The diverse array of contributions to the discipline of e-government, from evaluative frameworks and conceptual models to guidelines for initiatives and implementation architectures, evidences the requirement, both from the researcher's and the practitioner's standpoint, of sound theoretical foundations that can be applied directly in practice. We propose a cycle between theory and practice where theoretical approaches will support informed empirical studies of initiatives and enable the processes for future implementations, the analysis of which will lead to more encompassing theories. Upon this proposition, we present a theoretical analysis of e-government evolution and subsequently test the results of this analysis against two real-life cases. The juxtaposition of the theoretical positions and the practical findings leads us to the development of a set of guidelines for the analysis and design of e-government information systems. We frame these guidelines into an existing reference model for information systems development. Thus, the paper's contribution lies on three axes: first, the furthering of a theoretical perspective of e-government; second, the combination of theory and practice in the effort to understand practical particularities of the field; and third, the introduction of a usable set of design guidelines that can be applied in future implementations.  相似文献

The implementation of e-government is a burgeoning phenomenon across the globe. It improves and enhances the infrastructures and services provided to the citizens. However, a review of the IS literature reveals that research on the implementation of e-government is rather limited, which could be due to the general misconception of the public sectors as rigid and risk-averse establishments. The shortage of studies on e-government’s implementation presents a knowledge gap that needs to be plugged. This gap is significantly amplified by the increasing number of e-government initiatives being implemented by governments in recent years. This paper describes and analyzes South Korea’s Supreme Court Registry Office, which has implemented e-government. The case study discusses practical implications and suggests future research areas. Findings of the study include the alignment of technology and business processes, integration of resources into core business activities, integrating stakeholders’ trust and commitment, and better understanding of the role of organizational learning, which can enhance the adoption and institutionalization of e-government initiatives.  相似文献

We present the first comprehensive audit and comparison of e-government website security in two countries. Australia was selected for its high level of e-government adoption, while Thailand was selected in contrast as a developing nation. Through our audit of 800 pages across 40 websites, we reveal numerous security vulnerabilities suggesting that the high adopters of e-government may not always be providing better protection to their citizens. Alarmingly, the most basic web security measure, the use of Hypertext Transfer Protocol Secure encryption was only used in half of Australian and one-third of Thai sites. Our methodology included content analysis of policies and encryption, followed by security vulnerability testing, to provide the first baseline data on these two countries. Statistical analysis suggests that far from being the benchmark for security, Australian e-government sites do not significantly differ from Thai sites in their vulnerability level. The implications of these findings are examined, and recommendations are made for practice. It is hoped that these insights into the current state of security provide a needed stimulus to focus more on the practical information security aspects of e-government.  相似文献

Many developing countries across the world are allocating a significant share of their budgets for e-government initiatives. Common service centers (CSCs) are e-government initiatives that aim to increase access to public services and promote easy and direct interaction with the government. These e-government initiatives are largely underutilised, especially in rural areas in developing countries. This study attempts to identify the key challenges facing CSCs and determine their hierarchical relationships in the context of rural India. A set of 15 challenges was identified through a rigorous literature review and by surveying experts and CSC owners. Data were collected on the identified challenges and were analysed using interpretive structural modeling (ISM)-MICMAC-fuzzy MICMAC analysis. Subsequently, we developed a hierarchical model of challenges. The findings revealed that “longer travel time and transaction cost”, “low digital literacy”, and “low awareness” of e-government services are among the key challenges CSCs face in rural India. This study suggests several recommendations to all the stakeholders involved in the management of CSCs to improve the delivery of e-government services in rural India.  相似文献

The recent advances in the Internet technology have propelled the development of related applications in electronic communications and transactions, including electronic commerce and electronic government (e-government). There has been a proliferation of e-government initiatives worldwide undertaken under different forms of government, socioeconomic settings, and technological conditions. Nonetheless, the relationship between an e-government initiative and its context has not received adequate attention in the e-government literature. This paper provides an organizing framework that maps the core values (goals) of e-government to two fundamental factors; namely, the degree of e-government readiness and the level of democratization. The framework addresses the importance of the relationship between the context within which e-government initiatives are undertaken and the goals of those initiatives. From a conceptual perspective, this framework underscores the pivotal importance of the context of an e-government initiative in influencing the goals of this initiative. From a practical viewpoint, the framework provides a roadmap for policy makers to formulate policy goals of e-government initiatives commensurate with their respective environments.  相似文献

Developing information systems and e-government requires a lot of strategic and financial resources that developing countries often do not have. Facing such challenges, some countries are supported by international assistance and donors. This research contributes to explain how such assistance on the development of national information and communication technology (ICT) strategies and programs is related to e-government development. This comparative study of Albania, Bosnia and Herzegovina, Croatia, (Former Yugoslav Republic of) Macedonia, Montenegro and Serbia takes a Rational Neoinstitutionalist perspective to look at longitudinal changes in these developing countries. Quantitative data such as the amount of foreign aid for national ICT strategies and the e-government index are combined with qualitative information from reports and documents. The research suggests that the effect of international assistance on e-government is generally positive in less developed countries. The analysis of benchmarking and benchlearning as e-government policy-making tools is another aim of this study, providing a critical discussion of their role and that of the donor–benchmarker duality.  相似文献

Effective e-government creates an environment for citizens to have greater access to their government and, in theory, makes citizen-to-government contact more inclusive. Our research examines two distinct but related measures of e-government effectiveness, namely the online service index and the e-participation index, both reported in the 2010 e-government survey conducted by the United Nations. We analyze the impact of political structure, public sector performance and policy initiatives on both indices in more than 150 countries. Our multiple regression analysis shows that there is greater e-government capability in countries that have more effective public sector governance and administration, and policies that advance the development and diffusion of information and communication technologies. More democratic institutions and processes, however, appear to have a negative impact on e-government. In addition, countries that practice effective governance and promote competition in the telecommunications sector demonstrate more extensive provision of e-participation. These results suggest that the path to e-government leverages different strategies depending on a nation's political structure, and that authoritarian countries may be utilizing e-government to maintain the status quo.  相似文献

Learning is critical to both economic prosperity and social cohesion. E-government learning, which refers to the government's use of web-based technologies to facilitate learning about subjects that are useful to citizens, is relatively new, relevant, and potentially cost-effective. This work proposes and verifies that the technology acceptance model (TAM) can explain and predict usage of e-government learning. The TAM examines how perceived ease of use and perceived usefulness and their antecedents influence intention and usage of a system. This study identifies antecedents that account for individual differences, thereby enhancing the explanatory power of the built model. A survey is used to collect data from users of an e-government learning website in Taiwan. Structural equation modeling is employed to examine the fit of the data to the model. From a theoretical point of view, this research extends the TAM to e-government learning and identifies the perceived e-government learning value and perceived enjoyment as antecedents of usage of e-government learning. This study also provides directions for future research and approaches to promote e-government learning.  相似文献

This paper discusses the results of analysis of mapping ICT-enabled social innovation initiatives promoting social investment across the European Union. The key goal of the research is to provide a deeper understanding of how EU Member States can make better use of ICT-enabled social innovation to implement the actions suggested in the EU Social Investment Package (SIP). The findings of the analysis shed light on the main characteristics and patterns of the initiatives assessed according to an original conceptual framework, and taking into account the characteristics of different welfare systems and service models. Building on the analysis, the paper draws conclusions in terms of the contribution made by ICT-enabled social innovation to the implementation of social investment policies. It also provides recommendations for future research, and outlines implications and possible directions for policy. The conclusions are set to help policymakers and practitioners to use ICT-enabled social innovation to modernise EU welfare systems, providing better and more efficient social services and increasing the wellbeing of citizens. At the same time, the documented research design, its proposed terminology, theoretical framework and empirical findings contribute to the growing scientific interest and debate about ICT-enabled innovation in the field of social services and social policy redesign within the scope of the emerging discussion on the renewed agenda for Social Innovation being shaped as part of the debate on the future of Europe.  相似文献

In recent years, there has been rapid growth in the volume of research output on the topic of e-government. To understand this research better, we used content analysis of eighty-four papers in e-government-specific research outlets (two journals and one conference series). Our analytical focus took in five main aspects: perspectives on the impacts of e-government, research philosophy, use of theory, methodology and method, and practical recommendations. Normative evaluation identified some positive features, such as recognition of contextual factors beyond technology, and a diversity of referent domains and ideas. Alongside this, though, research draws mainly from a weak or confused positivism and is dominated by over-optimistic, a-theoretical work that has done little to accumulate either knowledge or practical guidance for e-government. Worse, there is a lack of clarity and lack of rigor about research methods alongside poor treatment of generalization. We suggest ways of strengthening e-government research but also draw out some deeper issues, such as the role of research philosophy and theory, and the institutional factors – particularly pressures of competition and time – that may constrain development of e-government as a research field.  相似文献

The sustainability of public health practices requires collaboration between the government and its citizens. On the government's side, social media can provide a conduit for communicating health risk information in an effective and timely fashion, while also engaging citizens in informed decision-making. On the citizen's side, information communication technology (ICT)-based practices cannot function unless citizens recognize and act on their responsibility to actively engage with government social media platforms. Despite an increasing interest in understanding the adoption of ICT practices and e-government services for health risk communication, there remains a crucial need for a comprehensive framework to explain which factors determine citizen use of digital government resources. The purpose of this study is to investigate how to increase government accountability for motivating citizens to engage in ICT-based health risk communication, thereby attaining sustainable public health practices through collaborative governance.By integrating trust and health risk information into the e-government adoption model (GAM), this research examines factors that influence citizens' likelihood of using government social media resources. Survey data from 700 Korean citizens were analyzed using structural equation modeling. The results indicated that individuals with higher social media competency are more likely to (a) seek risk information through social media and (b) perceive the government's social media sites as easy to use. Consistent with the GAM, intentions to use the government's social media sites for information and interactions appear to increase as citizens perceive more value in using them regarding information quality, ease of use, functional benefit, and security. Furthermore, perceived trust in the government's social media resources appears to function as a mediator of this process. Initial trust in the government is an important determinant of perceptions of its digital resources. Citizens who trust the government tend to evaluate new initiatives positively and are more likely to accept and make use of them.The results of this study can inform policy design and implementation by elucidating the mechanisms that determine citizens' adoption and usage of digital government services. Theoretically, this work expands the GAM to include health risk communication and adds empirical evidence to the small yet growing body of knowledge of e-government initiatives. These findings also highlight the importance of public trust in the government, as this encourages citizens to seek health risk information and assistance from the government. Overall, the data and model generated in this investigation represent an important step toward the successful and sustainable modernization of public services.  相似文献

E-governments have become a popular topic in recent decades and have attracted widespread attention on a global scale. Previous research mainly investigating the direct impact of IT infrastructure on e-government performance lacks in the context of other organizational resources and contingency factors. This study uses a panel data from Chinese prefectural cities and further exams the effect of interaction between IT infrastructure and other organizational resources (financial and human resources) on e-government performance through the moderating role of environmental uncertainty (environmental turbulence and complexity) based on resource-based and contingency views. Interaction between IT infrastructure and financial resources has a positive effect on e-government, while the interaction between IT infrastructure and human resources has a negative effect on e-government performance. Additionally, the effect of the interaction between IT infrastructure and organizational resources (financial and human resources) on e-government performance increases with a decrease in environmental turbulence and with an increase in environmental complexity. This article helps practitioners recognize the importance of IT infrastructure in developing e-government performance and provide actionable insights on financial and human resource allocation, while considering IT infrastructure. The paper offers evidences for government managers seeking resource combination to address turbulent and complex environments.  相似文献

The purpose of this exploratory study is to review scholarly publications and assess egovernment research efforts as a field of study specific to the United States e-government environment. Study results reveal that researchers who focus on the U.S. e-government environment assess specific e-government topics at the federal, state, and local levels; however, there are gaps in the research efforts by topic areas and across different levels of government, which indicate opportunities for future areas of research. Results also find that a multitude of methodology approaches are used to assess e-government. Issues, however, exist that include lack of or weak presentations of methodologies in publications, few studies include multi-method evaluation approaches for data collection and analysis efforts, and few studies take a theory-based approach to understanding the U.S. e-government environment.  相似文献

Since 2001, the United Nations (UN) and affiliated organizations have measured e-Government initiatives of more than 178 Member States of the UN, by devising “e-Government Readiness Index” (e-GRI) and “e-Participation Index” (e-PI). The UN has published rankings for its Member States in terms of e-GRI and e-PI, through e-Government Readiness Assessments (Surveys). Member States of the UN and digital government research community as well as academicians and practitioners regularly use the e-GRI and e-PI as a point-of-reference; this fact alone signifies the importance of evaluating the existing UN methodologies assessing e-Governance. Since e-Governance is one of the greatest innovations in the public sector, this research uses conceptual content analysis on the Surveys using the Innovation Management Measurement Framework (IMMF), which is one of the most widely accepted theoretical frameworks for measuring innovation initiatives. The resultant percentage normalized scores (PNS) lead to a set of recommendations for developing better informed, more balanced, and more powerful e-GRI and e-PI for the future.  相似文献

Health sciences libraries have considerable potential as resources for both formal continuing professional education, as well as the informal continuing education that results from the professional's efforts to solve problems in daily practice. While there is a growing interest in making the resources of health sciences libraries more accessible to practitioners on a routine, day-to-day basis, there also needs to be more awareness of how, when, where, and why professionals look for information in the context of practical problems. This paper reviews recent research that identifies the context in which physicians seek information and advice from external sources, the information sources that physicians access, and the factors that influence which particular sources are sought. The results indicate that physicians vary in their information needs, preferences, motivations, and strategies for seeking information. This diversity suggests that health sciences libraries, in their efforts to be more accessible, should consider "market research" to determine the needs, preferences, and use patterns of the library's targeted users. Libraries may also benefit from exploring alternative methods of improving access to their resources.  相似文献

Large-scale information technology implementations are risky projects, and the challenges and risks multiply when multiple organizations are involved, as is often the case in e-government initiatives. Some of the risk can be addressed by carefully aligning the partners' motivations, which are affected by each organization's internal and external operational and information technology strategies. In this paper, we propose a strategic alignment framework and use it to examine the motivations of a set of collaborating government agencies and businesses in the pilot implementation of the Internet Payment Platform, an interorganizational, third-party hosted, e-procurement system. As we predict, the partners in this study had varied technical, political, economic, and operational motivations for participating in the project. Even so, the participating agencies reported positive outcomes from the project, and look forward to further collaboration on the next iteration of this e-procurement system.  相似文献
