由于信息环境和组织结构的变化,复合图书馆对图书馆员提出了更高的要求和挑战。为了提高馆员素质,适应复合图书馆的要求,图书馆人力资源管理部门需要从人力资源计划、业绩评估与激励机制、培训与发展等角度进行复合型图书馆员队伍建设,同时通过职业资格认证制度保障馆员的整体素质,利用职业道德教育等方式提高馆员的职业道德水平。  相似文献

美国图书馆职业资格认证标准分为公共图书馆员、中小学图书馆员、图书馆管理者3类,其中公共图书馆员职业资格认证标准根据是否需要图书馆学硕士学位或图书馆学与信息科学硕士学位可细分为两类及其对应的不同等级;中小学图书馆员职业资格认证标准分为全国通用的和州立的两种类型,后者较为普遍,涉及教师许可证、硕士学位、图书馆媒体内容测试、其他测试和资格证书评价需满足的条件5个方面;图书馆管理者职业资格认证标准包含预算与经费、技术管理、组织与人事管理、建筑规划与管理等9个领域需达到的要求。上述3类认证的认证机构是不同的,但认证程序基本相同,且都可采用等级认证、学历认证、考试认证或交叉认证。对美国图书馆职业资格认证标准与实施制度的分析有助于为我国图书馆职业资格认证提供借鉴。  相似文献

Changes in the library's environment and in the expectations of its clientele are related to trends in reference training. Those changes include less time for reference managers to prepare training packages for staff; more initial library contact of clientele with paraprofessional staff; increased expectations of users that library service will be the same in rural areas as in urban areas; and an increased need for non-traditional approaches to reference continuing education and training. This article describes continuing education and training programs that help library staff adapt to these changes, such as the California Opportunities in Reference Excellence project, Maryland's reference training based on unobtrusive reference research, peer evaluation of reference staff in Minnesota, and several other programs specifically for training paraprofessionals in reference.  相似文献

This article reports on the results of a qualitative survey conducted with seven managers of university libraries from Australia and New Zealand. The purpose of the survey was to explore both library responses to, and librarians’ attitudes toward, issues related to the long-term storage and management of legacy print collections. There is a focus on issues related to future planning for print storage, including the prospects for collaborative storage; the balance between on-site and off-site storage; the impact of mass-digitization programs; and the desirability of collaboration outside the university library sector.  相似文献

根据我国社会主义市场经济体制进一步纵深发展所提出的转变政府职能的要求,认为在我国实施图书馆行业管理制度是大势所趋。图书馆行业管理制度,是在政府有关部门的政策指导和监督下,以图书馆行业协会为行业内部事务的管理主体,赋予图书馆协会以规划、协调、规范、监督、服务等职权,对图书馆行业内的事务进行自主管理的体制安排。政府部门和图书馆协会作为图书馆行业管理的"双主体",两者之间必须形成互补性的分工与合作关系。国外的图书馆行业协会有明确的职能定位,在行业管理中起到了不可或缺的主体作用。借鉴国外的经验和做法,在我国培育和建立图书馆行业协会组织,是在我国实施图书馆行业管理制度的必备条件之一。  相似文献

This study attempts to fill a void in library public services research on initiatives to serve the poor and unemployed in the current climate of budgetary constraints. This study seeks to determine perceptions of librarians and library managers regarding the needs of, and need for services to, poor and unemployed library patrons. Following a review of the literature, the article compares funding for services to the poor and unemployed in Michigan and Virginia. The state of Virginia lags behind other states in offering special programs for the poor and unemployed. This study concludes by describing programs developed by the Danville Public Library in an attempt to offer creative and imaginative services for the poor and the unemployed in the Danville Community.  相似文献

This paper reflects on the outcomes of a project undertaken in 1997/98, and examines issues relating to the development of the managerial expertise that underpins the library and information services in Latin America and the Caribbean. It reviews the results of surveys of schools of Librarianship and Information Sciences and a small selection of employers in the region, examining the congruence between the needs of the employers and provision by the schools and possible explanations for an apparent mutual lack of awareness of modern management techniques. Proposals for developing management expertise include: enhancing access to indigenous professional publications and teaching materials; developing a Hispanic language distance-learning programme for library managers; improving research into the job market and skills requirements; and developing an electronic network for communication between the schools. The role of international agencies and technical co-operation projects is assessed, and attention is drawn to the need for a more positive approach to overcome the issues surrounding the transfer of management know-how between different cultures.  相似文献

PURPOSE: The study seeks to determine how medical library professionals performing information-technology (IT) roles are compensated and how their positions are designed compared to information technology staff in their institutions. METHODS: 550 medical library directors in hospital and academic medical libraries were surveyed. The data was then compared to survey data from other compensation studies of the IT industry. RESULTS: There is a gap in compensation between medical library professionals and IT professionals performing similar functions using information technology. Technology-intense library jobs are compensated at higher levels than more traditional jobs. CONCLUSIONS: To compete with IT salaries, managers of medical library professionals will need to be ever more cognizant of the employment practices of IT professionals in nonmedical library disciplines. It is typically in the medical library's best interest to ensure that IT-related jobs, accountabilities, and capabilities of the medical library are known and understood by others, especially in the human resources and information technology staff departments.  相似文献

OBJECTIVES: This paper is the result of exploratory research forming part of ongoing study into the value and relevance of market orientation as a strategic option for library managers. The aim of the study is to gain an understanding of the concept of market orientation relative to the health library sector. METHODOLOGY: A focus group was used to gather data from health librarians working at different levels in the sector. The data was coded and categorized by an expert panel and analysed using a taxonomic map developed during the study. RESULTS: Health library professionals define and understand market orientation in the same way as the concept is defined in the management literature. Their understanding of the concept is developing. A greater emphasis is given to some aspects of market orientation than others. CONCLUSIONS: There are implications for further research. Methods used to measure market orientation in other domains are likely to be relevant for libraries. Research should be extended to different sectors to explore any cross-sector differences. Fostering an organizational culture that supports market orientation has implications for service management and development.  相似文献

A Canadian national survey of 788 library staff doing instructional work revealed that most participants expected to be doing some teaching in their workplaces, and the largest proportion of participants have been teaching for more than 10 years. Most instruction continues to take the form of short presentations to groups of learners. On the whole, preparatory experiences are informal—on-the-job experience, reading professional literature, and attending workshops. The majority of respondents identify instructional work as integral to their professional identity, but nearly one-third see this work as a duty or expectation, and a small proportion view it as an imposition. The study results have implications for design of programs that prepare library staff for the workplace, and for library managers who need to support effective instructional practice.  相似文献

Everyone concerned needs to understand what can happen when management decides on outsourcing all, or any part, of library operations. Because the mission of smaller academic libraries serving fewer than 10,000 full-time enrolled students is mainly to serve the curriculum-based needs of students and faculty, collection management in these libraries needs to be directly related to changes in the curriculum of the parent institution. A look into applicable collection management literature, combined with one library's experience, offers insights about effective curriculum-based collection building in a smaller academic library setting. To achieve efficiency, collection managers must maintain up-to-date knowledge of changing instructional and research needs at their institutions, the needs new programs have for library materials, appropriate collection assessment tools, and the tasks involved in a focused expansion project. By optimizing consultations with faculty and evaluation procedures scaled to its needs, the library at North Georgia College & State University, a modestly sized academic institution, established a model for becoming an active participant in new course and program planning during the application stage, ensuring appropriate library support for new courses and programs of study.  相似文献

Middle managers in academic libraries are often the first point of contact for employees within their departments. Middle managers work as colleagues, advocates, and project managers. While the responsibilities may vary between institutions, it is essential that middle managers develop leadership skills to function effectively in their positions. In the era of COVID-19, middle managers must reconcile their own expectations of their role with the changing needs and responsibilities of those they manage. COVID-19 is a complex phenomenon that has brought many issues such as health and social inequity to the forefront. These issues should be considered in leadership techniques that are utilized by middle managers in academic libraries. When leading a department, the manager must consider the whole person. There are many challenges facing new librarians in the academic environment, including collection development. This article analyzes the topic of collection development and how it relates to new professionals in the field of librarianship. The article contains a literature review of papers discussing the collection development curriculum in library and information science programs, expected skills required of collection development offices, and library training programs for new librarians. The article also provides practical advise by recent graduates and their collection development experiences. This survey investigates the extent to which Iranian academic library managers need managerial skills and the influence of their level of seniority on this need. The results revealed that, in general, managers' need for managerial skills is high especially “people related skills” over “analytical and self-related skills” and “task related skills”. Analysis of the mean scores of skills across three levels of managers shows that the middle level managers' need for managerial skills is higher than top managers and supervisors. Overall, most respondents ranked “creating organizational climate” as the skill most needed while few said they needed development for “counseling subordinates.”  相似文献

Abstract

Virginia Commonwealth University has interlibrary loan staff members who work in a variety of locations. A review of library and business management literature and an informal survey of interlibrary loan managers was conducted to assess the extent and practices for managing interlibrary loan and document delivery staff members who work in separate locations. Data was collected to highlight common problems and challenges faced by managers who deal with this situation, and to consider the best practices used by the managers. The practices of interlibrary loan managers were very similar to those of managers found in management literature, indicating that library managers, particularly in interlibrary loan, can benefit from reading business management sources regularly.  相似文献
