[目的/意义] 在公共档案馆服务质量优化中引入知识治理理论,使得复杂的服务质量优化问题获得更本质的理解和更有效的解决途径,为公共档案馆服务质量和服务能力提升提供参考。[方法/过程] 以知识治理理论为支撑,对公共档案馆服务质量优化进行分析与探讨,设计公共档案馆服务质量优化机制。[结果/结论] 通过借鉴和探析知识治理机制,构建公共档案馆服务质量影响因素优化机制,主要包括优化的环境、优化的目标、优化内部动能（治理机制）、优化外部动力和优化过程五个部分。  相似文献   

Update: The Invisible Farmer: securing Australian farm women’s history

This article reviews the Invisible Farmer project – the largest study of Australian women on the land – a third of the way through its three year funding period. It introduces the aims of this collaborative and multidisciplinary project, focusing on the role of records and oral histories in the creation of new narratives, and the task of raising public awareness of the important historical and contemporary contributions made by Australian women farmers. We examine the way digital platforms work to curate records and promote research, and outline the important role that the Australian Women’s Register, a core project of the Australian Women’s Archives Project, will play in achieving outcomes.  相似文献   

Is There a Future for Journalism?

A functionalist perspective on the future of journalism would posit that because human society needs journalism, we will find ways to support this communications practice. Yet such a perspective, however consoling, assumes a teleology that is far from guaranteed. What will happen is far from easy to predict; nevertheless, this paper pinpoints several key issues that impact on the future of journalism. It also advances some general propositions and a broad periodisation around UNESCO’s historical role in relation to these issues. The analysis gives particular attention to political and economic matters, the safety of journalists and internet governance. Each of these dimensions entails existential threats to journalism, but some opportunities are also noted. Four paradoxes are also identified, with tensions that may lead to change in one direction or another.  相似文献

Animals,Governance and Ecology: Managing the Menace of Venomous Snakes in Colonial India

During the nineteenth century, the British Raj launched a campaign to reduce the number of people killed annually by venomous snakes on the Indian subcontinent. Unlike its successful effort to cull large mammals, the colonial government was forced to abolish its bounty scheme in 1890 and instead seek to use sanitation to reduce interactions between humans and snakes. This article will assess this transition in policy as a means to understand how attitudes towards the governance of animals were shaped by cultural and ecological factors. It will be shown that during its inception, discourses of scientific governance statistically augmented perceptions of the threat posed by snakes, presenting them as a direct yet manageable danger within an anthropocentric cultural model. However, financial and practical limitations forced the government to recognise that the behaviour, seasonal patterns and territorial movements of snakes influenced the rate of mortality, and thus adjust its policy to acknowledge the experience of cohabitation in India’s diverse ecological contexts.  相似文献

Impact of digital surge during Covid-19 pandemic: A viewpoint on research and practice

The Covid-19 pandemic has led to an inevitable surge in the use of digital technologies due to the social distancing norms and nationwide lockdowns. People and organizations all over the world have had to adjust to new ways of work and life. We explore possible scenarios of the digital surge and the research issues that arise.An increase in digitalization is leading firms and educational institutions to shift to work-from-home (WFH). Blockchain technology will become important and will entail research on design and regulations. Gig workers and the gig economy is likely to increase in scale, raising questions of work allocation, collaboration, motivation, and aspects of work overload and presenteeism. Workplace monitoring and technostress issues will become prominent with an increase in digital presence. Online fraud is likely to grow, along with research on managing security. The regulation of the internet, a key resource, will be crucial post-pandemic.Research may address the consequences and causes of the digital divide. Further, the issues of net neutrality and zero-rating plans will merit scrutiny. A key research issue will also be the impact and consequences of internet shutdowns, frequently resorted to by countries. Digital money, too, assumes importance in crisis situations and research will address their adoption, consequences, and mode. 新型冠状病毒肺炎疫情(以下简称"疫情")下的体育叙事,不仅要阐发疫情期间体育事件及其社会意义,更应揭示不同体育要素在社会发展中的功能与作用,将对体育现实问题的思考转化为未来体育转型的应对策略。基于叙事的角度,以访谈的方式,探讨体育产业发展、东京奥运会延期、体育组织治理、奥运备战、居家体育、体育在线教学、体育中考等热点事件和话题。认为:①疫情对体育产业的影响呈现持续性、结构性、社会性等特征,在"转危为机"的话语下,应借助政府的积极行为,实现体育行业与体育产业的多层次融合,增强对消费端的刺激,提高体育企业的抗风险能力,最大程度地释放后疫情时代体育产业发展动力;②东京奥运会延期举办凸显国际奥委会内部治理的困境与危机,引发对中国体育赛事治理效能的思考,给奥运备战带来挑战,促使运动训练由传统化模式向集群化工业模式转变;③空间重叠与权力空间渗透造就居家体育的特殊"脱域"空间,成为"家庭-学校-社区"体育互动发展的催化剂,引发体育教学、社区体育、群众体育活动方式的改变,形成自觉行为更高的群众体育"在地化"驱动模式;④在疫情防控期间,体育话语在不同语境中的表达、转型与辩驳为体育话语转为文化资源提供契机,促进文化与体育的互动与整合,深刻影响人们的体育观念。  相似文献   

美国高校学生运动员招募问题的治理与启示

针对美国大学体育联盟（NCAA）在学生运动员招募过程中长期存在非法招募和学术作弊等违规行为，研究以边缘腐败视角解读相关违规行为及其特征。研究认为，违规方式较为轻微因而具有模糊性，直接利益受益者相互包庇因而具有隐蔽性，破坏了高校招生公平制度因而具有衍生性。NCAA为维持联盟公平公正准则，通过健全机构严格审核、精细招募程序量化标准、制定"极限施压"惩治制度等措施取得一定治理效果，但也存在治理局限。我国大学运动员招生实践中应采取厘清自主招生权限、构建全面监督体系、健全法律法规体系、开展反腐败教育等措施严厉打击招生腐败。  相似文献
