effectiveness and accountability. The managerial and theoretical implications of these findings and future research opportunities are also explored.  相似文献

Public value creation is traditionally considered as the citizens' collective expectations with respect to government and public services. Recent e-government literature indicates that what exactly constitutes public value in digital government is still debated. Whereas previous research acknowledges aspects such as co-production and the orchestration role of government in the context of public value creation, there is only a limited understanding of how public value is created by the interactions between government and business actors, and the role digital technologies play in that process. Furthermore, so far, research into public value creation processes is limited to specific services that aim to meet a specific goal; for a more complete view, an integrative perspective is required to address the multiplicity of goals. Societal challenges including climate change, sustainability, and the transition towards circularity will require governments to play a crucial role. Businesses are also transforming their vision by adding societal goals to their economic objectives and contributing to these societal challenges. This necessitates even more the need to explicitly consider the role of business in public value creation processes. In this paper we argue that there is a need to understand public value creation as an interactive process, involving both government and business actors. In this process, voluntary information sharing enabled by digital infrastructures has the potential to contribute to the value creation processes, but the increased complexity of digital technologies obscures the effects they can have on value creation. Therefore, we develop a framework that allows to reason about public value creation as an interactive process, involving government and businesses, facilitated by voluntary information sharing. The framework also allows to reason about how the technological design choices of the underlying digital infrastructure influence this value creation process. For the framework development, we use an in-depth case study from the domain of international trade. We analyze the interactions between customs authorities and supply chain actors for jointly creating public value related to revenue collection, as well as safety and security of goods entering the European Union, using business data made available via a global blockchain-enabled infrastructure. In future research, the framework that we developed can be used to analyze more complex cases with additional public value aspects, such as sustainability and circularity.  相似文献

This article offers a new perspective on e-government by documenting the categories of e-government discourses, and evaluating them within a public value framework. Understanding e-government discourses is significant, since these discourses represent contested visions of e-government, and one can derive a feel for public sentiment about e-government from the discourses used in the media. The findings are accumulated through an inductive analysis of 85 newspaper articles, published during the year of 2010, in three top-selling, ideologically different, nationally circulating Turkish newspapers. In these 85 articles, 98 discourses presented by 90 policy actors are found. Five positive and four negative discourse categories and their relationships emerged from the analysis of the data. The results show that, government reform efforts shaped by the New Public Management movement and Turkey's harmonization efforts with the global political system in general, and with the European Union in particular, are influential in the presentation of e-government projects to the Turkish public through newspapers.  相似文献

As the implementation of e-Government projects is becoming increasingly important in both public and private organizations, the need to successfully tackle project management emerges. Without a project management framework, those who commission an e-government project, those who manage it and also those who work on it will not have the necessary tools to plan, organize, monitor and re-schedule tasks, responsibilities and milestones. The present paper outlines a goal-driven and knowledge-based framework to plan and manage the critical aspects of e-government projects. A specifically designed tool supports the framework application and a lighthouse project of the Greek public sector is presented to illustrate the application context, leading to reusable conclusions on achievements and problems faced.  相似文献

Advances in technology increasingly empowered citizens to become active seekers and even co-producers of e-government information and services rather than being only passive recipients. Citizens' interactions with each other reached such a point that they could contribute to the quality and quantity of e-government services. Examples of this citizen-to-citizen (C2C) interactions adding value to current e-government services or triggering new and innovative ones are increasingly observed worldwide. Although C2C interactions is not a new phenomenon, it is a relatively overlooked topic in e-government studies. Current e-government literature is insufficient in exploring and explaining the evolving nature, increasing occurrence, and various outcomes of these interactions. This article aims to fill the gap in the e-government literature by analyzing C2C interactions in detail and discusses how to regulate the C2C interaction processes and their useful and harmful outcomes.When C2C interactions get integrated into government activities and form e-government value chains (as in C2C2G or G4C2C), they contribute to the electronic provision of government information or services. C2C interactions also create beneficial (advantages of C2C) and harmful (disadvantages of C2C) outcomes. The main advantages of C2C interactions are their support for governments in making decisions, solving problems, and improving public services. Their main disadvantages are distributing misinterpreted or manipulative information, causing uncertainty, and even digital vigilantism. The article ends with suggestions for future research, such as different scenarios of government regulation for C2C interactions.  相似文献

This paper aims to identify the critical factors for evaluating the public value of e-government in Sri Lanka from the perspective of the delivery of public services and the efficiency of public organizations. To fulfill these aims of the study, a conceptual framework is developed based on a comprehensive review of the related literature by considering the delivery of public services and the efficiency of public organizations. With the collected survey data from Sri Lanka, the conceptual framework is empirically tested and validated by performing a confirmatory factor analysis using structural equation modeling. The study shows that the delivery of quality information and services, user-orientation of information and services, efficiency and responsiveness of public organizations, and contributions of public organizations to the environmental sustainability are the critical factors for evaluating the public value of e-government in Sri Lanka. As the first study in examining the critical factors for evaluating the public value of e-government in Sri Lanka, the findings of the study would be of practical significance to the continuous development of e-government in Sri Lanka and other countries in the world.  相似文献

This study examines the views of information resource managers (IRMs) in Texas state agencies on e-government. The existing empirical research has focused on what local governments provide in terms of e-government information and services and less on the perspectives of key e-government decision makers. This study fills this void by examining how e-government had an impact on management of state agencies. Theories and expectations are provided on what the literature argues are the most important impacts of e-government on management. Specifically, these are the reinventing government movement, external environmental pressures, resource capacity, and demographic factors. A survey of Texas state agency IRMs was administered in the late spring of 2005 and the results are reported in this study. The findings revealed that the reinventing government movement, external environmental pressures, and resource capacity were the most important factors that had an impact on e-government management capacity. In this study, the size of state agency was not found to be as important. Future research should focus more on state e-government management, an often-neglected area of research.  相似文献
